Greetings from North Central Wisconsin! WOW! I cannot believe that one half of my year of service as your Grande Chef is over. It has been an extremely rewarding time. I have been able to meet numerous Voyageurs, Dames and supporters at differ-ent events that I have attended. This last event, the Mid-Winter Petite Promenade in Richland Center was an interesting event. I know that weather played a part in keeping some Voyageurs and Dames away. Voiture Locale 1268 did an outstanding job of organizing this event. Thank you Richland County Voiture Locale 1268.

As many of you know, 1st District Cheminot, Ted Welch, was called for service in Voiture Everlasting recently. Let us keep the family of Ted Welch in our prayers. Also, the husband of Voiture Locale 1519 Corre-spondant Claire Goodfellow was seriously injured in an automo-bile accident. Please keep John and Claire Goodfellow in your prayers. If you know of Voyageur in your Locale that is not doing well health wise, please take a moment to say a prayer for them.

County Chef de Gare Ted Welch passed away on February 16th. Ken Kozubek and I were in attendance at his wake on the 24th. Jim Schmidt has agreed to fill in for Ted as 1st District Cheminot until elections are held later in the year. Ted was

an outstanding Voyageur and will be missed. John Goodfellow, husband of Voiture No. 1519 Correspon-

dant Claire was involved in a horrific automobile accident. Our prayers to the Goodfellow family.

The Midwinter Petite Promenade was once again a success. A big Merci Beau Coup to No. 1268 Chef Dallas Johnson, Correspondant Cecil Groves and the rest of the Voyageurs of Richland County for a very well run event. A few of the highlights are that the Grande Voiture is donating $4,000 to-wards “The Wall” being at the Columbia County Fair Grounds for the 100th Birthday Celebration of the American Legion. Voyageur Jim Chapin is donating the other $4,000. We also pledged $10,000 towards the construction of the American Legion Family Cabin at Camp American Legion. This money will not be given out until the actual construction of the cabin is started. On a personal note, I must say that many of the reports presented at the Midwinter Petite were outstanding.

The resolution from Jefferson County pertaining to using proper Ritual and Manuel of Ceremonies at all National Promenades was voted on and passed unanimously. It has been forwarded to the proper channels at National for consideration at the National Promenade in Myrtle Beach this September. Another resolution from the Grande du Illinois concerning establishing a National Nurse was also voted on and accepted.

Communique reports were handed out at the Midwinter and for those Locales who did not attend, they were mailed to you. Please fill them out and returned to Grande Voiture Headquarters before June 15th.

Don’t forget that Special Awards Directeur Ron Pfalzgraf needs to receive the Special Awards nominations from each Locale for Law Officer, Hero, Towne and Voyageur of the Year. As Grand Correspondant, I select the Locale Corre-spondant of the Year. When the Harald Kahlert Meritorious Service Award is presented, a Committee is selected from various Locales for this selection.

Special congratulations to Steve Bradley who is the new National Directeur of Ritual. Also congratulations to Ron Pfalzgraf who has his Letter of Intent in for seeking the office of National Sous Chef de Chemin de Fer.

Outagamie County Voiture # 1140 has submitted a bid for the purpose of hosting the 2021 Midwinter Petite Promenade in Appleton. This will be voted on at the Grande Promenade in Antigo later this August.

During the Time & Place meeting, it was mentioned about hosting the 2023 Great Lakes Promenade in Madison at the Howard Johnson Hotel and Conference Center. This will not be a Locale effort but the entire Grande Voiture will be involved. Planning will not begin for two more years. The Veterans War Museum is just down the road on the Capital Square. There was also talk about submitting a bid once again for the purpose of hosting a National Promenade. “IF” and that’s a big if; we would look into cities such as Middleton, Oshkosh or even Appleton. We will not rule out Green Bay because those facilities at the Radisson Hotel and Conference Center were some of the best we’ve ever been to!

An item came up that needs to be repeated. Under no circumstances do you give the PG just the 1st Degree. All 3 degrees need to be given. Where the practice of just giving out the 1st Degree came from; I have no idea. There are so many present and past Officers located all over the Grande Voiture that are more than happy to be the “Wrecking Chef”. Just ask. Remember all three Degrees.

As I am speaking of Wrecks; Monroe County No. 804 will be having a Semi Active Wreck in Tomah on the 27th of April. Have the PG’s there by 10:00 A. M. Luncheon at Noon with the wreck to follow.

