It is a privilege for me to address you all as we rapidly approach the winter holidays. I am very appreciative of your hard work and efforts as we close out 2010. I am truly impressed each and every day with your dedication to service, making this Component the absolutely best place to work and project NATO power across the globe. We have a supportive network here at the Component and I am thankful to the local community that continually provides the support we need to operate. I would also like to recognize the friends and families of our Component members for the countless sacrifices they make as well. Without the support of our families and community, we would not share the same successes we do now.

A common theme I witnessed this past year was teamwork. Despite the numerous changes we experienced as a Component, everyone stood united in preparing for our operations and in continuing our mission to provide full spectrum air battle management to support worldwide efforts. Despite the Peacetime Establishment restructuring, you pulled together to ensure we had a work force that was

motivated, well trained and dedicated to filling the gaps where cuts were made. Leadership across the Component has been outstanding in making sure we, as a team, progressed despite these challenges.

Teamwork was essential in helping our MWA program to become a success despite the changes. MWA continued their outstanding support of the Component personnel by providing the best services possible at a reasonable price. You all continued your unwavering dedication to the program through continued support of the Club and MWA related events. We can look forward to a strong MWA program for years to come because of your enthusiastic determination to help it succeed.

The four Wings and my Headquarters Division also demonstrated tremendous teamwork as we executed a robust flying schedule, prepared for a Consolidated Inspection and practiced for the upcoming FORCEVAL. The Operations Wing and the Training Wing have been busy preparing for operational missions and in supporting numerous high visibility

events and exercises. The Logistics Wing has been instrumental in the numerous upgrades to our aging fleet, which have all been crucial to our ability to remain relevant and to respond to SACEUR’s need for air battle management anytime, anywhere. The IT Wing has worked closely with the other wings in the development and testing of new software to increase our effectiveness during training and operational sorties. The Headquarters Division has been instrumental in driving this Component forward on many levels. From transformation, Force Order Book modification, exercise planning, future capability exploration and flight safety exercises, they continue to impress me with their forward thinking. I applaud their efforts in focusing on their specific divisional objective and in following through to ensure execution.

Finally, teamwork is essential in the implementation of the NATO Code of Conduct. Because we will constantly face new challenges, we can now look to the Code of Conduct to guide us in our actions and decisions. Teamwork has been critical across the Component in our

implementation of this Code. From the top down, teamwork ensured that these key values were instilled and that everyone is held to the same set of standards. Our commanders and leaders will set the example and expect you to follow. Component leadership will lead from the front and ensure that you are able to perform the mission.

I am very proud to be your Component Commander. We have accomplished a lot this past year and I know that we will continue our path to success in 2011. You all have the tools and talents to overcome any obstacle. I am deeply honored by your service and sacrifice and I again want to thank you for such an outstanding year. Have a wonderful holiday season and I will see you again on 3 January.

On 1 December, the Spanish NATO Military Representative to SHAPE, General de División D. Fernando Pastor Villa, made his first official visit to the E-3A Component. He was welcomed by the Spanish Senior National Representative and Information Technology Wing Commander, Col. D. Rafael Sahagún Schwartz.

Brig. Gen. Pastor was briefed by Col. Sahagún on the Component’s tasks and

composition and about the role that the E-3A platform plays in real world operations and scenarios.

The briefing was followed by a visit to the flight simulator which the general, as a former cargo-lift evaluator/instructor pilot, much appreciated. In the mission simulator he was shown the tasks and duties of the mission crew, and he then received a tour of an E-3A.

The general was offered a Spanish paella as a concluding feature of his visit,

and he enjoyed spending some time with the Spanish community. He expressed his interest in the integration and living conditions of our Spanish community.

Prior to his departure from the Component, Brig. Gen. Pastor emphasized how impressed he was by the capabilities of the platform, and above all how impressed he was by the way in which civilians and soldiers of different backgrounds and nationalities are able to work together, following the same orders and procedures, sharing aims, and making enthusiastic and professional dedication their way of living.

Dear Component members,

Last month we started the Hungarian Relief for the two affected villages that were flooded by a toxic red sludge in the beginning of October.

We got support from the neighboring communities, Schinveld and Geilenkirchen and of course from everybody on base.

Although the goods are still coming in, I am proud to announce that we collected so far 9 tons of goods and about €4,000 to be spent on food packages.

On behalf of myself, my girlfriend Petra and the people of the affected villages, thank you so much for giving so generously. I am convinced that the villagers have a great Christmas surprise.

On 14 December a TCA will fly the goods to Hungary and we will report on that in the next Skywatch.

