These LCEs are composed of 1 Governor, 13 City Mayors and 35 Municipal Mayors. Said phase of NEO serves as orientaon cum workshop for the newly-minted local officials meant to prepare them as local managers when they assume office on July 1, 2010. In the month of June, NEO orientaons have been conducted simultaneously naonwide in five (5) clusters. On June 24-25, the first-me municipal mayors in region7 aended the comprehensive training at the Golden Peak Hotel, Cebu City with 13 from Region 6 and 1 from region 8. v Carcar City Mayor Nicepuro L. Apura was also in aendance. On same dates, Governor Edgardo M. Chao of Bohol Province (Former Congressman) joined the other governors for same orientaon acvity at the Hotel Kimberly in Tagaytay City. The other 12 new mayors from region7 had their separate orientaon on June 17-18 at the Asian Instute of Management, Maka City. “The program will help the LCEs who are new to their posions understand their dues and responsibilies beer for them to be able to manage the development direcon of their localies,” said DILG7 Regional Director Pedro A. Noval, Jr. In his speech, he enumerated the common pialls in LGU management, such as, delegaon of responsibilies of the execuves, displacement of employees due to polical reasons, failure to submit reports, outdated comprehensive development plans, and non-funconing local special bodies. As such, the modules in the training included Financing LGU Operaons, which will enable the parcipants to understand the financial condions of their LGUs, learn the sources of local revenue and alternave external sources, and formulate financial strategies; Understanding My Environment; the Local Official as Agent for Development; Common Pialls in LGU Management; and Jumpstarng the First 100 Days Governance. to prepare the newly-elected local offi cials when they assume their duti es and responsibiliti es as leaders in their respecti ve communiti es for local development. As such, newcomers in the arena of local governance shall be able to manage the development directi on of their localiti es.

The NEO program will help local governments come up with a term-based development road map consistent with the current development agenda of the nati onal government.

The program will also serve as a venue for the newly-elected local offi cials to understand their LGU’s state of local development through the presentati on of the State of Local Governance Report (SLGR) under the program on Local Governance Performance Management System (LGPMS) of the DILG. As such, they shall be required to prepare their respecti ve Executi ve-Legislati ve Agenda (ELA) for development.

What are the components of the NEO Program?Initi ally off ered in 2007, the NEO program has four

major components, namely: Component 1: Ensuring Smooth Transiti onComponent 2: Laying the Foundati on Track 1 A: My First 100 Days Track 1 B: Knowing my LGUComponent 2: Alliance BuildingComponent 2: Sharpening the Saw

Who are involved in the NEO program implementati on?The program is being implemented by the DILG

through its training arm, the Local Government Academy (LGA), carried out by the DILG bureaus and Regional Offi ces in partnership with the Philippines Development Forum (PDF), the Leagues of Local Governments, the Local Resource Insti tutes and other Stakeholders.

government or people’s organizati on, as members. Through said team, all provincial governors and city and municipal mayors should conduct an inventory of all local government real or immovable properti es such as land, buildings, infrastructure faciliti es and improvement and machineries, as well as movable properti es i.e. vehicles, offi ce equipment, furniture, fi xtures and supply stocks.

The team should also gather all documents or records, i.e. contracts and loan agreements; outstanding loan obligati ons and accounts payable; inventory of personnel by nature of appointment; organizati onal structure; and Executi ve Orders.

Also, important reports and documents to be turned over would include the latest COA and Financial Performance Reports; 2009 State of Local Governance Performance and State of Local Development; CY 2010 Annual and Supplemental Budget, and Annual Investment Plan; Comprehensive Development Plan; Local Development Investment Plan; Comprehensive Land Use or Physical Framework Plan; Capability Development Agenda; and, Executi ve-Legislati ve Agenda. wjbc.

Prior to the May 10 nati onal and local electi ons, all LGUs in region 7 created their respecti ve Local Governance

Transiti on Teams in response to the DILG’s call on all local chief executi ves (LCEs) to ensure the orderly and smooth turnover to the incoming local offi cials.

The major task of the Transiti on Team is to organize a turn-over ceremony to the incoming set of offi cials. As of June 30,

2010, 60 LGUs whose local offi cials are newcomers were able to hold turnover and oathtaking ceremonies. The re-elected local offi cials of the 76 LGUs also took their oath of offi ce before June 30.

DILG7 drums up 2010 NEO Program Implementation

Following the take off of the 2010 Newly-Elected Offi cials (NEO) Program, DILG7 organized the Kapihan sa PIA Forum on

June 16, 2010 at the DILG7 Training Center, Sudlon, Lahug, Cebu City with guests from the Regional TACT Teams on NEO Program and DILG7 Public Informati on. The event was covered by the representati ves of the TV, print and broadcast media in Cebu. CDD Assistant Chief and NEO Program Coordinator Jhoaden G. Lucero explained

the NEO Program, its components and ti melines. She emphasized that the program started with the organizati on of the Transiti on Teams in each LGU which aimed to facilitate smooth transiti on of powers and authoriti es from the outgoing to the incoming local offi cials on June 30, 2010. LGOO V/PO and CDP Coordinator Kathrina T. Penales, also from said team, said that the new local offi cials will benefi t from the DILG’s self-assessment tool, dubbed

