As construction and infrastructure activity in the kingdom continuesunabated, the focus on health and safety has sharpened, as our article on p12discusses. Also in this issue we look at the technology behind fire safety clothing(p32) and, staying with the fire safety theme, we include a report of Ducab’sworkshop on cable fire safety held at Middle East Electricity (MEE) in advance ofnew EU regulations due to take effect in July. POLLUTION CONTROL Belco Technologies Corporation(BELCO), a DuPont company,and Lundberg, LLC, a Dustexcompany, have signed anagreement to collaborate on thesupply of air pollution controlsystems on an exclusive basisaround the world. Thepartnership, which is valid for 10years, applies to air pollutioncontrol systems for refining andpetrochemical plants, as well as tocoke calciners associated withrefining and petrochemicalplants.The Belco and Lundberg

systems enable refineries andpetrochemical plants to meetstrict emission controls and cleanair regulations worldwide whilestaying in continuous operation.By scrubbing flue and exhaustgases, the BELCO systems andLundberg Wet ElectrostaticPrecipitators (Wet ESP) reduceemissions, particulates, SOx andNOx, and also minimise otherpollutants and sulfuric acid mists.

TESTINGDucab, the UAE-based manufacturer of cablesand cabling products, has announced theopening of a newly built state-of-the-art firetesting laboratory in Dubai. The facility isspecifically built for the testing of the DucabFlamBICC range of fire performance cablesaccording to BS EN/IEC standard and DucabNuBICC nuclear cables, tested in accordancewith IEEE International standards.The new facility is equipped with the latest

equipment, operated by highly qualified and

trained manpower, and offers various fire andsmoke tests in accordance with BS8519 Codeof Practice. The IEEE 1202 test is specificallyused for testing Ducab NuBICC range ofnuclear grade cables making it the onlyfacility to conduct this test in the region. TheBS EN 50399 test is a new requirement tomeet construction product regulation(CPR)for assessment of the ‘reaction to fire’performance of cable, which will bemandatory across Europe by 1 July 2017.Commenting on the new facility, Ducab

chief commercial officer Mohammed A AlMutawa said, “Ducab commits to meetand adhere to all new certificationstandards as laid down by the UAE andinternational authorities, and we areconfident of meeting the new standards inthe UAE as well.” “We believe that we have a responsibility toelevate the overall cable standards in theindustry and reduce instances of loss toproperty and life due to non-certified andfake cables,” he added.

INDUSTRYAs part of its goal to reduce allreportable injuries to zero by2020, Al Naboodah GroupEnterprises (ANGE) hasannounced the appointment ofRob Munn to the position ofgeneral manager of Safety, Health,Environment and Quality. According to the company,

Munn is responsible foroverseeing the health, safety andenvironmental activities ofANGE and ensuring thewellbeing of all 16,000 employeesacross the Group. The newappointment is seen as a measurethat underscores ANGE’scommitment to follow rigoroushealth and safety guidelines thathave resulted in improvedemployee welfare. ANGE chief executive officer

Paul O'Flaherty commented thata commitment to safety not onlyprotects the welfare of theemployees, but also contributesto the bottom line by reducingdamage to the environment,equipment and machinery.“At ANGE we are dedicated to

developing and upholding a

culture of safety across ourcompany, and we are proud toappoint Munn to this newposition to ensure that all ourstaff are safe,” he added.In 2016, ANGE achieved a

record-low number of injuriesand zero fatalities, reducing thelost time injury frequency rate(LTIFR) from 0.15 to 0.14. Other

key achievements includedwinning the ‘MEP Health andSafety Initiative of the Year 2016’award at the Trans Gulf MEP MEindustry awards, followed by the‘Best HSE Contractor 2016’award from the Dubai AirportsEngineering Projects.The operation of the health

and safety management system atANGE is compliant with theprovisions of the internationaloccupational health and safetymanagement system specification.All incidents are recorded onlineand data is regularly reported. O’Flaherty continued, “We are

working hard to fulfil newgovernment requirements toemploy Emirati health and safetyofficers; this forms an integralpart of our overall Emiratisationstrategy.”In 2016, Al Naboodah

RISK MANAGEMENTAssuming the continuity of the Iran nucleardeal beyond 2017, the top five likely drivers ofrisks to international businesses in the MiddleEast are as follows, according to ControlRisks’ recent RiskMap analysis: • Geopolitics: Countries such as Saudi

Arabia, Egypt, Qatar and Iran will look tobuild or consolidate bridges with China,Japan, India and/or Russia to hedge againstthe uncertainty surrounding the USA’s andEurope’s engagement in the region. Thismay impact major project awards andbilateral trade agreements

