1 Introduction and General Information

1.1 IntroductionPower System Operation Corporation Ltd(POSOCO), A subsidiary of Power Grid Corporation of India Ltd. is operates the entire electrical grid of India on round the clock basis. Data from various systems is generated continuously during operational of the grid. Though these systems are independent to each other but their data and information are mutually depenedent. This data is stored in various formats like excel, database, flatfiles etc. Presently, reporting and business analysis requirements by using this data is met by manually creating reports, trends graph and charts. POSOCO intend to implement a business intelligence and discovery solution in order to comprehend the data and decide furture strategies. This document gives the various requirements intended to be fulfilled by the proposed solutions. However, most important requirements are:-

1. Solutions should be self service BI.2. Data interation should be plug and display type.3. It should have intuitive visualization.

1.2 POSOCOPOSOCO is responsible for maintaining regional as well as inter-state EHV grid for moving large blocks of power from the generating stations to the load centres within and across all regions with reliability, security and economy. POSOCO’s role includes the operation of one National Load Despatch Center (NLDC) andfiveRegional Load Despatch Centers (RLDCs) besides inter-state transmission system (ISTS). The five RLDCs are NRLDC, WRLDC, SRLDC, ERLDC and NERLDC. The power system in India is organized in five electrical regions for operation of power system namely North, South, East, West and North-east. Electric grid in each region is managed by a Regional Load Despatch Center which is responsible for scheduling and measuring power within and across the regions.

The National Load Dispatch Centre (NLDC) is the apex body to ensure integrated operation of the national power system. The main functions of NLDC are:

Supervision over the all Regional Load Despatch Centers. Coordination with Regional Load Dispatch Centres for achieving maximum economy

and efficiency in the operation of National Grid. Monitoring of operations and grid security of the National Grid. Supervision and control over the inter-regional links as may be required for ensuring

stability of the power system under its control. Coordination with Regional Load Dispatch Centres for the energy accounting of

inter-regional exchange of power.

Coordination for trans-national exchange of power. Providing Operational feedback for national grid planning to the Authority and

Central Transmission Utility. Dissemination Of information relating to operations of transmission system in

accordance with directions or regulations issued by Central Government from time to time.

The Regional Load Despatch Center (RLDC) is the apex body to ensure integrated operation of the power system in the concerned region. Each RLDC:

Is responsible for optimum scheduling and despatch of electricity within the region in accordance with contracts entered into with the licensees, generating companies operating in the region.

Monitors the grid operation of concerned regional grid. Keeps accounts of electricity transmitted through the regional grid. Exercises supervision and control over the inter-state transmission system: and Is responsible for carrying out real time operations for grid control and despatch of

electricity within the region though secure and economic operation of regional grid in accordance with Grid Standards and the Grid Code.

Levy’s and collects fee and charges from the generating companies or licensees engaged in inter-State transmission of electricity as specified by the Central Commission.

Northern Regional Load Despatch Center (NRLDC) is located in New Delhi, is responsible for operation of Northern Regional Grid geographically spread in eight states i.e. Rajasthan, Punjab, Haryana, Uttar Pradesh, Uttaranchal, Himachal Pradesh, Jammu & Kashmir and NCT Delhi and one union territory that is UT Chandigarh.

WesternRegional Load Despatch Center (WRLDC) is located in Mumbai, is responsible for operation of Western Regional Grid geographically spread in states of Gujrat, Maharastra, Madhya Pradesh, Chattisgarh, Goa, Diu Daman and Dadar Nagar Havelli.

EasternRegional Load Despatch Center (ERLDC) is located in Kolkata, is responsible for operation of Eastern Regional Grid geographically spread in the states of Bihar, Orissa, Jharkhand and West Bengal. DVC grid is also falls under ERLDC.

SouthernRegional Load Despatch Center (SRLDC) is located in Bengaluru and is responsible for operation of Southern Regional Grid geographically spread inthe states of Andhra Pradesh, Karnataka, Kerala and Tamilnadu and Union Territory of Pondicherry.

North EasternRegional Load Despatch Center (NERLDC) is located in Shillong and is responsible for operation of North Eastern Regional Grid geographically spread inthe states

of Arunachal Pradesh, Assam , Meghalaya, Manipur, Mizoram, Nagaland and Tripura, so called the Seven Sisters of NER.