as the Local Governance Performance Management System (LGPMS). The LGPMS, which also has a web database self-assessment tool, may provide the incoming set of local offi cials strategic informati on on the general social and economic conditi ons of the LGUs, such can serve as basis for local policy and program development. Through the LGPMS, the LGU will know its state of local development and work to address service delivery and development gaps. Said tool will help them in craft ing eff ecti ve policies and developing responsive programs at the local level. LGOO V Willie Jean B. Cabanag from the DILG7 Public Informati on, also a member of NEO Team, described the NEO program as a far-reaching and a groundbreaking initi ati ve of DILG which hopes to bring about a cadre of development-oriented local offi cials who will be able to translate their local development roadmaps to promote local economic development in their communiti es. BO Maphilinda Ll. Herrero, also from the Public Informati on Team, emphasized the role of public informati on in providing avenue for the government to reach out to the grassroots. In a separate occasion, LGOO V Cabanag guested at DYHP radio stati on to expound the functi ons of DILG as well as its major programs, including the NEO. She likewise interacted with the listeners who asked questi ons thru text messages concerning DILG training programs, LGU disaster preparedness, and responsibiliti es of the local offi cials. wjbc

Following the twin orientati on acti viti es conducted by the Local

Government Academy (LGA) last May for the NEO coaches from regions 6, 7 and 8, DILG7 called on its key people from the sub-regional offi ces for a workshop to outline the acti viti es, strategies and ti melines for the NEO program implementati on in Central Visayas. The acti vity took place on May 13, 2010 at the DILG7 Training Center, Sudlon, Lahug, Cebu City.

brought forth a Regional NEO Implementati on Plan which served as guide for the DILG7 sub-regional units in carrying out the NEO program requirements. The processes and steps for the conduct of the Uti lizati on Conference (Before, During and Aft er) were likewise identi fi ed with templates.

RD NOVALTAKES OVERas Mayor ofCompostela,Cebu

RD Noval answers questi ons of the media representati ves during the on-the-spot press conference before he took his oath of offi ce as caretaker mayor of the Municipality of Compostela.

Pursuant to DILG Memorandum dated July 5, 2010, RD Pedro A. Noval, Jr. took over the mayoral post of the

Municipality of Compostela following the suspension by the Commission on Electi ons (COMELEC) of the eff ect of the proclamati on of the town’s elected offi cials. He is now performing a dual functi on as caretaker mayor and as regional director of DILG7.

His designati on as such is based on the concept of residual power of the President there being no law to respond to the situati on.

On the same day he received the Order from the Top Management, RD Noval immediately took his oath of offi ce as caretaker mayor of Compostela before Cebu Governor Gwendolyn Garcia in the presence of the media. He will sit as caretaker mayor to manage the aff airs of the LGU pending the Comelec resoluti on on the suspension order.

He will not receive salary in the temporary mayoral post as it is sti ll under his functi on as regional director of DILG. He will have executi ve functi ons except for hiring and fi ring employees.

In a press conference before his oathtaking, RD Noval said that he will ensure the conti nuous delivery of basic services to the consti tuents using the annual budget passed by the previous municipal council as it is deemed operati ve starti ng January this year.

Governor Garcia assured Director Noval that the Provincial Government of Cebu is ready to provide him assistance.

Mr. Joel Quiño won in the May polls but his opponent, outgoing mayor Ritchie Wagas, fi led an electi on protest citi ng discrepancy in the electi on returns. He fi led a moti on for reconsiderati on on the suspension before the Comelec Second Division. Comelec set a hearing on July 9 in Manila.

RD Noval met with the department heads of the municipality and conducted a briefi ng with the barangay captains. He had already met Cebu Provincial Police Offi cer (CPPO) Director Erson Digal who also assured that the police will be available at all ti mes to ensure that no violence will happen and that the Police Chief of Compostela will take orders from the Director in his capacity as acti ng mayor.

RD Noval would order an inventory of the municipality’s assets and fi nances and determine what items in the annual budget can be implemented immediately.

As to the reported unliquidated cash advances of the previous municipal offi cials, RD Noval will coordinate with the Commission on Audit, Department of Budget and Management and the DILG Top Management on these matt ers.

DILG-7 shares innovations with visitors

DILG-7 played host to guests coming from DILG Regions 1, 9 and 4-A, respecti vely, who came all the way

for the purpose of seeing for themselves the progress that DILG-7 has reached in areas of the innovati ve programs – The 5S, Team Approach on Coordinated Tasks (TACT) Strategy and Call Center on Local Governance, the second two being original programs of DILG7. 5S, on the other hand, is an adaptati on of the Japanese 5S system, which stands for seire, seiso, seiton, seiketsu and shitsuke or sort, set (in place), shine, standardize and sustain.

A total of 29 LGOOs V from DILG-9 arrived on May 24, while 20 offi cials from DILG-1 led by RD Manuel B. Biazon followed on May 25. The group of 17 from DILG-4A, together with RD Josie Casti lla-Go, visited on June 17. Delegates from the three DILG offi ces were treated to an orientati on/briefi ng on the three programs. An interacti on also took place with the DILG7 management and program coordinators as the delegates asked questi ons pertaining to the conceptualizati on and insti tuti onalizati on of the programs as well as the implementati on dynamics including issues and concerns in the course of carrying out the programs.

DILG7 RD Pedro A. Noval, Jr. emphasized the importance of politi cal will in eff ecti vely implementi ng these programs.

A tour of the regional offi ce showcasing the projects of DILG-7 in support of the above programs always followed each orientati on. Each visit is completed with an exposure tour of DILG-Bohol province on how the

TACT strategy works in the fi eld offi ce.The TACT Strategy is a clientele-

centered service operati onal strategy for eff ecti ve and effi cient program implementati on and staff development.

