In this guide, you will find all of the instructions for applying to Project Teams, as well as ample explanation of the 2020

Project Teams process. A list of required documents and other relevant resources can be found in the "Resources" box

of each process' page. Please pay close attention to deadlines, as many of parts of the application process(es) are time

sensitive, especially if travel is involved. Please read through this guide today so that you can plan your time accordingly

and complete the necessary steps on time!

The Inter-American Teacher EducationNetwork (ITEN) is an initiative of theOrganization of American States (OAS) thatworks with Ministries of Education or othergovernmental teacher education institutions ofOAS member states and classroom teachersto advance the teaching profession in theHemisphere. In early 2019, ITEN launched Phase 4 of itswork. Based on the needs of the OAS memberstates, and in alignment with the Inter-American Education Agenda, ITEN promotescollaborative work to solve problems of policyand practice in relation to teacher education inSTEM (science, technology, engineering, andmathematics) at the early childhood and uppersecondary levels.

Special attention is afforded to promotepolicies and practices that encourage equityfor the STEM education of girls andwomen. ITEN offers a networked community ofeducational leaders in the Americas. itprovides an annual cycle of engagementopportunities and competitive funds toparticipating Ministries of Education andother teacher education institutions.

ITEN is configured to include key stakeholdersdirectly involved in teaching and teachereducation, including:

Institutional Representatives, such asrepresentatives of ministries of education, andother teacher education institutions,

STEM Teachers, early childhood, primary, andsecondary teachers who teach STEM, and

Other Stakeholders, such as teachereducators, members of the industry, a privatefoundation, or non-profit.

The network is composed of institutional teamsfrom OAS member states that include at least oneof each type of stakeholder.

What are Project Teams?

Does your Ministry of Education or teacher education institutionhave an idea for addressing a challenge in STEM teachereducation in your country/region? Are you strongly driven to act asquickly as possible on this issue? Would you like to be connectedwith a collaborative support network? Odds are that your challengeis a shared issue, which means Project Teams is the idealmechanism for developing a solution to your pressing challenge(s)in teacher education in your country/region!

Over the span of six months, Project Teams work with a small,cross-cultural group of individuals on a project that addresses achallenge underlying teacher education. This is a partner-ledProject Team model that offers a unique opportunity to connectvirtually and in-person with others who are facing similar problemsin their countries. ITEN will support teams with logistical aid, datacollection and analysis, travel stipends, professional developmentmodels, ideas for strengthening community, and more.

Step 1: Prepare Your Idea Proposal WHO is eligible to submit an Idea Proposal?Ministries of education and other institutions of teachereducation are eligible to submit an Idea Proposal.

WHAT is a qualifying Idea Proposal?Idea Proposals should identify a problem in STEM teachereducation that is shared across the region. You will knowyour Idea Proposal is acceptable if you are able to answer"yes" to all of the following questions:

TIPS! Strengthen your Idea Proposal by:

WHEN & WHERE are Project Team meetings andevents held? Project Team meetings (virtual) will be held bi-weeklyfrom May - October 2020 using the Zoom platform.Teams will decide on a standard meeting scheduleduring their first team meeting. In-person events includethe Annual Seminar (to take place in August 2020,location TBD), and Project Teams may extend theircommitments through Cooperation Exchanges andSeed Grants between November 2020 - April 2021.

Important ConsiderationsBeing a part of Project Teams is a commitment tocollaborative, cross-cultural team work. With theMinistries' or Institutions' leadership, your Project Teamwill collectively agree on expectations andresponsibilities of each member throughout theprocess. HOW do I submit an Idea Proposal?After you have read this entire Guide, built yourInstitutional Team (step 2), and prepared your Letter orCommitment (step 3), then you will submit your IdeaProposal by completing the Idea Proposal Formbefore the submission deadline on January 31, 2020.

