NYSDEC recently enlisted the NYSDOH to study the poten-tial health impact of allowing hydrofracking in our state. I believe waiting on the resultsof these studies is necessary to make an informed decision. Whether the regulationsproposed by NYSDEC will permit or prohibit hydrofracking, an new set of legislativeproposals will be introduced, and a new dimension will begin in the debate.QQ:: Campaign Finance: Would you propose any changes to campaign finance regulationand enforcement in New York State? Please explain your answer. AA:: Campaign finance laws can be tightened, and the "Citizens United" Supreme Courtdecision may have a profound influence in the coming years, but I do not believe pub-lic financing (estimated to cost taxpayers $200 million) is the best course. That moneycould be better spent on education. That being said, I believe other reforms, such aslowering contribution amounts and closing loopholes, are absolutely reasonable andshould be pursued.QQ:: Voter Turnout: Since New York's voter turnout is extremely low, ranking 47th outof 50, what legislation would you support or introduce to increase voter turnout andenfranchisement? (Maximum 500 characters) AA:: Government bureaucracy continues to impede too many people from voting. TheSenate has proposed the “Voter Empowerment Act of New York,” a nonpartisan initia-tive to increase voter participation, amending the election law to update, streamline andmake more efficient the voter registration process in New York. I fully support the“Motor Voter” legislation allowing people to register at the DMV, and now on-line, andI myself recently held a voter registration drive.

This will make it much easier and convenient for residents to register to vote andbe able to participate in the democratic process.

DEC has been conduct-ing a deliberate and thorough review of the possible environmental impact of hydraulicfracturing. We need to let the experts determine the environmental impact of hydraulicfracturing as we also consider the potentially substantial economic boost for areas of thestate that are in dire need of jobs.QQ:: Campaign Finance: Would you propose any changes to campaign finance regulationand enforcement in New York State? Please explain your answer. AA:: I oppose using taxpayer dollars to publicly fund political campaigns. The right to vote should never betaken for granted and, as I meet with people all over Long Island, I urge them to getout and vote.

AA:: Within the 14th Assembly District property taxes are the driving factor in our econ-omy. Nassau County has the highest tax rate in the nation. In a review of 2010-2011School Funding Nassau County was short change in state aid based on an equal distri-bution of aid on a per student basis over $750 Million Dollars. For businesses to growand compete on Long Island we must correct state aid so we can reduce the far toheavy tax burden on both our homeowners and businesses. What legislation is needed to ensure safety, manage costs andprotect New Yorkers? AA:: Hydraulic Fracturing has great potential to a provide significant energy source forthe future however the safety of this process is of great concern. We should allow a lim-ited amount of fracturing in remote areas of the state, concentrating on developing amethodology of capturing the fuel in a safe method without contaminating our watersource or endangering our communities. Please explain your answer. AA:: The cost of campaigns is out of control. This years Presidential Election underscoreshow far we have come to making elections about money not issues. In my case runningin a district that as a result of redistricting is 4 to 1 against me from a party enrollmentstandpoint, we were told by the experts we would need about $500,000 to win therace. That is in my opinion ridiculous. It is time we change the way we let this cam-paigns run. AA:: More and more of our voters are growing to feel is does not matter who you votefor. The promises made in a campaign are not kept. Those who are elected go on torepresent the party not the people. Good people do not even bother to run becausethey can not afford it and they do not want to participate in the negative side of poli-tics. Our nation was founded on a great principal WE THE PEOPLE but those who

Second, we need to change the taxstructure to relieve the middle class from the heavy burden imposed by exorbitantproperty taxes. Our middle class families need more disposable income. AA:: I favor continuing the moratorium deferring a final decision on hydraulic fracturing.I would favor fracturing if we were certain that the health, safety and tax dollars ofNew Yorkers would be adequately protected. There is no reason to rush into this untilthe DEC has delivered its health report and appropriate regulations are in place to pro-tect our citizens and our environment. We must also ensure that New Yorkers will not

be burdened with any additional costs due to fracturing.QQ:: Campaign Finance: Would you propose any changes to campaign finance regulationand enforcement in New York State? Please explain your answer. AA:: I believe that both individuals and corporations should have lower limits on theircampaign contributions. With a 96% re-election rate in the state legislature, publicconfidence is very low. The perception and the reality of corruption in Albany is some-thing that we need to actively combat. Campaign finance should be structured toencourage fair and competitive elections. One person, one vote is the backbone of ourparticipatory democracy.QQ:: Voter Turnout: Since New York's voter turnout is extremely low, ranking 47th outof 50, what legislation would you support or introduce to increase voter turnout andenfranchisement? AA:: Both campaign finance reform and non-partisan redistricting would go a long waytoward ensuring competitive races in which the voters have a real voice. When legisla-tors use re-districting to gerrymander their own districts, voters feel disenfranchised.Many legislators have been in office for two or three decades, and when they retirethey, in effect, designate their successors. People don’t vote when they feel their votesdon’t count.
