SecurityAbu Dhabi Quality andConformity Council (QCC),the entity responsible fordeveloping qualityinfrastructure in the UAE, has announced it hascompleted the verificationof all fuel meters used atADNOC Distributionservice stations across theemirate of Abu Dhabi.The council confirmed

that 99 per cent of the fuelmeters used at 178 servicestations in the emirate iscompliant with the relevantquality standards andspecifications. Following theinspection, ADNOCDistribution carried outadjustments on the remainingone per cent of the meters toensure their complete accuracy.Sultan Al Mehairi, director of

information service andengagement at QCC, said, "Ourlatest move to verify the fuelmeters used at ADNOCDistribution service stations inAbu Dhabi aligns with ourobjective of promoting highest

quality standards in allcommercial transactions.”“In addition to ensuring a safe

and fair marketplace for all, suchefforts protect the interests ofboth consumers and serviceproviders and position theemirate as a leading hub forproduct and service quality andconformity,” he added.

Al Mehairi further noted,“At QCC, we carry outregular inspections on allservice stations run byADNOC Distribution inAbu Dhabi to enhanceconsumer confidence in theaccuracy of fuel meters andincrease the awareness ofmotorists. We urge motoriststo look for the ‘Verified’ sealon fuel dispensers beforefuelling their vehicles.”All fuel meters at ADNOC

Distribution service stationsin Abu Dhabi are verifiedannually aiming to ensurethe consistent accuracy ofthe readings in compliance

with the requirements of theUAE's legislation andspecifications. QCC uses

volumetric test measures andinternational calibration methodsto ensure the conformity ofmeters to set standards. Theverification process is carried outunder the supervision of a teamof QCC inspectors who evaluatethe accuracy and completeflawlessness of fuel metermeasurements.

SafetyNEBOSH, the leading health,safety and environmentalmanagement awarding body, willpromote a new qualification andthe availability of an existingqualification in Arabic atIntersec, to be held in Dubai from21-23 January 2018.The exhibition will provide an

opportunity for delegates to talkto NEBOSH about its newqualification, the NEBOSH HSECertificate in Process SafetyManagement, which is developedin partnership with the UK’SHealth and Safety Executive. Thiscertificate-level qualification hasbeen designed for high hazardindustries where process safetymanagement is very important.Matthew Powell-Howard,

qualifications developmentmanager at NEBOSH, explained,“The environmental awareness atwork qualification helps all kindsof organisations to give theiremployees a greaterunderstanding of environmentalissues and how to manage them.”

TrainingThe International Institute of Risk and SafetyManagement (IIRSM) has signed an MoUwith Abu Dhabi Vocational Education andTraining Institute (ADVETI), focusing on theareas of risk management and occupationalsafety and health education and training.The signing took place at ADVETI’s

Mussafah campus in Abu Dhabi and wasattended by Dr Abdulrahman Alhammadi,

ADVETI’s managing director, Sophie Williams,IIRSM’s director of Professional Developmentand Siobhan Connolly, ADVETI’s CurriculumDevelopment specialist.“We are very excited and pleased to enter

into this partnership with IIRSM,” said DrAlhammadi. “It will enable us to raiseawareness of the importance of riskmanagement in the UAE.”Phillip Pearson, IIRSM chief executive,

ConstructionThe Emirates Nuclear EnergyCorporation (ENEC) has achievedsignificant milestones in theconstruction development of itsBarakah Nuclear Energy Plant,including the energisation of theswitchyards for Units 3 and 4,energisation of Unit 2 main powertransformer (MTR), excitationtransformer and unit auxiliarypower transformers (UAT).The connection of Units 3 and

4 to the UAE electricitytransmission grid is aprerequisite for future testingand allows for the completion ofadditional auxiliary buildings atboth units. Meanwhile, theenergisation of Unit 2’s MTR,excitation transformer and UATallows for the initiation of hotfunctional testing (HFT). Theseachievements mark another setof milestones in the safe andsteadily progressing constructionof ENEC’s Barakah NuclearEnergy Plant, located in the AlDhafra region of Abu DhabiEmirate.