The 12th District is also sponsoring a White Collar Wreck on April 27th at the Grantsburg American Legion Post No. 185. This Wreck will begin at Noon.

The 2019 Fall Cheminot will be held at the Appleton American Legion on October 19th. The Grande Cabane will be meeting at the La Quinta Hotel just a few blocks away. More on this as we go through the year.

For the last five years your Grand Correspondant has asked, pleaded, complained, etc. about a Voyageur stepping up and becoming a Grand Sous Correspondant. Well finally I am very happy to report to all that John Edelblute IV of Cudahy has accepted the position. Thank You John!

nade has come and gone for 2019; winter has not. Like most of you, I am tired of moving snow and planning transportation around the latest winter advisory. The good news is that March Madness is upon us; I can watch despite the weather.

The need for members, both renewals and new members, has not passed. The Wiscon-sin membership has improved from 69.82 per cent as of 12/27/2018 to 81.00 per cent as of 2/21/2019. In order to fill the space on the Grand de Wisconsin membership train, we still need another 200 memberships. Can you help by calling a member of your local who has not yet renewed for 2019? How about meeting them in person and asking them to support the Forty and Eight programs by renewing for 2019.

If your locale has voyageurs that have gone to Voiture Ev-erlasting, be sure to notify both Nationale and Grande. Our Grande Correspondant will also notify the National Editor of Forty and Eighter.

The statistics as of 2/21/2019: 1 voiture (V236) is over 100 percent, 9 voitures are at 100 percent, 7 voitures are between 90 and 100 percent, 7 are between 80 and 90 percent, 11 are below 80 percent.

Congratulations to those that are at or over 100 percent. Some voitures will need a new member or two to make 100 percent. To those voitures that are still below 80 percent, we need extra effort on renewals. If you need help contact me, other line officers, or your District Cheminot.

Membership is the responsibility of all voyageurs. Together we can make Grande de Wisconsin a strong, fun, and enduring family. Hope to see you around the state.

Happy Birthday to all Voyageurs Militaire! On March 15, 2019 we will celebrate our 99th Birthday. All Voiture’s are encouraged to celebrate the Birthday of the 40 et 8 using our Birthday Ritual found in the Blue Ritual and Manual of Ceremonies. This can be a great recruitment tool. Invite Veterans and your Cabane to attend your 40 et 8 Birthday celebration. They can learn about our organization and our history from WWI.

This is the time of year Voiture’s should be planning on their Calvin Kain Memorial Service which can be held around Memorial Day or at your monthly Promenade. The Calvin Kain Memorial Service is a stand alone ser-vice not to be included in a Promenade. If holding your Calvin Kain Memorial Service the same time as your Promenade, close the Promenade before you begin the memorial service.

Inviting family members of your deceased Voyageurs adds to the importance of this memorial service.

A reminder to all Grande Voiture’s and Voiture’s Lo-cales that the National Color Guard Competition will be held at Promenade Nationale in September. This is the time to practice for the competition.

Keep track of your time and expenses for your Ritual Report which is coming due. At Promenade Nationale, the National Ritual Committee will meet and discuss matters of Ritual. On the National 40 et 8 website under Ritual is this instruction: It is recommended that each Grande Voiture and Voiture Locale have a Ritual Committee. Their duties should be to study thoroughly the Ritual & Manual of Ceremonies and offer suggestions to improve it to the Permanent Ritual Committee for its consideration and recommendation to the Promenade Nationale.

With this in mind, any suggestions for improving our Ritual can be mailed or emailed to me.

In Service to La Societe

The meeting for the 64th An-nual Pilgrimage at the Veteran’s Home in King, Wisconsin which will be held on Father’s Day, June 16th has been held. I had a discussion with 8th District Commander, Ron Fregien, and he informed me that the program will be similar to last year. There should be quite a few Veterans

attending this event, similar to other years.The day will start with a band playing favorite tunes

starting a 10:00 AM. The picnic in the park will start at approximately 10:30 AM with the famous chicken dinner. Make sure you get there early enough to enjoy the meal. The parade will start at approximately 1:00 PM.

The main program will start around 2:00 PM with various dignitaries speaking. Everything should be over by 3:00 PM. I also hope to see a few of our locomotives arrive for the day.

Make sure you show up for this event. I know Father’s Day is a busy day, but the Veterans at the home really look forward to this day.