1.3 Existing Data Application SystemRLDCs carry out its routine activities through various software applications evolved during last 10-15 years of grid operations. Each application has its own data storage designed for transactional activity. Various applications used at any RLDC have been summarised below:

1.3.1 SCADA/EMS SystemEach of the RLDC including NLDC has its own SCADA / EMS System to facilitate the Real Time of the electric grid. Each SCADA system acquires through the RTUs located at sub stations and generating stations from. The update cycle for the real time SCADA data is 10 seconds. Various kinds of storage intervals (10 seconds, 1 minute, 5 minute, 15 minute, hourly, daily) are used to archive the real time data depending on the functionality to be achieved. In order to make this data available to the users carrying out the offline functions, the real time data is extracted using the tools provided by the respective SCADA provider and output is generated in .csv or .txt or .xls formats. These are then made available for use by other applications.

1.3.2 WAM System

1.3.3 Scheduling SystemScheduling activity is carried out for one day advance planning of generation of power from various generating stations and drawls of power by various load centers. Scheduling system:

a. Collects data for Declared Capability (DC) and energy from Inter-State Generating Stations (ISGS).

b. Calculates the entitlements of states from above data based on the allocations and publishing on website.

c. Maintains allocations data of constitutes from ISGSs within the region as well as from other regions.

d. Collates of the schedule requisitions from SLDCs and Short Term Open Access (STOA) Bilateral customers and Power Exchange Transactions given by the NLDC.

e. Prepares day ahead schedule of the states and furnishing the same to SLDCs.f. Facilitates the revision of the schedules as per requirement of SLDCs and ISGS.

1.3.4 Shutdown and Outage Management SystemFollowings are the activities carried out in this process:

a. Approval/reaction of shut down of transmission elements as per request by the user.b. Keeping track of shutdown availing details.c. Keeping record of transmission elements and generating units tripping and outage

details.

1.3.5 Short Term Open Access SystemActivitiescarried out are:

a. Calculating daily margins and publishing them on intranet/web site.b. Receipt of applications from the applicants.c. Processing applications for approval or rejection in line with ERC Regulations.d. Seeking consent from other RLDCs and SLDCs for each application/transaction. c. Granting approvals of Open Access and preparation of payment schedules. d. Curtailing Open Access Transactions in case of congestion.e. Collecting payments from applicants. f. Disbursing the payments to CTU, RLDCs and SLDCs. g. Publishing STOA information on website.

1.3.6 Power exchange (Px) TransactionsActivities carried out under this process are:

a. Calculating daily margins and publishing them on intranet/web site.b. Receipt of Power Exchanges transactions from NLDC.c. Scheduling of Px transactions.d. Curtailing Collective Transactions in case of congestion.e. Publishing information on website.

1.3.7 Metering and Settlement SystemMetering and settlement is the process where data from special energy meters located at various interface points where power exchange takes place from one control area to othercontrol area. Following are the activities done under this process:

a. Collection of SEMs data from all locations on weekly basis.b. Validating the data.c. Processing the data for calculation of injection of ISGC and drawls of States.d. Preparation of weekly UI and Reactive Energy Account.e. Preparation of Monthly Regional Energy Account.

1.3.8 Administration of ABT pool AccountEach RLDC maintains the system of pool account administration for settlement of various transactions for unscheduled exchange of power and exchange of reactive energy and carry following activities:

a. Collection of payment from constituents for UI and RE charges.b. Disbursement of UI and RE charges to the constituentsc. Calculation of delay payment surcharge. Recovery and disbursement of the same to

the constituents.d. Disbursement of IRE amount to the beneficiaries in pre-decided ratiose. Tracking of bank passbook and accrued bank interest.f. Release of bank interest to the constituents as per the decision.

g. Quarterly, six monthly and yearly reconciliation of the account with constituents.

1.3.9 Daily Reporting & Analysis Systema. Input of manual datab. Collation of data from various other applications mentioned abovec. Preparation of daily reportsd. Preparation of monthly reporte. Preparation of annual reportf. Analysis of data and visualization in different forms for MIS / unstructured/SOS

requirements.

1.3.10 Transmission PricingTransmission pricing process involves collection of data from various constituents, doing the system study, getting POC charges. The software for implementation of the new Transmission Pricing methodology is a web based application using the SaS concept. Output would be available in standard data interchange formats for integration in other applications.

1.3.11 ABC Messaging SystemEach RLDC has developed the system for issuing messages to the states violating the grid discipline i.e over drawing the power over and above the applicable schedule. The data and record form this system is utilised for analysis of violations and behaviours of the constituents.

1.3.12 RLDC Fee and Charges Billing and Collection SystemEach RLDC gets its expenditure by way of charging fee and charges in line with regulation and approval of CERC. In this process monthly issues of bill, collection of amount, maintaining of the details of the bill realisationetc.activities are carried out.