The Call Center Program is for the opti mal use of the DILG7’s Local Governance Resource Center (LGRC-7), for easy access of informati on by the clientele and an avenue for informati on-sharing among agencies and program stakeholders.

Incidentally, it is not only other DILG regional offi ces which are interested in replicati ng DILG-7’s programs. Representati ves from the Department of Health-7 (DOH7) came to the DILG-7 regional offi ce on April 23 for an orientati on/briefi ng on the 5S program. The TACT Team handling the program was later invited to orient all the employees at the DOH-7 Regional Offi ce.

DILG7’s innovati on in 5S focuses on the enhancement of its physical offi ce setup as a workplace with the aim to be disti nguished as an offi ce with character and how should systemati c process of work area organizati on be maintained with emphasis on the comparison between the DILG-7 “Then” and the DILG-7 “NOW.”

DILG-7 management considers program-sharing as an actualizati on of the GO-FAR (Good Practi ces in Local Governance: Facility For Replicati on) Program of the department at the regional level, and as a contributi on towards the realizati on of the reinventi on of the bureaucracy to be at par, if not bett er, than the private sector.BO Maphilinda Ll. Mr. Elias F. Fernandez, Jr. assumed as DILG7 assistant regional director on January 8, 2010 by virtue of the

Department Order No. 2010-11 issued by then Secretary Ronaldo V. Puno on January 6, 2010, aft er serving as assistant director of the Nati onal Barangay Operati ons Offi ce (NBOO)-DILG-Central Offi ce.

Barely a month aft er taking the post, ARD Fernandez served as keynote speaker

during the Multi -Sectoral Eco-Solid Waste Management Summit And Exposure Trip with NSWMC Commissioners on January 28, 2010 at Tagbilaran City. The parti cipants of said summit are the LGUs that are tasked in operati ng and maintaining the implementati on of the Republic Act 9003, otherwise known as the Solid Waste Management Act, and various stakeholders across all sectors.

In his speech, ARD Fernandez presented the SWM challenges at hand and potenti al counter-measures as the law faces criti cisms by several sectors despite its good intenti ons and the eff orts in making the law realisti c and implementable consistent of local conditi ons.

He had att ended several acti viti es, the major one of which was the Mariti me Security Forum for the Visayas held at the Marco Polo Hotel, Cebu City on February 4, where he acti vely parti cipated.

On May 17, ARD Fernandez likewise graced the 2-week In-country Training Program for the Parole and Probati on Offi cers from the Visayas and Mindanao areas by giving an inspirati onal message during the opening program at the Cebu

Grand Hotel, Cebu City. Born in Sta. Rosa, Laguna, Mr. Fernandez

is an Environmental Planner. He is a graduate of Bachelor of Arts Major in History and Politi cal Science and a Master in Public Administrati on (MPA). He had att ended various seminars and trainings designed for executi ves, such as the Integrated Gabay Course: Executi ve Leadership Program of CESB, Seminar-Workshop on Public Policy for DILG Senior Offi cials conducted by ADB-DILG, Training of Trainers on Counter-Terrorism and Crisis Management conducted by PCTC-UK Embassy, and the Certi fi cate Course on Social Marketi ng & Community Organizing conducted by DOE-DAP. He is also clad with career eligibiliti es as an executi ve.

He had served as Executi ve Assistant and Project Evaluati on Offi cer at the Metro Manila Commission (now MMDA). At DILG, he started as Local Government Operati ons Offi cer II, became Senior LG Operati ons Offi cer, Supervising LG Operati ons Offi cer, Assistant Division Chief, Division Chief, Assistant NBOO Director and now, the Assistant Regional Director of DILG7 having the rank of Director III. wjbc

DILG-7 has added another laurel of honor into its name when its very own regional director, Dr.

Pedro A. Noval, Jr., was awarded jointly by the Josenian Engineering Alumni, Incorporated and the University of San Jose-Recoletos (USJR) as Most Outstanding Engineering Alumnus for CY 2010.

RD Noval was chosen as such in recogniti on of his professional/career achievement, service to community, moral integrity and commitment to highest professional standards. He received a Plaque of Recogniti on on February 28, 2010 during the annual alumni homecoming of the Josenian Engineering Alumni at the University of San Jose-Recoletos, Cebu City, Philippines.

On May 25, 2010, RD Noval received another award as one of the Outstanding Professionals for 2010 by the Government of Liloan, Cebu being the only “Liloanon” who rose from the ranks. RD Noval’s sti nt in the government service started as a Barangay Development Worker of then Department of Local Government and Community Development (DLG-CD), became an Assistant Provincial Director (Siquijor Province), Assistant City Director (Mandaue City), Division Chief, Assistant Regional Director for 9 years, and now, Regional Director of DILG7. He also had served the Municipality of Liloan, 1987-1988, as acti ng mayor.

By profession, RD Noval is a licensed Mechanical Engineer and an Electrical Engineer with a Masters Degree in Management Engineering and a Doctorate Degree in Management major in Human Resource Management at aforesaid school. REGIONAL MULTI-SECTOR BPLS TEAM FOR REGION 7 CONVENED

In order to jumpstart the Nati onwide Streamlining of Business Permits and Licensing Systems (BPLS) in the

Philippines, DILG7 convened the members of the Regional Multi -Sector BPLS Team for Region 7 following its meeti ng on June 4, 2010, 9:30 am at the DILG7 regional offi ce, Sudlon, Lahug, Cebu City.