• Fiscal consolidation: Efforts to reducegovernment spending in response to lowoil prices will continue to affect economicgrowth and dampen public investmentlevels across the region. They will alsodrive regulatory risk – particularly rises inlocal taxes and changes to local content

regulations, as well as risks of non-payment and contract frustration. Reformefforts are also likely to trigger localisedlabour and/or social unrest in NorthAfrica, particularly in Algeria, Tunisia and Morocco

• Push for FDI: While efforts to attractforeign investment to diversify economiesand boost growth may be successful innon-strategic sectors such as education,healthcare and e-commerce, they areunlikely to succeed in other major sectors,such as energy or telecommunications,where prevailing statist trends and a desirefor government interference will likelylimit the extent of privatisation andliberalisation

• Weakening of Islamic State: The collapse ofIS territory is likely to prompt a globalexodus of foreign fighters and theirrecruitment into other groups and

continuing operation in weak governanceareas, such as the Sinai in Egypt, as well asparts of Libya, Syria and Iraq. While in Iranand the GCC this trend is unlikely to triggerany significant increase in the threat ofattacks, countries such as Tunisia, Morocco,Lebanon and Jordan may face higherchallenges to contain returning IS fighters

• Cyber: The conflict in Syria and thebroader complex geopolitical situation inthe Middle East is likely to have asignificant impact on the regional cyberthreat landscape in the coming year,leading to plausibly deniable data-wipingattacks on rivals, which are likely to targetgovernmental bodies, symbolic targets andelements of critical national infrastructurein rival states.

SAFETY CULTURESpeakers at the British Safety Council’sconference in Dubai will explore the linkbetween leadership, culture and performancein health, safety and environmentalmanagement.“You can legislate for compliance but you

Leadership and Culture Change, to be held on20 March 2017 in the Crowne Plaza hotel in

Dubai, will provide a platform to share bestpractice and business experience ofdeveloping and integrating a positive healthand safety culture.The British Safety Council has strong links

FIRE SAFETYThe UAE has long beencommitted to ensure the safety ofits residents and citizens, and isincreasingly focusing on fireprotection. However, despitethese efforts, incidents of fire arenot unheard of in the emirates.Conscientious measures areconstantly being implemented bythe UAE government agencies,namely Dubai Civil Defence andAbu Dhabi Civil Defence, toimprove standards. To promote the emirates’ fire

protection agenda, Nullifireorganised ‘The Fire Protection inBuilding Design’ technicalconference, in collaboration withHealth, Safety & Security ReviewMiddle East magazine, to bringtogether more than 250 delegatesand top speakers from across thefire safety industry.The topics ranged from

enhancing fire protectionsolutions in building to lookingat fire safety in steel structure,both addressed by Dr AndrewTaylor, fire protection specialist,R&D at tremco illbruck.Providing reference cases from

the USA, he stated that most ofthe deaths occur not due to firebut due to inhalation of toxicfumes. He also reiterated theimportance of active and passivefire protection in buildings. As anexpert in intumescent coating, hesuggested that the protective topseal can go a long way insafeguarding steel structures inbuilding. Next on the agenda was how to

holistically approach fire safetycompliance for facades. AbhishekChhabra, internationalconsultant, business developmentat Thomas Bell Wright, put acrossthe importance of the

implementation of fire safetyplans in building design.The UAE complies with both

American and Europeancertifications, which may beconflicting in many cases.Michael Luna, director ofcompliance at VanguardConsultancy, urged in hispresentation support for a singleworldwide accreditation. Shamim Rashid-Suma,

president at UAE InternationalChapter of the Society of FireProtection Engineers (SFPE) anddirector of business development,presented case studies of fireprevention methodology in

buildings in the Middle East. Shepointed out that correctplacement of signages andimplementation of rules go a long way in ensuring saving of lives.The event was a tremendous

success. As Eng. CaptainMohamed Alkatheeri, fire safetymanager and fire protectionbranch manager – Abu DhabiCivil Defence put it, “It was a verygood event and very useful asnew information has come to thefore. T he huge boom inconstruction activity inSaudi Arabia is forcing

officials, construction companiesand other experts to scrutinisehealth and safety ever moreclosely. With accidents alwaysfresh in the mind – the collapsedcrane at the Holy Mosque inMecca in September 2015 duringthe Hajj season that left 111people dead and hundreds moreinjured obviously springs tomind – the industry cannotafford to take its eye of the ball,especially during such a freneticbuilding period. The government’s massive

infrastructure roll out – coveringeverything from hospitals andhighways through to new portsand petrochemical plants – iskeeping engineers, constructioncompanies and workers at fullthrottle.The kingdom’s total