1.3.13 Legacy DataDifferent operation systems existing at present have evolved from simple excel sheet processing to a full fledge software system. However, during this evolution, this system took many steps in progression. Hence, legacy data form this systemexists in various formats like csv files, flat files, Excel, Foxpro, MS Access, SQL Server etc.

1.4 Existing data reporting system at RLDCs/NLDCPOSOCO is required to produce reports, present data in various meetings relating to grid operation and system operation. At present for presentation and any report, data is retrieved from the dispersed data sources through macro, copy and paste etc. The retrieved data is brought to the spread sheet, inspected and formatted in desired format. This requires either the user should have the knowledge or IT department has to develop program every time a new requirement of reporting. The existing process of reporting at POSOCO has been depicted graphically in figure – 1.

Existing manual system of data extraction from various desperate systems, collations of the same and conversion to the required presentable format, is time consuming and cumbersome. Moreover, entry and storage of data at multiple locations violates the integrity of the data.

Retrieving the historical data say for last 3 or 4 year is nearly impossible and may take about few to several days. However, data so retrieved may not be dependable.

Data analysis, finding hidden pattern, knowledge discovery etc. are not possible with the present state and storage system of data.

1.5 Intent of SpectificationsPOSOCO intends to implement an integrated, business intelligence and data discovery solution having GUI based query and reporting system, based on four tier architecture with web based client tierfor building future POSOCO Information System (PIS) with data association capability. A concept diagram of envisaged system at RLDC in present is shown in figure – 2 below:-

Figure 3 depicts a simplified view of a standard business intelligence and data discovery deployment architecture, so to have seemless integration capabilities with POSOCO’s existing portal system and the robost security it provides. This deployment architecture is suggested to keep security and scalability to handle many of thousands of external users.

1.6 Scope of WorkThe scope of the project is to provide a dynamic, interactive and easy to use business intelligence and data discovery solution for POSOCO. The solution will provide a 360° view of all the data captured or processed so that the users are ready (near to real time) with the analysis and outputs at the finger tips. A single version of information across organisation to be provided for the management insight and decision support.

The purpose of business intelligence and data discovery solution is to overcome the difficulties being faced in present system of Reporting, Analysis and Dashboarding for management. With following norms

c) Vendor is required to provide end to end BI solution which shall involve:-a. Study of all business intelligence requirements of RLDCs, NLDC and stake

holders.b. Identification of various data sources & data flow in various existing

application.c. It should have the facility for analytics like scorecards/ dashboard and

knowledge discovery.

1.7 Exclusions from Bidder's ScopeThe bidder shall be responsible for providing all equipment and services required for commissioning the system except for the following:

1. Communication channels required for routine working of solution.2. Auxiliary Power Supply 3. Building, air conditioning systems and facility infrastructures.4. Rack for servers.

1.8 Facilities to be provided by POSOCO for Project ImplementationEmployer will be responsible for providing the following facilities as may be reasonably required for project implementation:

1. Arranging necessary shutdowns and work permits wherever required.2. Workstation to the project team.3. Detail understanding of the business requirement along with technical

understanding of the existing data.4. Obtaining requisite clearances and/or approvals as required to be taken by NLDC for

project work.

1.9 General Bidding RequirementsThe Bidder shall be responsive to the technical requirements as set forth in this specification. To be considered responsive, the Bidder's proposal shall include the following:

a. A detailed project implementation plan (as attached at Annexure-I) and schedule that is consistent with the scope of project and POSOCO’s specified objectives. The plan shall include the activities of both the bidder and POSOCO show all key milestones, and clearly identify the nature of all information and project support to be provided by POSOCO. Manpower resources to be deployed by bidder during execution phase should be clearly indicated.

b. A full and complete set of answers to each and every question in the Questionnaires those are included in Annexure -II.

c. Technical details of the offered hardware and software to provide a fully integrated system, meeting the size and expandability requirement.

d. Communication interface requirement.

e. Power supply requirement.

f. Bidder shall use one copy of "Technical Specifications" to indicate compliance status. Within the right-hand margin, Bidder shall indicate compliance status to each paragraph along with a cross-reference to its proposal and an index key for any explanation or comment. A copy of bidding document with every para marked on C/A/X to denote the offered solutions compliance (C), alternative offering (A) and not offered status (X). Each alternative shall be clearly and explicitly described. Such descriptions shall use the same paragraph numbering as the bid document sections addressed by the alternatives. All alternative descriptions shall be in one contiguous section of the Bidder's proposal, preferably in the same volume, and titled "Alternatives." A separate section titled "Exceptions" should be provided containing any discussion or explanation Bidder chooses to provide concerning exceptions taken. Alternatives which do not substantially comply with the intent of the bid documents will be considered exceptions.

g. The Employer will assess the merits of each alternative and exception and will be the sole judge as to their acceptance.