The Team was properly apprised of its functi ons, the rati onale and focus of the project as well as the upcoming BPLS

acti viti es. It also reviewed the list of focused LGUs for the BPLS Reforms in the next 5 years.

The Regional Multi -Sector BPLS Team of Region VII is composed of the representati ves from the Government, Academe and Business Chamber to be co-headed by DILG7 RD Pedro A. Noval, Jr. and DTI7 RD Asteria C. Caberte.

The Team also agreed to invite the President of the Regional Chamber of Commerce and Industry to be part of the BPLS Team and proposed that Toledo City and Municipaliti es of Catmon and Tabogon, all of Cebu Province, would be included among the priority LGUs for 2010 as these LGUs have undergone orientati on seminar conducted by DILG Central Offi ce last December 2009 and in order to conti nue with the monitoring of the systems’ development.

The Feeding Program is an immediate interventi on to address hunger among school children enrolled in public elementary schools, DepEd supervised preschools and SPED classes as well as increase children’s enrollment and parti cipati on in elementary educati on.

The Free Noon Meal Program, an initi ati ve of then Congressman Herminio G. Teves of the Third District this province, was also adopted and implemented by the two districts as one of the programs in line with the Millenium Development Goals (MDG).

CEBU CITY celebrates 2010 international women’s day, names outstanding barangays in governance

The Cebu City Government through the Cebu City Women and Family Aff airs Commission (CCWFAC) celebrated the

Internati onal Women’s Day 2010 with the theme “Babae,Tagumpay ka Ng Bayan.”

On March 8, 2010, a formal program was held at Plaza Sugbo, fronti ng the Cebu City Hall with former Mayor Tomas R. Osmeña as guest of honor and speaker. In his message, Mayor Osmena encouraged the women of Cebu City to claim space in the arena of governance by holding government positi ons.

The Mayor led the unveiling of the photo exhibit featuring 16 women who have served the City Council and two incumbent offi cials. Those who are already in power as well as those who had served the City as elected offi cials in the past years were given appropriate tribute by the City government.

During the program, CCWFAC Chairperson Tessie Fernandez likewise encouraged all the members of the diff erent women’s groups in Cebu City to take part in governance in any way they can. She also raised the need to implement other provisions of the Magna Carta for Women, most especially meeti ng the 50 percent of government positi ons fi lled with women by

acti viti es conducted by the barangays of the province included the presentati on of fi nancial and accomplishment reports from July to December 2009 and presentati on of programs and acti viti es for January to June 2010.

Matt ers concerning the May 2010 Nati onal electi ons were also discussed and the memorandum regarding the observance of earth day and parti cipati on in Earth Hour 2010. Problems, issues and concerns aff ecti ng the barangays parti cularly on solid waste management and illegal drugs, poverty, high prices of basic commoditi es, climate change/weather temperament, lack of water supply were also tackled and collated along with the following recommendati ons, viz:

1. Strict implementati on of the Law, 2. Reconciliati on eff orts with Mother Earth like tree planti ng at water shed areas, conservati on of water,

3. Close monitoring of prices especially the basic commoditi es, 4. Back yard gardening and poultry- raising by every household to answer the problem on poverty. 5. Composti ng at home, segregati on at source, address waste where it occurs, recycling or reusing among others to answer the solid waste management problem, 6. Intensifi cati on of campaign against use illegal drugs problem

and conduct of monitoring and close surveillance to suspected illegal drug users/pushers and fi nding the source and transport of such drugs into the province.

In order to improve its road services with reforms in governance, the Province of Bohol implements Provincial Roads

Management Facility (PRMF) project, an AusAid-assisted project in coordinati on with the Department of the Interior and Local Government.

PRMF in essence is a governance project with infrastructure development as an entry point. It seeks to improve road management and services by delivering civil works in identi fi ed provincial road secti ons. But along these infrastructure developments are the governance reforms the project intends to insti tute in support to the road sector. Thus, the project also aims for capacity development in various governance areas such revenue generati on, human resource development, transparency and accountability in governance processes such as bidding, procurement and accounti ng. PRMF boasts of an enti cing incenti ve package to performing LGUs in the areas of governance reforms.

A series of acti viti es have been conducted to set the ground and milestones for the project which started with the signing of the Memorandum of Agreement in June 2009 with then Gov. Erico B. Aumentado. With the new leadership of Gov. Edgar M. Chatt o, Executi ve Order No. 27, S. 2009 created the Bohol Project Management Team and likewise consti tuted the Technical Working Groups for the Provincial Road Network Development Plan (PRNDP) and for the Provincial Annual Works Plan and Reforms Program (PAWRP), and also the Provincial Monitoring and Evaluati on Team (PMET). DILG Provincial Director Rusti ca N. Mascarinas sits as member in both PMT and PMET while LGOOs V Lisa Jayoma and Johnjoan Mende are members of the TWG

on PRNDP and PAWRP, respecti vely.In January this year, Bohol embarked

on the fi rst stakeholder consultati on for the road sector, the Provincial Road Summit which generated the concerns and commitments for the provincial roads as well as a vision for provincial roads in the future. It also highlighted the preparati on and producti on of GIS map of the provincial road network. Prior to this, a Provincial Road Sector Planning and Management Review were conducted in December 2009, which results provided more insights and detailed informati on on the status of roads services and asset management of the Provincial Government.

