AC Service or Replacement on Roof Please contact the board and management company before you or your vendor access our roofs. When replacing compressors on the roof, verify that your vendor will be using a crane to hoist the new unit to the roof. In the past, some vendors have taken them up using ladders, causing damage to the gutters, and adding several hundred dollars to the cost of the new system. Any damage caused by your vendor will be repaired and billed to the appropriate homeowner. Address If you are a new owner, you may have noticed several addresses used by the previous owner. You’ll notice that some vendors and utilities prefer certain formats. Here are the common formats and comments about each:

4338 Chastain Walk, NE Atlanta, GA 30342

The preferred and standard address for Chastain Walk, though some delivery people have problems finding it.

4300 Roswell Road, #4338 Atlanta, GA 30342

Sometimes confuses the post office, though usually isn’t an issue. UPS and other delivery companies tend to have less trouble finding this address.

4300 Roswell Road, #38 Atlanta, GA 30342

This is an old address, primarily found on old legal documents and some utilities. Sometimes it will read “Apt. 38” at the end of the street address.

4338 Chastain Walk Drive, NE Atlanta, GA 30342

Avoid this. We used to have an old street sign on our property that read this way. Generally speaking, this is a bad address, and many online systems will attempt to correct any address with Walk and Drive in the same line. This address is also easy to confuse with Post Chastain which uses Chastain Drive.

4338 Chastain Drive, NE Atlanta, GA 30342

Wrong address. Guaranteed way to lose your mail. Chastain Drive is the street address for Post Chastain Apartments (less than a mile from here).

Annual Meeting Each year the association holds an annual meeting in early December where the board discusses the activities of the past year, plans for the future, and answers questions about the budget for the coming year and the finances in general. This is also the time when the association elects the board for the coming year. An official announcement of the meeting along with a copy of next year’s budget are mailed to homeowners well in advance, in accordance with the requirements of our documents. Approvals There are many occasions when you need board approval before making changes or taking certain actions. These are mentioned throughout this guide. When you need approval, prepare an email to the board with all the relevant details. For example, if you want to place something on your patio that will be visible from outside the fence, describe the item and include a picture if possible.

In some cases, the board may be able to discuss and approve these quickly by email. In most cases, however, you will not get a decision until after the board has met for a regular monthly meeting. We ask for your patience during this process. Basement Access You will need basement access for certain plumbing repairs and to access your storage cage. Consult the property map to see basement access points for each building. If you are a homeowner, you should have received a basement key from the previous owner. If not, please contact the management company to request a key. There is no charge for a key. Tenants, your landlord may or may not have given you a basement key. Blinds and Curtains Window treatments must show white from outside your home. This contributes to a consistent appearance for our property and overall curb appeal. Blueprints Property and home blueprints are available online at chastainwalk.com. Use these to plan changes to your home, to help with elaborate plumbing problems, etc. They’re also fun to look at! Board Contact the board by email: [email protected]

How is the board chosen? At each annual meeting of the association, a board of directors is elected by the membership to conduct the business of the association for the coming year. How are the board officers chosen? Board officers are appointed at the first board meeting following the annual meeting by the new board. What are board members paid? Board members are volunteers and receive no pay for their time and effort. Board members pay the same fees and assessments as all homeowners. How often do you meet? What do you do? The board meets monthly to discuss and manage the business of the association. At these meetings, we meet with contractors if necessary, and work with our property management company to address individual member’s concerns and discuss short- and long-term needs of the property. How much time do you spend each month on association business? That depends on the month, the projects in progress and the surprises that come along the way. The amount of time we each spend varies from a few hours a month to several hours in a week. Can I attend the monthly board meetings? Yes. Board meetings are open, but not public. Any homeowner may attend monthly board meetings for any reason as long as you RSVP to the management company prior to the meeting. Will I be allowed to participate in the meeting? Not unless you have a specific issue to bring before the board. Plan to attend as an observer.

Building Numbers Knowing your building number can be very helpful! Notes and advisories reference these. At the front of the drive, facing the property, standing in the drive: Front left of drive Building 1 Back left of drive Building 2 Back right of drive Building 3 Front right of drive Building 4 See the property map on the last page. Bus Routes See the MARTA entry later in the guide. Chastainwalk.com The address for our website. Online you’ll find property updates, notices, copies of our documents and blueprints, and more. There’s an RSS feed option that allows you to stay current without having to visit the site daily. Dishes See Satellite dishes. Documents The association’s official governing documents are available online for download at our website. We encourage every owner and tenant to download a copy and read these. As an owner or tenant, many of your actions are governed by these documents. When solving problems, the board refers to these and is bound by them. Go to chastainwalk.com and look for the “Documents” link under “INSIDE.” Dogs

• Owners are responsible for their pets.