Step 3: Prepare Your Letter of Commitment WHAT is required in the Letter of Commitment?In the Idea Proposal Form, you will be asked to include aLetter of Commitment in order to participate in ProjectTeams. The language of the commitment will varydepending on your Institution's needs and/or relationshipwith the OAS. Your Institution's Commitments:

Institutional Representative - IF THIS IS YOU, thenyou will serve as the point of contact for ITEN.STEM Teacher (early childhood, primary, or secondary) -We define this as someone who is an active teacher,directly instructing children ages 3-18 in classrooms. IFTHIS IS YOU, and you have not already been selected tobe on an Institutional Team, then you will need to contacta participating Institution to submit and Idea Proposal.

Step 2: Build Your Institutional Team WHO is eligible to participate in Project Teams?Project Teams are comprised of 2-4 Institutional Teamsdirected by the Ministry of Education or Institution thatsubmits the Idea Proposal. When building your team, youwill need to find a minimum of 1 individual per each of thefollowing profiles:

In addition to the above, other optional members couldinclude a teacher educator or other stakeholder, such as amember of industry, a private foundation, or a non-profit.

*Note: All individuals MUST BE IDENTIFIED BYNAME on the Idea Proposal.

What if I participated last year?Great! We will be counting on you to be a leader within yourgroup, considering you now have exceptional experiencewith Project Teams.

Step 2.1: Project Team Formation ITEN will help coordinate match-making.Once your Institution's Idea Proposal is accepted, the ITENTeam will facilitate a virtual meeting for Institutions that haveinterest in the same or a similar topic, to discuss possiblepartnerships. Once all parties agree on participating togetheras part of one Project Team, then you will progress to theCommitment.

Step 5: Collaborate How do we manage our Project Team's work?After your team's first planning meeting, all bi-weekly,virtual meetings will be focused on continuing thecollaborative dialogue among team members andsupporters, working to execute your Project Team's visionand goals. The key to successful execution is constantcommunication, including:

We are building a community of leaders! The work doesn't end with bi-weekly meetings! We will beencouraging constant communication, collaboration, andsupport within your team, with ITEN, with other ProjectTeams, and with other stakeholders of whom you maywish to invite to be a part of the process. Thisencouragement may show up in various ways, fromwebinars, emails, or a simple phone call, and the like. Thisaspect of the network is often spontaneous, so stay tunedthroughout the year for communication from ITENregarding these opportunities.

Step 4: Plan Your Work

What happens during my team's first meeting? From May 2020 to October 2020, your Project Team willattend bi-weekly, virtual meetings facilitated by an ITENrepresentative. Meetings are a space for open dialoguewhere your team will collaboratively work to produce afinal product that can be shared with the entire network atthe end of the 6 months of work. Your Project Team's firstmeeting will be used to plan the who, what, when, where,why, and how for the 6 months of work ahead, including:

Familiarize yourself with the documents highlighted inblue above, as they will be the foundational tools yourProject Team will use to facilitate the planning process. Step 5.1: Attend the ITEN Annual Seminar

Time to collaborate with your team IN PERSON! In August 2020, all of your Project Team's approvedmembers will be invited to participate in the ITEN AnnualSeminar. This will be a 4 day event in which ProjectTeams and supporters will have the opportunity tocollaborate with their teams face-to-face, and network withothers in the ITEN Community.

Step 7: Deepen Your Work

What happens after the 6-month Project Team cycle?Congratulations! You've accomplished a lot in a very shortamount of time, and now it's time to focus on sustainabilityof all your hard work! Your team will have two opportunitiesto apply for extra funding to support in sustaining yourproject within your regions/countries.

Face-to-face interaction is vital if you expect your projectto be sustainable. Cooperation Exchanges are anopportunity for your Project Team members to visit oneanother in each other's respective countries in an effortto deepen the conversation and sustainability of yourteam's hard work!

We recognize the financial challenges that arise whenyou are trying to implement new efforts and effectpositive change. A Seed Grant is an opportunity for yourMember State Team to apply for funding to assist withimplementation of your project work specifically in yourcountry. Each of your Project Team's Institutional Teamswill be eligible to apply separately for a Seed Grant fortheir respective country.

