tabora has recently issued a statement that
the power cooperative will no longer honor
re-computed electric bill payments of itsconsumer-members
based on the July
6, 2010 court deci-
sion of Judge Marvel
Clavecilla of RTC Branch 33. Tabora reasoned
that the two institutions undertaking the re-
computations were not legally authorized to
do so, namely the Naga City Government Le-
gal Ofce and the Integrated Bar of the Philip-
pines (IBP) Camarines Sur Chapter. Tabora,
a lawyer, thus pointed out that such re-com-
putations had no legal basis and therefore
Casureco II is not bound to accept them.
While such logic of Tabora seemed unas-
sailable, it is however betrayed by the crucial
factconveniently ignored in this casethat
Casureco II has been legally proscribed by an
RTC court order from charging its consumers
more than the March 2010 power rate which
is P4.8939/kWh. In other words, although it
can be admitted that both the IBP and the City
Legal Ofce are not mandated per se to make
re-computations of consumers power bills,
it must also be acknowledged that Casureco
II management has no legal authority either to
charge consumers more than P4.8939/kWh.The former results from the latter.
If Casureco II wishes for IBP and the City
Legal Ofce to desist from meddling with
the power coops computation of its consum-
ers electric bills, it must also cease defying
the RTC order barring it from illegally charg-
ing consumers higher power rates.
In retrospect, what Taboras statement
calls attention to really is Casureco II man-
agements deance of the law and the laws
lack of teeth in biting it back. Granted thatthe power cooperative has led a motion for
reconsideration on Judge Clavecillas July 6
ruling, it remains bound nonetheless by that
court order until a formal resolution in issued.
And yet, Tabora et al persist in their deance
of that court order, of the law.
They ought to be cited for contempt of
court and appropriately penalized.

