    It is with pleasure that I welcome you the WACTE 2012Leadership Conference where our goal is to work to-gether to Create Tomorrows Energy! The executive

    board and planning committee have dedicated them-selves to organizing workshops and presentations thatare meaningful and relative to the needs of the manydifferent Career and Technical Education programswithin our state. I am confident that you will find your-self energized as you take advantage the opportunitiesprovided by this years conference agenda.

    Welcome to the 2012 WACTE Summer Conference!Planning for this conference has been ongo-

    ing for the past year and we hope you find some ofthe program changes to be positive and benefi-cial. We are particularly excited to be sharing re-

    sources with Wyoming Workforce Development andlook forward to increasing the collaboration betweentheir department and our organization.

    As with past conferences, we have an assort-ment of activities planned. Business events, educa-tional sessions and fun activities are included in theschedule over the next three days. For those that areable to stay in Gillette a little longer, the Governor'sWorkforce Development Summit will take place onThursday and Friday of this week.

    Keynote Speaker& Session

    Moderator:

    Janet Bray serves as the Executive Director ofthe Association for Career and Technical Education, a not-for-profit association

    representing over 30,000 professionals across the United States. As ExecutiveDirector, Janet manages the staff and program services of the association. She isactively involved in the strategic public policy efforts of the association and workson legislative and public awareness issues for the profession. She also providesleadership and guidance to the ACTE Board of Directors, committees and relatedassociations.

    Prior to joining ACTE, Janet was Executive Vice President of the NationalAssociation of Enrolled Agents where she oversaw a comprehensive strategicplanning process, governance restructure and leadership development program.During her 33-year tenure in the association management profession, she hasprovided leadership to a variety of associations in strategic planning, educationprogram development, outreach to related professions and publics and creation ofinnovative programs and services. She was instrumental in the development of aYouth Apprenticeship Program for the graphic arts industry in the State ofWisconsin and initiated the industrys effort to develop national skill standards.

    Janet has been an active participant in the association community servingon the American Society of Association Executives Education Foundation Board of

    Directors, Greater Washington Society of Association Executives Board ofDirectors, and numerous association-related committees and councils. She hasserved as a speaker at numerous association conferences and seminars and hasauthored articles related to the association field. Janet holds a Bachelors Degreein History and Government from the University of Maryland and a Masters Degreein Adult Education from the George Washington University. Janet earned herCertified Association Executive (CAE) credential in 1991 and is a member of the

    distinguished ASAE Fellows Group.

    Legislative Lunch Speaker:

    Joan K. Evans has been appointed by GovernorMatt Mead as the Director of the Wyoming Department of Workforce Services. Herappointment was made in January, 2011. She was previously appointed by Governor DaveFreudenthal in January, 2007 to this same position.

    The Department of Workforce Services is dedicated to developing a demand-drivenworkforce, responsive to private-sector worker and employer needs. Under her leadership,the Department of Workforce Services provides employment and training, business andvocational rehabilitation services, workers compensation services, unemployment insurance

    services and a variety of other programs throughout Wyoming.

    Joan came to the Departments from the Carbon County Higher Education Center inRawlins where she served as Director from 2004. Prior to her becoming director, she served

    as the Assistant Director for 13 years. Joan spent much of her career working with adultstudents who were seeking training for career advancement and developing trainingprograms to meeting Wyomings economy.

    While at the Carbon County Higher Education Center, Joan was appointed by theGovernor to sit on the Wyoming Workforce Development Council. This Council is thegoverning council for the Wyoming Department of Workforce Services and serves as the stateand local Workforce Investment Board under the Workforce Investment Act of 1998.

    Prior to her service at Carbon County Higher Education Center, she served as anassistant business manager for Carbon County School District No. 1 and has been an adjunctfaculty member at Western Wyoming Community College since 1989.

    Evans holds a bachelors degree in finance and a masters degree in adult educationfrom the University of Wyoming. In 2011, Joan was selected for the prestigious Toll

    Fellowship Program by the Council of State Governments. In addition to the WyomingWorkforce Development Council, Joan has also served as President of the Wyoming LifelongLearning Association; and she served as a member on the Advisory Board for Wyoming PBS,the Council for Wyoming P-16 Education, the Correctional Industries Advisory Board, theState Employee Compensation Committee, Cheyenne Rotary, the Wyoming Institute forDisabilities, the Carbon County Economic Development Council, the Wyoming GovernmentInvestment Fund Board of Trustees, among other organizations. She is also an advisor forLeadership Wyoming. She has received numerous personal and professional commendations.

    is an instructional designer and instructor for University of Wyoming, Outreach Credit

    Programs. In this position she teaches online courses and works with faculty to effectively integrate technology

    into their distance education courses. She received her doctorate degree in Education at the University of Wyo-ming in Adult Learning and Technology with an emphasis in Instructional Design in 2006. Her dissertationresearch was in the area of instructional design and focused on the design, development and evaluation of vir-tual microbiology labs. This project unified the three things in which Christi is most interested professionally:instructional design, technology, and teaching with technology. Her area of expertise is emerging technologiesand she has been an invited speaker on many Web 2.0 technologies. She has also taught numerous workshopsand courses on diverse instructional technology topics ranging from text messaging to video editing to SecondLife.

    has taught Business and Marketing for the past 32 years with most of her exper-

    tise in the areas of Marketing, Management, Hospitality, Entrepreneurship and Finance. For the past 25 years,she has taught a sequence of courses in the Marketing and Management/DECA Program at Campbell CountyHigh School. In this time period hundred of students have studied business and many have gone on to pursue

    advanced degrees and have become successful in working for others or owning their own companies. Camp-bell County High School DECA (An Association of Marketing and Management Students)the accompanyingStudent Organization, has produced hundreds of state winners. The state winners attend the InternationalDECA conference where over the past 25 years; have won over 35 International trophies and hundreds of topten medals. The program design by Ms. Newberry is unique in many ways but one of the most obvious advan-tages it offers is the variety and sequencing of courses. Most Marketing/Management programs nationwideoffer two or three marketing related classes, but at CCHS students are given the opportunity to choose from fivesequenced courses. The courses begin at the career entry level with Introduction to Business to BusinessManagement II a college credit course. In addition, Ms. Newberry served as a content area consultant for theWyoming Standards project helping to assess curriculum materials and write test questions for the State ofWyoming.

    Nichole Witt is a member

    of the Sicangu Lakota Nation and resides on the Rosebud Sioux Reservation in South Dakota. She is the execu-

    tive director of White Buffalo Calf Woman Society (WBCWS). WBCWS has worked hard over the last thirtyyears to provide support and resources to women in domestic violence situations. Ms. Witts presentation willinclude sharing personal experiences and providing educational tools and guidance focused on teen datingviolence. Following the presentation, WATFACS teachers are welcome and encouraged to engage in a ques-tion and answer session with Ms. Witt.

In preparation for the 2008 Democratic NationalConvention, he led the training for all 10,000 volunteers and more than 4,000 local service professionals forthe event. Training Magazinerecently named him as one of the top 10 trainers under 40 in America and theDenver Business Journaltapped him as one of Denvers 40 Under 40.

    His unique approach of blending complex theory with common sense and actionable solutions allowshim to connect and engage with participants so that they can create their own personal change. With a back-ground that stretches from gas stations to global companies, macroeconomics to the ministry, he is a modernRenaissance Man. An expert in world-class customer service, Davies also speaks on organizational change,personal authenticity, and corporate citizenship.

    Davies is currently the CEO of the Center for Work Ethic Development, an organization committed torestoring work ethic values in high schools, workforce centers, and the private sector. He is also a publishedauthor and is frequently cited in national publications, including the New York Times. An avid runner, Joshhas been awarded the Mile High Energy Award by Visit Denver, and an honorary Doctorate of Foodservice by

    the North American Food Equipment Manufacturers Association for his contributions to the hospitality indus-try. He is the past President of the Council of Hotel and Restaurant Trainers (CHART), and just finished cam-paigning for a seat on Denvers City Council.

    Sam Hitchcock became State Director

    of Vocational Education in 1941, a position he held until 1961. During this time, he developed the

    National Defense and OSY programs to serve the needs of workers in World War II. After the War,

    he was responsible for 130 veterans on-the-farm training programs. In 1946, he played a key role

    in the organization of our present Wyoming Association for Career and Technical Education. Mr.Vocational Education is a title given him by his many friends in Wyoming and the nation, and fur-

    ther sums up his leadership services to our profession.

    The Wyoming Vocational Association honored Sam Hitchcock by establishing this scholar-

    ship in 1959. WACTE is an organization of Wyoming career and technical educators, coordinators,

    counselors and administrators organized to establish and maintain state leadership for the promo-

    tion of vocational, career and technical education.