“These milestones are a resultof our extensive collaborationwith our prime contractor andjoint venture partner, the KoreaElectric Power Corporation(KEPCO),” said Mohamed AlHammadi, CEO of ENEC.“Working together andbenefitting from the experiencegained when conducting thesame work on Unit 1, the teamscontinue to make significantprogress while continuing toimplement the highestinternational standards of safety,security and quality.”Over the past year, ENEC and

KEPCO have achieved a series ofother construction milestones onthe units of the Barakah Plant.

The reactor containmentbuilding liner dome section wasinstalled and concrete pouringfor the dome was completed onUnit 3, and the reactorcontainment liner plate rings,reactor vessel, steam generatorsand condenser were installed onUnit 4. Meanwhile, testing andcommissioning activities areprogressing on Units 1 and 2.Since its inception in 2009,

ENEC has focused on the safedelivery of the UAE PeacefulNuclear Energy Programme. TheUnit 4 has been completed by 60per cent, with Unit 3 completedby 79 per cent, Unit 2 90 per centand Unit 1 currently undergoingcommissioning and testing.

CertificationEmirates Central Cooling Systems Corporation(Empower) has upgraded to the latestinternational standards set by the InternationalOrganization for Standardization (ISO). The district cooling company has received

the upgraded ISO9001:2015 certification forquality management and ISO14001:2015 forits environmental management system.Empower’s safety management system is alsocomplying with international standards for

safety (OHSAS 1800:2007).ISO14001:2015 evaluates the effectiveness of

its environmental management system andprovides a framework for the company to followand use to address risks and opportunities.The international certifications, certified by

Bureau Veritas, attest to the quality of servicesEmpower provides to its customers as well asits compliance to local and internationalenvironmental regulations and standards. Italso ensures the business risks for the district

Improving construction safetyWith construction activity booming in the UAE in the run-up to Dubai Expo 2020, there was a strong focusat the 3rd Annual Health, Safety & Security Forum in Dubai on measures introduced by the regulatory authorities to raise health and safety standards in the construction sector.

Municipality, said,“We are trying our best to

implement all rules andregulations on all constructionsites. We have an ambitiousmission to push forward to getsafe and healthy workplaces for allemployees on construction sites.”

This involves ensuringcompliance for health and safetyregulations and standards toensure incident-free sites, as wellas changing the culture ofemployees.

Mohamed noted that thegovernment had implementedmany rules and laws to ensureemployee safety, noting inparticular Decree 42, whichrequires all sectors in Abu Dhabito implement an EHSManagement System. It is one ofthe Municipality’s top prioritiesto ensure that this requirement isimplemented on constructionprojects. He also noted the role ofOSHAD (Abu DhabiOccupational Safety and HealthCenter) and its codes of practices,many of which are applicable to

construction sites. “For each project in Abu Dhabi

the contractor has to develop anEHS plan, reviewed and approvedby the consultant, submitted onthe electronic system to themunicipality,” he said. “In thecase of maintenance projects thecontractor has to prepare andhave approved a risk assessment.Every entity has to have an EHSmanagement system, according toOSHAD,” he said.

“The challenging part is to

ensure that what’s written by thecontractor is put in place andimplemented, to keep people safe.”

The consultant is regarded asthe overall superviser of the site,and is held responsible formonitoring the site.

Intensifying inspectionsMohamed added that the

Municipality is intensifyinginspections of construction sitesand cracking down on health andsafety violations. Abu Dhabi’s

new system of monitoring andcontrol centres can contribute todetecting violations. Theircameras can zoom onto a projectfrom three kilometres away, and areport of any violations is sentfrom OSHAD to theMunicipality, whereby theMunicipality takes immediateaction. Inspectors can issue finesto contractors who fail to complywith requirements.

He also said that theMunicipality has upgraded thestatus of its health and safetydepartment, and has increasedthe number of employees to copewith the demands of thebooming construction industry.

“Changing the culture,particularly of management, isthe most challenging part of ourjob,” he said. “Most have a poorsafety culture. Convincing thecontractor or manager of a site tochange the way they are operate islike trying to convince a smokerto quit smoking. They think thatif they have completed a two-yearproject without incident in anunsafe manner, they can continueto operate in an unsafe mannerand nothing will happen to them.It is not easy to change the waypeople do things. You can findexamples of good practice; it ismainly the big contractors whoare adopting a good safety cultureand implementing best practices.”

