STRIVING HIGHER Town of Dyer Volume 14, Issue 6 June 2021 From the Desk of the Town Manager Well this is my final column as your Town Manager. On July 5th, David Hein will assume the role of Town Manager. I have had the privilege of working with the great employees of the Town of Dyer since April 2016. When I was hired it was initially supposed to be for six months. The Council and I decided to make it long term in 2016 and to push hard to move infrastructure projects along and establish a long range capital improvement financing and construction program. That plan is in place. The Council/Redevelopment Commission, the Utility (Water & Sanitary) Board, the Storm Water Management and Park Board have been moving projects along at a rapid pace. These Boards, along with staff and our Engineers– NIES, Robinson and Christopher Burke have been successful in securing outside funding opportunities and using local capital financing to complete both local improvements and multigenerational projects that will vastly improve the quality of our community. Communities are dynamic; if they stop mainte- nance and improvements they will cease to prosper. I have used the analogy of a shark; if a shark stops swimming it dies. We will never be done with the needed maintenance and improvements. Even at the break neck effort with projects over the last 5 plus years we still face major infrastructure tasks in water, storm and sanitary. I want to thank everyone for their support during my tenure as your Manager. I have been in the business of professional local government management since 1974. I have never been involved in politics. I have worked in four communities during that time; Normal and El Paso in Illinois and Munster and Dyer. I have always had the goal of leaving the community better off when I left than when I got there. I can hold my head high that I believe my goal has been met while in Dyer. What my future holds is still to be written. Tom DeGiulio It is with great pride that I announce my rerement from Dyer PD in July of this year. I have spent the last 25 years serving the residents of Dyer with loyalty and dedicaon. It has been a dream and honor to serve as your Chief of Police for the last 9 years. I always knew this day would come and how hard it is going to be to rere from a job that I love to do. I have built my family, made friends, and worked alongside some great co-workers during my police career. The professional network that I have enjoyed is priceless and I will always cherish the friendships I have made along the way. Dyer PD has always gone the extra mile and set the bar high for our law enforcement partners. We have always received an overwhelming amount of support from the community and together we have provided a great place to live and raise a family. I would like to personally thank the town for always supporng me. A special thanks to my family for understanding the difficules of the job and for always being there. It is because of them that I am truly Living the Dream!I have been fortunate to be part of a TEAM that has taken the PD to the next level. I am confident that they will connue to lead the way and take Dyer PD to even greater heights. I have been blessed with an opportunity to connue serving the residents of Dyer and look forward to my new adventure. Thank You! David W. The Town of Dyer participates in the National Flood Insurance Program (NFIP) and has adopted flood hazard area protection standards. As a public service, the Town of Dyer’s Stormwater Director, Bryan Lane, will provide the following information upon request:

1. Basic flood map information

A. Whether a property is in or out of the Special Flood Hazard Area (SFHA).

B. Zone, base flood elevation, and panel reference information from the Flood Insurance Rate Map (FIRM).

C. Copies of Elevation Certificates for certain improvements to properties located in flood-plains.

D. Copies of Letters of Map Amendments (LOMAs) and Letters of Map Revisions (LOMRs) on file in our office.

E. A handout regarding the flood insurance purchase requirement that can help people seeking a mortgage or financing for property located in the SFHA.

2. Additional flood map information, including floodways and regulatory requirements for development in a floodway.

3. Known flooding problems not shown on the FIRM maps, such as localized drainage problems or areas served by storm wa-ter pumps.

4. Anticipated flood depths on a property in a flood hazard area.

5. Information on prior flooding at a site, if available.

6. Sensitive areas serving natural floodplain functions, such as wetlands, critical habitats, and open space.

To request flood map information, you may contact Bryan Lane with the property’s address or parcel number by phone at 219-865-6108 or email at [email protected]. Bryan is generally available from 7:30 AM until 3:00 PM, Monday through Friday. You can also visit at 1 Town Square for a one-on-one visit. There is no charge for this service.

In addition, if you are having problems with your property related to drainage, have questions about retrofitting existing struc-tures to flood proof them, or would like to discuss proper siting of new structures to reduce the potential for future flood dam-ages, the Storm water Department may be able to assist you as well. Use the same contact information above to contact Bryan Lane to discuss this further.

AUTO DEBIT

The Clerk-Treasurer’s Office offers many different ways to make your utility payment including Auto Debit. Auto Debit is a NO FEE ser-vice that guarantees your pay-ment will be made on time on the 28th of every month. The form is available in our office or online at

www.townofdyer.com and needs to be submitted to the Clerk's Office with a voided check. You will still receive a paper bill, with verbiage “Paid by Draft” in the mail so you are aware of the amount being debited from your account. If you are doing any work on your home that requires a building permit, you must apply for the permit well in advance of the construction start date.

Building permits can take three to seven business days to

receive, but they are good for one year. If you know you are going to replace your roof this summer, for example, and know who you are hiring to do it, it’s good to apply for the permit ASAP.

Doing this ensures you receive your permit before work starts and gives plenty of time to work out any kinks that might come up in the application process.

You must also transfer the title and registrations of any vehicles you own from previous state. Ad-ditional information is available to assist you with your transition to Indiana at www.in.gov. Sec. 6-59 Illustrative Enumeration - Weeds, Rubbish, Noise, Odors, Junk Vehicles, Etc.

The maintaining, using, placing, depositing, leaving or permitting to be or remain on any public or private property of the following items, conditions or actions are declared to be and constitute a nuisance; provid-ed, however, this enumeration shall not be deemed or construed to be conclusive, limiting or restrictive;

(a) Turf, grass, weeds and other rank vegetation liv-ing or dead, the height of which exceed six (6) inches above ground level on a developed lot and ten (10) inches above ground level on an undeveloped lot. The failure of any property owner to cut turf grass, weeds, or other rank vegetation, living or dead, on his or her property shall be evidence that the proper-ty owner is maintaining a nuisance.

(1) The growing of taller grasses/plants constituting the “rough” area of a golf course shall be exempt from the height regulation stated above so long as the grasses/plants in such “rough” areas shall be na-tive species.

(2) Buffer areas along creeks, streams, ponds and lakes shall be exempt from the height regulations stated above as such areas are used to filter storm water runoff before it enters creeks, streams, ponds and lakes. Such buffer areas shall be limited to a max-imum of twenty-five feet (24') in width.
