1. EXECUTIVE SUMMARY
WalchaCouncilhasundertakenthedevelopmentofaDisabilityInclusionActionPlan(DIAP)withinanenvironmentofstrongsupportandcommitmentforsuchaPlan.ThebackgroundtotheDIAPincludesthestructureandfunctionsofCouncilandthedemographicandgeographicprofileofthecommunity.TheDIAPisunderpinnedbyCouncil’spoliciesandlegislativeandregulatoryrequirements.Council’svaluesandprinciplesguidethedevelopmentoftheDIAPandresponsibilitieshavebeenallocatedthroughouttheCouncilstructure.TheDIAPwillbeincorporatedintoCouncil’sIntegratedPlanningandReportingFramework(IPR),withthegoalsbeingincludedinthe2017‐2021DeliveryProgramandsubsequentAnnualOperationalPlans.Detailsabouttheconsultationprocessandmethodologyintroducetheidentificationofprioritiesbythestakeholders.Theobjectivesareanalysedandariskmanagementprocessundertaken,beforeincorporatingtheitemsunderexistingWalcha‐2027(ten(10)yearcommunitystrategicplan)itemsandexistingornewDeliveryProgramitems.
2. BACKGROUND
“WalchaislocatedinthebeautifulandveryproductiveNewEnglandTablelandsregionsofNewSouthWales.TheWalchaLocalGovernmentAreahasanareaof640,858hectaresandatotalpopulationof3,187people.”“ItisoneofthemostproductiveagriculturalregionsinAustralia.Itisalsoamajorhardwoodtimbersupplierandisasignificantsupplierofsoftwood”1ResidentsarelocatedinthetownofWalchaandinthevillagesandsurroundingruralareas.
Walchaisafriendlytownwithastrongsenseofcommunity.Residentsvaluetheiridentityhighlyandoneofthesix(6)prioritiesidentifiedduringthedevelopmentoftheCommunityStrategicPlan(2013)was“MaintainingtheFeelandIdentityofWalcha.”Thisfierceindependence,fosteredperhapsbythesizeandlocationofWalcha,wasapparentinthesuccessfulbidtoretaintheWalchalocalgovernmentareaasanindependentCouncil(2015‐2016)thusavoidingamalgamationwithneighbouringCouncils.Residentsaredistinguishedbyanacuteawarenessofcommunityobligationwhichisdemonstratedinself‐relianceandresiliencewhenitcomestoprovidinginformalsupportsforpeoplewithadisability‐“Wealwayshelpeachotheroutifit’sneeded.”Inotherwords,thecommunityhasanexistingbeliefininclusion.
ThereareabroadrangeofspecialistandmainstreamservicesavailableforWalcharesidents.Forsomeservices,peoplewillhavetotraveltoregionalcentressuchasArmidaleorTamworth,butmanyorganisationsprovidelocaloroutreachservicesinWalcha.WalchaCouncilisadirectproviderofservicesforolderpeople,peoplewithadisabilityandtheircarersthrough:

TheDIAPisincorporatedintotheWalchaCouncil’sIntegratedPlanningandReportingframeworkandalignswiththegoalssetintheirCommunityStrategicPlanWalcha‐2027,the2017‐2021DeliveryProgramandAnnualOperationalPlans.“Allthegoalsandstrategiesthataredevelopedseektoattainanoutcomethatissustainableandstrivesforequity,access,participationandequalrights,particularlyforthedisadvantagedandvulnerable”2.
3. POLICY AND LEGISLATIVE CONTEXT
DEFINITION
InthecontextoftheDIAP,disabilityincludesfunctionalimpairmentsorlimitations,whichmaybepresentfrombirth,acquiredbyaccidentorillnessorduetotheprocessofageing.Theimpairmentsmaybesubstantialorseeminglyminor,temporaryorpermanent.
LEGISLATION
Directserviceprovisionforpeoplewithadiagnoseddisabilitybyspecialistandmainstreamservices(bothgovernmentandnon‐government)isunderpinnedbylegislationandpolicyincluding:
PrinciplesoftheUNConventionontheRightsofPeoplewithaDisability AustralianGovernmentNDISAct2013 AustralianGovernmentAgedCare(LivingLongerLivingBetter)Act2013 NSWAnti‐DiscriminationAct1977 NSWDisabilityInclusionAct2014
Themostrecentlegislationandamendmentsreflectashifttowardstheviewthat,whileadisabilitymayaffectthewaythatapersoninteractswithothersandtheirenvironment,itshouldnotdefineapersonanditshouldnotlimittheircapacitytobecomeanintegralpartofthecommunity.Althoughtherightsofapersonwithadisabilityhavebeendefinedasthesamerightsasthoseofallpeople,sincetheearly1990s,itisunderstoodthatupholdingtheserightsmustincludepromotionofindividualchoiceaboutwhatisimportanttothem,universalaccesstoservicesandfacilitiesandinclusivecommunitieswhereindividualscanfullyparticipateinsocial,businessandcommunitylife.
TheseculturalandphilosophicaldevelopmentsareembeddedintheAustralianGovernmentNDISAct2013andtheNSWDisabilityInclusionAct2014whicharecomplementarypiecesoflegislationdealingwithfundingofspecialistsupportsandcommunityresponsibilityandresponserespectively.
TheNDISAct2013defineshowreasonableandnecessarysupportsarefundedandprovidedforallpeoplewithadisabilityandisadministeredbytheNationalDisabilityInsuranceAgency(NDIA)whichisrollingoutintheNewEnglandTablelandsareain2016.

