The allocations for con-sultancy services in thegovernment’s nationalbudget has increased dra-matically.

In the Ministry ofAgriculture and MarineResources the allocationjumped from $30,000 to$320,000, a figureMinister Michael Pintardsaid is still not enough.“We believe that the

$300,000 is not suffi-cient, so we are going togradually each year seekto increase the amount offunding.“There is a wide range

New Rules To Stop HackingAs hacking remains avexing issue for the CivilAviation Authority, indus-try stakeholders and othernational agencies areengaged in a collaborativeeffort to enact additionallegislation and regula-tions, impose harsherenforcement action,increase successful prose-cution of the offendingpilot and implement new

initiatives to educate trav-ellers and pilots about therisk of illegal air charters. The Minister of

Tourism and AviationDionisio D’Aguilar says,“as a component of theremedial actions, theAuthority has moved toend the practice of illegalair charter operationswithin Bahamian air-space. “It has diligently

implemented ‘anti-hack-ing’ initiatives through

awareness campaigns tohighlight the risks oftravelling on illegal air-craft charters; proposedreforms to the civil avia-tion operations; andpushed for strict enforce-ment of civil and crimi-nal proceedings againstillegal charter operators.” He added that the

Authority has imple-mented a number of reg-ulations to help curb thisissue.“All Bahamian per-

sons holding foreignissued licenses will berequired to have thoselicenses converted tolicenses issued by theAuthority for the solepurpose of increased sur-veillance of the personsinvolved. “The Authority will

increase enforcementactivities and willaggressively pursuecriminal and or civilpenalties against all per-sons committing any

activity that is not incompliance withRegulatory requirements. “Those persons who

choose to remain unregu-lated, are engaging incriminal activities.Further, persons facilitat-ing these activities alsoshares culpability. “To reiterate, all pilots

seeking access to restrict-ed areas of the GeneralAviation section of LPIAare now required to be inpossession of a valid

identification badgeissued by the SecurityDepartment of theAirport Authority. “A condition of gain-

ing that badge is that thepilot is properly licensedto operate an aircraft inThe Bahamas,” theTourism Minister said. Minister D’Aguilar

stressed that those pilotswho refuse to becomeregulated will be prose-cuted to the fullest extentof the law.

Augustine’s Collegegraduate of the class of2009, was near comple-tion of his PhD. in psy-chology at Saint Mary’s

University in NovaScotia, Canada.He traveled to Turin to

make a psychology con-ference presentation on

the cruise companies areevidence of increasedconfidence in TheBahamas. Our challengenow is to make all theseinvestments work toimprove the opportunitiesfor Bahamians. Andthere are many, manyopportunities that I amnot convinced we arefully exploiting. We mustremember that cruise pas-sengers make 20,000 vis-its to The Bahamas everysingle day, 365 days ofthe year.” Mr. D’Aguilar said the

Aviation Minister said thedevelopments in thecruise industry, comple-mented by public invest-ments in port and airportinfrastructure, willimprove international andnational transport and

distribution channels,safeguard the tremendoustourism assets throughoutthe Family Island desti-nations and provide thecatalyst for increasedlocal investment intourism.“In the two short years

that I have been in thisposition as Minister ofTourism, I have beenoverwhelmed by the mul-titude of opportunities inthe Tourism sector thatare going untapped byBahamians,” Mr.D’Aguilar toldParliamentarians.“I challenge my fellow

this budget period,Bahamasair will see a $9million dollar increasefrom $13.4 million to$22.4 million to pay offsome old bills that wereleft by the previousadministration. “This $9 million

increase will be used tomake principle repay-ments of $6 million plus

help mitigate some of theannual interest costswhich will total approxi-mately $9.5 million forthis year and next year.” “Finally, Bahamasair

plans to spend $12 millionon capital projects in the2019/2020 budget year.” In his contribution to

the budget debate in theHouse of Assembly, Mr.D’Aguilar said, “almost60 per cent or $9.3 millionof that total will be spenton heavy maintenance andengine overhaul, but $1million is planned to facil-itate the move of the com-pany’s headquarters fromits current location which

is a 50 year old buildingstill reeling from damagesinflicted when HurricaneMatthew struck inOctober 2016 to a build-ing complex on BlakeRoad, formerly used byDoctor’s Hospital,” hesaid. He also noted that

Bahamasair’s passengercount continued to growreaching 944,000 peoplein 2019 when comparedto the 853,000 in 2018.The airlines also pro-

jecting that its annual netloss will decrease from$24 million in 2018 to$21.9 million in 2019to$16.9 million in 2020.

However, despite theseincreases the Ministersays Bahamasair stillaverages some 60 per centin load factors annually.“Most airlines, in order

to break even, must oper-ate a load factor closer to80 per cent so Bahamasairwould have to do some-thing seismic to increasepassenger loads by onethird to get that breakevenpoint and the competitionremains very still Mr.Speaker. “US carriers, especial-