With the series of capacity building interventi ons with stakeholders of the project, the PRNDP was formulated in the most consultati ve and parti cipatory process. The process of road prioriti zati on as expressed in the plan has led to the most commitment of the provincial leadership to create through an SP ordinance on Special Road Funds that will conti nue and sustain provincial roads management aft er PRMF. Development (LGSP-LED), DILG7 is carrying on its role in the project towards bringing about local economic development, guided by the LED Framework and the enhanced Annual Work Plan.

As partner, DILG7 also hosted the interview of applicants for consultants for the LGSP-LED program last March 18, 2010 and likewise parti cipated in the Consultati ve Workshop conducted by DTI 7 on June 1, 2010 where the concept of bundling of LED services by Nati onal Government Agencies for local governments is introduced. DILG7 shall conduct a Consultati ve Forum and Workshop for the advocacy of the LED Framework and the organizati on and orientati on of the Economic Transformati on Team (ETT) to support the Bohol alliance.

Region 7, through the Bohol Integrated Area Development (BIAD) Cluster 5, is one of the four pilot regions to implement the LGSP-LED program. BIAD V is composed of eight LGUs, called as the Chocolands, namely: Bilar, Carmen, Batuan, Sierra Bullones, Pilar, Sagbayan, Dagohoy and Danao.

This year’s fi re preventi on month bearing the theme “Sustaining Fire Preventi on Through Acti ve Community Parti cipati on,” kicked off

with a fun run led by BFP Regional Director SSUPT Aloveel B. Ferrer and the Offi cers of BFP 7. The 5km run which took off from Fuente Osmeña Circle to the BFP 7 Regional Headquarters proved to be a tough yet enjoyable workout for the parti cipati ng personnel of the BFP7 Regional Offi ce, Offi ce of the Provincial Marshal and Cebu City Fire Stati on. The blessing of the new fi re trucks for the fi re stati ons in Lapu-Lapu City and Municipaliti es of Minglanilla and San Fernando as well as the new rubber boat for rescue operati ons during calamiti es followed aft er a Holy Mass. A short program was conducted with SUPT Esmael C Codilla giving message who stressed

the importance of the parti cipati on of the community and the volunteer fi re brigades in fi re preventi on. A motorcade of fi re trucks (including the newly-blessed) followed around the main streets of Cebu City to create public awareness of the celebrati on. SUMMER CLASS PROGRAM OF BARANGAY BANTAYAN DUMAGUETE CITY, NEGROS ORIENTAL

PROJECT RESULTS

PROJECT DESCRIPTIONIn 2004, there were reports that the academic performance of the elementary

school children of Dumaguete has gone low. In a meeting with then North City Elementary School (NCES) principal, Mrs.

Churchita Villarin, she confirmed to the Bantayan Punong Barangay Albert C. Aquino that many school children enrolled at NCES are poorly performing and a good number of these pupils are from Barangay Bantayan. According to Mrs. Villarin, they had tried to visit and talk to the parents of the concerned pupils so they may be able to assist/tutor their kids, and to instill discipline to study their lessons while at home. Only few of these parents, however, responded to their request positively. On hindsight, many parents cannot effectively assist their children in their lessons and assignment because either they too have very low educational attainment, or they are too busy making a living that they do not have time for their kids.

The Bantayan Summer Class Program intends to enhance the academic performance of the identified poorly-performing public elementary school children of Barangay Bantayan. It gives special attention to the public elementary pupils who are identified by their teachers as slow learners. Remedial instruction is focused on English, Math and Science as these are the most important subjects. It is implemented in partnership with St. Paul University – Dumaguete. All classes are done every morning from Mondays to Fridays for a period of one month and a half held inside the SPUD campus where the University provides the needed classrooms and teachers.

This project that turned to a regular program of Barangay Bantayan is being funded from the Sangguniang Kabataan (SK) funds. School supplies are being provided to the pupils. During the course of the program, the pupils are also provided with snacks to supplement their nutritional condition, and handled by the Barangay Health Volunteer (BNV).

It has been observed that majority of the children enrolled in the Summer Class Program have enhanced their learning capacity in Math, Science and English. This can be att ributed to the fact that teachers assigned in the program have specialized on said subjects. With the half day class devoted to only one to two subjects, pupils are given enough ti me to understand bett er and learn more.

At the end of every Summer Class Program, it is also observed that the children have enhanced their self confi dence as students. It is a common situati on where slow learners are usually those children who are less confi dent in their class, those who are aloof, and those who are less interested in school works and acti viti es. Although there are also those who are observed to be extrovert and outgoing, yet, have low performance in class.

The program has helped the children att ain self-confi dence through group acti viti es and dynamics. Because there are a limited number of pupils in every class, each of them is given enough att enti on by their teacher. An atmosphere of very open interacti on between pupils and teachers has helped the children to express freely their thoughts and opinions. Each pupil is also given enough ti me to present her/his answers and soluti ons to questi ons and problems given in quizzes and exams so they may be able to express themselves freely. It is in this respect that the children gained confi dence.

This opportunity is rarely enjoyed by the pupils in their public school. As much as their public school teachers would love to give their pupils enough ti me for coaching, they are constrained by the fact that they are overwhelmed by the number of pupils they handle in a class. In some instances, a class is someti mes overcrowded due to the increasing number of pupils in a public school.

It can be surmised that the children enrolled in the program has now a deeper understanding about the value of educati on. The fact that an overwhelming interest of the children and the conti nued support of the parents are now prevalent, it is a manifestati on that both the children and their parents have now bett er or deeper understanding on the value of good educati on.