At its fourth Quarterly Hail and Farewell event of 2010 the Civilian Staff Association was delighted to welcome Component Commander Brig. Gen. Burkhard Pototzky and the Chief of Staff, Col. Werner Nemetschek, both of whom provided very interesting information on topics of current interest within NATO and expressed their appreciation of the excellent performance and expertise of the Component’s NATO civilian workforce.

They also presented E-3A Component Certificates of Appreciation to two recent retirees and three staff members who have achieved 25 years of service to NATO.

Mr. Thomas Junghans joined the E-3A Component Base Support Wing on 1 October 1982 as a Cook. He successfully performed his duties in that position until his retirement as of 1 September 2010 as a result of the recent restructuring measures.

Mr. Joseph Lafleur joined the E-3A Component Logistics Wing on 4 July 1984 as a Corrosion Control Specialist. On 1 October 2003 he was assigned to the post of Junior Technician (Equipment Maintenance) from which he retired as of 1 Nov 10.

Mrs. Gerwina Haagen-Knops joined the E-3A Component Base Support Wing on 1 November 1985 as a Word Processing Equipment Operator. She continues to serve the Component as a Staff Assistant (Administration) in the field of Publications Services.

Mr. Eric Stukken joined the E-3A Component Base Support Wing on

11 November 1985 as an Assistant Cook. In 1987 he was promoted to the post of Cook, and further promoted in April 2008 to the post of Senior Cook. His professional actitivies continue to benefit the Component’s wellbeing.

Mr. Bernd Veenendaal joined the E-3A Component Logistics Wing on

1 October 1985 as a Rubber Fabric Specialist. On 1 October 2003 he was assigned to the post of Technician (Crew Chief) where he continues to support the Component’s E-3A fleet.

The holiday season is typically a happy, joyous time of year. However, year after year, the tragedy of home fires impacts many people’s happiness. We would like to offer some holiday safety and fire prevention tips so your holiday season can be a joyous and safe one. Use caution with holiday decorations and, whenever possible, choose those made with flame-resistant, flame-retardant or non-combustible materials.

Holiday decorations and treesPurchase a fresh tree. Needles will

be hard to pull from the branches. Fresh needles don’t break if bounced on the ground, and a very small number of needles should fall off the tree.

If you purchase a tree without a root ball, keep it fresh by cutting off about five centimeters of the trunk to expose fresh wood for better absorption of water.

When buying an artificial tree, look for one rated “fire-retardant”.

Take care when using candles. Keep them away from decorations and other combustible materials. Place them where they cannot be knocked over or reached by children or animals. Do not leave lit candles in unattended rooms/work places/offices. Do not use them to decorate Christmas trees.

When placing your tree, make sure it is kept away from sources of heat, like fireplaces or radiators. Also, keep it out of the way of traffic routes.

Check out your lights before placing them on the tree. Look for worn or frayed wires and broken bulbs. Don’t overload extension cords. And if you are using transformers, make sure they are not overloaded and have

sufficient free space around them.When purchasing lights and

electrical decorations, make sure they bear the name of an independent testing lab. Follow the manufacturer’s instructions for installation and maintenance. • Always unplug lights before

replacing light bulbs or fuses.• Don’t mount lights in any way

that can damage the cord’s wire insulation (using clips, not nails).

• Keep children and pets away from light strings and electrical decorations.

• Turn off all light strings and decorations before leaving rooms/work places/offices/home, and also before going to bed.

FireworksFireworks are often used to

celebrate bringing in the New Year. A few simple rules will keep your fireworks display safe:• Fireworks and alcohol do not mix.• Keep fireworks at a safe distance

from people.• Abide by the local laws governing

times/restrictions of setting off fireworks.

DrivingDriving safety during the holiday

period can be challenging. Winter tires are mandatory in Germany. This includes snow tires and all-season tires with an “M/S”,”M+S” or snowflake symbol.

Autumn Dance was a successful event!

Holiday safety tips

In the early morning of 8 December, ‘Das Hitradio 100,5’, a local German radio station, announced that the organization Aachener Tafel e. V. was asking for food donations. The Aachener Tafel is a charity organization that provides groceries to less fortunate people in the Aachen area.

Mr. André Schumacher from the base Fire Brigade was listening to the radio on his way in to work and heard this announcement and so did his colleague Mr. Christoph Friedrichs. They spontaneous asked their colleagues if they were willing to spend their lunch money on canned food for this good cause.

Schumacher says, “All firemen on duty, 18 in total, unanimously agreed and collectively donated they lunch money. We bought 100 cans of

vegetables and sausages, 40 cans of fish, 10 kg noodles, 10 kg flour and a variety of snacks.”