2 Functional Requirements

2.1 OverviewThe BI application will aim to provide a platform to users which will be ease to use and will provide all the required details at one point of time. A single solution which will be accessed by multiple users will provide in depth/ granual level detailed information about the health of the organisation. The solution will integrate multiple information resources across POSOCO into a single software platform.

An application should be able to provide single truth on one data set to all the users like internal, external stake holders or web users, accessing the POSOCO website.

Multiple data points are stored in multiple time intervals (Millisecond, per ten seconds, per minute, per 5 min, per 15 min, per day), single report showing all the values at same time interval. Calculation depends on the user selection, whether he want Average, or Max, or Min, or Peek.

The organization at present gets the data from various sources in different format. Users collate the data and then prepare the required reports out of it. These reports give the details of production of power, actual, schedule, line voltage, frequency, MVR, etc. with respect to region, state, IPP, etc.

Business Intelligence solution promises to provide POSOCO with multiple trends and comparisons with respect to time, regional, voltage type, frequency, actual, schedule, etc. The trends / comparisons are to be given with respect to following categories

Line Loading (Mega Watt and Mega VAR) Voltage Schedule Actual Frequency Current Generation Demand UI (Unscheduled Interchange) SEM Data (Special Energy Meter) Exchange Data STOA Data (Short Term Open Access) Weather Data

Reports will be provided in a dynamic format so that users would be able to generate the report as per the requirement.Following are some of the deliverables which will be available for the users.

Users will be able to get the trends with respect to time (24hrs, 1 month, 1 year, 2 years, 5 years, 5 mins, Diwali, Election, etc.)

Reports on the KPI of Minimum, Maximum, and Average at user defined time. Schedule Data vs. Meter Data for Commercials. Daily Analysis Report will be generated with ease. Hierarchy Report will be available at a click. Daily / Monthly / Yearly Report as on different dates (on single curve). Daily Report based on the Offline Data which POSOCO gets from RLDC(One Day One

Value) User should be able to dump the report to Excels. PDF files hould be generated from the system. PDF reports / Static Reports should be available in Mail Boxes.

2.2 Broad Areas identified for AnalysisA. Line Loading ( Mega Watt and Mega VAR)

Line loading indicates the power flow on the transmission line. This frequency is generally noted at the time interval of 10 seconds in SCADA and in Milliseconds in PMU (Pressure Measurement Unit).The comparison of Line Loading should change the time from seconds to 5 min, 15 min, 1 hour, or any time interval which the user will select. During this selection, it can either be Average or Peak value depending again on the user selection.

B. VoltageMeasure the voltages of power / transmission stations.

C. ScheduleSchedule is the allotted power to the users.

D. ActualActual is the Actual power generated / actual drawal from the grids.

F. GenerationElectricity generation is the process of generating electrical power from other sources of primary energy. Generation monitoring is the process of monitoring a parameter of condition in machinery (vibration, temperature etc), in order to identify a significant change which is indicative of a developing fault. It is a major component of predictive maintenance. The use of conditional monitoring allows maintenance to be scheduled, or other actions to be taken to prevent failure and avoid its consequences. Condition monitoring has a unique benefit in that conditions that would shorten normal lifespan can be addressed before they develop into a major failure.

G. DemandThe Electricity provider does record maximum demand in pre-defined interval (e.g. 15 minutes or 5 minutes) through duly sealed and calibrated energy meter. Generally Maximum Demand denotes in kVA for billing purpose. Consumer need to sanction Maximum demand from Electricity Provider considering type of industry and operation pattern of the equipments. Demand is directly involve with connected load, load factor and power factor.

2.4.3.1 Users DetailsPOSOCO is looking to provide access to 50 named users. They should have all the rights like edit, add data, create new reports / applications etc. The software licenses to be supplied would be of the latest version. The software licenses would be perpetual in nature and solely owned by POSOCO.

Also, POSOCO will integrate the application to their external public website for allowing unlimited number of users to have access on information which can be shared with the public without any security requirements. These users shall be able to do the similar analysis (like drill downs/slice, dice, etc.) without manuplating the data.