Many people think that thesafety officer can protect the sitefrom incident, even if themanagement is far from providingwhat is required, he added.

He said that the Municipality isalso conducting an awarenesscampaign, offering workshopsand meetings with contractors tochange the safety culture. “Wepublicise examples of goodpractice in our workshops andreward these contractors.”

Empowering safety officersMohammed Farid Ahmad, HSEmanager, Dubai Creative ClustersAuthority (DCCA) spoke aboutthe efforts of the Authority tosupport, empower and improvethe competence of safety officerswithin its jurisdiction. (DCCAregulates the planning andconstruction of projects in a freezone comprising nine clusters ofcreative and knowledge-basedindustries).

The lack of competence ofsafety officers working onconstruction projects is a hugechallenge facing the industry, hesaid. “Without competence thereis no point in talking abouthealth and safety. Health andsafety professionals play a vitalrole in advising the leadershipand management. The questionis, are they really competentenough to take on the roles andresponsibilities? Many HSEofficers don’t have thequalifications and experience andare not competent. If thesepeople are not competent, there isa big question mark over healthand safety standards.”

The DCCA has introduced amandatory policy that allconstruction projects must havecompetent health and safetypractitioner who are required toregister with the authority,through a documented andstringent registration process. Inthis it refers to federal regulationsas well as local regulationsrequiring the appointment ofhealth and safety officers with theappropriate qualifications,experience and skills, and definingtheir roles and responsibilities.

“Where it comes toenforcement there are gaps. Wewant to fill those gaps.”

The DCCA also has its ownhealth and safety and

environment regulations whichare specific to construction.

All applicants are carefullyvetted and interviewed to ensurethey meet the criteria, involving acomplete review and qualitycontrol process. If they do notmeet the criteria, they are rejectedand advised to undergo furthertraining. Details are updated sothe authority knows how manysafety officers are working in itsjurisdiction and on whichprojects.

Once registered, safety officers are required to undergofurther comprehensive trainingwith the authority.

“Health and safety officersoften do not have any jobdescription or definition of theirresponsibilities,” said Ahmad.“We educate them about theimportance of health and safety,their roles and responsibilities,how they can save people’s lives,what powers they have, and howto get further information. Wewant to engage with the industry,and involve all stakeholders. Thisis a wonderful platform wherethere is complete engagementwith health and safety officers.”

One of the fundamentalrequirements for safety officers isto report to and keep in touchwith the authority.

“All safety officers and healthand safety processionals workingon construction projects need todirectly report to the authority inthe case of any imminentincident, any unsafe action orcondition, or if management isnot listening to them. It is a two-way communication process, weare here to understand theirchallenges and try to helpthem....we want to raise the barwhen it comes to theempowerment of health andsafety officers.”

Safety officers are encouragedand supported to take authorityand to stop activity in the case ofunsafe practices, for example.

The authority’s mobileapplication allows safety officersto report directly to the authorityfrom the construction site,allowing the authority to monitorsafety officer and projectperformance, and protecting thesafety officer from legalconsequences that might arisefrom a lack of documentation.

“If serious imminent danger isreported to us, immediately itwill alert our system and ourinspectors will carry out aninspection. The health and safetyofficer has to report through thisapplication what action has beenrecommended to managementand what action taken, andwhether these unsafe actions orconditions have been stopped ornot. So everything isdocumented, from the safetyofficer’s registration to hisperformance.”

Every project has to submit acomprehensive monthlyperformance report, so completeinformation is in the Authority’ssystem, from masterplanning tocompletion.

These initiatives have resultedin a big increase in voluntarycompliance, said Ahmad.

