There is a bunch of information to pass along this month. First of all, there will be NO TRUSTEES MEETING on November 3rd. The Neohio Annual meeting will be November 17th at The Captains Club in Eastlake.

We will resume Trustees meetings on the first Tuesday of the month again in December. The next Trustees meeting after the annual meeting is December 1st.

At the Annual meeting, ballots are counted for new officers. Your ballot is on page 3 of this issue of The Blower. You will not receive a paper ballot in the mail.

I am sure that you will notice that the ballot is not full and the offices are not being contested. This is not a reason to not fill out a ballot and send it in. This is a reason to come to the meeting. The Board needs to know what type of events you want participate in. Remember write-in ballots are acceptable.

Plans for the annual awards banquet are in process. The trustees need your input for awards. We need some lead time to order trophies and awards. The information will be in The Blower.

I would like to take this opportunity to thank Dr. Dan Koplow for all of his work and support during his time on the Board. Dan has sold his house and dental practice and will be moving to Colorado. He will definitely be missed. Thanks Dan for everything you have done for Neohio.

Congratulations to Debbie LaFond for completing her first marathon. She ran 26.2 miles in 5:10.37.29. Great job Deb!

On a sad note, another Neohio member has passed since the last issue. Gary Martz passed after a lengthy illness. He was a National driver and a National F&C worker. If you were racing and needed help, you could count on Gary to lend a hand. If an extra corner worker was needed, Gary would lend a hand for as long as he could. Even on the weekends he was racing!

Lastly, the announcement for the site of the 2017 Runoffs was announced. It will be at the Indianapolis Motor Speedway. Remember, the 2016 Runoffs are returning to Mid-Ohio.

Election of officers and trustees will occur at the Neohio Region, Inc., SCCA annual meeting.

Please note:

• Ballots received without your membership number(s) on the outside of the sealed envelope are unacceptable and will be disallowed by the Election Committee.

• Each member can only submit one ballot. Members in households with two or more voting members must submit separate ballots. Ballots are allowed in a single envelope, but all member numbers of those voting must be on the outside of the envelope.

• You may enter write-in candidates for any election position; however, that candidate must submit a letter of intent and acceptance of nomination to any Board member no later than 8:00 PM on Tuesday, November 17, 2015. They must be a current member of Neohio Region, SCCA.

ObituaryGary L. Martz (1947-2015)

Age 68, of Canton, died Thursday, September 10, 2015 after an extended illness. He was born March 2, 1947 in Canton to Ambrose and Lucy (Thouvenin) Martz. He was self employed in oil and gas production. He is a member of Little Flower Catholic Church, an Eagle Scout and was a US Army Veteran of the Vietnam War where he received the Purple Heart. He is an avid race car enthusiast, racer and member of the Sports Car Club of America. He loved the outdoors, camping, baseball, football and his family pets.

He is survived by his wife, Tanya (Tataru) Martz whom he married September 15, 1972; a brother

and sister-in-law, Greg and Darlene “Dessie” Martz of Canton; mother-in-law, Colleen Tataru of East Canton; brother and sister-in-law, John and Colleen Tataru of Kirkland; three nieces, Caitlin, Callie and Chelsi, three nephews, Gabriel, Robert (Lisa) and Matt, five great nieces and nephews, Phoenix, Achillies, Robert, Ethan and Chloie and his good racing friends, with a special thanks to his crew, Matt, Norm, Jerry and his second brother, Sam.