infrastructure spend was

reported to be worth US$30bnlast year alone, with more tocome this year. Despite reports ofa spending slowdown, promptedby more subdued oil prices,activity on the ground seems asbusy as ever.But there are, of course,

consequences to this. A newreport, Saudi ArabiaInfrastructure Report Q1 2017,identifies the labour market as apotential weakness in SaudiArabia’s ambitious constructiondrive. The kingdom has thelargest construction market in theGCC, it notes, and scores highlyfor the amount of investmentmade in the economy, although itadds that liquidity issues couldstart to weight on overall projectand activity levels. But it warns“the labour market is the biggestrisk in the construction sector.”As a result, the Saudi Ministry

of Labour (MOL) – hypermotivated following the crane

collapse, said to be the worstaccident of its kind in modernhistory – has stepped up site visitson firms and constructionprojects and slapped fines onoffenders where violations havebeen identified, creating a climatewhere all parties are keepinghealth and safety front of mind.

Safety records Most at risk are ordinarylabourers who make up the bulkof hired workers on largeprojects. According to one report,with Arab News citing data issuedby the Kingdom’s GeneralOrganization for SocialInsurance, up to 50,000construction labourers met withaccidents while on the job duringthe first nine months of 2015,nearly all of them non-Saudis.But that should not mask the

many day-to-day achievementsbeing made across literallythousands of work sites, large and

transport undertakings right nowis the Riyadh Metro, a massivemulti-billion dollar development,commissioned by ArriyadhDevelopment Authority. RiyadhMetro Transit Consultants(RMTC) is the engineer for twoRiyadh Metro contracts – it isperforming programme andconstruction managementservices as a consortium of threepartners, with US-basedengineering services firm Parsonshaving the lead role in health,safety and environment (HSE) management.Parsons announced recently

that it had passed a key safetymilestone on the flagship railproject after exceeding threemillion safe work hours. Thiscomes less than a year aftersurpassing two million safe work hours without a single lost-time incident.“Safety is one of Parsons’ six

core values, and we are firmlycommitted to maintaining a safeand healthy environment in all ofour offices and on each of ourprojects,” said Gary Adams,Parsons group president. “I am very proud of the RMTC

project team for achieving such asignificant safety milestone; their

shared commitment andcombined efforts have seen theapplication of stringent HSEpolicies and standards enforcedon site for all key stakeholders.”The culture within large state-

owned enterprises could beshifting too. Saudi ElectricCompany (SEC) said recentlythat it had reduced workaccidents by 16 per cent during2016, compared to 2015. It marksthe third year in a row forimproving its health and safetyrecord, and follows a determinedeffort by senior management toraise the game.

Niche opportunityEven with a slowdown in newproject spending, the level ofconstruction activity is likely tobe sustained to a great degree viastrategic initiatives such as SaudiVision 2030 and NationalTransformation Plan (NTP)2020, announced by DeputyCrown Prince Mohammed BinSalman. Sure enough, earlier thisyear, Saudi Arabian authoritiessanctioned three more publictransport projects in the portcity of Jeddah alone – a tramline, a marine taxi service and a

It has alsoappointed a dedicated salesmanager for the Middle East tolead the new push.“We’re hearing from

customers that this is the right

time to really cement our focusin the region, and ourmanufacturing presence in thekingdom of Saudi Arabia is atestament to this,” said AhmedKamel, Centurion’s new regionalsales manager. The company’s chief executive,

Jeff Ward, also said that the movewas prompted by the hugeactivity levels and spendinggrowth in the region. “With a constant flow of major

infrastructure projects plannedthroughout the region, there hasnever been a greater need forcontinuing advancement in headprotection systems to ensureworkers can deliver their best,” he remarked.With spending on new projects

poised to continue, and asscrutiny grows on all health andsafety related issues, it seemslogical that more companies maywell follow suit and tap into thelocal market. Collectively, it canonly help in keeping theconstruction industry’s focus onthe most important issue of all –health and safety. �

Theshow attracted 33,501 visitorsfrom 127 countries, and 1,304exhibitors from 58 countries,across the seven sections ofCommercial Security, Fire &Rescue, Safety & Health,Homeland Security & Policing,Information Security, SmartHome & Building Automation,and Physical & Perimeter Security. “The Middle East commercial

security, homeland security andfire safety market continues togrow, and consequently there’s a

programme, which covers the monitoring of commercial buildings inthe city, so this MoU is an extension to our existing relationship,” saidFahmi Jabri, strategy and marketing director for HSF, Middle East,Turkey and Africa (META), Honeywell.The agreement also provides an opportunity to gain invaluable

client input that Jabri said would be used for development ofHoneywell’s future product road map.“We are moving from being a product manufacturer to a solutions