• On leash: Dogs must be on a leash at all times. This can’t be stressed enough. Please, please, always have your dog on a leash.

• Poop and pee: If your dog poops anywhere other than the dog walk at the back of the property, you must clean it up. Regardless, your dog may not pee on the grass or landscaping. Pine straw, dirt, and dog walk areas are fine.

• Barking: If you have a dog that is prone to bouts of barking, please take steps to prevent this from happening so that it doesn’t disturb your neighbors.

• Outside your home: You may not leave your dog chained or roaming on front landings, decks, or your porch area. Dogs outside your home must be on a leash and under your direct supervision at all times.

• Problem dogs: Problem dogs may be removed from the property if enough complaints are received by the board.

• Problems and violations: Neighbors, contact Fulton County Animal control to report off-leash dogs, attacks, or other problems. Please email the board also with full details. Fulton County Animal Control: (404) 794-0358

Doors Do not replace your front or back door without getting approval from the board. All back doors must have a plain face without panels. Front doors may have a single full height window as long as there are not multiple window panes / divided lights. ALL door replacements must be approved. Doors may be solid wood or composite. Solid wood exterior doors can be purchased at major hardware stores. Also see: Paint Colors. Gas Home heating and stovetops are typically gas powered. If you must turn the gas off to a building, you must notify the management company well in advance, except for emergencies. In some cases, stuck valves can be replaced by experienced plumbers without turning off the gas. Talk to your plumber about this. When the gas is turned off, it can’t be turned on without an involved process requiring the association to go door to door to verify that no older system is leaking gas through an unlit pilot light. This typically requires a policeman, board member, locksmith, and plumber to be present when the gas is turned on. Never turn the gas off in a building without contacting the management company first, unless there is an emergency. Grills Grills are prohibited for our property by the Atlanta Fire Code. You cannot use these in the parking lot, on back patios, decks, or landings. Keys Owners, see below. Tenants, in all cases, contact your landlord.

• Home – you should have received these from the previous owner at closing or your landlord. The association does not have keys to individual homes.

• Mailbox – you should have received these from the previous owner at closing or your landlord. The association does not have mailbox keys. If not available otherwise, contact the post office for replacements.

• Basement – you should have received these from the previous owner at closing or your landlord. If not available otherwise, contact our property management company.

• Pool area – you should have received these from the previous owner at closing or your landlord. Homeowners in good standing may contact the management company for these.

Landscaping The board makes every effort to maintain the appearance of the landscaping of our community. Communication with the board is requested if an owner wants to do some installation of plants around their unit. Be aware that invasive species will be removed and any other plants are subject to pruning and or removal if they interfere with the overall theme of the property’s landscaping. Any input from owners is appreciated and participation in planning is encouraged. Please contact the board or management to determine when landscaping will be on the monthly board agenda. Bamboo – Do not plant this near our buildings. Their roots can crack concrete foundations.

Laundry You may not dry or hang any towels, clothing, blankets, or other laundry on window sills, deck rails, patio walls, entry walls, or any clothesline outside your home. Leaks Report all leaks to the board and management company immediately. If you live in a downstairs flat, check with the owner above you as soon as possible. They may be unaware of a problem in their unit. MARTA Bus Route 5 runs up and down Roswell Road and terminates at the Dunwoody Rail Station at the north end, and the Lindbergh Rail Station at the south. During the week, buses run every 15 minutes during rush hour, every 20 during the middle of the day. Mail For problems with your mail, please contact the post office serving our property- USPS 5400 GLENRIDGE DR ATLANTA, GA 30342-4937 Minutes Every month the board keeps meeting minutes and publishes these to the community website. Read these each month to stay current with the association’s business. Minutes are typically posted within a month or two after the meeting (the board must approve the previous month’s minutes before they are posted). Noise We strive to create a peaceful environment for residents. Be kind and courteous to your neighbors and our neighborhood.

• Parking lot: Please turn your stereos down before you enter the property. In courtyards, even normal conversation volume is easy to hear from inside homes.

• Dogs: please control your pets, in and outside your home.

• Stereos and Home Theater Systems: Our documents guarantee every homeowner “quiet enjoyment” of their home. For this reason, we discourage homeowners from installing loud sound systems. If you have any questions about whether you are bothering your neighbors, we encourage you to be proactive: Ask them to tell you if the noise ever bothers them.

• Parties: In our small community, noise carries. Parties that spill onto decks and porches can be a problem for other homeowners. Use common sense and be courteous.

