The bill for street extension from 10th street near I* street to Columbia road is a substitute for a bill of similar puri pose referred to the Commissioners by J the House District committee. Report of Commissioners. In recommending the passage of an amended bill the Commissioners sav; "The area of land proposed to he eoni demned is about square feet, and the cost of condemnation is estimated at about SIO.UUO. The Commissioners believe. however thai in order to reduce the cost ot procedings at least .">(1 per cent of the land necessary for the street should be dedicated before condemnation proceed- ings are instituted, and are informed that the owners of a portion of the land are J wiping so to dedicate. . "The opening of the street will afford the residents on the east side of 19th street, Iront Florida avenue to Columbia j road, a shorter rouie to the ears on Columbia road, and divides tr.e west front of 19th street about evenly. This front: age is about 1,090 feet, and the Columbia road frontage of the same block is about l,4.-)0 feet, and there is no cross street within this length. Property Owners to Pay. "The opening of the street will also be of advantage to the private property in the square, in that it will permit it to be utilized for building purposes. The bill provides that the total cost of the opening shall be assessed against property benefited. "The grading of the street when opened is estimated to cost about $5,000. This grading is not provided for in this measure. "The bill as drawn is not in the approved form of street extension measures, and there are also errors in description. The Commissioners have therefore prepared, and inclose, an amended bill which they recommend be substituted for the bill under consideration. "The highway plan provides for the extension of F street through this block, as shown by dotted, black lines on the plat. If the street proposed by this bill Is opened this extension of U street should be abandoned. The Commissioners have included in the amended bill a provision authorizing them to abandon this street. "It is highly desirable that the street as shown on the present plan should be abandoned, as there is an apartment house now located in the direct line of the extension, and the grades of the street under the highway plan would be steep. The street proposed by this bill will serve all the purposes proposed by the extension of U street." Newton Place Extension. The object of the bill for the extension of Newton place, it is explained by the Commissioners in a letter to Senator Gallinger of the Senate District committee, is to give access to the cars on Georgia avenue to the residents of Newton place, who now are compelled to make a detour. On the east side of Georgia avenue there are two disconnected highways, called Newton place. It Is proposed by the bill that these shall be connected. The bill provides for the condemning of the land and assessing the total cost upon property in the locality that will be benetited. MR. MACFARLAND IS 48. Report of Commissioners.In recommending the passage of an

amended bill the Commissioners sav;"The area of land proposed to he eonidemned is about square feet, and

the cost of condemnation is estimated atabout SIO.UUO. The Commissioners believe.however thai in order to reduce the costot procedings at least .">(1 per cent of theland necessary for the street should bededicated before condemnation proceed-ings are instituted, and are informed thatthe owners of a portion of the land are

Property Owners to Pay."The opening of the street will also

be of advantage to the private propertyin the square, in that it will permit itto be utilized for building purposes. Thebill provides that the total cost of theopening shall be assessed against propertybenefited."The grading of the street when opened

is estimated to cost about $5,000. Thisgrading is not provided for in this measure."The bill as drawn is not in the approvedform of street extension measures, and

there are also errors in description. TheCommissioners have therefore prepared,and inclose, an amended bill which theyrecommend be substituted for the billunder consideration."The highway plan provides for the extensionof F street through this block, as

shown by dotted, black lines on the plat.If the street proposed by this bill Is openedthis extension of U street should beabandoned. The Commissioners have includedin the amended bill a provisionauthorizing them to abandon this street.

"It is highly desirable that the street asshown on the present plan should beabandoned, as there is an apartmenthouse now located in the direct line of theextension, and the grades of the streetunder the highway plan would be steep.The street proposed by this bill will serveall the purposes proposed by the extensionof U street."

Newton Place Extension.The object of the bill for the extension

of Newton place, it is explained by theCommissioners in a letter to Senator Gallingerof the Senate District committee, isto give access to the cars on Georgia avenueto the residents of Newton place,who now are compelled to make a detour.On the east side of Georgia avenue

there are two disconnected highways,called Newton place. It Is proposed bythe bill that these shall be connected.The bill provides for the condemning ofthe land and assessing the total cost uponproperty in the locality that will be benetited.