provider,” he explained. Honeywell, which has been present in theregion for six decades, is committed to sharing the latest technologicalinnovation with the goal of improving safety and security across theMiddle East.“We need to understand [customer] needs today, and in the future;

and all our products will have customer input embedded in them,”added Jabri.The integration of Xtralis’ products into Honeywell’s expanding

regional portfolio since its April 2016 acquisition has also been apriority, with technologies such as its WINMAG Plus integratedsecurity management interface showcased at Intersec.A heightened sense of security in the region is similarly driving

regulations in the majority of countries in which Honeywell is present;an encouraging move in his opinion, as he explained: “Kuwait, forexample, came up with new regulations for security solutions last year,and Qatar’s interior ministry is developing regulations that mandatehaving high spec security solutions in certain areas.“We are helping our customers to leverage software and Internet of

The far-reaching impact ofthe Mirai malware attackof October 2016, which

knocked out Amazon, Netflix,CNN and PayPal among others,should be the catalyst for a globalshake-up of critical infrastructurecyber security as the proliferationof network connected devicescontinues to gain momentum.This was the crux of a

conference session led by Lewitat Intersec 2017. In his session,which was entitled ‘CyberSecurity, IoT and the Role ofStandards in Protecting CriticalInfrastructure’, Lewit focused onthe necessity of balancing smartbusiness connectivity decisionsagainst the risk of possiblebreaches of an organisation’sinformation systems.“Energy security, access to the

electrical grid and police and firesafety are just a handful of thingsthat we take for granted on adaily basis. The issue is whathappens [to information] insidethose organisations, including thedigitisation of information andinternal communication, as wellas the transfer of informationoutside of the organisation, tomake it available wherever you

are and whenever you need it,”he said.The rise in the use of mobile

devices and increased options forinterconnectivity are a fact of life,both personally and for business,but are also a major cause forconcern for companies andentities keen to minimise threatsto their information security.This is being further impacted,

and opened up to risk, by newinformation-handling tools suchas big data, cloud systems and the

Internet of Things (IoT).ONVIF’s vision, is to, one day,

touched on the dangers ofcomplacency, using passwords asan example. As he explained,“Around 95 per cent of breachesare due to some sort of simplepassword error. We are very quickto type in a simple, easy toremember password and thisincreases the potential forcompromised access to our mostprivate information.”IoT applications in everyday

life run the gamut of humanneeds from medical devices andbusiness security systems to

home monitoring and citywidetransportation planning.Lewit noted that with IoT

growth through to 2020 expectedto result in 50bn devicesconnected across the system, thisonly serves to increase the risk offuture breach exposure.Add to that a growing black

market for fake devices, which cancome pre-loaded with malwareand the associated risk of usingsuch non-controlled devices,which can be made complicit in adenial service-style attack.“IoT security budgets are also

expected to increase by almost 20per cent over the same period toaccount for this increase in theproliferation of devices on thesystem,” he added on a positivenote. “Organisations therefore

need to find the right balancebetween availability andprotection, taking cost intoaccount as well. It's a different‘threatscape’ than with a PC. APC can hold a lot of sensitiveinformation, but an IoT devicecan be complicit in other actionson your network.“We are not cyber mature at

this point. We need to think moreabout the benefits thattechnology gives us rather thanthe risk it presents, but tailor ouractions accordingly. And we alsoneed to develop a whole bunch ofnew technologies to resolve thesesecurity issues.”Lewit also urged

manufacturers to play their part,as IoT devices are easier toharden than your average PC,

and this presents an opportunityin leveraging existing encryptiontechnologies.“They need to think about out-

of-the-box default settings, forexample; or whether we shouldlock some things down straightout of the fate to protect ourcustomers when trying to set uptheir devices,” he said.The role of standards is vital to

ensuring real-time security. Lewitconcluded, “The message is loudand clear, from a connectivitystandpoint, the interconnecteduniverse isn’t going to go away. “There are two possible

developments here: we can havelimited utilisation of standards,or openness and unlimitedinteroperability. IoT is notpossible without standards.” �

Body cameras areincreasingly becomingstandard kit for police

officers over the near term, andwe are seeing more use amongstother first responders and privatesecurity teams. They have someability to moderate behaviours,but they are really there forassessing and managing liability –i.e. who said what? Who didwhat? So, they are currently beingused less as a live operational tooland more as an important after-

the-fact management capability. At Digital Barriers we regularly

get asked for a more usefulsystem to assist operations andaddress the question, “How can Iaccess the video live during anincident so I can better manageour response?” Examples of where this is usefulinclude:• The ability of command tomonitor a fire as soon as the firstrapid response team arrives at thescene, setting up a cordon of

wireless drop cameras, camerason the engines themselves andbody-worn cameras. Whatadditional support teams areneeded, how is the public beingmanaged and kept safe, is theresponse increasing control of thesituation?• Giving additional remotesupport to a first responseparamedic on the ground whenthe situation needs immediateattention – allowing remote,skilled medical staff to assess

trauma and give advice during acritical incident.• Viewing and listening to a policeofficer’s interaction with thepublic when she or he has askedcontrol for additional support –and keeping a record of thatinteraction. Also, a body cameracan easily be removed if thepolice officer is incapacitated –knowing that the video iscaptured and streamed anywayhas the potential to modify thebehaviour of the public anddramatically improve safety.

Addressing the challengesStreaming live video and audio isconceptually simple, but hardertechnically, to make reliable thanit might first appear. Butsolutions are available to counterthe challenges. Let’s explore whatthey are first:• Carriers and bandwidth: gettingthe video and audio back to the

control centre requires atransmission capability. For allbut specialist police responseteams, the solution is nearlyalways going to be cellular – overpublic networks or privategovernment capacity. Video ishungry for data, and a strongsignal and available bandwidth isrequired. If the camera is movingon a vehicle or is body-worn, thatsignal changes constantly –typical methods for sendingvideo do not cope well withfluctuating signals. We have designed solutions

that use less than half thebandwidth and continue tomanage well when movingrapidly between high and lowsignal availability. Using less datameans much lower running costsand the ability to transmit intough environments – buildings,rural areas and where thenetwork is congested due to large

numbers of public cell-phones.• Clutter and power: our firstresponders and commercialsecurity teams are carrying toomuch equipment already. Moredevices mean more power, moreneed to charge and manage thosedevices, and the need to ensurethat the device and its video areproperly registered to the rightuser. We have simplified themanagement of this to reduce thenumber of devices, and use off-the-shelf hardware for most ofour solutions. I wouldrecommend anyone considering astreaming solution to lookcarefully at the manageability ofthe overall solution.• Accessibility: getting video andaudio back to the control centreis one thing, but getting it back tothe field is also often required.An armed police response teamtravelling to a scene may wish toview cameras dropped by theinitial police presence to rapidlydetermine initial actions, or alocal command structure maywish to view all cameras droppedaround a burning building,including those out of line ofsight. The system deployed forlive video should have the abilityto re-stream back to authorisedusers on the ground, which canbe challenging due to networkissues.• Immediacy: is the video reallyreal-time? Most systemsintroduce a number of secondsdelay into the video streamwhereas sub-second is required.The delay, or “latency”, needsspecialist capabilities to minimise.

• Security: end to end encryptionof the video and audio streams isvital given the potentialsensitivity of the video. Thisfactor is hugely important to getright, so as to allow the systems tobe approved for deployment. Thewrong approach causes issuesfrom vulnerabilities allowingremote unauthorised access, toadding significant overhead indata usage and increasing latency. The challenges presented above

can be overcome, but requiresolutions designed for real-time,secure and reliable streamingover cellular, mesh, Wi-Fi orsatellite. Streaming from bodycameras and re-deployablecameras on vehicles and drop-cameras is growing, andorganisations are exploring howthese can have significant positiveimpacts on their operations. Weare seeing tremendous growth ininterest and early adoption, and Iforesee significant roll-out of thesecapabilities in the near term. �

Most people are familiarwith businessperformance

indicators such as KPIs (keyperformance indicators) tomeasure profitability. Theconcept is widely used butrecently, it has been extended toprocess safety (in the form ofsimilarly-named PSPIs), withsome companies reporting a verypositive outcome.

Why PSPIs? Major incidents such as the USTexas City Refinery explosion inMarch 2005, which killed 15workers and injured 170, have ledto calls for process safety KPIs. Inthis particular disaster, safetyperformance was assessed solelythrough measuring occupationalsafety, i.e. the number of slips,trips, sprains and strains. Thisgave a false impression of theoverall safety performance of the

organisation and was found to bea contributory factor to thedisaster. A PSPI programme canproduce predictive signals andgive early warnings of adangerous deterioration ofcritical systems. This enables theorganisation to foresee thelikelihood of a serious incidentand take corrective actions beforeit’s too late.

What resources are available?There are currently five practicesor standards giving guidance onPSPIs: � HSG254, Developing processsafety indicators, A step-by-step guide for chemical andmajor hazard industries, HSE,2006;

� Process Safety Leading andLagging Metrics, Centre forChemical Process Safety(CCPS), revised edition,January 2011;

� Process Safety PerformanceIndicators for the Refining andPetrochemical Industries,American Petroleum Institute(API), RP 754, 1st edition,April 2010;

� Process Safety – RecommendedPractice on Key PerformanceIndicators, InternationalAssociation of Oil & GasProducers (OGP), Report no.456, November 2011; and

� Guidance on Process SafetyPerformance Indicators,CEFIC, 2nd edition, May 2011.