Step 6: Showcase Your Work

In October 2020, the last month of the 6-month workcycle, your Project Team will collaboratively create aone-hour Webinar presentation to share your projectwith the rest of the ITEN community. Webinars will takeplace in November 2020, Once your Project Team isready to begin this process, please refer to the FinalWebinar Template, for guidance, as it will provide allthe details you need for co-creating your Project TeamWebinar. We welcome you to use the template exactlyas is, or as a mere guide that you edit to your liking. Weencourage creativity! Your team's final product is intended to serve as auniversal tool from which anyone in the ITEN communitycould benefit. Project Teams are meant for collaboratingin an effort to support and unify our community, andhopefully help us all get closer to solving issues in STEMteacher education in our respective regions. Your finalproduct will be due at the time of your Webinar share-outin November 2020. See examples of final products onthe 2019 Project Teams webpage.

Teacher FellowsThe ITEN Teacher Fellows are a cohort of classroomSTEM teacher leaders from across the Americas, whoare committed to teaching fundamental principles ofSTEM. Nominated by their Ministries of Education,this two-year Teacher Fellowship began in May 2019,and will culminate in May 2021. Teacher Fellows arecommitted to improving the quality of STEM educationin their own classrooms and contributing to dialogueand leadership for their country's policies andprograms related to STEM teacher education. Tolearn more, please see the 2019 ITEN TeacherFellows webpage. Teacher AmbassadorsStarting in 2020, eligible classroom STEM teacherswho participate in Project Team work will bedesignated as Teacher Ambassadors. WhileAmbassadors will not have the same commitments toparticipation with data collection in their classrooms asdo the Fellows, Ambassadors are invited to participatefully in the life of the ITEN Teacher Communitythrough virtual and in-person events.

While supporting the work of Project Teams, early childhood,primary, and secondary teachers are welcomed to participate inthe ITEN Teacher Community. The purpose of the ITENTeacher Community is to support the foundation of a qualityeducation system—teachers. ITEN's Teacher Communityparticipants cross between the worlds of educational policy andpractice, learn to support data collection on the impact of goodteaching practices, provide professional development to theirown colleagues in their home countries, and impact positivepolicy change, all with support of their home Ministries. Starting in 2020, the ITEN Teacher Community will becomposed of two groups: Teacher Fellows and TeacherAmbassadors.

Speak up and bring ideas!The Seminar will be packed with opportunities to activelyparticipate in activities and conversations, and the moreeffort you put into partaking in these activities, the more youwill get out of the Seminar! We all want to hear what youhave to say, so please do us all a favor and SPEAK UP!Share your thoughts and opinions with our community--after all, genius ideas will never become reality if you keepthem only in your mind! Be curious!This is likely the best opportunity you will have as an adultto embrace your inner 5-year old mentality of curiositywithout being judged. We encourage questions! Ask thewho, what, when, where, why, and how questions that willtake us into deeper discussion about our STEM educationexperiences, so that we may all benefit from the answers! Get to know someone new!We all use the buzzword networking, but at the Seminar,we highly suggest really getting to know your friends in theITEN Community, in an effort to foster a more connectedand sustainable network of people who are truly committedto being agents of change in the STEM education world. Have an open mind!With the possibility of meeting people from 34+ countriesand countless backgrounds, the odds of encountering newideas is inevitable; however, whether or not these newideas are up for exploration is up to you. Be willing to thinkoutside the box, try something new, and have aconversation about your understanding, and you will besure to have an unforgettable and likely enlightening growthexperience.

