Steve Isakson: What is your position on fracking?It would have to be taken on a case-by-case basis, but generally I am very cautious about the use of Fracking. Energy is required to extract the oil. In one case, it cost six barrels of to get seven barrels of oil. That adds disproportionally to greenhouse gases and global warming. It does endanger local water supplies. There is evidence of contributing to small tremors.

There may be areas where this activity is reasonable with little danger, but I do not believe it is worth the risks here on the central coast of San Luis Obispo and Santa Barbara counties.

How do you think Banks should be regulated in the best interest of the American people?The Banks have proven “too big to fail” and have been given policies that best serve the stockholders at the cost of the American tax payer. There is a very good chance the bailouts (which still have liabilities associated with them) will have major economic impact on the public.

The Banks have become a major piece in the economic cycle and not just a place to hold money. There junction has much more to do with investments and stocks hen traditional banking. Yes I do believe the Banks should be regulated for the benefit of the people rather than simply to maximize shareholder profits.

Justin Fareed: What is your position on fracking? I support a balanced approach to the issues surrounding our energy sector, one that promotes energy independence and innovation. The Central Coast has been blessed with an abundance of resources that allow us to secure our own industries and innovators who lead the way to a more decarbonized future. New technologies continue to rise everyday that open the door to environmentally responsible solutions to meet our energy demands. Until we perfect these developments, however, we must continue to grow our own economy by responsibly using the renewable resources we have in order to reduce our dependency on foreign oil.How do you think Banks should be regulated in the best interest of the American people? It is the job of Congress to ensure that we remain free from dominating institutions and government entities. To do this, Congress was given the power to create, amend and reform laws. However, the issue we are currently seeing is that political insiders have failed to reevaluate past policies in order to ensure that they are still working for the people instead of against them. I will advocate to sunset policies, which will require laws and regulations put in place by Congress to be reviewed periodically.

Matt Kokkonen: What is your position on fracking? Energy is nature’s gift to mankind. Nations and societies which have natural sources of energy and which have utilized energy effectively have the highest standards of living. America is blessed with enormous resources of specifically gas, oil and coal. About 10 years ago, the concern was that the world had reached “peak oil” and was in danger of running out of it before other alternative energy sources had been developed. However, some innovative technologies were developed to permit the extraction of oil and gas from the enormous Bakken shale deposits, buried two miles deep, by use of fracking and

horizontal drilling. This extraction of energy has changed the equation completely. Transportation

costs all over the world have been lowered. Shale gas production and use is reducing carbon emissions. World poverty is reduced. Food, heating manufacturing and production costs are slashed. Europe won’t be under Russia’s threat anymore. These are good things.

How do you think Banks should be regulated in the best interest of the American people?For banks, as well as other job creating businesses, efforts to comply with the multitudes and ever increasing regulations cost tremendous amounts of other valuable resources. While the intent of the regulation may be good and noble—striving for equal opportunity and consumer protection—the practice of the regulation has little impact.

The regulations are so extensive and complicated that banks need to hire compliance officers to do their marketing. The Truth in Lending Act gave birth to a list of advertising-specific requirements that exceeds well over 4,500 words. Banks are even micro-managed by regulators on the images they can use for marketing or to advertise a credit card or a mortgage, or even use of the term “introductory.” Consequently, in addition to the compliance officers, they need advertisement specialists.Our regulatory machinery is out of control for all businesses, not only for banks.

Salud Carbajal: What is your position on fracking? The Central Coast is home to some of the most diverse and beautiful places in the world. In Congress, I will continue to say no to any new Fracking and offshore drilling and instead encourage us to move toward cleaner energy solutions that help create new jobs, like we did with the solar power facilities in the Cuyama Valley and on the Carrizo Plain.

I am proud to have served on President Obama’s task force on climate change to come up with a range of sustainable solutions to be implemented at the state and local levels and to have the Sierra Club’s endorsement. I will fight to protect our Central Coast’s environment and renew our investments in clean energy sources, so that future generations have the opportunity to enjoy these open spaces in our region.

How do you think Banks should be regulated in the best interest of the American people?We need to close the carried interest loophole that allows hedge funds, private equity firms and venture capitalists to avoid billions of dollars in taxes each year. Wealthy corporations are given too many allowances in a country where we have some of the worst income inequality in the world.

We must also simultaneously work to expand tax cuts for small businesses and entrepreneurs to help them grow and hire new workers. I will work in Congress to expand opportunities for working and middle class Central Coast families who deserve opportunities for economic growth and success.

Benjamin Lucas: What is your position on fracking?I do not support fracking in district 24.

How do you think Banks should be regulated in the best interest of the American people?I would support reinstatement of the 1933 Glass-Steagall act.

William “Bill” Ostrander: What is your position on fracking?A response to fracking has to be put into the larger context of our dependence on fossil fuels, which, is an outdated 20th century technology. An energy source which is causing irreparable and catastrophic harm through climate change around the world, including the central coast, which is at the epicenter of our present five year drought. On it’s own, research has shown that fracking is causing seismic events due to shifting pressures. Within the central and eastern United States, the number of earthquakes has increased dramatically over the past few years. Between the years 1973–2008, there was an average of 21 earthquakes of magnitude three (M3) and larger in the central and eastern United States. In 2014, alone, there were 659 M3 and larger earthquakes. As if that isn’t bad enough, the EPA confirmed what communities living with fracking have known for years: fracking pollutes drinking water.

The long term cost of fracking is being externalized at great harm to our environment and our citizens.

How do you think Banks should be regulated in the best interest of the American people? The Dodd-Frank Bill has done a lot to reign in risky bank behaviors. Unfortunately, money in politics has enabled banks to use their tremendous resources to leverage representatives to water down more stringent requirements for things like emergency plans, and have altogether reversed key portions of the Dodd-Frank bill.

Regulations favor the mega-banks and we need to revise our safeguards to have tiered regulations for small community banks and credit unions which can’t spread their operation costs and requirements over millions of customers. We should also be re-investing in Postal banks which serve poor communities that are preyed upon by payday loan companies that charge very high rates on loans and make paying bills much more challenging for low income Americans. It’s unlikely that we will ever get Glass Steagall type legislation again but it is noteworthy that during it’s time we had virtually no bank instability.

Helene Schneider: What is your position on fracking?The increasing use of fracking all across America poses a potential very serious threat and lasting danger to our environment, from polluting our air and groundwater to increasing seismic activity and intensifying the impact of climate change. That’s why Congress should vote to ban fracking and also increase investments in domestic clean and renewable energy technologies that enhance America’s energy security and create local jobs.

How do you think Banks should be regulated in the best interest of the American people?The “Too Big To Fail” policy towards big banks has been failing the American people. We must create legislation that regulates the large Wall Street banks and holds them accountable. The Federal Reserve needs to work in the best interest of the people, not the special interests of big banks by providing stricter oversight. In Congress, I will defend Glass-Steagall as well as impose taxes on risky Wall Street behavior and further regulate bonuses to big bank executives who take senior level government jobs.

John Uebersax: What is your position on fracking? Fracking is an important issue, but not as important as US wars and militarism. Overall I’m skeptical about fracking, because I’m not sure it’s necessary, and because over-reliance on fossil fuels is contributing to the extremely serious problem of global warming. On the other hand, domestic oil production helps to keep us from being drawn into wars in the Middle East.

A compromise solution would be to continue fracking but on a limited basis, being careful about locations and methods to minimize adverse environmental impact. Nevertheless, fracking was supposed to lead to lower oil and gas prices and an improved economy. The

latter, at least, hasn’t happened. Therefore I would prefer to err on the side of caution here.

How do you think Banks should be regulated in the best interest of the American people?Bank reform is an important issue, but not as important as US wars and militarism. I agree with Bernie Sanders that too-big-to-fail banks are a threat to democracy. We should restore the Glass-Steagall Act provisions that separate savings and investment banks. We also need to audit the Federal Reserve System.