“We have achievedphenomenal standards across ourjurisdiction, because people aremade accountable for theiractions. In an opening address todelegates, Ibrahim AlShamrani, executive director

of operations at Saudi Arabia’sNational Cyber Security Center,said 300 new malware sampleswere being discovered each day,and that his organisation wasfacing a growing number ofattacks on the energy industry.“The energy sector is trending

to be the second most targetedsector in the country in 2017,behind the government andahead of the financial andtelecommunications sectors,” AlShamrani said. “However,attackers are three times moresuccessful in compromisingenergy companies than they arein the financial sector. In this era,if oil and gas companies thinkthey haven’t been attacked, oreven compromised, I can tellthem, you are not looking hardenough.”Recent figures from McAfee

estimate the global cost of cyber-

related crime, or illicit activity, isbetween US$375bn andUS$550bn per year. In a keynote address, Don

Randall, former head of securityand chief information securityofficer, Bank of England, said“When we look at the types ofissues that could affect the oil andgas or energy industries, the threeprinciples are still hacking,phishing, and false identity. Itdoesn’t matter if you’re in thefinancial sector, in energy,utilities, the government, oranything else – the cyberattackwill be the same, it’s just theconsequences that are different.”For those making attacks, thechances of getting caught are low,he added.“I think we have to be quite

radical in how we structure theresponsibility and role of thosewho are there to police cyberactivities,” Randall went on,posing the question "Who ispolicing your IT? Is it the same

person as the one who ismanaging and maintaining it,and possibly covering it up?"While the CIO (chief informationofficer) and CISO (chiefinformation security officer)should work in harmony, the twofunctions should be independent,he argued, whatever the type oforganisation.

New security protocolsIn his Bank of England role,

Randall helped develop newsecurity protocols, including thecreation of a specific InformationSecurity Division, headed byhimself as the chief informationsecurity officer, reporting directlyto the board. That model is nowwidespread in banking,completely separating thedepartment that runs the ITinfrastructure, from the teamresponsible for recognising andresponding to threats.Randall also advised that

point of intelligence gathering,interpretation and response, andthat attention should be given togeopolitical analysis.He highlighted the need for

collaboration and partnershipbetween the public and privatesector to tackle the cyber securitythreat. “Law enforcement bodiescan't deal with this on their own,the enforcement agencies need totalk to each other, privatecompanies need to talk to eachother." Sharing information iscritical, he said, adding "the keyword is trust."Educating staff on cyber and

fraud could reduce the risk offraud by 80 per cent, he said,advising "Share with your staff the basic philosophies and practices."Cyber security should be a

board level concern, heconcluded.Following on from Randall's

keynote address, delegates heardfrom Mohamed Al Jneibi,representing the UAE's Global Defense Centre,Alfio Rapisarda, senior vicepresident of security, Eni, and Dr.Zhang Jian, chief technologyofficer, CNPC.

section head, planning and ITsecurity, Western RegionMunicipality, said that datasecurity is "very critical" becauseof the risk of exposure for"billions of dollars worth of information"."The systems we use for our

workers to work remotely are thesame systems the hackers areusing," she said.Al Jneibi said the UAE's oil and

gas industry was the first priorityfor cyber security protocols andsaid the "convergence of both OT

and IT was our area of concern".Rapisarda said that he had the

"crazy idea" of putting IT andsecurity together because "nobodywas looking after why we areattacked or when we are attacked."He said this means of intelligence-gathering has proven to be "veryeffective, very efficient"."We are embedded in the

system and we are at board level,"said Rapisarda, reflectingRandall's comments in regard toensuring that cyber securityleaders are represented at boardlevel for all organisations.Rapisarda said that without

taking into account allconsiderations, includinggeopolitical, financial, technical,industrial and environmentalfactors along with security,operators will only achieve"compliance without beingeffective". He also advocated

cooperation between private andpublic sector players rather than"fighting one against the other".He said that this was not anoption when dealing with cybersecurity threats.Dr. Zhang said that the

challenges presented by CNPCworking with the UAE wereconsiderable because ofambitious targets, such as 70 percent oil recovery. One of the mainchallenges is meeting humanresources requirements,according to Dr. Zhang. Hestressed the importance offinding the right people anddeveloping a strong talent pool."The first step to a more oil

and gas-specific set of standardsis to establish working groupswith oil and gas," said Dr. Zhang.He echoed the sentiments ofRandall and Rapisarda when hesaid that private and public

cooperation was essential.Referring back to the need for a

strong talent pool, Dr. Zhang saidthat he had found that oftengovernment employees are"behind internationally recognisedstandards and need to catch up".He added that working in the