These practices feature twodistinct approaches – the barrier-based approach (given byHSG254) and the tier-basedapproach (given by CCPS andAPI standard and adopted byOGP and CEFIC guidance).

identified first, followed by astudy of their causes and thesafety barriers that guard againstthem (also known as RCS – riskcontrol systems – in HSG254).Leading and lagging indicatorsare then defined around thesebarriers. The result of thisexercise is that each barrier willhave leading and laggingindicator(s) to measure itseffectiveness in managing theprocess safety risk(s) identified.The leading indicators give earlywarning of dangerousdeterioration of the barrier, i.e.the likelihood of an incident inthe future due to the failure ofthe barrier. The lagging indicatorssay something about the barrier’shistoric performance in avertingprocess safety incidents.

Obtaining lagging indicators The barrier-based approachidentifies three steps to

obtaining the right laggingindicators: identify the barriersfor the process; using thesebarriers, state the ‘desired safetyoutcomes’; and define thelagging indicators based onwhether the desired safetyoutcomes are achieved. Forexample, a bulk storage andtransfer process may bevulnerable to overfilling whichcould lead to loss ofcontainment and maybe even alarge fire. One of the safetybarriers identified could be staffcompetency due to the manualnature of the process.

Obtaining leading indicatorsThe barrier-based approachinvolves two steps: identify the‘critical parts’ of each safetybarrier, and then base leadingindicators on whether thebarrier is performing asintended; and set a tolerance

level (or action trigger level) foreach leading indicator. Forexample, at what stage of thedeterioration will an action takeplace to remediate?

Striking a balanceThe call for PSPIs in the processindustry is growing stronger andis being reinforced by regulatorybodies. The barrier-basedapproach to developing andselecting PSPIs can be flexibleand comprehensive, which will

result in a better set of indicatorsat the facility level because itleads to more bespokeindicators. The tier-basedapproach is generic and whileless flexible, it can lead to a set ofmore benchmarkable indicators.Although bespoke indicators areuseful at the facility level, theycan be very difficult to use forbenchmarking at corporate leveldue to inapplicability.Conversely, genericbenchmarkable indicators aremore useful at a corporate levelyet less useful at the facility level. Given this, a balanced

methodology between the twoapproaches should be adoptedacross an organisation. This willenable organisations to benefitfrom an effective PSPIprogramme at the facility level,while also providing usefulinformation for benchmarkingat the corporate level. �

Oil and gas companiesacross the Middle Eastare grappling with an

ever-moving feast of social,geopolitical and technicaladvances. The region has anevolving workforce in terms ofage, learning expectations andtransience, and the desire forexperienced workers, combinedwith the need for transferableskills, to a large extent moves inparallel with activity levels.The first stirrings of a shift in

how companies manage theirsafety and competency trainingrequirements is fast becomingapparent in the Middle East – ashift which might just set thetone for many other energyregions around the world.Following on from some of the

large-scale restructuring carriedout by organisations in the wakeof the global price drop, a

growing number of oil and gascompanies in Abu Dhabi, Dubai,Saudi Arabia and elsewhere arelooking for clarity and support tohelp them bring the safetytraining element of theirworkforce developmentprogrammes in-house.The creation of a skilled and

In Mid February, TaraSafe, aleading manufacturer andexporter of flame resistant

clothing from India, announcedthat they would be launching anew value range for all theircustomers globally. The companywill be launching these productsinitially in the European andAmerican markets followed bythe rest of the world. “We are thrilled to bring this

new range into the market andwe are sure that this will beextremely beneficial for ourexisting clients as well as for newclients looking for basic FRprotection,” says director ofTaraSafe International, VivekLohia. “The winter collection hasa FR coverall design and a FRjacket design, both in a 3 layeredflame resistant fabric. resistance and flame retardantmaterials, there is a risk thatdecision-makers are purchasingthe wrong products for a specificapplication. Arco, the safetyspecialists, outline the differences.For them, “flame retardant fabricsare not 'flame-resistant' or'flame-proof ' however, they are

designed to stop the spread of fireand smother it intoextinguishing. Treated fabrics andinherent modacrylic fabrics havea chemical treatment eitheradded to the finished wovenfabric in the case of treatedfabrics, or added into the fibrethrough a textile process in thecase of inherent modacrylicfabrics. When exposed to a heatsource or naked flame thesechemicals react and release gaseswhich slow down the spread ofthe fire and help smother it bycutting out the oxygen needed bythe fire to continue to burn.” On the other hand, “flame

