Language Pathologist for the Delavan-Darien school district
as well as a long-time volunteer and Board member
at VIP Services.
In the beginning, JoAnne thought she'd be teaching a
current events class to clients but it turns out, "I've learned
more from them than they have from me." Pennie, a VIP Client at
What's Up?
JoAnne Tully begins each class by sharing what's been happening in the community as well as encouraging participants to talk about events that have piqued their interest. Based on a book club style format, she describes the class as a "conversation with friends."
The purpose of the group is to provide an opportunity to discuss local events and help people be more aware and involved in their communities. The group meets one hour per week over the course of four weeks. It’s a welcoming and inclusive place for adults with disabilities to learn about, discuss, and address the social and community happenings most important to them.
The conversations each week encourage clients to share their own opinions as well as learn more about a topic. For example, one class focused on the Hwy. 50 road construction through Delavan and its effect on businesses and local traffic patterns. The participants discussed how they were personally impacted by the road closures when traveling in and around the construction areas.
Group participants also have the opportunity to improve their communication and interaction skills in an inclusive environment. They listen to others, have a willingness to be a part of the discussion, participate in the group independently and are respectful of others’ views and opinions. JoAnne's only rule? “No politics! Otherwise everything else is up for discussion."

From the Executive Director's DeskWith continued implementation of the Workforce Innovation and Opportunity Act (WIOWA) at the state level, and updates to the Medicaid Home and Community Based Settings Rule, things are rapidly changing. Of particular significance, on March 28, 2018 Governor Walker signed the Employment First Bill into law, making Wisconsin the 33rd Employment First state in the nation. Employment First is a national movement centered on the premise that all citizens, including individuals with complex disabilities, are capable of full participation in integrated employment and community life.
The law requires state agencies including the Department of Public Instruction (DPI), Department of Health Services (DHS), and Division of Vocational Rehabilitation (DVR) to jointly plan and collaborate to set Competitive Integrated Employment as their priority policy. However, the law specifically does not limit an individual’s access to or choice of allowable services including prevocational services.
Making a difference at VIPVolunteers
Volunteers are truly the backbone of VIP; people we need, trust and value. Who are VIP Volunteers? Our Board members, corporate volunteers, school activity volunteers, community members and VIP Ambassadors. In 2017, VIP volunteers completed an incredible 1,771 hours of service!

Over 200 clients, business representatives, family members and guests convened at Evergreen Country Club for the VIP Services Recognition Dinner in February. The event celebrated our 2017 monthly Individual Achievement Award recipients along with our Partners of the Year. Recognized were Southern Lakes Newspapers, LLC as the Community Partner of the Year, Continental Corporation as the Employer of the Year and Chaney Instrument Company as the Business Partner of the Year. Decorations were provided by Wishing Well Florist of Elkhorn.

Grant Awarded
"Partners with Business" InitiativeVIP Services recently received a grant from the Wisconsin Board for People with Developmental Disabilities (BPDD). Grants were awarded to seven school districts and service providers to work with local businesses to hire and support workers with disabilities.
The “Partners with Business” initiative was signed into law this spring and is based on a successful, cost-effective strategy from BPDD’s "Let’s Get to Work" youth employment project that shows businesses how co-workers can provide supports to employees with disabilities on the job.
Cindy Simonsen, Executive Director at VIP Services, says the Partners with Business model will be beneficial because “the efficiency of having on-site, co-worker involvement will lead to better employment outcomes.”

Spotlight on Community Employment
Matt Church: A Self-Determined LifeMatt Church has worked part-time at Camp Timber-lee Christian Center in East Troy since graduating from high school. For the past eight years, he's been on their kitchen staff prepping food for thousands of campers and groups the camp hosts each year. Finding that first job wasn’t an easy road as he and his family found that navigating the world of adult services was filled with continuing challenges for a person with a disability.
Eventually Matt and his family connected with VIP Services and he started working with Job Development Specialist, Sherri Harmon. Sherri helped Matt hone in on his strengths and put together a resume. He interviewed at Timber-lee with Dean Hamilton, Food Services Director, for a dish washing position in their kitchen. Matt was hired and then teamed up with another staff person to ensure proper training as well as received additional job coaching from Sherri. It wasn’t long before Matt was working independently and asked for more job responsibilities. Dean agreed and trained Matt to do basic food preparation and some cooking in addition to his dish washing duties.
However, Matt’s life is not all about work. In 2012, he became a VIP Services Ambassador. His training as an Ambassador has also helped him to take steps towards being more Self-Determined. Being Self-Determined means making informed choices, a responsibility that Matt has embraced. He regularly attends the Self-Determination Conference sponsored by the Wisconsin Board for People with Developmental Disabilities. Matt notes, “I have definitely learned about the importance of speaking up for myself.”
Matt continues to look for the “perfect” full-time job in the community. In addition to working at Timber-lee, he also works in the kitchen at YMCA Camp Edwards in East Troy. A few years ago, Matt took the initiative and got his driver's license, which gives him more independence when it comes to employment. To add to his busy life, Matt is also an avid stock car racing fan and volunteer with Ryan Farrell Racing.

