    A common-sense approach to election reform that puts voters first, not government

    convenience. Senate Bill 20 would take aim at a number of issues, including:

    County boards of elections will be encouraged to make

    bipartisan adjustments to best meet the needs of their

    voters.

    Return the emphasis of Ohio election law to where it

    should be: promoting and facilitating the right to vote

    by all eligible Ohioans.

    Under this plan no voter will be arbitrarily disenfranchised

    through restrictive voting hours, overly rigid regulation, or

    immaterial mistakes.

    Increase the number of Ohioans registered to vote, help

    maintain the accuracy of the states voter rolls, and mini-

    mize the administrative burden on boards of elections.

    Create online voter registration & address update system.

    Ensure that voters who register by the deadline, but have a

    mistake in their paperwork, will have an opportunity to

    correct the error.

    Require many government agencies at the state and local

    level to participate in voter registration efforts.

    Guarantee access for all registered voters while allowing

    county boards of elections, though bipartisan processes,to tailor local voting options to the needs of local voters.

    Maintain early in-person voting (EIP) window from 35

    days before the election until 2 p.m. the Monday before

    Election Day.

    Establish default hours:

    For the first three weeks of EIP, 8 a.m. to 5 p.m. except

    until 9 p.m. on the last day of registration.

    Beginning the third Monday before the election, 8 a.m. to

    7 p.m. Monday-Friday, and Saturday 8 a.m. to 5 p.m. and

    Sunday 12 p.m. to 8 p.m.;

    Beginning the second Monday before the election the

    ratio hours shall be Monday-Friday 8 a.m. to 9 p.m.,

    Saturday 8 a.m. to 8 p.m., and Sunday 12 p.m. to 8 p.m.

    Final Monday before the election, 8 a.m. to 2 p.m.

    Allow boards of elections to alter default hours with

    support of three out of four members, so long as alternate

    hours still provide for evening and weekend voting.

    Allow counties to establish additional early voting sites.

    Voting is a fundamental right and a civic responsibility,

    but it should not take all day.

    Establish maximum precinct size and minimum staffing

    levels at precinct locations to prevent poll workers and

    voting booths from being overwhelmed.

    Increase access points to poll books and improve staff-to-

    voter to allow precinct election officials to do their job

    more efficiently and curb excessive wait times.

    Count as many ballots as possible by providing Ohioans

    convenient options to apply for and cast absentee ballots.

    Mail ballot applications to all registered voters.

    Establish online system for requesting an absentee ballot.

    Clarify standards for counting absentee ballots to prevent

    those cast by eligible voters from being unnecessarily

    disqualified.

    Ensure that individuals, who because of disability or

    confinement are unable to get to the polls, can request a

    ballot by fax or email.

    Prevent voters from being disenfranchised due to

    technical errors or someone elses mistake.

    Clarify provisional voting standards to clearly define the

    responsibilities of election officials and voters.

    Count wrong precinct ballots unless voters knowingly

    vote in the incorrect precinct.

    Update standards for the review of provisional ballots to

    strengthen voter protection and prevent partisan or

    unnecessary rejection of provisional votes.

    Revise election terminology and make needed updates toOhios election laws.

    Help boards of elections reduce costs by increasing

    competitive bid thresholds, allow bulk purchasing agree-

    ments, and expand competitiveness in ballot purchasing.

    Update how Ohio complies with the Americans with

    Disabilities Act, and ensure that state identification cards

    are valid for all election purposes.

    Create the bipartisan Elections Modernization Task Force to

    recommend future changes.