Following cremation, full military honors will be held Saturday, September 19, 2015 at 5:00 p.m. in the Carriage Hill Club House in Canton followed by a memorial service with Rev. Tim officiating. Friends may visit with the family

Neohio Region, SCCA presents the:

2015 Johnny Appleseed Rally The Johnny Applesed Rally will return from a several year hiatus on Saturday, October 17 2015. The Johnny Appleseed name is a legacy from a National rally hosted by Neohio Region, SCCA in the 1960’s. The approximately 125 mile route will wind through the hills of Ohio’s Tuscarawas, Carroll and Harrison counties. Fall foliage should be near peak coloration. Competitors can expect an absolutely straightforward, gimmick-free time-speed-distance (TSD) road rally. The emphasis will be on precise timing at well-placed controls. The rally counts toward the SCCA Great Lakes Division Rally Championship as well as the SCCA National Touring Rally Championship (Regional Rally). A columnar "tulip" route instruction format will be used. Redundant, clarifying instructions will be included anywhere that there is any question of route-following ambiguity. Ample transit mileage will be included to allow competitors to traverse sensitive areas without disturbing residents, and enjoy the route.

Rally Start Location:

The rally will start at the public parking area adjacent to the Firehouse Grill (formerly the Zoar Tavern), 162 Main Street, Zoar, Ohio 44697 (Latitude: N40˚36.683’, Longitude: W081˚25.402’).

Tentative Schedule: (All times US Eastern Time)

Saturday, October 10, 2015: 18:00 - "Early" entry cutoff.

Saturday, October 17, 2015: 11:30 - 12:30 – Registration. 11:45 - Mini rally school (experienced competitors welcome). 13:01 - Car #1 starts rally 18:45 (approx) - Car #1 finishes 19:30 (approx.) - Provisional scores posted (hopefully) 20:00 (approx) - Awards.

Competition Classes: E - Equipment unrestricted. L - Odometer unrestricted. Calculating device restricted only in that it may not be integrated

with the odometer and clock. S - Unmodified stock odometer(s), and/or GPS odometer only. Calculating device restricted

only in that it may not be integrated with the odometer and clock. Novice - Class S entry in which neither team member has entered more than 5 TSD rallies

previously (simultaneously entered in Class S for championship purposes). Entry Fees (Please make checks payable to: NEOHIO Region, SCCA):

SCCA members (both driver & navigator): $40/car before early entry cutoff, $45/car thereafter.

Others: $45/car before early entry cutoff, $50/car thereafter. This entry fee includes the nationally mandated SCCA weekend membership (which entitles the purchaser to a discounted annual membership for a limited time following the event– see www.scca.org for details).

Entry criteria/required equipment: Entry is open to two-person teams. Each competitor must sign a SCCA liability waiver at registration. Note that the SCCA now requires signatures of both parents on minor waivers. Please contact the organizers in advance to obtain minor waiver forms. Each driver must possess a valid automobile operator’s license, and be prepared to produce proof of a valid automobile liability insurance policy meeting coverage minimums listed below. Each team must carry at least one reflective warning triangle or 30 minutes worth of road flares. Teams are urged to enter early so that car descriptions can be included on the control logs, and the organizers can prepare a sufficient quantity of printed materials for the entire field. The field will be limited to the first 30 paid entries, or the number of entries received by the early entry cutoff, whichever is greater.

Please read through the Board descriptions and look at each position as a personal invitation seeking your participation.

This year all positions are open for election: Regional Executive, Assistant Regional Executive, Treasurer, Recording Secretary, and Membership Secretary and 3 Trustee positions.

Regional Executive

The Regional Executive (RE) is a two-year term and performs the following duties:

• Preside at meetings of the members.

• Sign the records of all member meetings.

• Represent Neohio at meetings of, or in dealings with SCCA.

• Perform all duties usually performed by Presidents of like corporations.

• Perform such other duties as required by the members or Board.

• The immediate outgoing RE will serve on the Board for one year.

Assistant Regional Executive

The Assistant Regional Executive (RE) is a one-year term and performs the following duties:

• Assist the RE in performing tasks required to ensure that the mission and goals of the Region are met.

• Perform all the duties of the RE in the case of the absences, death, or disability of the RE. In case both the RE and Asst. RE are absent or unable to perform their duties, the Trustees may appoint a Regional Executive Pro Tempore.

Recording Secretary

The Recording Secretary is a one-year term and performs the following

duties:

• Keep minutes of all meetings of the members and trustees.