In coordinati on with the PRO7 that promptly acted on informati on provided by BIN

members, the Philippine Drugs Enforcement Agency (PDEA) 7 led by agent IO3 David Mark Maramba conducted a buy-bust operati on in the vicinity of Jollibee Food Stati on located at Capitol Site, Cebu City on March 1, 2010.

The operati on resulted to the arrest of suspect Vedasto Jubahid Corsiga a.k.a. “Estong”, of legal age, a resident of Potohan, Tubigon, Bohol, now facing criminal charges for violati on of R.A. 9165 Secti on 5 (Sale, trading, Administrati on, Dispensati on, Delivery, Distributi on and Transportati on of Dangerous Drugs and/or controlled Precursors and Essenti al Chemicals). Recovered from him was an esti mated amount worth Php 5, 291,256 of cocaine. Also confi scated from him 12 pcs medium sized plasti c sachets containing white powder substance, 2 pcs 500 peso bill with initi al marking “BT” placed on each side of a bundle “BOODLE” money bearing serial numbers “DX126321” and “AV768952”; and 1 unit Nokia cell phone model 1202 serial code 0563375.

The suspect was properly informed of his Consti tuti onal Rights and was detained by PDEA7 for detenti on and fi ling of appropriate charges in court.

Subsequently, a follow-up operati on was conducted based on informati on obtained from the suspect on the night of March 1, 2010 to Borongan, Samar, in coordinati on with RID of Police Regional Offi ce 8 (PRO8). As a result, one (1) kilogram of cocaine was recovered in an abandoned house thereat.

KEY IMPLEMENTATION STEPS 1. Problem Assessment

The conceptualizati on of the program started with the assessment of the problem. This step involves a series of consultati ve meeti ngs with school authoriti es of North City Elementary School (NCES), the Barangay Council, Barangay Council for the Protecti on of Children (BCPC), and selected parents.

The consultati ve meeti ngs were intended for the Barangay Council and the BCPC to have a clear understanding on the concern. This helped the Barangay Council and the BCPC identi fy the necessary interventi ons and design the appropriate strategies. Said acti vity also assessed the extent of the problem as to the number or percentage of slow learners in every grade level.

2. Brainstorming Session Aft er the assessment of the problem, the

Barangay Council, the BCPC members and the NCES principal Mrs. Churchita Villarin started to brainstorm on the design of the program.

It is in this step that the council has fi nally decided to conduct a remedial acti vity for the identi fi ed slow learners. It was also in this session that the Council agreed to the proposal that the remedial instructi ons will focus only on English, Math, and Science subjects.

The brainstorming session also discussed how to urge the parents of the target children to send them to the program, how to manage the children when they are already inside the campus, how to source the needed funds, and how to monitor its eff ects.

The explorati on of the proposed partnership with St. Paul University – Dumaguete was also deliberated in this step. A formal meeti ng with the University President, Sr. Nilda C. Masirag, SPC was set-up before the Council proceeded to develop the fi nal design of the program.

3. Program Planning and Designing and Programming

It is in this step that all the concerns raised in the brainstorming session were fi nalized. The Barangay Council and the BCPC, in a special meeti ng, has put into writi ng the components of the program.

Detailed discussion and decisions revolved on the following concerns:

1. The needed supplies, the instructi onal materials needed, and how these will be made;

2. What kind of snacks will be provided to the children and how these will be prepared;3. How the concerned parents of these children will be informed and urged to support the program;4. How the children will be transported to and from the University; 5. The manpower needs of the

program and how these will be mobilized; 6. How much is the needed funding of the program and how this will be sourced out.

4. Program Implementati on Before the program can be implemented,

it has to be made sure that it is adapted and endorsed by the Barangay Development Council (BDC) and the needed funding to run the program is made available.

In December 2005, the Barangay Development Council (BDC) favorably endorsed the Bantayan Remedial Program to be incorporated in the 2006 Annual Investment Program (AIP). The Sanguniang Kabataan (SK) allocated from their 2006 Annual Budget the amount of Php 50,000.00 for its fi rst year implementati on.

To start its implementati on, the North City Elementary School (NCES) administrati on listed all the identi fi ed slow learners from Grades I to V who are residents of Barangay Bantayan. The list was then the basis for the Punong Barangay to call for a special meeti ng with the parents of the concerned children to discuss their children’s academic status and for the Barangay Council to formally explain to them the Bantayan Summer Class Program. This was done in order to generate the parents’ support and to ensure that the concerned children will enroll in the program.

The list of slow learners was then provided to the College of Arts and Educati on (CAED) of St. Paul University-Dumaguete for their reference. The CAED is the offi ce designated by the University President to supervise the implementati on of the program. The summer classes start every mid of April of each year. Children benefi ciaries att end a half-day orientati on acti vity with the teachers where they will be oriented about the University, its faciliti es, and the program that they are about to undergo. A baseline exam to determine the level of competence of each pupil is also done on this day.

Formal class starts on the second day where they will att end half-day class for each day from Mondays to Fridays. The remedial classes do not only review the lessons for each grade level but give more ti me for coaching of the children for them to bett er learn their lessons. This is the most important part of the program as this is what is lacking in their regular classes either due to the teacher’s lack of initi ati ve or due to over-populated class in each grade level; not to menti on the children’s atti tude towards their studies.

The school children are also provided with snacks. Funding for this component is part of the allocati on from the SK funds. The

Barangay Nutriti on Volunteer (BNV) takes the responsibility in carrying out this component as the program aims to provide simple but nutriti ous food to the children. The menu for the enti re durati on of the program is prepared before the start of the fi rst day of classes.