resistant fabrics, such as thoseusing DuPont Nomex fibres arenaturally flame resistant. Themolecule structure of the fibresitself are not flammable. Ratherthan release gas to smother theflame of oxygen, the fibres willresist the flame or heat source,swell and become thicker, thusproviding a protective barrierbetween the heat source and theskin. The fibres do not burn, meltor drop when exposed to heat or flame.” According to Arco, there were

over 3,000 burn-related injuriesin the workplace in 2010-2011. “Ifemployees are working in apotentially dangerousenvironment where heat or flame

hazards are present, it is theresponsibility of the employer toensure that workers aresufficiently protected. Flameresistant (FR) clothingsignificantly reduces burninjuries which can save lives inthe event of an accident.” DuPont’s Nomex fibre is a

proven material, used byfirefighters, industrial workers,police offices and military forcesto protect them from the heatand fires. However, for some

applications, Nomex fibre maynot offer enough protection. For

example, encountering sparks orsharp metals can requiresomething different fromclothing materials. Kovenexfabrics, for example, areprodominately designed forwelding applications. These aredurable with abrasion reistance,but are not coated with harshchemical compounds. The cutand tear resistance of Kovenexfabric also help contribute to itsflame resistance. This may be apreviously unconsidered need forworking clothing. Snagging onmetal can cause holes whichdiminishes the flame-resistanceof the material. Even if workersare operating in areas with highheat exposure, small holes inworkwear can raise the user’stemperature to unsafe levels and cause painful burns and heat rash. This may be a reason to even

consider flame retardant orresistant protection for users whoare not going to be in directcontact with flames or fires. For

example, the Dickies flameretardant modacrylic 180 gsmlightweight shirt is a normallooking work shirt. However, itoffers protection against heat andflames, and also includes anti-static fibre for protection againstelectrostatic discharge. This kind of development in

fire retardant and resistant fabrichas driven technology forward intraditional fire safety andprotection equipment. Forexample, Pacific Helmets’structural firefighting F15 helmetincludes Kevlar and fibreglass tocreate a tough outer shell, butalso uses flame retardantmaterials in the chinstrap andneck protector for the beststructural firefighting helmet. Finally, these materials are

finding their way into firefightingequipment such as fire blankets.Ward Science’s Nomex fireblanket is more effective thanwoolen blankets, improving thestructural integrity of the blanketand increasing the user’s safety. �

High profile incidents inDubai, UAE, andbuilding fire safety in

general remain a ‘hot’ topic forthe region, and leading cablemanufacturer, Ducab, used therecent MEE 2017 exhibition todeliver an informative session onthe latest industry updatesregarding cable fire safety.BASEC UK Certification Board

product manager and cable firetesting and approvals expert,Dave Hoare, flew in to presentthe topic, which focused on theBS8519 cable category, and newrequirements for cables across theEuropean Union (EU) as well asimplications for the constructionindustry at large.Effective 1 July 2017, the new

EU Regulation 305/2011 willbecome mandatory for all cablesproduced in member countries.The regulation is applicable to alltypes of cables ‘made available on

the market’ for permanentinstallation in building or civilengineering works, and coverspower, control, communicationand optical fibre cables.The issue of cable quality is

becoming increasingly importantin the UK as well as othermarkets with concernssurrounding high conductorresistance capability (insufficientcopper), the use of incorrectmaterials such as LSHF,insufficient armour, incorrectmarkings, anonymous cableswith no marked manufacturerand importers determiningproduct specifications.Hoare explained the

classification process, which isbased on fire performance andfire resistance, and ranges fromClass Aca, which indicates bestperformance, down to Class Fca,for bottom ranked product.Classification testing is based on

reaction to flame propagation, heatrelease and smoke release (burningin droplets and acid gas emission).

Fire resistance testingIn terms of fire resistance testing,the BS8519 additional measuresinclude cable selection guidelinesfor different building usages andfire survival times – 30 minutesfor means of escape from smallerbuildings, 60 minutes for largerbuildings and 120 minutes forfire fighting purposes.Hoare highlighted the

importance of standards andregulation, which cover a widerange of requirements fromensuring that products are fit forpurpose and cable design thatoffers specific beneficialcharacteristics to specifying theright product for the rightapplication and environment aswell as reassuring themarketplace.

testing every time, which coversthe full remit of tests and not justfire tests, as he explained: “Thisincludes surveillance audits andsample testing. “It’s a much moreholistic way of looking at theproduct.”BASEC level approval involves

production plant andmanagement system inspections,initial type testings, routineinspections two to four times peryear, surveillance testings and,depending on product level, thiscould be anything from 16-50samples per annum. Successfultesting and category rankingmeans that a company is addedto BASEC’s website listing andcan use the BASEC mark on therelevant product.“With full type testing there

will be continued surveillance ofthe process and also ongoingtesting by an independent body,”

said Hoare. “Type testing alsolooks at the capability of amanufacturer to produce theproduct.”

