We've recently been alerted about a group of people who are going door to door in our community. They indicate they are representing a charitable organization but in the end they are selling books. As we discussed at our annual homeowner meeting, solicitors are required to have a City of Houston permit. When a Bay Forest homeowner asked for their permit - they were told one was not needed and the police said it was OK. This is not correct. According to Section 36-72 of the City of Houston Code of Ordinances, solicitors (even for charitable purposes) must have a permit. This is of additional concern as these solicitors are coming to doors after dark. As a general rule - if you see a suspicious activity in our community - call the Houston Police Department and report it. Let them make contact with the solicitors and determine if they have a valid permit. The non-emergency number for the Houston Police Department is 713-884-3131.

New Manager for the CommunityAs your Board of Directors we would like to update you on our ongoing self-management effort. You may recall receiving a letter in June advising homeowners that the Board had terminated the community management contract and would be eventually hiring a part-time employee to serve as our community manager.

To deliver on this commitment, the Board dedicated themselves and their time to developing a community management model

specific to Bay Forest. To get our hands around the manager’s job, the Board took on the community management functions while we determined the scope of work for the position and the amount of time the job would require. We have completed this initial phase of work and are now prepared to select a manager for the community.

The community manager will serve as the primary point of contact for homeowners, vendors, Directors, and others who interact with our community. In addition to handling all of the “management” functions, the community manager will be responsible for light maintenance in Bay Forest common areas.

We intend to hire a degreed professional who has experience performing this type of work and views the position as a personal and professional development opportunity.

The position will require an average of 20 hours per week to perform the management and maintenance functions.

As we discussed at our Annual Homeowner meeting in October, we have seen tremendous benefits since we have taken on management of our own community. We anticipate filling the community manager position before the end of the year and have the new employee on the job January 1. We look forward to this next step in community self-management.

If you have any questions regarding this matter or would like to refer someone to be considered for this position, please let us know.

Thanks for your support. The Bay Forest Community Association Board of Directors

Bay Forest News You Can UseFocus on yard Signs in Bay Forestwww.bayforest.info

This information was taken from our community website, www.bayforest.info. For more information on many topics, please visit our website.

Holiday Decorations Holiday decorations are both permitted and encouraged and do not require approval by the ARC. However, decorations should not be installed sooner than 30 days prior to, and must be removed within 15 days after, the holiday for which they are intended. The ARC, through the Property Manager, may require a display to be “toned down” in the event that such decorations are determined to be excessive (i.e. beyond what might be reasonably acceptable to neighbors) or are the cause of excess traffic and congestion.

Q: Can i place a religious sign or display on my home?A: Yes. In compliance with the Texas Property Code 202.018 (HB 1278) which went into effect on June 20, 2011 – a Homeowner Association in Texas must allow you to place one or more religious items the display of which is motivatedby the owner's or resident's sincere religious belief. It must belocated on the door frame and (all combined) cannot be largerthan 25 square inches.

Bay Forest Yard of the MonthCongratulations to karen and Lance Hutchins at 15507 Park estates, and WC and Donna Disheroon at 15706 Hillside Falls Trail for being our Yards of the Month for November/December 2012.

The Hutchins Family on Park estates have risen to the challenge of having both heavy shade and bright sun on their yard. Their crisp clean lawn is anchored by large oak trees on each side. The traditionally styled, raised beds along the front and side of the house are filled with a multitude of green shrubs and grasses, and lots of subtle flowers in various shades of pink and purple. Some of the plants include deep pink Knock-Out Roses, Variegated Ginger, Lantana and Plumbego. The Hutchins' have a very welcoming front entryway. The front beds widen out toward the front walk and the extra space is filled with flowers, as though the house were reaching out to the yard. At the same time, the potted trees on the front porch help to bring the garden into the home. As you drive by to take a look at this serene yard, don't be startled by the little gargoyle hiding among the clusters of pansies near the front door. He's friendly.

The Disheroon’s yard is tucked away at the end of a cul-de-sac, but it is well worth a drive down the street to see this sparkling gem. They have certainly packed a lot of punch into their front garden. Boulders and low ground cover shrubs introduce a 3-D structural element, while at the same time showcasing enormous terra cotta saucers overflowing with vibrant colorful plants. A large cheerful frog (all decked out in his Thanksgiving finest when these photos were taken) is testament to the owner's sense of whimsey. There is a brick pathway running through the middle of the yard that gives a sense of depth to what is actually a fairly shallow space. And, making the most of all their space, the Disheroon's have even landscaped the far side of their driveway, filling the raised beds with Crape Myrtle, Magnolia, Black Eyed Susans and flowering shrubs.

Bay Forest Yard of the Month

A Bay Forest TraditionHoliday Wreaths

We residents of Bay Forest have been enjoying this holiday tradition for a number of years now. Drive, walk, jog or bike… anyway we come and go through the neighborhood we can enjoy a bit of holiday spirit every time we pass the holiday wreaths hung at our entryways or at the Pool Park.

It takes a number of people and a lot of volunteer hours to make this happen. This year we are enjoying newly-designed wreaths!

• The design and shopping was a combined effort of Mary Columbo, Sharon Christman and Barbara McCollum.