A simple closing acti vity is always done to culminate the program. During this acti vity, children who have improved their skills are recognized and/or given simple awards.

5. Regular Assessment and Evaluati on Evaluati on of the performance of the

children benefi ciaries are carried out by their regular teachers at North City Elementary School (NCES). A comparison of their past year’s performance with that of the current year is consciously observed by their regular teachers.

At the end of the school year, the NCES administrati on will again submit the list of slow learners to the Barangay Council for considerati on in the current year’s Summer Class Program.

ANALYSIS/LESSONS LEARNED The most important thing that sustains

a program is the support of the various stakeholders. The decisiveness of the Barangay Council to pursue the program is the foremost considerati on. Without the Council’s decisive stance, this kind of program would never have existed. This is because the program needs ample amount of resource and a demanding coordinati on to be eff ecti ve.

Resources means the amount of money needed and the technical, moral and physical support necessary to run the program effi ciently. Coordinati on works here include working with North City Elementary School Administrati on for the evaluati on and identi fi cati on of slow learners from Grades I to V, the setti ng up of nutriti onal snacks of the children by the Barangay Nutriti on Volunteer (BNV) and Barangay Health Workers (BHWs), the preparati on of school faciliti es by the College of Arts and Educati on (CAED) Department of St. Paul University-Dumaguete, and the daily monitoring of the progress of the program.

The support of the parents of the children concerned is also a very important factor in the success of the program. In the fi rst year of the program, many parents did not allow their children to enroll because they were asked to tend to their younger siblings while their parents were at work. Others also asked their children to tend to their sari-sari stores while some parents urged their children to go fi shing with them for food. There were also some children who refused to enroll in the program because they were already bored going to school and they wanted their summer to be spent playing around with other kids.

It was only in the second year of the program that the parents of the children concerned started to realize the importance of the program as the Punong Barangay was persistent in his campaign for its conti nuati on. He called these parents to meeti ngs and even visited the stubborn ones in order to correct their outlook towards the program.

Together with the government employees are fl ag-waving parti cipants from the public high schools, colleges and universiti es, sectoral groups, and from the members of the Armed Forces of the Philippines (AFP).

Heritage WalkA signifi cant number of regional executi ves from regions 6, 7 and 8 converged

in Cebu City to parti cipate in the Heritage Walk organized by the Career Executi ve Service Board (CESB) last May. The goal is to off er a seamless and organized heritage tour to local and foreign tourists. Heritage Walk is a project of Cebu City Tourism Commission, headed by OIC-Project Director Cinbeth Orellano, designed to wander through the remaining ruins of the old city now surrounded by the urban development of Cebu.

The general rule under Secti on 22(c) of the Local Government Code of 1991, the local chief executi ve may not enter into contract in behalf of the local government unit without prior authorizati on by

the sanggunian concerned, unless otherwise provided in the Code. If so provided in the Code, contracts may be entered into even without prior authorizati on by the sanggunian. The excepti ons are found in Secti on 455(b)(1)(vi) and Secti on 465(b)(1)(vi) which respecti vely empower the City Mayor and the Governor to represent their local government units (the city or the province) in all its business transacti ons and sign in its behalf all bonds, contracts and such other documents upon authority of the sanggunian or pursuant to law or ordinance. Hence, the City Mayor or the Governor may sign, bonds, contracts and such other documents even without prior authorizati on from the sangguniang panlungsod or the sangguniang panlalawigan for as long as there is either a law or ordinance that authorizes him/her to do so. The law or the ordinance authorizing the aforementi oned local chief executi ves would serve as the excepti on to the general rule found in Secti on 22 of the Local Government Code.

With Secti on 455(b)(1)(vi) and Secti on 465(b)(1)(vi) of the Local Government Code of 1991 in mind, does Republic Act 9184, the Government Procurement Reform Act, authorize the City Mayor or the Governor to enter into contract with the winning bidder, doing away with the prior authorizati on from their respecti ve sanggunian? In the case of Quisumbing vs Garcia, G.R. No. 175529, December 08, 2008, the Supreme Court held that “R.A. No. 9184 establishes the law and procedure for public procurement. Secti on 37 thereof explicitly makes the approval of the appropriate authority which, in the case of local government units, is the sanggunian, the point of reference for the noti ce to proceed to be issued to the winning bidder. This provision, rather than being in confl ict with or providing an excepti on to Secti on 22(c) of R.A. 7160, blends seemingly with the latt er and even acknowledges

that in the exercise of the local government unit’s corporate powers, the chief executi ve acts merely as an instrumentality of the local council. Read together, the cited provisions mandate the local chief executi ve to secure the sanggunian’s approval before entering into procurement contracts and to transmit the noti ce to proceed to the winning bidder not later than seven (7) calendar days therefrom”.

Also in the same case, the Supreme Court ruled that resort to appropriati on ordinance in determining whether prior authorizati on from the sanggunian for the local chief executi ve to enter into contract is included therein should be resolved depending on the parti cular circumstances of the case. Should the appropriati on ordinance already contain in suffi cient detail the project and cost of a capital outlay such that all the local chief executi ve needs to do aft er undergoing the requisite public bidding is to execute the contract, no further authorizati on is required, the appropriati on ordinance already being suffi cient. On the other hand, should the appropriati on ordinance describe the projects in generic terms such as “infrastructure projects”, “inter-municipal waterworks, drainage and sewerage, fl ood control and irrigati on system projects”, “reclamati on projects” or “roads and bridges”, there is an obvious need for a covering contract for every specifi c project that in turn requires approval by the sanggunian. Specifi c sanggunian approval may also be required for the purchase of goods and services which are neither specifi ed in the appropriati on ordinance nor encompassed within the regular personal services and maintenance operati ng expenses.