TheNSWDisabilityInclusionAct2014promotestheviewthat‘inclusion’isnotonlyagoalforserviceprovidersandpublicandprivatesectororganisations,itisaresponsibilityofthewholecommunity.Itlegislatesfortherightsofpeoplewithadisabilitytofullparticipationinevery‐daylife,withenhancedcommunityconnection,independence,empowermentandwellbeing.ItistheroleoflocalgovernmentthroughaDisabilityInclusionActionPlan(DIAP)topromoteandsupportinclusionintheircommunities.
TheWalchaDIAPwillhavefour(4)FocusAreas:
1. Positivecommunityattitudesandbehaviours2. LiveableCommunities(includingphysicalaccesstobuildingsandfacilities,andtransport)3. Supportingaccesstomeaningfulemployment4. Improvingaccesstoservicesthroughbettersystemsandprocesses(whichisaboutavailabilityandaccessibilityofinformationregardingservices).
4. GUIDING PRINCIPLES
WalchaCouncil’svisionis,“Tobeavibrant,welcomingandresilientcommunitythatsupportsourcitizens,businesses,industriesandenvironments.”3
“TheprinciplesandvaluesthatunderpintheframeworkfordevelopingWalcha‐2027aresocialjusticeandsustainability.”Aswiththestrategicplan,theseprinciplesandvaluesreinforcethegoalsandstrategiesincludedintheDIAPand“seektoattainanoutcomethatissustainableandstrivesforequity,access,participationandequalrights,particularlyforthedisadvantagedandvulnerable”4andalignswiththephilosophybehindtheNSWDisabilityInclusionAct2014.
5. WALCHACOUNCIL RESPONSIBILITIES AND ROLES

TheWalchaCouncillocalgovernmentareahasapopulationof3,187people.GiventhissmallpopulationandtherelativeisolationofWalcha,(itisoffthemainStatehighways),thecommunityistightknit,resilientandtoalargeextentself‐sufficient.Althoughthereareabroadrangeofcommunitycommittees,organisationsandleisuregroups,manyindividualsareinvolvedinseveralofthegroups,sothatkeyindividualsareabletorepresentmanydemographic,geographicandinterestgroupswhichmadefordatarichgroupconsultationandapublicforum.IndividualsurveysprovidedanopportunityforallWalcharesidentstoprioritiseissuesinthefourfocusareas.

ABSstatisticsconfirmthat(at2011)16.3%ofpeoplehavespecificlimitationsontheiractivitiesandparticipationincommunitylife.Thissuggeststhatapproximately500peopleinWalchaandthesurroundingdistricthavesomeformoflimitingdisability.Whilesomeofthese(6.3%oraboutupto190individualsinWalcha)willbesupportedbyspecialistormainstreamservices,theremainderwillprobablyexperiencesomebarrierstofullparticipationinsocialandcommunitylife.Bydevelopingstrategiesthataddresstheidentifiedpriorities,Walchacanbecome“avibrantwelcomingandresilientcommunity”forallitsresidents.
AsbackgroundtotheconsultationandtoconfirmissueswhichhavebeenpreviouslyidentifiedintheWalchaCouncillocalgovernmentarea,areviewofexistingdocumentswasundertaken:
