ConSTruCTion of a new Town HaLL
The latest headline news is that the Quebec Government has awarded a major subsidy for constructing a town hall in Ormstown. On June 8th, 2015, Stéphane Billette, MNA for Huntingdon and party whip for the Government of Quebec made the announcement during a press conference at the Ormstown Community Centre on behalf of Pierre Moreau Minister of Affaires municipales et de l’Occupation du territoire, Minister responsible for the Montérégie and MNA for Châteauguay.
The grant will cover 65% of the cost of designing and constructing a building up to a maximum of $1.1 M from the Programme d’infrastructures Québec-Municipalités (PIQM). This grant is intended for the Town Hall only and may not be used for any other projects.
The subsidy makes it possible to construct a building that will benefit all of Ormstown without affecting municipal taxes. The following table explains the maximum cost (it could be less) as well as funding sources for the project.
* $400 000 was received from the Provincial Government in 2000 with the merging of Ormstown and Saint-Malachie d’Ormstown. This amount continues to be invested in a financial institu-tion. Interest generated is allocated to the overall surplus every year. As of July 6, 2015, the interest rate on this investment went up to 1.5% per year.
** The amount will be drawn from the general municipal surplus. Therefore, citizen’s taxes will not be affected.
Furthermore, effective as of occupancy of the new Town Hall, the municipality will no longer be paying rent to a third party, which represents a yearly saving of more than $45 000.

THe faCTS ConCerninG THe ConSeiL inTerMuniCiPaL De TranSPorT (CiT) Du HauT-SainT-LaurenTAt the council meeting in June, a resolution to request withdrawal from the CIT du Haut-Saint-Laurent was adopted and submitted to the Ministry of Transport. The municipality of Ormstown will remain a member of the CIT until at least December 31, 2015. Because the request to withdraw must be approved by the ministry, the actual withdrawal date could be postponed to a later date in 2016.
Currently, the municipality contributes up to $125 000 per year to the CIT for a small number of users.
The municipalities of Très-Saint-Sacrement, Howick and Ormstown are looking to fi nd solutions and are currently working together with the aim to offer a system of public transportation that will respond better to citizens in particular by designing routes that are more adapted to the needs of commuters, students and other travelers in the Haut-Saint-Laurent.