WIth ChrIStmaS faSt aPProaChIng, my 10-
year old daughter Caitlyn kept reminding me to put up our
Christmas tree. When I did so nally, she was very excited
helping me. And as we put in the trees
branches and leaves, I also sang her
favorite Christmas song: Santa Claus
Is Coming to Town.
She believes in Santa, and every
year she gets a gift from Santa. But soonperhaps she may get into that situation
Virginia OHanlon found herself in as
an eight year old. Virginia then wrote The Sun: Dear Editor-
-I am eight years old. Some of my little friends say there is
no Santa Claus. Papa says, If you see it in The Sun, its so.
Please tell me the truth, is there a Santa Claus?
Francis P. Church wrote this editorial of The Sun on
September 21, 1897, which reply has become a classic
VIRGINIA, your little friends are wrong. They have
been affected by the skepticism of a skeptical age. They
do not believe except they see. They think that nothing can
be which is not comprehensible by their little minds. All
minds, VIRGINIA, whether they be mens or childrens are
little. In this great universe of ours man is a mere insect,
an ant, in his intellect, as compared with the boundless
world about him, as measured by the intelligence capable
of grasping the whole of truth and knowledge.Yes, VIRGINIA, there is a Santa Claus. He exists as
certainly as love and generosity and devotion exist, and
you know that they abound and give t o your life its highest
beauty and joy. Alas! how dreary would be the world if
there were no Santa Claus! It would be as dreary as if
there were no VIRGINIAS. There would be no child-like
faith then, no poetry, no romance to make tolerable this
existence. We should have no enjoyment, except in sense
and sight. The eternal light with which
childhood lls the world would be
extinguished.
Not believe in Santa Claus! You
might as well not believe in fairies!
You might get your papa to hiremen to watch in all the chimneys on
Christmas eve to catch Santa Claus,
but even if you did not see Santa Claus coming down, what
would that prove? Nobody sees Santa Claus, but that is no
sign that there is no Santa Claus. The most real things in
the world are those that neither children nor men can see.
Did you ever see fairies dancing on the lawn? Of course
not, but thats no proof that they are not there. Nobody can
conceive or imagine all the wonders there are unseen and
unseeable in the world.
You tear apart the babys rattle and see what makes
the noise inside, but there is a veil covering the unseen
world which not the strongest man, nor even the united
strength of all the strongest men that ever lived, could tear
apart. Only faith, fancy, poetry, love, romance, can push
aside that curtain and view and picture the supernal beauty
and glory beyond. Is it all real? Ah, Virginia, in all thisworld there is nothing else real and abiding.
No Santa Claus! Thank GOD! he lives, and he lives
forever. A thousand years from now, VIRGINIA, nay, ten
times ten thousand years from now, he will continue to
make glad t he heart of childhood.
the 8th of DeCember In the Catholic calendar is
Immaculate Conception, a mystery of innite density that
non-Catholics would nd allure in. Years and years ago, in
1941, this tremendous mystery, however, vanished with the
skies lled by what were called then enemy planes.
That day was the beginning of the
Second World War in our country.Hours before that the 7 th of
December to be exact Pearl Harbor in
idyllic Hawaii was bombed. If we are
to believe the narrative of the United
States, the missive from Japan declaring
war came minutes after the U.S. base in
the Pacic was in shambles and ruins.
There was treachery therefore and deceit of the highest evil
order.
I am curious though: what was the world before this
day in 1941. If we are to use the words of the ultimate
conquistador, Napoleon, to him is attributed the quotation:
History is the version of past events that people have
decided to agree upon. If we are to the chronicle of those
days as their remembrance had been agreed upon, then we
come upon a world that was on the verge of both glory and
gore.
The year 1940 saw the rise of Carson McCullers and
her rst novel, The Heart is a Lonely Hunter, a story
about outcasts and mists. Richard Wright in his review
states how Miss McCullers picture of loneliness, death,
accident, insanity, fear, mob violence and terror is perhaps
the most desolate that has so far come from the South. The
same critic writes of the style of this new voice and how
she recounts incidents of death and attitudes of stoicism in
sentences whose neutrality makes Hemingways terse prose
seem warm and partisan by comparison.
In that stoic prose, Hemingway would grace the 1940s
with his For Whom the Bell Tolls. In the middle of World
War, in 1943 when thousands were dying from bullets and
lack of food, Hollywood would issue the lm version of
this novel in the tradition of extreme romance starring Gary
Cooper and Ingrid Bergman.
Raymond Chandler releases his Farewell my Lovely
during this year. The other ominous farewell signs werethere already: Germany initiates its conquest of certain
territories, starting with Paris, Denmark and Norway. Italy
declares war and even advances to southern France. Then
Japan joins the Axis.
As the world, without its knowing it, bids to any notion
of peace, somewhere in France, in the cave of Lascaux,
prehistoric paintings are discovered. This cave art a
testimony to the ancient desire of man and woman to control
the universe through the magic of art and
the power of the mind.By 1941, Joe DiMaggio has set
a new record in baseball. Germany
marches on, to Greece and Yugoslavia.
Germany also invades in 1941 the
Soviet Union. Germany tries to reach
Moscow but is repulsed by the violence
of winter.
During this period, the German playwright, Bertolt
Brecht, writes his play Mother Courage and her Children,
a theater piece producing this line War is like love, it
always nds a way. An example of the Epic Theater, the
play is considered to be the greatest anti-war play for the 20 th
century.
Love, unlike in the play, will lose its way during the
year of 1941. Greta Garbo, considered to be the greatest
actress and the most beautiful, retires already by this year,
afraid, according to some source, to grow old before her
fans. Living long after the war has ended, Garbo would be a
recluse and thus retainingin the memory of those who last
saw her before Japan joined the warthe beauty of the face
as it was in the year 1941.
The memory of war persists. Long after it has ended
and even after the 8th of December is observed in peace
again by Catholics as the Feast of Immaculate Conception.
Memory, however, is deceiving. Hemingway of 1941 would
be our prophet with his novel the title of which is taken from
John Donnes Meditation No. 17 written in 1600, years and
years before the infamy of 1941. Completing that line, we
hear this: No man is an island, entire of itself; every man
is a piece of the continent, a part of the main. If a clod be
washed away by the sea, Europe is the less, as well as if a
promontory were, as well as if a manor of thy friends or of
thine own were: any mans death diminishes me, because I
am involved in mankind, and therefore never send to know
for whom the bell tolls; it tolls for thee.In 1941, no one could askfor whom the bell tolls; it
sadly for everyone tolled.