Through the Wisconsin Board for People with Developmental Disabilities, "Take Your Legislator to Work" program, legislators visit employees and students having their first community work experience. They see how people with disabilities contribute to the local economy. They meet employers who say their business is better because they employ a person with a disability.
Rep. August says, “Spending the day at Camp Timber-lee with Matt Church was a great experience. His tenacity and enthusiasm are contagious. It was both an honor and a pleasure getting to know him. "
Matt says, “My whole life has led me to where I am today. I have learned from watching my parents fight the system on my behalf. I have learned about what it takes to be a good worker from my VIP job coaches. I have had the opportunity to learn to speak up for myself as an Ambassador. And, I have been able to attend things like the Self-Determination Conference. All of these things together have given me a great handle on the exciting future that lies ahead for me.”

More than 120 bowlers participated in VIP Services’ 10th Annual Bowl-a-thon Fundraiser at Delavan Lanes on Saturday, March 3rd. Bowlers, along with event sponsors, raised almost $17,000 to support programs and services for people with disabilities. The Bowl-a-thon is one of our most popular annual activities, bringing together clients, family members and the broader community for an afternoon of fun and fellowship. The summer cookout and festivities were once again in full swing with this beloved VIP tradition. Beautiful weather added to the fun which included Frisbee golf, board games, bingo, a "far out" themed photo booth and of course, a 70's themed disco dance!
To get ready for the cookout, we made tie-dye t-shirts in every color and style. Making the shirts was an interactive fine motor activity for promoting hand strength and coordination. Plus it gave everyone a chance to show off their super groovy t-shirts!
A huge THANK YOU to all of our staff and volunteers with special thanks to Beth Shodeen and Joanie Quick, along with grill master Jon Kasnick from the End Zone Bar & Grill in Delavan for providing and preparing the delicious lunch!
“My Hero” is a project through a partnership with Elkhorn Area High School's AVID Program and VIP Services. Over the course of three weeks, clients and students discussed their personal heroes and what qualities those heroes have along with what they would like to say to their heroes.
The activity provided an opportunity for clients to work on their social, writing and time management skills. The students then reflected on the experience sharing that it pushed them outside of their comfort zones, realizing “people just want humanity. People with disabilities, want to be treated the same as anyone else…listen and talk with them about their day and ask about their story and background.”
Marie Barnhart, Student Advisor says, "Our time at VIP was truly life-changing for all of us. What the kids and I learned is not something they can get in the classroom or from a text book. The experience was invaluable. We really look forward to partnering with VIP again in the fall for the next phase of this partership!"

VIP Services' Rest Area Maintenance (RAM) program was recently honored for their dedication and service to the community. Lt. Governor Rebecca Kleefisch recognized the 30-year anniversary of the program.
RAM provides facility maintenance for state-owned rest areas in Walworth and Rock counties, as well as a Safety Weight Enforcement Facility in Dane County. VIP Services' RAM Crew also maintains the Genoa City Park and Ride site and the state welcome sign adjacent to the Illinois border.

The 20th Annual VIP Golf Outing in June, presented by Kikkoman Foods, Inc. and the Kikkoman Foods Foundation, Course sponsor Aldridge Electric, Awards Dinner sponsor Tankcraft Corporation/Plasticraft Corporation and Lunch sponsor MPC, Inc., was a wonderful success NETTING MORE THAN $120,000! Funds raised support programs and services for more than 300 people with disabilities we serve each year.
Welcoming the golfers to the magnificent course at Big Foot Country Club in Fontana was event Co-Chair Cherie Ackman. The day concluded with a program and special remarks by Executive Director Cindy Simonsen and Board President Ed Scaro. Funds were raised through sponsorships, participant entry fees, a wine pull, raffle ticket sales and auctions. The loud auction featured a "program fund" for our new county-wide therapeutic recreation program, Rec Connect (see page 8 for more details about the program).

Top area restaurants generously donate hearty samples of their signature fare while attendees are entertained by local high school choirs and jazz bands. Funds raised benefit New Beginnings: Domestic Violence Shelter Build Campaign, Lakeland Animal Shelter, VIP Services and area high school music programs.