Camp American Legion has been operating since 1925. The mission now being helping to heal those who served, continue to serve & their families, through Wisconsin’s Northwood’s Experience.

This is being done with a blend of paid & volunteer members. If you are service minded & you are interested in working with Wisconsin Veteran’s, military & their families, give Camp a jingle. Doing so is a “feel good experience”.

This year, camp guests can arrive on Monday after 1:00 P. M. and depart on Saturday by 10:00 P. M. Camp is closed on Sunday unless special programming is scheduled.

Again this year Camp will have specialty weeks such as Women’s Veteran Week June 10th - 15th, Korean & Vietnam Veteran’s Week June 17th - 22nd, Hearing & visually impaired Veterans week August 19th - 24th along with various other special weeks to be announced later on.

Camp American Legion’s “Big Ticket” projects for 2019 are: A new roof for the main lodge. This is the very first project for the new year. The second project is cabin #22 which is now officially called the American Legion Family Cabin. The only glitch would be if the DNR, Oneida County or Lake Tomahawk would have issues. The people that are working on this haven’t left one stone unturned!

Finally, the “Century wall” which will be constructed in 2020 will have the area prepped, set up & be readied to go.

Happy St. Patrick’s Day, Dames! Try to forget your past troubles and remember your many blessings. If you look hard enough you will find that pot of gold at the end of the rainbow.

Mid-Winter Rendezvous was held Feb. 8-9 at Richland Center. Our special guest was Bev Cear-lock, wife National Public Relations

Director, Bob Cearlock. Grande Cabane had 17 Dames in attendance. Reports were given on the program activities of the Cabanes around the state. It looks like we have a good start towards our end-of-year totals. I hope each one of you Dames is keeping a log of your volunteer activity that you can turn in to your Cabane Locale by the end of May.

Last year we had so much fun with Ken and Beth Laatsch at the annual Flambeau Fisheree in Phillips that we decided to go back this year. The really bad weather held out for the day Saturday, Feb. 23. The turnout for the fisheree was great, the fishermen were generous, and the Grande Cabane did very well on the meat raffles.

You are invited to join Voiture 830 for its Femme Party, on Sunday, March 24 from 3:30 to 7 p.m. at the Charmant, a luxury hotel in downtown LaCrosse at 101 State St. The building is a renovated candy factory owned by Don Weber, who is a big supporter of veterans and is offering us a complementary three-course meal and bar. My article would not be complete without a mention of our Guatemalan coffee fundraiser for the Hobo Clowns. I now offer the coffee in bean form as well as ground for $12.00 a pound. Call me and I will send some to you or ask when you see me – I always carry it with me!

Membership is continuing to gradually come in. I hope every Cabane can reach 100 percent this year. And please do your best to recruit – we need new members!

All of the Locale Correspondants in the Grande Voiture de Wisconsin should have received the 2019 Communi-que report forms. Many of the packets were handed out at the Mid-Winter Petite Promenade. The remaining packets were either taken by another Voyageur to distribute or I have mailed them directly to the Locale Correspondant. Completed reports need to be returned to Grande Voiture Headquarters no later than June 15th, 2019. The reason for this is to give ample time for the Grande Directeur’s to consolidate the reports and get them to the National Directeur’s no later than June 30th.

All Locale Correspondants should be filing these Com-munique reports, even if you do not have any activity. There are two reports that every Locale has activity, Child Welfare and Nurses Training. On these reports, a donation of $0.25 from every Voyageur’s dues paid for the current year, go to these programs. Remember to fill in the top part of these reports. In years past, all of the Locale’s information at the top of the form was left blank. These reports could not be used.

The Mid-Winter Petite Rendez-vous was held February 8-9, 2019 in Richland Center, Wisconsin. The Grande Cabane would like to thank you Richland Center Voiture# 1268 and a special thank you to Carol Ternes for all her help. The weather turned out wonderful, just like all the laughter and happiness we were having together.

We had a wonderful visit with our invited guests: Bob and Bev Cearlock, Nationale Directeur of Public Relations from Mount Vernon, Illinois.

Forty et Eight Days at Camp American Legion 50TH Anniversary

We are looking for 5 or 6 volunteers to help with cleanup of the buildings at the Rainbow Flowage at Camp American Legion. The work party is sched-uled for Saturday, May 4th beginning at 8:00 AM…weather permitting. If you would like to volunteer to please let me know calling me at 715-966-0261 or emailing me at [email protected]. Camp will have the ability to house up to 7 people overnight on the 3rd and 4th. I will take care of the overnight reservations at Camp.