Middle East present its ownchallenges because "it is in aunique position geographically"and geopolitical events are aconsideration for all cybersecurity systems.A risk-based approach with a

focus on cooperation and rapid integration was advocatedby Dr. Zhang to ensure public and private stakeholders are all engaged."Geopolitical instability makes

cyber security morecomplicated," he said. "We alwaystalk with local authorities incountries where we operate." �

In September 2017, globalsafety science organisation, UL(Underwriters Laboratories),

announced a joint venture withSaudi Arabia-based GCC Lab tostrengthen the Middle East’srenewable energy infrastructure. This new collaboration will

operate as Gulf Renewables Lab, aUL GCC joint venture and will bebased in Dammam, Saudi Arabia,to cater to customers in parts ofthe Middle East, including Egypt.The joint venture will support theregion’s renewable energy marketby leveraging both parties’resources, knowledge andexperience and updating thecertification requirements.Moreover, the joint venturecompany will offer a variety ofservices related to the renewableindustry, such as pre-commissioning tests, constructionmonitoring services and producttesting of solar PV modules, aswell as accessories that complywith applicable standardsincluding UL and IEC standards. Home to more than half of the

world’s crude oil and more than athird of its natural gas reserves,the MENA region hassystematically opened up theeconomic opportunities offeredby renewable energy, namelysolar and wind. According to arecent market report by BNCNetwork, switching to renewablescould save the GCC region up toUS$87bn by 2030. In times of

rising electricity demands, factorslike oil price decline and removalof subsidies have started to burnholes in many pockets. Therefore,it only makes sense for theregion, blessed with amplesunlight and open spaces, toadopt solar and wind power inthe energy mix. It is not just utilities but

residential owners as well who aregetting involved in the solar set-up, and MENA governments arenow setting up regulations andstandards that secure safety andsustainability. According to Parés, the region

for solar PV projects. The focus,when renewable energy projectsstarted in the region, was onlarge-scale utility plants; but withthe rising oil prices and cuts insubsidies for electricity, homeowners are looking at solarenergy as the alternate means ofpower generation. But even now,the installations in homes can bedone only by companies who areapproved by state-owned utilities.UL works with those installers tohelp ensure that the homeinstallations meet safetyrequirements recommended bythe regulatory authorities andutilities.”Syed adds that it is a bit tricky

to work on testing and standardsfor PV panels, since extremeclimatic conditions are at play inthe region. As part of its offerings,UL provides extensive testprogrammes on PV panels as wellas support for customers to getthe engineering input when theyneed it. UL also works to identifypotential noncompliance issuesearly in the process to help avoidcostly late-stage remediation andpossible go-to-market delays. Solar is not the only form of

renewable energy in the MENAregion. More and more windprojects are being tendered incountries like Morocco andJordan. Parés, an expert on windturbine standards, adds thatstandards with regards to windturbine manufacturing andinstallation are very high acrossthe globe. UL fulfils the criteriaby correctly verifying the runningcondition of the wind turbine,and invests in studies to preventfailures as well as extend theexpected lifecycle of the predicted20 years. To this, Syed states that UL has

all the capabilities to ensure thatturbines run according to the

safety parameters and as per IECstandards. When it comes to

manufacturing and installation,UL not only helps ensure that PVpanels and wind turbines are inaccordance with sustainablestandards, but that utmostprecautions are taken to see thatsafety is the top priority. On 4 December 2017, the long-

term effort to harmonise PVmodule safety and constructionstandards came to a close with thepublication of UL 61730-1 andUL 61730-2. The new standardinvolves updates in IEC 61730,published in August 2016, as thebasis for harmonisation with UL1703, and resulted in UL 61730-1and UL 61730-2. Advances inmaterials, increasing systemvoltages and innovative designsare addressed with new andupdated construction and testingrequirements. The new PVmodule standard further enablesreduction in cost, increasesperformance and broadens accessto markets with continuedconfidence in their safe operation. Dubai is no stranger to fire

accidents, and recent incidents inhigh-rises are of particularconcern to developers andmanufacturers alike. Josephpoints out, “In the wake ofincreasing fire incidents in Dubai,there was a need to revise theUAE Life & Fire Safety Code,which came into effect late 2017.There is a mandate by Dubai CivilDefence that building materialsmanufacturers test and certifytheir products according to thelatest provisions of the code. Thiswork is what UL is involved within the UAE. UL is also the leaderin testing and certification ofbuilding materials worldwide,and has some of most advancedlaboratories in the world testingand certifying all aspects ofbuilding materials safety,including cladding and facades.” It is not just certification that