• Make proper record of each meeting.

• Act as custodian of the official copy of this Constitution and Bylaws of the Region.

• Act as custodian of all official documents and records of Neohio.

• Perform such duties as requested by the members or Board.

Membership Secretary

The Membership Secretary is a one-year term and performs the following duties:

• Maintain the Region’s membership records, as provided by SCCA National office.

• Provide regularly updated mailing lists for newsletter mailings, annual elections, and any other event requiring membership notification.

• Respond to requests for membership information and do so in the most appropriate method necessary to answer the requester’s questions.

• The Membership Secretary must forward dues received from the SCCA National office to the Treasurer, as well as any other dues for dual membership in the Region.

• The Membership Secretary is the only person empowered to make changes in, or deletions from, the mailing lists.

Treasurer

The Treasurer is a one-year term and performs the following duties:

• Receive, manage, record, and disburse all monies belonging to the Region.

• Submit a statement of accounts to the Board for their approval at the regular Board meetings.

• Checks drawn again the Region’s accounts must be signed by two officers.

• An internal annual audit of the Region’s books will occur within one month of the end of each fiscal year. A Committee of at least three people, not including the Treasurer, must conduct the audit. The Committee must include as least one member in good standing who does not hold an office within the Region.

• Upon expiration of the term of office, the Treasurer will turn over all records, moneys, and property of the Region. The annual internal audit will be considered the final audit of the Treasurer’s term.

Trustee

The Board of Trustees is composed of nine (9) elected members. All elected Trustees will serve a three-year term. The group of nine Trustees is divided into three groups of three in order to stagger the number of Trustees elected in a given year. Each year, three Trustees will be elected; thus, each new Board will provide consistency by retaining six Trustees from previous years.

Qualifications

All Trustees must be regular members and be carried on the rolls of the Sports Car Club of America as having Neohio as their region of record.

Powers and Duties of Trustees

The Board of Trustees must carry out the policies and purposes of the Region and will have general charge of the affairs, property, and assets of the Region. The membership delegates to the Board the authority to; adopt and enact those policies consistent with the Charter or Constitution that are deemed by the Board essential to the common and best interest of the membership.

Neohio Region has a rich history of our members bringing honor to the region and/or contributing to the greater good of SCCA racing. Based on that history, the Neohio leadership has created a Hall of Fame honoring Neohio members.

This is a call for nominations for the 2016 class. Nominees can be drivers or workers. Neohio Region has a rich history of our members bringing honor to the region and/or contributing to the greater good of SCCA racing. Based on that history, the Neohio leadership has decided to create a Hall of Fame honoring Neohio members. The Hall of Fame class will be inducted at the Neohio annual banquet.

Nominations can be made through out the year. Nominees can be any member that has served or brought the Neohio Region to where it is today. Members should send nomination letters (email messages) along with an SCCA bio of the individual to Hall of Fame Chairperson.

Several years ago while attending the SCCA National Convention’s Hall of Fame Awards Banquet, my wife, Dorothy, said "wouldn’t it be nice if we, Neohio Region, would have something like this?"

Two years ago she approached the Board of Trustees with that suggestion and they told her to go with it. Neohio had its first inductees to the Neohio Hall of Fame in 2014.

Since that time, we have inducted 13 past and present members who have helped the region or brought the Neohio Region national recognition.

I, for one, would not like to see this fall by the wayside due to lack of interest. There must be someone you think should be honored by representation in the Hall of Fame.

Harrington, Chairperson, have worked hard to get this off the ground the last two years. With the help of the our sponsors, Carbotech, Lake Erie Graphics, Polestar and several “Friends of the Hall of Fame”, we have financed the Hall of Fame and have not used one dime from the region.

We need your help. Look at the Hall of Fame on the Neohio web site, WWW.neohioscca.com. See who has been inducted in the last two years. See if it brings someone to mind and submit a nomination. Rules for nomination are posted there also.