Work Party At Camp American Legion

As your Chairman for this event; I am very excited and encouraged about a fantastic turnout this year. We are hoping that some of our neighboring Voya-geurs in Minnesota will make the trip across northern Wisconsin to share in this very relaxing weekend. A number of Voyageurs and Dames from Wisconsin have expressed interest about coming for the very first time to this event.

There are only 75 of the 50th Year Anniversary pins left. If any Locale wishes to purchase some or take them on consignment; they are at Grande Headquarters.

The dates this year are June 21st -23rd. Many of us will be arriving already on the 20th just to socialize with our fellow Forty ET Eight Family members. The last few years we met behind the Rustic Manor and there were over 20 of us. That evening many went to their favorite restaurants. And trust me there are a lot of them. You can just walk across the street or venture down the road in either direction.

Friday morning some of us will be driving over to Three Lakes for our annual trip to the winery to sample and buy their fermented elixirs. On the way back we’ll be stopping in Eagle River for some souvenir shopping.

Those on the Grande Committee on Committee will be meeting at noon to go over those Voyageurs who have expressed a desire to serve on a National Program Committee. In other words a coveted gold chapeau! Should take about (10) minutes. Wisconsin has a very good track record when sending in those names to National. Special Awards Directeur Ron Pfalzgraf will have his selection Committee meeting on Saturday morning to select winners for the Law Officer, Hero, Towne and Voyageur of the Year. That’s it for any business going on that weekend!

Lunch and then it’s time to set up the brackets for the 7th annual beanbag tournament. Double elimination! Picnic tables will be set up for the pot luck (munch-ies) picnic during the tournament. That evening some will be going out to eat (again) while others will be in the back to watch the deer come out and enjoy Don Emley’s bon fire. That and very good conversation & camaraderie.

Saturday morning Dale Mitchell has a fishing tour-nament planned on Lake Tomahawk with a pontoon boat already reserved. That afternoon the large pontoon boat has already been reserved for a trip on the lake. For those not doing much in the morning, “Timbers” will be open at 10:30 A. M. for us. Best bloody marys in northern Wisconsin. Others might venture into Minocqua or Eagle River for some sightseeing or shopping. The afternoon picnic at the Rainbow Flowage, Jim Vissers, Dale Mitchell, John Helgeson and back from the west coast “Lloyd Granberg” will be preparing steak sandwiches on the grill along with other food from the Camp. Beth Laatsch will again be having bingo games in the shelter. Many pictures will be taken. Ray Pasbrig has donated a wooden eagle that will be raffled off during this time with proceeds going to the Campo.

Saturday evening many of us will be back at the Rustic Manor for another one of Don Emley’s bon fires and watching the deer come out. A few years ago Betty Kozubek had one small doe eating out of her hand.

Sunday morning we’ll be out at Camp at 9:00 A.M. for one of the Camp’s wonderful breakfasts and when finished, Camp Director Don Grundy will give us an update on the many projects going on. Many donations will be made from the Grande, Locales, Cabanes and individuals that morning. From there some will look around the Camp one last time before we say our goodbye’s until our next encounter.

On a personal note! I toured Camp American Legion in 1975. What a difference over the years Camp has made with more and more improvements every year. This, our 50th Anniversary of a social weekend with our fellow 40 ET 8 family members is like noting anyone has ever experienced unless they have been there before. As your Camp Days Directeur; I strong-ly encourage everyone to make it a plan and spend this weekend having the best time you can possibly imagine. You can make hotel reservations by calling the Rustic Manor at 715-479-9776 and mention the Forty ET Eight when doing so.

Voyageurs, we are over half way through the current year. Have you been keeping track of your Americanism activities? You deserve credit for all the work you do for the Americanism program, but the only way to get recognition is to fill out your reports.

As Directeur Americanism for Grand Voiture de Wisconsin, I will be compiling all of the reports of the Voitures Locale. July 15 is my deadline for Voiture Na-tionale, so I would like to receive all the Voiture Locale reports NO LATER THAN JULY 8! And please, as I have stressed before, be sure to complete the report completely and accurately, with the Voiture name and number and the names of the Locale’s Directeur and Correspondant. Improperly filled out reports will be disqualified.