A representative from ‘Das Hitradio’, Ms. Karina Fuchs, visited the Fire Brigade and collected the consumables that same afternoon so that they could be forwarded to the Aachener Tafel organization.

The concept of this project is that the Aachener Tafel sells donated groceries at its special store to people with a very limited household budget. This means they can buy food for a day, for a symbolic 1 euro.

From large supermarkets and restaurants the organization collects food and groceries such as bread, meat and vegetables that no longer can be used for commercial purposes but are still perfectly suitable for consumption.

“MWA is alive!”

“On 12 November the Services Branch organized an Autumn Ball at the E-3A Club. In my opinion, this was a very successful event. The night started out with a welcome drink served at the reception area where we met the people sitting at our table and other party guests in a relaxed atmosphere. From there we entered the well-decorated ballroom. The square table seating arrangement was set up in a way that we could chat with all guests on the table. Excellent food was served throughout the entire evening. My wife and myself enjoyed

the combo music band from the Luftwaffenmusikkorps who played fantastic dance music. Also the show dance group performance and the active participation of all guests in different activities made this a successful event. The ticket price was €13,50 which included the entrance fee, five free drinks and food throughout the evening. You cannot get a better value for your money. I wish more Component members, independent of rank or status, would join these well-organized events in the future.”

“On 12 November, MWA hosted a nicely set out Autumn Dance for a remarkable amount of participants. Yes, life is back in the E-3A Club! What a shame for non-participants who did not have the chance to experience and listen to the new program of NATO’s Elvis, alias Lt.Col. Le Roi from Force Command. The absolute highlight was the show dance group “Revolution”. It took only two minutes and this dance group had control of the entire party by involving all guests in their show. A fine music combo from the German Air Force played great dancing music for the entertainment of the guests.

A buffet-style dinner, five drinks for €13.50 (for MWA members) - I must say, cheaper entertainment in such a nice facility cannot be found anywhere.

If you could not make it to the event this time, here is something for you and your spouse: The biggest party of 2011 - the MWA Carnival Party - is scheduled for 11 February, 1800. Buy your tickets early!”

One of our Component members, Mr. André Joosten from the Visual Media Services Cell, achieved to make second place in the Alphons Winters 2010 competition with a painting called “the Kiss”. This price is awarded every other year to Dutch and Belgian amateur artists.

Andre tells, “I started with this painting during my Thursday night art class that’s being taught by the well-known Limburg portrait artist Mr. Wim Albrink. Back in August, our subject was ‘a kiss’. We had a young couple pose, we took photos and started composing on canvas. I spend about 20 hours to finalize this 1.00 by 1.00 meter acrylic painting.” Joosten prefers to paint portraits and models.

The couple that posed for “The Kiss” has already informed Joosten that they would like to buy the painting. “I will sell it for a very friendly price”, Joosten adds with a smile.

There were 370 submissions for this Alphons Winters competition of which 300 were accepted first for regional exhibitions and which were judged by a professional jury.

The jury chose the 73 best ones of which “The Kiss” ended in second place. All the chosen paintings can be seen at the Gouvernement’s Huis in Maastricht.

The Kiss awarded second prize out of 370 submissions.

You may have noticed a small but significant change on the form L 39.1, In Case of Fire (English), L 39.1, In Case of Fire (German) and V 39.1, Preventing, Reporting, & Extinguishing Fires. These forms are located throughout the Component and posted near fire extinguishers, emergency exits and safety boards. They show the reporting sequence that you need to follow when you are reporting a fire.

The old sequence had ‘Who is Making the Report?’ as the first information that you would provide to an emergency dispatcher. This has been changed to ‘Where has it Happened?’. This change will help ensure the sequence used during a fire notification is the same sequence used when reporting a medical emergency.

This change will also help ensure the Fire Brigade knows exactly

where the emergency has occurred, in case of an unforeseen event or situation causing the phone call to be interrupted before all the information was provided to the dispatcher.

base ext. 4444 to report a medical emergency or ext. 3333 to report a fire, the sequence for reporting both types of emergencies is as follows:

Christmas circus in Sittard

The Limburg Christmas Circus performs from 22 December to 2 January in Sittard-Geleen, Haspelsestraat, the Netherlands. Spectacular acts can be seen in the 12-meter high circus tent during a two-hour show.

The absolute top is the act of the Carlos Camadi Troupe, a 7-persons group performing on high and low wire. There will also be an act with tigers and lions. Tickets can be ordered online www.limburgskerstcircus.nl or at the tourist information stores, called “VVV winkels”, in South Limburg.