UL specialises in; the company’safter-service programmes postcertification are also mostrobust. Syed mentions that theseafter-service programmes havewon UL the trust of CivilDefence bodies in countriesincluding the UAE, Saudi Arabia,

Kuwait and Qatar, to name but afew in the region. “UL helps to ensure that

building materials that aresubmitted for testing andcertification are beingmanufactured to meet thecriteria of the standards againstwhich they are being tested. Wealso do a market surveillance,which means that the ULcertified materials are picked offthe shelves and tested as a follow-up service to maintainrepeatability and reproducibility(R&R) that no other certificationbody does anywhere in the world.UL invests heavily in training itsengineers to ensure standards aremaintained.” UL also provides training to

firefighters on buildings thatinclude solar installations.Building integrated photovoltaic(BiPV) is rapidly growing in theGCC region. UL’s services in thisarea include pre-commissioningtests, construction monitoringservices and product testing ofsolar PV modules, includingaccessories that comply with ULand IEC standards. “In Dubai, as we know, the

standards for such buildings arebeing incorporated within theUAE Life & Fire Safety Codes. Weeducate the firefighters on how toaccess such installations andextinguish fire in a safer manner.” Syed reiterated that when it

comes to the renewables sector,UL’s service portfolio is verycomprehensive and includesofferings for performance, safetyand transaction security. The US-headquartered

Safety in the oil and gas industry is somethingno organisation can ignore or dismiss asunimportant anymore. It is no secret that

safety is an integral part of any oil and gas company.We know that organisations that are better at safetytend to perform better in other business functions.We also know that safety needs to have a ‘seat at thetable’ whenever strategy is set, including theboardroom. But aside from a handful of progressiveorganisations, that ‘seat’ isn't occupied. Why not?It is not a matter of making a case for why safety

should be present in the boardroom. Many havedone so and the case is compelling. The real reasonis that despite recognising its value to the business,safety still largely acts and moves like a non-strategicfunction. For example, many organisations have not

learned to translate safety into terms recognisable toa board, or how to map out a career path for a safetyexpert beyond regulatory management. In order toget a seat at the table, there are several critical thingssafety leaders need to do:

Talk about safety as a board-level issueMany HSSE professionals are not having the safetydiscussion at the highest levels because they do notknow how to. Historically, the language of safety –what we talk about and how –has been tactical. This issuitable for when safety is being run in the day-to-daybusiness, but not for integrating safety within the coreof an organisation. Boards are concerned with risks tothe organisation, and leaders must be able to framesafety in terms that adequately articulate those risks.

Therefore, ask yourself: What are theprimary organisational risks the board shouldbe concerned about and why? What are theimplications to the business if we continueour current level of performance? Are we atrisk of having a catastrophic event? What canwe learn from great safety organisations? These types of big picture questions are

critical to identifying the right information toput in front of senior leaders. When youemphasise organisational-focused topics overmore generic material (eg. presenting theorganisation's exposure to serious injuriesand fatalities, or the effects of safety onoperational performance rather than the latestinjury rates) you will find you have a muchmore substantive discussion.

Adopt or develop a strategic frameworkIt is not enough to make a compelling casethat safety is a board-level issue: You also need

to provide an actionable roadmap. The rightframework provides a system forunderstanding, measuring, and mapping thematurity of every element of the business thatdrives performance. The framework shouldanswer questions such as: What really drivessafety performance? Where are we performingwell and where do we need to improve? Whatwould improvement look like? A goodframework helps the board track the natureand context of risk, as well as theorganisation's progress in mitigating it.