power to change it. Christ gave
the form of the priesthood when
he chose his male Apostles,
he said in the book-interview,
Light of the World: The Pope,
the Church and the Signs of the
Times.
The church has no author-
ity to ordain women. The point
is not that we are saying we dont
want to, but that we cant, he
said. This requires obedience by
Catholics today, he added.
This obedience may be ardu-
ous in todays situation, but it is
important precisely for the church
to show that we are not a regime
based on arbitrary rule. We cannot
do what we want, the pope said.
In the book, the pope re-
sponded to the argument that ordi-
nation was restricted to men only
because priestesses would have
been unthinkable 2,000 years ago.
That is nonsense, since the
world was full of priestesses at the
time, the pope answered. All
religions had their priestesses, and
the astonishing thing was actually
that they were absent from the
community of Jesus Christ.
The pope said there can be no
question of discrimination in the
church because women perform
so many meaningful functions.
Women have so eminent a
signicance that in many re-
spects they shape the image of
the church more than men do,
he said, noting famous religious
gures such as Blessed Teresa of
Calcutta.
Dear Editor,
My appreciation for another budget airline servicing the Manila-Naga
route rapidly turned to disgust after ve cancelled ights in just two
months. The most recent cancellation was last Nov. 25, when I was
ironically ying on a replacement ticket for a previously cancelledight. The reasons given are invariably air craft situation and sunset
limitations in Naga. We were also promised the alternative of a free
8-10 hour overnight road trip (vs. a 50-min ight) aboard a business
class bus but were boarded on a cramped freezing bus without a rest-
room instead. The reason? No available business class bus.
After the rst cancellation last October, I suggested that the ights
be scheduled earlier to eliminate at least the sunset limitation reason.
AirPhil did move the ight half an hour earlier, but that didnt prevent
more cancellations in the following weeks.
If their planes are in such a bad condition, should AirPhil have been
granted a franchise? Is the airline just scrimping because the cost of
busing, hotel accommodations and dinners is still much lower than that
of aviation fuel and contracted pilots? Or could the reason be sabotage
since the staff is currently protesting the PAL management policy of
labor contracting?
Pasensya na po is a nice humble Pinoy expression, and indeed we
have been quite patient, but patience of this kind has just bred abuse.
Government should investigate this airlines operations immediately
and stop it from offering more promo ights only to cancel them
later. AirPhil should compensate the passengers for moral and actual
damages we have suffered from the frequent cancellations. We, the
stranded passengers should shout out our negative experiences on
social networks such as Facebook, and now even seriously consider a
class suit against the airline.

mining disaster struck and caused
havoc to the environment and the
Marinduque folks, and yet, noth-
ing had been resolved.
The prelate lamented cases
led in courts had been there for
as long as people of Marinduque
can remember but the Boac River
had never been restored and the
peoples lives had never been
repaired.
The most important thing
here is environmental justice
that the Diocese of Boac and the
whole Marinduque province are
hoping for, Evangelista said.(But) until now, talks are at
slow pace. The case has already
been led but we are not sure
how many years or decades it will
take.
The bishop called on the
Aquino administration to give
due attention to their problem
so as the long-awaited justice be
satised for the victims.
With the aggressive cam-
paign for mining even in their
province, Evangelista said it
seems that the government has
not learned from the past.
This is what we feel, what
the people feel. Until now, the
government continuously pushes
mining in the country, the 47-
year old prelate said.
Recent Aquino administra-
tions pronouncements that it will
continue to pursue mining as an
economic policy has also alarmed
mining affected communities,
anti-mining activists and advo-
cates.
Attorney Mario Maderazo of
the Philippine Miserior Partner-ship Anti Mining Campaign
said, We dont think that this
direction is the right path towards
the straight path that Aquino has
promised to embarked into.
Mining historically has
only brought devastation, misery,
death, human rights violations,
as what was clearly shown by the
horric experiences in Marin-
duque, he said.
Aquino had vowed to revisit
failed mining projects in the past
and large-scale disasters like
Marinduque, Rapu-Rapu and
Diwalwal so that there be proper
rehabilitation and compensation
for individuals and communi-
ties victimized by these mining
disasters.
We challenge President
Aquino to walk the talk and start
with Marinduque, Maderazo.
Bishop Evangelista assured
the people of Marinduque that the
church remains strong in its com-
mitment in upholding environ-
mental protection.
Our advocacy for the en-vironment will push forth. The
diocese has a clear stand that we
are against mining. The conduct
of forum for the people will go on
until we attain justice, he added.
After the December 1993
incident, Mogpog River has been
considered biologically dead,
which, prior to the disaster, was a
valuable community resource to
nearby communities. Boac River
also suffered the same fate in
1996. (CBCPNews)