2.4.3.2 Data DetailsPOSOCO will provide their historical data for 5 years in excel / csv files. Size of the historical data would be about 600 GB. Also current data would be provided through SAP / Oracle. The size of this data is growing with the avg of 5 to 7 GB per month.

3 Section 3.0: General Requirements

3.1 General Software RequirementsThe proposed solution should fulfill the following enviorement:

1. It should allow application based access, real time collaboration & data discovery capabilities for users. Kindly provide the brief on the key capabilities of the solution.

2. The solution should have the capability to integrate with third party security systems. Also, handle field level security and access control from central administration software like Window Active Directory or Novell® LDAP. Kindly provide the details of Security integration.

3. A separate application will be hosted on the internet on which unlimited external users (general public without security) will be able to access the application and will have right to do the analysis on the same.

4. System should be able to do Report Distribution, any application/ document report can be distributed as a .pdf file to a folder or via email or SMTP.

5. The solution should allow the set up of disaster recovery site in future. Kindly provide the methodology to DR.

6. It should handle large and complex data deployments. Kindly provide the examples of the bigger deployments.

7. To meet future scalability needs, the environment should allow scale up and scale out of the hardware servers; both for reload/distribution capability as well as user access. Kindly provide the related documents on Server Scalability

8. The system landscape should have a separate test environment. This environment should work as the Production system with same configuration.

9. A named user may be transferred to another named user pursuant to the software licensing agreement

10. The solution should be able to load the incremental data without any manual intervention. The user activity on the Business Intelligence application should not have any affect on the performance of data server.

4 Evaluation of Technical Proposal and Proposed SolutionThe shortlisted bidder would be invited for presentation as well as demo of their product/ solution. POSOCO will provide the data to the vendor to create a demo application which should be presented in 4 days after sharing of data.

During presentation POSOCO will provide additional 2 months of data to integrate it with the developed demo application by vendor.

5 TRAINING, SPARES, MAINTENANCE, DOCUMENTATION AND TESTING REQUIREMENTS

5.1 TrainingThe scope of the project shall also include training of POSOCO personal. Training may be planned in different evel viz. user and administrator level. Training shall be conducted by vendors personal who are experienced instructors. All necessary training material shall be provided by the vendor. Each trainee shall receive individual copies of all technical manuals and all other documents used for training. The training courses, and their duration in each courses are identified in Table-1

5.2 Maintenance and SupportVendor shall be responsible for providing "Maintenance and Support" of the system under warranty including supply of spares for ensuring the successful operation of the system. The maintenance period shall be for 3 years after one year of warranty period. The maintenance period shall be extended for a further period of 1 years at the same price in the final offer of the vendor with same terms & conditions. During this period, the vendor shall have prime maintenance responsibility for the system. The response time for the maintenance shall be less than 12 hours if use of remote login to attend the troubles is acceptable.

As part of maintenance solution should be upgradeable to support new version of software by upgrading firmware/software or applying patches etc provided by the OEM.

5.3 DocumentationComplete documentation is required to support system setup, operation and maintenance. The documentation shall include following:

a. Procedures for system setup and use with regards to all features.b. Documentation of procedures regarding routine maintenance including use of system

diagnostics.c. Detailed connection diagrams showing how the PMUs are installed at site.d. A complete copy of functional designe. Details of hardware/software and as built system.

All documentation shall be delivered in both electronic format (e.g. PDF, MS WORD, Hypertext, etc.) on CDs/DVDs/USB drive, and in hardcopy format. Sufficient on-line, documentation, such as help screens, user guidance messages, context-sensitive help information links, etc., shall be included with the system to minimize the need for users to consult the hardcopy documentation.

5.4 TestingThe Bidder shall offer the solution for inspection & factory acceptance Tests to POSOCO. Further, there shall be a User Acceptance Tests for which solution parameters are monitored for one month for satisfactory operation of solution at site before final acceptance by employer.

5.5 User Accepatance TestSign off of the project shall be provided after below User Acceptance Testing (UAT) process.

1. Application’s reports / data should validate from the reports which would be provided at the time of initial business requirement gathering phase

2. POSOCO will provide the latest set of the same reports to validate with the application’s latest data.

3. Access of application to be provided to key users for 3-4 days for their acceptance on design and performance testing.

4. Vendor shall conduct the user level training.5. User should provide all data as may be required during the UAT process.6. A schedule will be drawn for the UAT, both vendor & customer should be available

available as per the plan to ensure that UAT is completed as per schedule.7. Any Gap in application meeting user requirement during UAT should be resolved.