• Pool area: be aware of the homes the surround the pool area and keep the noise down. [continued on the next page]

Resident Parking We ask that you place the resident decals on the inside of your back window in the lower left corner. Please note that it is the homeowner’s responsibility to make certain that their decal can be seen and is visible at night. The new resident decals have a reflective backing and are repositionable only when first applied. As they age they will become permanent.

The initial resident decals and visitor hangers will be free. Replacement for lost decals and hangers will be issued at a cost of $25 each. Please note that when a resident decal or visitor hanger is reported lost or stolen, it becomes invalid immediately. If the lost or stolen decal or hanger is found, it may not be used. Contact [email protected] for replacements.

The only exception to requiring parking documentation will be vendor and service vehicles before 5:00 pm Monday through Friday only. These vehicles will not require tags.

Any vehicle found to be using an invalid decal or hanger, is subject to being towed.

Resident/visitor parking rules are not enforced between 9:00am and 4:00pm on non-holiday weekdays, unless otherwise indicated. Parking rules for residents and visitors will be enforced at all other times.

Visitor Parking The property currently has 89 parking spaces for the 60 units that make up Chastain Walk Condominiums. Visitor parking is intended for guests of residents. No vehicle with a Visitor’s hang tag can be parked in a parking spot marked Resident. These vehicles are subject to being towed without notification.

As our parking is limited, please be considerate of your neighbors. Visitor hang tags are for visitors, they are not intended as a third resident parking permit. As a courtesy to your neighbors, please notify the board if you are having guests with a vehicle on property for more than five (5) consecutive nights at [email protected]. Please provide tag number, color, make and model of vehicle. This process is intended to create as equitable and safe an environment as possible for all. This policy is subject to change as conditions warrant.

Your visitors must park in a space marked for visitors. Visitor spaces are along the dog walk area at the back of the property. Do your visitors a favor and ask on arriving “Did you park in a visitor space?” If the answer is no, ask them to please move as an improperly parked vehicle is subject to being towed without notice.

Payments Monthly Assessment At the beginning of each year, homeowners will receive a coupon book and are responsible for making timely monthly payments. Payments are due the 1st of each month. Late fees are imposed after the 10th. Check chastainwalk.com for links to online payment options. Roofing Assessment Chastain Walk has an annual special assessment to fund our roof reserves. The assessment may vary from year to year. Homeowners will be notified by management of each year’s fee well in advance of the June 1st due date. Special Assessments In emergencies, special circumstances, or sometimes with advanced planning, the association may charge each homeowner additional fees needed to cover the cost of an emergency project or significant capital

improvement project. Our association tends to run with enough cushion in the annual budget and with enough reserve funds to avoid these, but they are always possible in extreme circumstances. Payment Plans If you have problems making your monthly payments, email the board about a payment plan. Plumbing Repairs Some plumbing repairs require basement access to shut off the water to your unit. Shutting off the water to your unit generally means the water will be cut off to your entire building. Please consult with your plumber ahead of time to determine if this will be needed. You should also determine that you have a key to access the basement under your building. If you are a renter, contact your landlord if you don’t have a key. Before scheduling any plumbing work that requires shutting off the water, you must notify the management company and post a sign on the community bulletin board notifying everyone that the water will be off. Indicate the building number, the date of the shut off and length of time expected. Please be courteous: Give ample notice for non-emergency work; aim for 48 hours notice, minimum; and, schedule the work during those times when the least number of people are likely to be affected. For example, arrange weekday shutoffs after 9 AM and plan to have the water back on before 5 PM. Avoid weekend and holiday shutoffs except in case of an emergency. Warning: The hot water lines in our buildings use recirculation pumps. Your plumber must be familiar and comfortable with these systems. If not properly shut down, these pumps can be damaged and cost more than $1,000 to replace. If not turned on after your work is complete, the association will bill you for the plumber we call to turn it back on. Don’t learn the hard way: check with your plumber in advance. Any damage caused by your plumber that must be corrected by the association will be charged to the unit that caused the problem. Contact the management company for plumber recommendations. Pool The pool is for homeowners in good standing and other residents, like renters. If you don’t have a pool key, contact the previous owner (renters contact your landlord). Otherwise, contact the management company for a key. Observe the posted pool rules at all times. The pool rules are posted just outside the fenced area along the drive. The pool is open from 9:00am to 11:00pm, and may be closed seasonally. Keep the noise down. Limit guests to two. Notify the board before hosting parties at the pool. Problem-solving The first step to solving problems is to contact the management company. Many problems have simple answers or may require a follow up call or two to solve. The management company and board prefer contact by email when and where practical. In your email, state your name, unit number, give contact phone numbers, and give a brief description of the problem. Don’t hesitate to attach photos if you think it will help. If the problem is urgent, call the management company. If you have a problem with your neighbor, you might consider talking to them directly or leaving a friendly note at their door. If you aren’t comfortable with this, feel free to email or call the management company for help.

