Did you know: The annual Central Region Younger Member & Multi- Sector leadership conference was held in Denver in January. Our own younger members brought home four of the five awards presented at the conference! (See details elsewhere in this newsletter and in the Star Telegram E-Week supplement coming out soon!) The future of our branch is bright! As icing on the cake, thanks to the efforts of Travis Attanasio and others, we will be hosting this conference here in Fort Worth in 2011. the fort Worth’s Branch november meeting was our joint meeting with the UtA student Chapter held on the campus of the University of texas at Arlington. dr. Bill Carroll, dean of UtA’s engineering department, spoke about new developments in UtA’s engineering program and the new Civil engineering facility. A group of AsCe members then toured the new Civil engineering facility.

the fort Worth’s Branch december meeting was held at a chilly pappasito’s restaurant with over 110 members in attendance. Congress Joe Barton (right) spoke about the economy, national security and other issues pertinent to our engineering profession and also discussed the Bowl Championship series!

the fort Worth’s Branch January meeting was held at Billy miner’s restaurant in downtown fort Worth. travis Attanasio was recognized as one of the recipients of AsCe’s Citizen engineer of the Year award and devon tiner was recognized as the fort Worth Branch Young engineer of the Year. Jon fripp with engineers Without Borders provided an update on current humanitarian engineering projects. Approximately 65 members and guests were in attendance.

the AsCe student Chapter at UtA is looking forward to their trip to south padre island to compete at this year’s CONCRETE CaNOE COMPETITION.

the 2009 national Concrete Canoe Competition (nCCC) rules provide new challenges to test the students’ ingenuity. in general, the 2009 canoe is a 20-foot long asymmetrical hull with a maximum beam width of 31.1875 inches. teams are prohibited from making any modifications to the hull design (i.e., increase/decrease in length, width, height and/or rocker; change in cross-section shape; etc.). this rule places greater significance on the quality of the mix design by creating a formula style racing body. spotlighting the nations call for sustainable construction did not fall on deaf ears at nCCC. the concrete mixture must be comprised of a minimum 25% recycled aggregate.

Editorial Note by Historical Chair: “tamara Gart is a senior Civil engineering major at Ut Arlington. reprinted below with her permission is the "bull" paper she wrote as part of her november 2008 initiation into Chi epsilon, the civil engineering honor fraternity. i saw her present this paper and thought you’d enjoy reading her refreshing fictional perspective on the history of civil engineering. tamara was born and raised in the soviet Union. she became interested in civil engineering because her father and older brother were both civil engineers. she holds a degree earned in her native country, and now she is working on the American degree. After graduation she plans to work for txdot and is currently most interested in working in the field of transportation.”

CHaNGING TOMORROW by Tamara Gart

it was early in the morning and the cave was still dark. the cold wind from outside woke up the man from his sleep. his wife and children were still asleep next to him tightly cuddled up to each other to keep warm. Water exuded from the moss-grown walls of the cave. the hide covers were becoming heavy and the need to take care of the early morning needs was becoming overwhelming... something needed to change. the wind coming into the cave, the lack of light… all needed to be changed. Who could change the world around? someone had to complete this change. the wheel appeared and with it the noises of carts squeaking could be heard. Who would get the grease to the wheel that squeaked, who would invent water utilities that would allow for inside bathrooms? Who would design and construct safe and comfortable places for people to live? Who? enter the civil engineer! the wonder person, a person of insight, a person who would change the whole world! A civil engineer, faster than a speeding bullet, able to change the course of might rivers. A person with a pocket protector and a slide rule that would be used to design houses with heating and cooling. the civil engineer would create roads and bridges to connect the houses and cities together, so families could visit grandmothers on the holidays.

As the world’s needs became larger, so did the civil engineer’s abilities. Civil engineers were able to add to their weapons and super powers. they added the computers, CAdd machines and satellites. now the civil engineers could find any place in the world, and improve and change that site for the betterment of a human.

in the early morning light, when a woman sends a man out in the cold morning dawn to get that loaf of bread or quart of milk, a man now walks on a paved street and under streetlights that guide him to the stores. the civil engineer, the super civil engineer, has changed all of what a human needs and is still watching over the world, looking for that new thing needed by humanity to start that morning drive, walk, run or fly.