It may be recalled that Bu-
lusan Volcano started spewing
dark ash clouds as high as two
kilometers from its crater during a
series of phreatic eruptions starting
November 6, 2010 that caused the
accumulation of a large volume
of lahar along its slopes reaching
some 450,000 metric tons todate
estimated by Phivolcs resident
volcanologist Ed Laguerta.
Laguerta said that continuous
heavy rains might trigger heavy
lahar ows down slope along the
already heavily silted Cadac-anand Rangas rivers.
Dequito said that Phivolcs of-
cials have also recommended the
dredging of the two rivers and their
tributaries to prevent over owing
when continuous heavy rains hit
the area.
The DPWH regional director
was briefed by Curativo during
his site visit today in Irosin, Juban
and Casuguran to make a rsthand
inspection of the affected areas.
He was also briefed about the
alternate route that can be taken
by motorists in case Bulusan has a
full-blown eruption that may result
closure of the main highway.
Dequito said that he directed
the district ofce to rush thecompletion of the plans for the

Likewise, he encouraged lo-
cal ofcials to faithfully discharge
their duties and responsibilities

He also said local executives

P 250-Million earmarked by the
Arroyo government for the total
rehabilitation of the highway.
Atutubo said that since the
major rehabilitation works in the
highway were started ve years
ago, none of the completed section
has yet been handed-over for roadmaintenance by the DPWH engi-
neering district ofce.
Reportedly, a joint venture of
contractors, the NFH and PER-
SAN construction rms, are still
under contact to maintain nished
sections of the highway until the
entire contract of the rehabilitation
is completed.
Recent inspections by the
DPWH engineers showed that
earlier completed sections along
the Camarines Sur boundary of the
Andaya Highway in Del Gallego
to Tagkawayan, Quezon are now
beginning to deteriorate.
An engineer in the regional
ofce had remarked that the
government had spent millions in
funds for the rehab, but often timesduring reblocking and the asphalt-
overlay works no DPWH engi-
neers were present to check on the
quality of the of the works.
In late 2005, the national
government initially ordered the
release of some half a billion
pesos, most of which was to start
the Andaya Highway repairs; in
2008 another P350-Million were
released to intensify the rehabilita-
tion efforts.
In the last ve years, more
than a billion in fund releases
were made by the former Arroyo
government for the said highway
repairs.
Former DPWH Bicol direc-
tor Orlando Roces reported earlier
that Andaya Highway repairs hadbeen delayed by rains and strong
typhoons that hit Bicol in 2006 and
2007.
Meanwhile, according to Atu-
tubo the Andaya Highway is now