To reach our property manager, email: [email protected] To reach the association board, email: [email protected] Recycling A recycling dumpster is located next to the dumpsters and does not require sorting. Please limit this dumpster to recycled goods only, not household garbage. Tenants You are welcome at Chastain Walk and we hope you enjoy living here. Please keep in mind that while the home you occupy is a temporary apartment in your eyes, you are surrounded by people who view Chastain Walk as their home. Unlike some apartment complexes, you won’t be able to turn your home here into party central. Please read your lease carefully, this entire welcome kit, and the association documents. As a resident of Chastain Walk, you are bound by most of the same rules as homeowners. When you have a problem in your home, contact your landlord, who will contact the management company or board if needed. In case of an emergency, please contact the management company. Renting Our association documents limit the number of rented homes to 12. At the time of printing, we are currently at the rental cap and no more homes may be rented at this time. We do have a waiting list. To add your name, send an email to the property manager: [email protected]. Once you are approved to rent, you must use the association’s approved lease. Renovations In general, you must get permission before you make extensive changes to your home. Removing a wall, making structural changes, installing a dish—in all these cases, you must get board approval prior to making changes. When you contact the board, be prepared with details about the changes you plan to make. If moving walls, present plans. Details are key. Window treatments, like curtains and blinds, must show white from outside your home. You must get board permission before you replace your windows. In general, you don’t need permission to use bright or bold paint colors unless you plan to paint the ceiling or some other place that will be visible from outside your home. In these cases, you may be required to reverse changes at your own expense if you don’t get approval beforehand. Roof Access You must contact the board and management company before you or your vendor goes on our roofs. Roof Leaks See Leaks. Satellite Dishes You must get permission from the board before installing any satellite dish. Without permission, you will likely be required to remove the dish, submit a plan, and cover all costs related to repairing any changes you made to the building exterior.

When considering a dish, there are two chief considerations: (1) Where will the line from the dish enter your home? What surfaces will be punctured What changes to the exterior of the building will be required. Be prepared to explain this in detail in your proposal to the board. (2) As the association makes changes, improvements, and repairs to the building exterior, our contractors will move your cable or dish, and in some cases may have to cut the cable in order to complete their work. As the homeowner, you will be responsible for all ongoing cost to maintain this line into your home, regardless of the type or number of changes, and the cost required to return your installation to working order. Inside and out, these charges are your responsibility. Signs For Rent, For Sale, or others. You cannot put For Rent or For Sale signs in your windows, on your door or in front of your home. You’re welcome to print a notice and put it on the bulletin board. You and your realtor may put out open-house signs in front of the property and in front of your home, but only on the day of the open house, and provided that you remove these promptly at the end of the open house. You may not put signs on your vehicle. Commercial vehicles may not be parked overnight. Special Assessments See Payments. Stairways These are not to be used for storing trash, boxes, pool items, ash trays, etc. They are not to be used as a smoking perch, gathering place, or general hangout. Stairways are for ingress and egress only. Storage You may not store anything outside your home for any reason for any length of time. This includes front and back doors, stairways and under stairways. Storage Cages Most homeowners have a storage cage, know its location, and have the appropriate keys. Storage cages tend to pass from owner to owner as the unit is sold. Because of the distribution of basement space and storage cages, not all cages are located in the same building as the owner’s home. If you do not have a storage cage and would like one, please contact the property manager. If you would like a larger cage and know of an empty one, please contact the property manager. Trash Dumpsters are located at the back south side of the property. As a general rule, these are for household trash only. Over the years, owners have thrown away small appliances, some furniture, mattresses, and other large items. Here’s what you need to know:

• Never set trash outside your door. Keep it inside until you take it to the dumpster.

• Be courteous: don’t attempt to throw away large items if the dumpsters are full or nearly full.

• Get it inside the dumpster: regardless, anything you throw away must be placed completely inside the dumpster. On top, beside, behind, and close do not count. The city will not pick these up. If it is inside, it’s taken; outside, it’s left behind. Items left outside cost the association money because we must pay someone to come out and put them in the dumpster or haul them away. If you see someone leave items outside the dumpsters, please email the property manager with the date and time, item(s), and the homeowner’s unit number.