Build a better mousetrap and the world will run as fast as allowed by speed limits to your door. the civil engineer has been building better mousetraps. those traps are called “gridlocks” as the world fills up roads faster than they are built.

it has been said, the world was made in seven days, but it was the civil engineer who made it a better place to live. What is that in the sky? is it a bird or a plane? no, it is Super Civil Engineer!

it is an honor to announce that mr. ottis foster, pe has been selected as the executive director of the texas section AsCe beginning in January 2009. ottis is a past president of the Central texas Branch and has served the texas section in various roles, which includes leading the section’s efforts to publish the residential foundations engineering Guidelines and also chairing the Government Affairs Committee. Conversations with ottis during the process have confirmed that his professional and service background is the right fit for leading the management effort of the texas section AsCe for the next two years. AsCe is very excited about working with ottis to grow the organization in service to the Civil engineers in our great state!

We also want to acknowledge and thank martha Juch for her service above the call of duty as our executive director for the past 15 months and wish her well in her endeavor to complete her doctorate.

As most of you know, the 2008-2009 texas section officers and chairs officially took office during the fall texas section meeting in dallas. Ricky Bourque is President, with Nancy Cline as Past President and Brian Manning as President Elect. from our local branch, Scott Berman is serving as VP Education-Elect, Sanford LaHue is VP Technical- Elect, Jennifer Butcher is 1st Year Director at Large, Dan Hartman heads the Past Presidents’ Council, Mark Assaad is chair of Section Meeting Planning, and Travis Attanassio is Younger Members. Ottis Foster stepped in as the new Executive Director. Visit the section website at texasce.org for additional information.

the texas section released its infrastructure report Card in January 2009. the state made progress in some areas, remained constant in most, and dropped off in a few. that report card is also available on the texas section website.

the texas section AsCe is in the process of drafting a letter to be sent to the texas Board of professional engineers in response to proposed changes to the section of the Board rules related to acting as a faithful agent for an employer and client. the rules are open to comment until february 14, 2009. the texas section AsCe is hoping to use this response as an opportunity to become a partner with the texas Board of professional engineers to educate our members on topics critical to members in texas, enhance our professional image and work to develop the future role of our profession.

the spring texas section meeting will be held in south padre island, texas April 1-4. online registration should be available very soon. the student Chapters will be competing in the concrete canoe races in spi the 3rd and 4th. Get your paper and presentation ready and head to the beach! see you in south padre!

yOuNGER MEMbER NEWs

CHRIsTMas WIsH PROjECT15 volunteers from the fort Worth Branch Younger member Group donated their talents for the Christmas Wish project on tuesday, dec. 9th for the 7th annual year. the Christmas Wish project is a not for profit organization that gathers Christmas Wish lists from foster children and then through donations fulfills the list by getting them the actual toys they requested and delivering them for Christmas. the group assembled over 100 bicycles, tricycles, wagons, etc… in just under three hours. it is amazing how many engineers it takes to assemble a child’s toy!

TaRRaNT aREa FOOd baNk9 volunteers from the fort Worth Branch Younger member Group spent two hours packing boxes of drinks on thursday, dec. 11th. the food Bank provides more than 16 million pounds of food each year to over 250,000 people living below the poverty level in the tarrant County area. the group worked in the Quality Control area inspecting cases of soda, juice, water, etc., for

AsCe brings a group of volunteers out to the fort Worth Golden Gloves amateur boxing competition each year. the regional competition is from Wednesday february 25 through saturday february 28. the state competition is from Wednesday march 4 through saturday 7. Volunteers are needed nightly from 6pm to 10pm to sit ringside and help with first aid activities. the fights are held at the John Justin Arena in the Will rogers complex in fort Worth. this is a fun event - we have no trouble filling spots. for further information, contact scott Berman, [email protected]. let’s get ready to rumbllllle!!!