• The process of redoing the wreaths was started by Sylvia Resch, Pierre Beynet and Barbara McCollum stripping off all the old decorations to get them ready for updating.

• Sharon Christman started the wreaths by placing all of the poinsettias on each one of the wreaths and then they were

decorated by Peggy Naughton, Anne Dowbekin, Mary Alyce Hall, Mike and Sharon Phelps, Mary Columbo, Barbara McCollum and Sharon Christman.

• Mike and Sharon Phelps, Frank and Sylvia Resch and Barbara McCollum put the wreaths on the monuments.

Thank you to all of the volunteers for their time and hard work. If you would like to volunteer for next year, please call Barbara McCollum at 281-488-0123.

Bay Forest Mommies’ ClubBay Forest Family Holiday Party!

Ho, Ho, Ho! it's Holiday Time Again! It may still be 80 degrees outside, but the Holidays will be here before we know it. Let's get the season started with the Bay Forest Family Holiday Party. It will be held on Sunday, December 9, from 2-4 in the afternoon at the Willow Shores Park. I have been in touch with Santa's Elves at the North Pole. They assure me that Santa always looks forward to the Bay Forest Party because we have so many "Nice" children in our neighborhood. Everyone is welcome and encouraged to attend. If you plan to bring a child, and you are on the Mommies Group e-mail list, please check your in-box for details on how to ensure that Santa has a gift for your child. If not, please contact Anita Burns directly (even very last minute). This is very important! Santa never wants to miss a child, and the elves don't pack spare gifts!

We are asking each family to bring a dish to share. Also, we will need an adult or teenager to supervise a game or a craft for the younger kids to do.

oak Trees Going Nuts with Acorns You may be guessing all my email lately has been about brownpatch, or winterizing, or winter rye. Or, you might think everyone is asking about cool-season herbicides, or cool-season annuals or cool crop vegetable gardening. Actually, the question that has those outnumbered by about 10 to 1 is, "Randy, why are there so many acorns this year?"

The simple answer is that this is a "mast year" for oak trees. In a "mast year," a tree produces more "mast" (fruit) than normal. When it comes to oaks, "mast" is acorns. Oak trees in Texas usually experience this every 5-7 years. Usually, however, mast years for acorns aren't as heavy as them seem to be this time. So, what gives?

There are two reasons we have a massive acorn crop and drop. First would be the 2011 drought. Second, 2012 had perfect weather for acornproduction—asignificantlywetspring, followedbyadrysummer, causing oaks to experience a rebound effect.

Usually, amastyearwill shelloutfive timesmoreacorns thanin a standard year. This year's drop is about three times that of a normal mast year because the weather cycles have exponentially grown the drop this time. But, let's be honest - who really is going to count all those acorns?

Now, I suppose you want to know if you can do anything about them. Or if you could have done anything in advance. The answer isaqualifiedyes, andanadamantno.Don'tyouloveitwhenI'mthat clear?

Yes, you can do something. You can harvest the acorns and feed them to wildlife like deer and squirrels. (Of course, deer and squirrelswillfind themon theirown ... theydon'tusuallyneedyour help.) You can also gather them up, pulverize them, and incorporate them in a compost pile. You can try to propagate some and grow new trees. (Here's how to do that.) Or you could use them to make old-fashioned acorn flour, a one-time staple for many native Americans.

But the one thing you can't do is try to control or reduce the crop. Not now, and not in advance of future mast years. That's because it's actually healthy for the tree to do it. Chemical controls, like fruit inhibitors, are not advised.

You may be wondering just exactly how does one gather up a massive collection of acorns. (And you should gather them — I would never advise just leaving them. As they decompose, they will leave behind higher-than-normal tannins, and that slightly taints the soil making it harder for turf to succeed.) It's not a joke when I suggest on the air to get out there with the shop vacuum. Frankly, aside from using a leaf rake, I don't know of any other clever ways.

Campus News and eventsIt’s beginning to look a lot like Christmas at Falcon Pass Elementary!! The FPE “Giving Tree” is decorated and on display in the front office, elves are on sale at the School Store and Santa will be stopping in soon for a campus visit. Happy holidays from the FPE PTA!

PTA will spend December and January planning our biggest fund-raiser and fun-raiser of the year, our annual school carnival. The “Under the Big Top” Winter Carnival will be held Saturday, February 2, 2013. Mark your calendars and plan to join us for rides, games, great food, and lots of fun.

Carnival co-chairs are seeking local business partners for event underwriters and in-kind donors for silent and live auctions, as well as sponsorship. Underwriters and donors will receive recognition for their contributions. Please contact Georgette Curran at [email protected] or Keri Norman at [email protected] for more information. Additionally, many volunteers are needed to make this event a success. Contact Georgette or Keri if you can donate baked goods, time, or energy to this worthwhile event.

Shade StructureAfter many years of planning and saving, FPE PTA has begun the process of gifting two outdoor shade structures to Falcon Pass Elementary. The PTA committee, led by Bay Forest resident, Joy King, is working with FPE and CCISD to provide a shade structure over a portion of the hard top area within the next several months. PTA also plans to provide a second structure over a portion of the playground area before the 2013-14 school year begins.