Step 2: Prepare to Present

Showcase Your Team's WorkAll Project Teams are expected to prepare a collaborativecontribution for the 2020 ITEN Annual Seminar in the formof an interactive presentation or workshop and aposter. The purpose of the collaborative contribution is tocommunicate your Project Team's vision, goals, andprogress to data with the rest of the network in an effort tosolicit feedback and make integral connections with yourcolleagues from around the hemisphere. Project Teams may work with their facilitator to determinethe best format for their interactive presentation orworkshop. Formats may include a plenary presentation, ahands-on workshop, or a series of small groupdiscussions. The poster should be submitted in PDF in theappropriate dimensions (to be determined by June) toITEN for printing in advance of the Seminar. For inclusionin the program agenda, please submit the abstract of yourProject Team's contribution using the Project TeamAbstract Submission form. Share Additional IdeasDo you have some ideas of your own to share? Westrongly encourage creative contributions from individualparticipants or institutions beyond the work of their ProjectTeams. Additional contributions for plenary presentations,workshops, round-table discussions, and posters are mostwelcome. For inclusion in the program agenda, pleasesubmit the abstract of your individual or institutionalcontribution using the Additional Abstract Submissionform.

What are Cooperation Exchanges?

Cooperation Exchanges are face-to-face meetings of two or moreITEN partners who have committed to Project Teams who work on ashared problem of policy or practice in STEM teacher education.These meetings are financed all or in-part by ITEN, up to a value of$10,000 per application.

What are Seed Grants?

Seed Grants are monetary awards to ITEN partners who havecommitted to Project Teams that help them to prototype or implementnew or modified solutions to the problems of policy or practice inSTEM teacher education. Awards can be requested up to $10,000per application.

SEED GRANTS WHAT must be included in a Seed Grantapplication?

WHO may participate in Seed Grants?Seed Grants are awarded to a single ITEN partner thatis currently involved in a Project Team. While SeedGrants are intended to prototype new programs orpolicies, and are expected to directly impact individualsbeyond ITEN partners, we strongly encourage ProjectTeam members to serve as leaders on Seed Grants,especially K-12 classroom teacher leaders.

Can my institution apply for more thanone Cooperation Exchange and/or SeedGrant each cycle?Yes! We welcome any combination of applicationswith various partners. However, please be advisedthat we do aim for geographic diversity and want toaward funds to a wide variety of potential solutions.

We want to see your work! Please note thatan ITEN team member might participate inyour Cooperation Exchange or Seed Grantactivities to help document your work andlearn from you.

Cooperation Agreement: ITEN transfers funds tothe awarded institution by means of a CooperationAgreement. This legal document will describebenchmarks that must be met (based on theproposed project) in order to receive the funds.Typically, funds are provided in two disbursements.At the conclusion of the project, the awardedinstitution will be expected to provide financialdocumentation for expenditures.Check-Ins: Because the work of Seed Grants isoften ongoing, we ask you to maintain regular (atleast monthly) communication with your assignedITEN team member.

SEED GRANTS

Agenda: The lead institution must provide a detailedagenda for the Cooperation Exchange no less than 6weeks in advance of the first day of travel. Travel Form and Consent of Benefits Form: Eachtraveler must complete a travel form detailing thedates of travel, origin and destination, as well asconsent of benefits.Photocopy of Passport: Each traveler must submita photocopy or image of the picture page of theirpassport.Vendor Form w/Bank Letter: Each traveler mustsubmit a vendor form with a letter from their bankverifying the name, account number, and SWIFTcode to permit the transfer of funds for the per diem.Invitation Letters: Upon request, ITEN canprovided formal invitation letters to travelers to helpthem get the requisite travel permissions.

Step 2: Preparing for the Event We were awarded a Cooperation Exchange or SeedGrant! What do we do next? You will be assigned an ITEN team member who willlead you through the next steps, which requires somepaperwork, as described below:

Step 3: Documenting our work

HOW do we document our outcomes?Awardee institutions are expected to complete aninitial report (no later than 30 days after the event)and a final survey (approximately 12 months after theevent). As part of the reports and surveys, we stronglyencourage the submission of multimedia and anyphysical or digital products that can be shared withthe ITEN community. Additionally, participants arestrongly encouraged to share out their work via theITEN annual Report, webinars, and through Seminarpresentations.

An ITEN team member will accompany most eventsand support in data collection through interviews andobservations.