Add safety to your talent strategySafety will never truly have a seat at the tableas long as executives depend on safetyprofessionals to do all the heavy lifting.Boardrooms and C-Suites need top calibreleaders who can guide the discussion andassure that the risks to the business areadequately understood and addressed.

Organisations must recruit and develop toptalent into safety leadership roles, and makesafety posts an essential step on the careerpath for high-potential leaders – in additionto developing leadership skills in its safetyprofessionals. Executives proficient in safetycan better position their boards to makedecisions that limit risks, create opportunities,and improve both safety and organisationalfunctioning.

Joining the conversationThe executive who leads safety has anobligation to initiate the strategy discussion,not only for the benefit of employees but also for the wellbeing of the enterprise itself.To get there will not be easy. The transitionfrom tactical to strategic takes time and effortto achieve. More significantly, it requiresleaders to revisit old assumptions about whatsafety is and could be. �

developments arrive ever morequickly, and innovations makethe leap from consumerapplications to business (and viceversa) it’s imperative that weconstantly seek to find those thathave the potential to add value toour own business and those ofour customers. Let’s look aheadto 2018 and the key trends thatwe think will have an impact onour business and the industry.

1. A move towards the edgeTwo trends of recent years thathave become familiar – cloudcomputing and the Internet ofThings – have deliveredundeniable benefits to businessesand consumers alike. But theyalso come with implications:namely the huge increase in theamount of data being transferredfrom connected devices to thedata centre for processing andstorage, and the associatedbandwidth needed. Edge computing alleviates thisissue by performing dataprocessing at the ‘edge’ of thenetwork, near the source of thedata. Doing so significantlyreduces the bandwidth neededbetween sensors and devices andthe data centre. Anonymising andcreating encrypted data withinthe device at the edge before it is

transferred to the data centre willbe a likely response to datasecurity concerns.

As network cameras, audio andother sensors become ever moresophisticated and of higherquality, the need to balance bothcloud computing and edgecomputing domains will beimperative to deliver refined,reliable and usable data.

2. Cloud-to-cloudDespite the move towards edgecomputing, cloud computing willstill play a significant role in ITinfrastructures. As an increasingnumber of companies offercloud-based services, the cloud eco system isincreasingly becoming thepreferred point of integration,rather than the traditional on-premise systems.

One benefit of integrationbetween clouds is a significantpotential reduction of in-houseIT services required. Further,however, advanced compositeservices from multiple providerscan be created and deployedthrough rich service APIs,including data analytics, contentmanagement, and storage,reducing time-to-market andrapidly increasing scale. Anyorganisation delivering cloud-based services should beinvestigating the opportunity for integration with related

services to add value tocustomers and partners.

3. Deep learning and machinelearning We have now reached a stagewhereby the full benefits of deeplearning architectures andmachine learning can start to berealized: When some of the mostimpressive demonstrations of theapplication of deep learning havebeen related to imageinterpretation, speechrecognition, and decisionsupport, the potential foranalytics in the safety andsecurity sector are obvious.

At a relatively basic level, deeplearning applications willimprove video motion detection,facial recognition individualtracking and suppression of falsealarms. It will aid system design,configuration, optimisation anddevice management. Beyond this,as applications develop, there issignificant opportunity forpredictive analytics leading toincident prevention: fromterrorist incidents to slip and fallaccidents; from traffic issues toshoplifting and more.

It is still early days, however.Development is currently fast andunpredictable, and the demandson processing power are massive,but the potential for deep learning,which may ultimately lead toautonomous systems, is huge.

4. Personalisation vs. privacyOne of the potential applicationsfor deep learning could be in thedelivery of highly personalisedservices. Whether motivated bylegislation or simply wanting todo the right thing by customersand citizens, balancing increasedpersonalisation with theprotection of an individual’s dataand privacy will be a tightrope allorganisations will walk thiscoming year.

5. CybersecurityOnce again, cybersecurity must

appear on the list of trends forthe next 12 months and beyond.The constant enhancement ofcybersecurity will be a never-endingtask, because well-resourced cybercriminals will never stoplooking to exploit vulnerabilitiesin any new technology. And asthe number of connected devicesgrows exponentially, so too thepotential flaws that, if leftunaddressed, could provide theopportunity for networks to bebreached, ransomware to beplanted or, more simply, costlydowntime to occur. 2018 will nodoubt see more attacks andvulnerabilities exposed. The answer is proactivity and asystematic process for ensuringthat patches are implemented assoon as they are available.