Most of you probably know that the Forty and Eight has an annual ceremony at Arlington National Cemetery on Memorial Day. If you have never been to Arlington, this would be a great time to visit there. From personal experience, I can attest to the intense emotional impact of this event. I recommend it highly.

The Forty and Eight’s Memorial Day Committee, led by Voyageur Dick George of Grande Voiture de Virginia, has done an incredible job of hosting the event over the years. From the hospitality room at the headquarters hotel to the charter bus ride to Arlington, everything is well planned out and organized. And if you want to go sightseeing in Washington, D.C. during your stay, shuttle service will be arranged.

But the biggest impact the Forty and Eight makes is distribution of 10,000 small flags to persons entering the Amphitheater for the Memorial Day observance. All those little flags being waved is quite a sight to behold! The committee relies on donations to pay for the flags. Last year the Americanism Committee Nationale donat-ed $1,200 toward the purchase of flags for this year. A donation from your Voiture Locale would be a great way to get credit for the Americanism program.

1. Explaining why aid and assistance was needed by the family. The response should be supported by an investigation and documentation from the media, law enforcement, fire department, medical providers, etc.

2. Explanation of the purpose for which money was expended for each child to include receipts. Family adult expenditures are not authorized.

3. Explanation of the financial circumstances of the family at the time of need.

4. Prior to providing aid and assistance, the Locale is required to investigate the facts of the case to determine the degree of need and why local agencies were unable or unwilling to provide immediate help.

5. A Locale member must supervise any necessary purchases.

The Grande then submits the application and supporting documentation to Voiture Nationale. Regardless of the Grande Correspondants recommendation, all claim appli-cations that are found to be complete and correct in form, must be submitted to Voiture Nationale for consideration and final disposition by the Charles Ardery Trust Fund Disbursement Board. If approved, Nationale draws funds from the Charles W. Ardery Memorial Child Welfare Trust Fund. Grandes can receive up to $5,000 each fiscal year. However, Locales should not be reluctant to submit an application knowing the Grande has reached its limit be-cause Nationale can and has approved emergency awards beyond the allotted $5,000. Claim application forms can be found on the Nationale website.

Saturday, Feb. 23, 2019 in Winter, Wisconsin.If you have never heard of a fisheree, let me explain. In

a nutshell, it is an event, usually sponsored by a tavern, for which people who like to fish pay money to compete with one another to catch the biggest fish. During an ice fisheree they have this competition on a frozen lake. It’s a Northwoods tradition, kind of like hunting for Sasquatch.

But it is not a spectator sport. Standing out on the ice waiting for fish to bite might excite the fishermen, but if you’re just there to watch, it can get pretty boring. The only upside is that your beer will stay nice and cold. So, in order to accommodate the non-fishermen, the tavern wanted to offer an indoor activity for couch potatoes who like to sit on warm barstools and spend money. Thus, the idea of the meat raffle was spawned.

The problem was that gaming regulations in Wiscon-sin require that organizations conducting meat raffles be nonprofits with a raffle license. A tavern cannot legally hold a meat raffle.

So, Perry and Toni Slack, proprietors of the Flambeau Forest Inn, began the search for a nonprofit group. Eric Olson, the Phillips High School cross country and track coach, was first to jump in. His teams needed money to buy

uniforms but didn’t have a raffle license. I was contacted by one of the bartenders at Flambeau who was aware of my involvement with veterans’ organizations. Because the Grande Cabane holds a raffle license, we were invited to participate, and thus began a unique partnership.

Since 2013 the Grande Cabane de Wisconsin has worked together with the Phillips High School cross country and track teams to put on the meat raffles held during Flambeau Forest Inn’s Fisheree. The Cabanes share of the meat raffle proceeds is earmarked for the Grande Presidente’s Project, this year Camp American Legion.

Grande Presidente Mary and Chef de Gare Passe Doug Schaller have ventured up to the Northwoods from West Salem to help with the meat raffles for two years now, and this year we were also joined by Grand Commissaire Intendant, Jim Vissers of Appleton. Jim and Ken tried their luck at fishing while Mary, Doug and I spent the day indoors working the meat raffles.

It’s a 12-hour day and completely exhausting. But we do it for the same reason every other unselfish member of this organization does volunteer work: to benefit a very worthy cause. After we get back home, we pour a glass of our favorite beverage and drink a toast to our success in the Forty and Eight: to the good deeds we’ve done and the great friends we’ve made. And then we collapse.