damage and packing boxes full of drinks to supplement food boxes that feed a family for approximately a week. it is estimated that they packed approximately 100 boxes of drinks to help needy families. MONTHLy NETWORkING aNd sOCIaL EVENTseach month, typically around the third thursday, the fort Worth Branch Younger member Group hosts a networking and social event open to all members of the fort Worth Branch.

the event moves around town to facilitate convenience of different people attending from different firms. typically 15-20 people attend and the group talks about what their respective firms or government agencies are doing for projects, upcoming projects, and what they do for their employer. the events have contributed to the teaming of firms in the past that would not have necessarily teamed together before.

in february the Younger member Group hosted a networking lunch, which was a first for our branch. the event brought out several younger members from firms that have not previously attended. it was a great success and many of the attendees were already asking about the next event and helping to choose a location!

jasTER-quINTaNILLa WINs ICRI aWaRd OF MERIT formorris sheppard dam and powerhouse project at pos-sum Kingdom lake in Graford, texas.

Jaster-Quintanilla (JQ) has received an Award of merit in the Water structures category from the international Concrete repair institute (iCri) for the firm’s repairs to the morris sheppard dam and powerhouse project at possum Kingdom lake in Graford, texas, according to JQ principal Chris story, p.e.

Constructed between 1938 and 1941, the morris sheppard dam impounds the 19,800 surface-acre possum Kingdom lake. the cast-in-place concrete powerhouse sits at the base of the 190-foot tall, 2,015-foot long dam structure, and houses twin 11,250 kilowatt generator units.

sixty-five years of exposure to the elements had taken its toll on both the dam and powerhouse evidenced by cracks and spalls in the heavily reinforced exterior walls of the powerhouse, along with extensive corrosion of the reinforcing steel causing the 4 to 6-inch thick concrete cover to shear off at the exterior face of the reinforcement. other areas of concern included delaminated concrete on the sloped top and vertical face of large encasement blocks that anchored the 12-foot diameter penstocks that fed water from the lake to the generators’ turbine wheels and spalling concrete beneath several of the large concrete struts located between the massive buttresses that support the dam’s concrete slab.

asCE RELEasEs 2009 REPORT CaRd FOR aMERICa’s INFRasTRuCTuREthe American society of Civil engineers issued its latest Report Card for America’s Infrastructure, the fourth since 1998. never has the need for infrastructure investment received such national attention as it is now in the context of stimulating our economy. recognizing the importance of informing and contributing to this discussion in a timely manner, we made the decision to release the key components of our 2009 Report Card two months ahead of schedule. today AsCe released the grades for 15 categories of infrastructure, solutions for improvement, and a five year investment need figure.

the overall grade for the nation’s infrastructure is again a d and the cost to bring it up to good condition has risen to $2.2 trillion. in more than a decade, the United states has made no measurable progress in improving either the condition or performance of our roads, bridges, water systems or other vital infrastructure when viewed in aggregate.

despite these low grades and years of delayed improvement, the problems are not beyond our ability to solve. As stewards of the nation’s infrastructure, civil engineers can provide the public and policymakers with expert advice on the condition and ways to improve the nation’s infrastructure. to begin that task, AsCe offers these five Key solutions to raise the grades:

1. increase federal leadership in infrastructure to address the crisis.2. promote sustainability and resilience in infrastructure to protect the natural environment and withstand natural and manmade hazards.3. develop national, regional, and state infrastructure plans that complement a national vision and focus on system-wide results.4. Address life-cycle costs and ongoing maintenance to meet the needs of current and future users.5. increase and improve infrastructure investment from all stakeholders.

Now is the time to act!Our nation faces an incredible opportunity not only to improve the condition of the nation’s infrastructure, but to contribute to much needed economic relief. ASCE members are strongly urged to contact their federal legislators in support of the infrastructure funding included in the American Recovery and Reinvestment Act. Please share the findings of the Report Card with your lawmakers and explain the specific infrastructure needs in your community.