6. Platforms to realise the fullbenefits of IoTIoT has reached a point where toscale, collect and analyse data,and manage the network ofconnected devices effectively, it iscrucial to use a scalablearchitecture. There are numerouscompanies enabling platforms tosupport IoT devices, and the nextyear will see further maturation.However, what will also beimportant for the future will be

new international or de factostandards to enableinteroperability between thedifferent IoT platforms, andwhich will support true vendor-agnostic systems.

7. The blockchain For many, blockchain and Bitcoinhave become synonymous. Inreality, they are quite separate and,while Bitcoin uses blockchain asits foundation, the potential forblockchain to verify almostanything that has a value is almostlimitless. As an open, distributedledger that can record transactionsbetween two parties efficiently andin a verifiable and permanent way,the coming year will start to seeblockchain being tested inmultiple applications acrossnumerous sectors.

In our industry, given thatblockchain enables theauthentication of any content,blockchain could be used to verifyvideo content from multiplesources – such as public mobilephones and law enforcementbody-worn cameras – for usewithin forensic investigations.Beyond video data, blockchaincould also be used to verify theauthenticity of devices connectedto the camera network.

8. Breaking down smart city silos For several years, the increasingnumber of sensors of differenttypes being placed throughouturban environments are helpingto solve specific use cases, fromlaw enforcement to monitoring airquality. As the world’s populationis increasingly housed in cities, theuse of sensors to help create moreliveable, sustainable and safeenvironments will only increase.

However, a true smart city is avision for urban development

that integrates information,data, communications andInternet of Things (IoT)technology in a secure fashion tomanage a city’s assets, fromtransportation systems toemergency services.

Traditionally, most of theseindividual services have operatedin silos, but a city can only trulybe ‘smart’ when all of its data isopen and usable across everyservice. Dealing with urbanchallenges such as safety andsecurity for citizens, trafficcongestion, aging infrastructure,and responses to events such asnatural disasters and terroristattacks, requires coordinatedanalysis of available data inorder to deliver an appropriateand effective response.

9. Non-visual sensors Until recently, the primary – ifnot only – data available tosurveillance operators was video,which only delivers a two-dimensional perspective. Withthe use of new, non-visualsensors, this view will becomemulti-dimensional, providing arichness of data that will enablefor more rapid and accurateassessment of situations and,therefore, faster escalation, theactivation of an appropriateresponse and the minimisation offalse alarms.

Radar technology, for instance,is not sensitive to the things thatnormally trigger false alarms –and it can provide detail aboutany object’s exact position anddirection of travel. And whilethermal imaging is alreadyrelatively well-established,advances in the accuracy ofsound detection mean that audiowill bring another useful inputthat may be missed in a purelyvideo-based solution.

10. Virtual assistants andaugmented realityThe last year has seen significantconsumer adoption of virtualassistants such as Amazon Alexa, Google Home, Apple Siri,and Microsoft’s Cortana, andforthcoming technologies such as Facebook M will onlybuild on this. It is inevitable that these same technologies willstart to find their way into thebusiness environment. Particularly for the providers ofany sophisticated or complextechnology-based products andservices, virtual support inspecification, installation,configuration, and managementwill become more than simplyexpected; it will become animperative.

Similarly, augmented reality(AR) is a technology that haslargely existed in specific niches to date, such as themilitary and aviation, but again shows enormouspotential in the business arena,particularly now it is available asa technology in mobile devicesand in an increasing number ofwearables.

One of the obviousopportunities for AR in thebusiness arena is in theinstallation and maintenance oftechnological solutions, wherevisual instructions can beoverlaid on the real-world view oftechnicians to aid them in thework. In specific relation to ourown business, with the growinguse of non-visual sensors andanalytics to add accuracy andfurther perspectives to visualinformation, consumers of video surveillance will be usingAR to bring these sources of data together in a single view,enabling a more rapid andappropriate response. �
