Issue:
HSPA Accessibility degraded due to BTS & Max User failures
Observations:
Major reasons identified from OSS stats
1. Traffic imbalance between U900 & U2100. Impacting U2100 SU utilization >=100%
2. FBBA upgrade is delayed
Action Performed:1. PFLSettings changes implemented
2. U900 CellWeightForHSDPALayering increased from 60 to 80.
3. HOPIID changed (removed bias towards U2100)
Points to be noted:
Settings may further degraded the KPI if implemented n interfered environment
Post these settings U900 base band utilization increased by ~~20 . Settings are preferable if the current U900 utilization
ADJIQ0oOffset2 tuning need to be considered where U900 utilization is in between 65 to 75