Middle East relevanceWhile this is currently only anEU-mandated requirement,Hoare stressed the relevance tothe Middle East market, citingDubai Civil Defence as anexample, with the entitycommitted to procuring onlyfully accredited product.However, not everyone is as

quality and safety-focused, andHoare issued a word of warning.“There are always people whowish to under-buy in themarketplace. Faulty and sub-standard cables are becomingincreasingly problematic. It’sestimated that around 20 per centof product shipped into the UKmay not be up to standard.”While figures for the Middle

East are not readily available,Manoj Pillai, QHSE manager,Ducab, shared some localexperience.

“Fake cables are a concern foreverybody. Five years ago atDucab we tested 26 samples takenfrom the market [here], and onlythree of them fully complied withthe others all failing, in one wayor another, to meet the minimalrequirements.”Since then the Emirates

Standardization and MetrologyAuthority (ESMA) has come intoplace and Pillai praised its role asa major force in working toeliminate sub-standard cables inthe UAE. �

GAS DETECTIONNew technology which couldoffer the oil and gas industry acheaper way to visualise methanegas is taking one step closer tobecoming commercially available. In a paper published in the

journal Optics Express,researchers from the University ofGlasgow’s School of Physics andAstronomy and Scottishphotonics company M SquaredLasers describe how they haveused a technique called single-pixel imaging to create real-timevideo images of methane gas in atypical atmospheric setting. While gas imaging technology

has been commercially availablefor some time, current systemsare expensive, bulky and power-hungry. Single-pixel imaging usesjust one light-sensitive pixel tobuild digital images instead ofusing conventional multi-pixelsensor arrays, which can beprohibitively expensive for infraredimaging. This allows the researchersto build a much smaller, cheapergas detection system. The scene in front of the sensor

is illuminated using a sequence ofinfrared patterns created using a

laser tuned to 1.65µm, theabsorption wavelength ofmethane, and display technologycommonly found in digital dataprojectors. Using sophisticatedsampling techniques to correlatethe projected patterns and thegas, the researchers can create areal-time, coloured coded, imageof the gas overlaid on an image ofthe scene using a conventionalcolour camera. The collaboration between the

University of Glasgow and MSquared Lasers was facilitated byQuantIC, the UK’s quantumimaging technology hub, which isbased at the University. QuantICaims to bring a range of newsensing technologies into themarket. The global gas sensingmarket was estimated atUS$1.78bn in 2013 and isexpected to be worth US$2.32bnby 2018, offering an attractiveopportunity for new technology. Dr Graham Gibson, lead

author of the paper, said: “Ourdetector allows us to produceimages which refresh 25 times asecond, equivalent to thestandard frame rate of video,which provides a highly accurate

real-time picture of the scene infront of the detector.“Working with M Squared

Lasers, with the support ofQuantIC, has been of immensebenefit to the project. MSquared’s advanced laser systemsallowed us to effectively ‘tune in’to the wavelength of methane gas,and opens up the possibility ofusing the system to detect othertypes of gases in the future.” Nils Hempler, head of M

Squared Lasers’ innovationbusiness unit, said: “Closecollaboration with QuantIC hashelped M Squared to identify and

create lower cost, compact,greatly improved imagingsolutions that are suitable for arange of industries. “We’re keen to continue our

collaboration to bring this projectto market and to build on thisfoundation to create single-pixelsensors capable of detecting awide range of other sources.”

األمن والسالمة الوقاية من الحرائق.إنرتسك معرض فإن األوسط، الرشق فرانكفورت مييس املنظمة، الرشكة وبحسب ٢٠١٧، الذي أقيم يف الفرتة بني ٢٢-٢٤ يناير/كانون الثاين يف ديب بدعم من رشطة ديب بنسبة ٥ يف املائة عن العام والدفاع املدين يف ديب وأكادميية رشطة ديب، قد شهد منوا الزائرين وحجم املعرض. فقد جذب املعرض ٣٣٥٠١ زائرا السابق عىل صعيد أعداد من ١٢٧ دولة، و١٣٠٤ جهات عارضة من ٥٨ دولة، وذلك عرب أقسام العروض السبعة، وهي األمن التجاري والحرائق واإلنقاذ والسالمة والصحة واألمن الوطني والرشطة وأمن
