HISTORICAL NOTES These setup charts are the approximate situation of the nations and their militaries in July 1945. Some consideration was granted due to the disparity in unit characteristics between nations and the balance of the game for playability. These charts can be used for a “cold” start from July 1945 (assisted by the middle Europe overlay) or players can continue a Global War game. The decision to add nuclear technology and associated resources is important and can be introduced during a game in progress. Partisans (freedom fighters, revolutionaries, etc) are also an important element of the game. However, one element that cannot go ignored are the East Asia rules with a more representative Japanese sur-render mechanism and Chinese Civil War.
COMINTERNAt the end of May 1945, it is highly doubtful the Soviet Government is going to allow democratic processes in the countries they occupy. As Prime Minister Churchill feared, it appears the Russians are not going to honor the agreements made between Allies concerning the future of Central and Southern Europe. Poland, Hungary, Romania, and Bulgaria will consider an invasion by the Allies as liberation and become Great

WESTERN ALLIESTo impose the will of the United States, The British Empire, and their Allies, the Joint Planning Staff draws up plans for Operation Unthinkable, a plan completely dependent on strategic surprise and the support of other European powers, including those they liberate. Outnumbered 2 to 1 in men and materiel, the Allies will need every advantage in the opening offensive in a war that many thought was over for Europe. D Day is set for 1 July 1945.Germany may not reform as a nation but German units may be purchased in German occupied areas with factories under the control of Great Britain and USA. German major factories can produce five German but only one Allied unit . German units attack in tandem with the Allied nation that purchased them. France cannot purchase German units.KMT and CCP civil war will reignite when Japan surrenders. Any Allied or Comintern units in China when Japan surrenders can be attacked by CCP or KMT respectively. None of the Allies wanted to take an active role in the Chinese Civil War. Italy will immediately become an Allied country. If Rome has not yet been captured (necessitating a surrender) then all Italian units will remain. Allied territories, including minors and colonies will return income to the appropriate Allied nation, even if Italian units remain in occupation.
Note the presence of Allied units and CCP or USSR Partisans in territories now controlled by the country owner.