Tandag Bishop Nereo Odchi-
mar, CBCP President, said the
Catholic hierarchy respects the
government decision to retain
Tuason, as they look forward to
working with her.
We have learned that she is
pro-life and that she was also ac-
tive in the church and we are very
happy with that, Odchimar said.
We hope to work with her
and discuss what areas of coop-
eration and collaboration we can
get involved in, he said.
According to the CBCP head,
the ofce of the ambassador will
wild honey. People came to him
from Jerusalem, from all Judea
and from the whole Jordan valley,
and they were baptized by him in
the Jordan as they confessed their
sins.
When he saw several Phari-
sees and Sadducees coming to
where he baptized, he said to
them, Brood of vipers! Who told
you that you could escape the
punishment that is to come? Let
it be seen that you are serious in
your conversion, and do not think:
We have Abraham for our father. I
tell you that God can raise children
for Abraham from these stones!
The axe is already laid to the rootsof the trees; any tree that does not
produce good fruit will be cut down
and thrown in the re.
I baptize you in water for
a change of heart, but the one
who is coming after me is more
powerful than me; indeed I am not
worthy to carry his sandals. He will
baptize you in the Holy Spirit and
re. He has the winnowing fan in
his hand and he will clear out his
threshing oor. He will gather his
wheat into the barn, but the chaff
he will burn in everlasting re.
REFLECTION
Gospel...
be a vital link between the Philip-
pine Church and the Holy See.
Henrietta de Villa, former
Philippine Ambassador to the
Vatican, also lauded the reap-
pointment of Tuason, saying that
she has been doing a good job.
Im very glad for that
because she (Tuason) is really a
church person, said De Villa, a
consultor to the Pontical Coun-
cil Cor Unum which assists the
pope in carrying out his charity
works.
Tuason was among the politi-
cal ambassadors who took their
oath of ofce before President
Aquino in Malacaang on Thurs-
day.
Asked on some of her priori-
ties, Tuason said will be work-
ing on a possible visit of Pope
Benedict XVI to the Philippines,
as well as Aquinos meeting with
the pontiff. (CBCPNews)
When John saw many
Pharisees and Sadducees com-
ing to him to be baptized, he said
to them, you snakeswho told
you that you could escape from
the punishment God is about to
send?
The mercy of God depends
more on our having a change of
heart than it does on our adopting
a new set of pious rituals.
We are meant to become
goodfrom the inside out, not simply
pious from the outside in.

Leadership is a common trait viewed by the people in dif-
ferent ways. To some, leadership is simply an attitude, which
informs behaviour rather than a set of discreet skills or quali-ties. To others it is not just a role but also a function, not just
a right but a responsibility. To ordinary person, leadership is
something that implies authority.
What are the outstanding traits or qualities that a leader
should possess to manage the school effectively? The good
school leader/.manager looks up to the Supreme Being as his
source of guidance. He knows that from Sacred Authority
comes the power that bonds teachers, pupils and parents in a
common cause and transforms a school from an organization
into a community. He has the knowledge of the goals of educa-
tion and the methods of achieving them. He knows the stages
of a child development as stated in Jean Piagets Cognitive
Development Theory. He has the ability to discern and speak
uently and think logically. He must possess a wholesome
personality; happy disposition, compassionate and sympathetic
for the teachers, pupils, parents and to the community as well.
A good leader is one who radiates light, cheer and sense of
humor. He should manifests a sound emotional tone, soundbody and sound mind, optimistic and alert in attaining the goals
of his school towards quality education. He must be commit-
ted to his job and always ready to face the challenges that may
arise in the school. He manages the school with the ultimate
purpose of cultivating the leadership potential of every member
of the school system-a trait needed to build a healthy nation
and strong-willed and self-reliant people. These characteristics
empower him to attain excellence as far as his managerial skills
are concerned.

(CnS) -- In his latest book, Pope
Benedict XVI reafrmed that
the church has no authority
to ordain women as priests and
rejected the idea that the rule was
formed only because the church
originated in a patriarchal society.
The pope said that man

manIla, DeC. 1, 2010an
ofcial of the Catholic BishopsConference of the Philippines has
called for a stop on surveys on the
Reproductive Health bill while the
issue is still being debated by the
lawmakers.
Fr. Melvin Castro, executive
secretary of the CBCPs Com-
mission on Family and Life, fears
the surveys are being conductedto inuence the decisions of the
lawmakers.
Castro also expressed concern
that surveys are being conducted
as a mind-conditioning strategy
of those behind the controversial
measure.
We are appealing to them
(surveying rms) not to be used tomindset legislators that majority of
the people is for the bill so that
it will not cause undue inuence to
our legislators, said Castro.
It is our impression now that
they are trying to inuence our
legislators, he furthered.
Castro made the statement on
Wednesday after the result of Pulse
Asias latest survey revealed that
seven out of 10 Filipinos favoring
the RH bill which seeks to promote
contraception.
The poll shows that 69 percent
of Filipinos support the measure, seven percent oppose it, while 24
percent are undecided.
The CBCP ofcial, meantime,
questioned the manner by which
the survey was done by the polling
rm.
The question is: Did the ques-
tions tackle the bills provisions?
Or was it a general question on
whether they support it or not? It
would be good to ask if the people
they surveyed have already read the
bill or not, he said. (CBCPNews)