DILG7 manages 46th Batch of LGOO II Induction Training

CONDUCT OF MONDAYCONVOCATIONS

It is insti tuti onalized in DILG7 the conduct of regular convocati on every Monday, an avenue whereby the employees and the

management interact on matt ers concerning offi ce operati ons and management. It provides open communicati on between the regional management and the employees. It is an opportunity for RO personnel, technical and administrati ve, to develop and improve skills in public speaking.

Part of the Monday acti vity is informati on sharing in a form of a “talk show” wherein an employee, assigned in a parti cular schedule, interviews co-employees as guests and presents own views on a certain topic i.e. social, politi cal issues that may interest the rest of the employees. Also, it is when the RO employees receive a dose of legal opinions from the DILG7 Legal Offi cer.

Every fi rst Monday of the month, a member of a division/secti on/regional TACT Team is assigned to discuss the program handled by a parti cular division/secti on/Team using multi -media.

• Administrati ve Division, which is comprised of the Personnel Secti on, Supply Secti on, Accounti ng Secti on and General Services Unit, presented its own version of “Pilipinas Got Talent.”• The Offi ce of the Regional Director presented climate change, women’s issues through modeling and talk show. • Regional Offi ce divisions and secti ons take turns in providing entertaining producti on numbers once every quarter to showcase homegrown talents.

Fift y two (52) newly hired Local Government Operati ons Offi cers (LGOOs) II, 34 from region 8 and 23 from

region 7, successfully hurdled the 46th Batch of Local Government Operati ons Offi cer Inducti on Training, at least the fi rst 2 phases, managed by the DILG7 Management at the DILG7 Training Center, Lahug, Cebu City.

The training consists of 3 phases, namely, the Center Training, Field Immersion and Competency Assessment.

The training in its enti rety is designed to mold the future leaders of DILG. The trainees, composed of 14 newly-hired from region 7 and 38 insiders from both regions 7 and 8, underwent Group Dynamics and Human Relati ons necessary for personal

and professional growth, to become a DILG workforce to be reckon with in the future. They got orientati on on the DILG as a knowledge centric organizati on as well as its administrati ve concerns, went through in-depth discussion on the Local Government Code, being the bible of a DILG man and exposed to project development and public speaking. Likewise, the Department’s diff erent competency tools were introduced to the trainees.

In Phase 2, the trainees were exposed to fi eld immersion for a period of 11 weeks, from March 22 to June 4, 2010, to study the dynamics and operati ons of the local government units they are assigned to as well as to apply their learning during the

center phase. Aft erwhich, they defended their outputs before the pool of trainers from the Training Management.

To become full-fl edged LGOOs, all the trainees have to undergo the Competency Assessment (Phase 3) being the last hurdle, which consists of a paper and pencil test and interview. The Local Government Academy (LGA) shall administer this phase in the last week of July.

The training actually started on October 11, 2009 which was interrupted in December due to fi nancial constraints. Training resumed on February 1, 2010 unti l the fi eld immersion with the 55 successful trainees including 4 LGOOs II coming from the 45th batch. wjbc

Project were sent by the Department to Japan as scholar on Country-Focused Training Course “SEMINAR FOR MUNICIPAL MAYORS AND LOCAL FUNCTIONARIES OF CLUSTERED LGUS: ONE VILLAGE, ONE PRODUCT MOVEMENT and ONPAKU Approach”. The seminar was organized by the Japan Internati onal Cooperati on Agency (JICA) under the Internati onal Cooperati on Program of the Government of Japan on January 6-21, 2010 at Oita Prefecture, Japan.

They joined the other 11 parti cipants composed of LGU Offi cials, functi onaries and DILG offi cers from across the Philippines including TSAMP Representati ve Yolicelia C. Busmeon, MPDC, San Jose, Negros Oriental.

TSAMP, which stands for Tanjay City, San Jose, Amlan, Mabinay, and Pamplona, is a cluster in Negros Oriental Province under the concept of One Cluster One Vision (OCOV) Project for promoti on of local tourism potenti als and explorati on of economic development opportuniti es.

The partnership between DILG-BLGD and JICA made the country-focused training possible where the One Village, One Product (OVOP) of Japan’s Oita Prefecture becomes an avenue through which the Philippine delegati on can learn from for the enhancement of the OCOV implementati on in the country. A combinati on of lectures at the Asian Pacifi c University and on-site visitati ons facilitated the study of strategies on Developing Community Capacity for Rural

Development as an Alternati ve Approach for Rural People with focus on the ONPAKU Approach. ONPAKU is a non-profi t organizati on (NPO) which initi ated the strategy to promote local industry and resources through community capacity development, policy structure and networking.

The varied signifi cant learning acquired by the country scholars cannot be gainsaid for the development of a bett er Philippines through the development of local capaciti es and resources anchored under on ONPAKU Approach and OVOP Approach combined.

As initi al steps, DILG 7 introduced the ONPAKU approach to the 46th Batch of LGOO trainees and key personnel of DILG region 7. Such was also shared for applicati on to related programs of the department. The local chief executi ves of the TSAMP cluster shall also be called for acti on planning aft er the May 2010 electi ons.
