Video-telephony is the entrance card to3G, and there is video–conferencing, -messaging and -streaming. With 3.5G andHSDPA high quality movie and TV stream-ing becomes reality on mobile devices.And IPTV is the key to the new BroadbandHome. Again, we are talking contentbased business models. And this time cus-tomer’s QoS expectations have beenadjusted higher-than-average by stable TVreception and DVD home cinema stan-dards. OPTICOM’s family of testing algo-rithms provides PEVQ, the perceptual eval-uation of video quality. First premiered atthe 3GSM 2005 congress in Cannes, OPTI-COM just released a major technologyupdate to PEVQ™, the industry counterpart

for video testing complementing PESQ andPEAQ. PEVQ builds on earlier develop-ments of KPN Research, the developersbehind PSQM and PESQ, and has been fur-ther advanced by OPTICOM for low bit-rate 3G formats (CIF and QCIF) togetherwith leading industry and university part-ners. PEVQ is OPTICOM’s proposed candi-date for standardization of a FR (full refer-ence) video model within VQEG (the VideoQuality Experts Group), which is in theprocess of starting verification tests forfuture standardization. While MOSundoubtedly is again the key KPI figure forperceived picture quality, a number of tra-ditional (unweighted) KPIs like e.g. Blur,Blockiness, Jerkiness, Delay and PSNR are

Voice telephony still being the core basisfor wireless 3G and Quadruple-Play servic-es, the range today includes voice-confer-encing, -messaging and PTT services. Theissue of listening quality (‘How do I per-ceive the other party’s voice!?’) is comple-mented more and more by talking qualityaspects (The talker’s own voice soundingdistorted with significant echo) and con-

versational quality limits with two or moreparties interacting. New subjective andobjective metrics to tackle Talking andConversational Quality are currently underdevelopment within the ITU-T, whereas forListening Quality metrics are already wellestablished:

OPTICOM, as the sole vendor in 1996 orig-inally introduced PSQM, the first objectivelistening quality MOS measurement rec-ommended by the ITU as P.861. PESQ –today’s state-of-the-art MOS scoring algo-rithm is available since 2001 from OPTI-COM and builds on an advanced PSQM-like core. Advanced PESQ OEM versionsfor various platforms have been devised byOPTICOM since then. The latest comple-ment is P.862.2, a recent extension for theassessment of wide-band speech trans-missions. Besides the MOS value, a num-ber of supplementing KPIs are provided,like measurement of (variable) delay andseparately calculated values for speechactive and silence parts, thus giving usefulindications for cause analysis on an expertlevel. In 2007 the telecom industry will seenew technologies like IMS being rapid-ly deployed, while at the same timeprices for fast Internet access onmobile devices are dropping at thesame pace. These market realities putstrong pressure on standardisationbodies like the ITU to develop newmethods for the assessment of multi-media quality. As far as video quality isconcerned, standardisation is expectedto last at least until late 2008, and thisis already an optimistic view.

The good news is that nobody has towait that long, since OPTICOM isalready there and offers PEVQ today.PEVQ does significantly exceed theVQEG requirements for a multimediametric in many aspects which areimportant for real life applications.

At the same time, the ITU is reacting tothe market needs and starts workingon new recommendations for multime-dia streaming (P.NAMS), conversation-al voice quality (P.CQO) and an exten-sion for PESQ (P.OLQA). None of thesewill, however, be finalized within ashort term. Needless to say, that OPTI-COM is pushing the work by providingsolutions for all of these applicationsalready today.

While strongly being committed to theinternational standardisation, we alsosee the clear need of the industry tomeet the challenge of the new mobileand broadcast environment. We there-fore offer our full range of measure-ment algorithms just-in-time today –long before the standardization will becompleted.

The cellular network measurement toolQVoice from the Swiss company Ascom isused by more than 170 cellular operatorsworldwide, in more than60 countries. QVoiceuses the video algorithmPEVQ from OPTICOM forits video telephony testing and the algo-rithm delivers very accurate video MOSand other results. PEVQ takes as inputthe video signal electronically captured byQVoice, and gives results online. Thiscapability enables the cellular operators toaccess/benchmark their network and serv-ice performance, and pin-point all the rel-evant issues in loading, performance andsubscriber experience.

In addition to the Video MOS, some othervideo metrics like blockiness, jerkiness,blur, PSNR and so on are also delivered byPEVQ. Video quality results are evaluatedon the Symphony equipment itself. Thisallows an online view of the results during

drive tests and a very compact format ofthe measurement data. There is also thepossibility of live recording the full video

sequences of poor qual-ity for further examina-tion with the post-pro-cessing tools.

South African based ATIOCorporation, a leadingprovider of service qualitytesting for mobile operatorsand service providers, has

announced the implementation ofOPTICOM’s P.862 license solution in itsQoS product range. This includes the ATIOUniversal Autonomous Network Tester(“UANT”) and the ATIOScript network testsolution. P3 Solutions’ DSQM stands for DistributedSensor Quality Monitoring and allows fordistributed Quality of Service measurementsconsisting of an unlimited number of clients.These clients are standard smart phonesbased on the Symbian operating system.Running the DSQM client software thesmart phones are centrally administered andconfigured to for example monitor normaluser behaviour, question users about per-ceived quality or autonomously performquality measurements of voice, messagingor data services.

Via web, bluetooth or memory card aninstaller is once distributed onto the partici-pating clients to automatically install theneeded software modules depending on therequested feature set. The DSQM clientsoftware running on the terminal operatesin the background largely unnoticeable tothe user and can centrally be configured andupdated.

The software continuously contacts theDSQM server via GPRS/UMTS to uploadmeasurement data or to download newmeasurement profiles and software

On the one hand the user behavior can beevaluated through logging the kind of servic-es used (speech, messaging and data) sup-plemented by time and position information(MONITORING MODE). This can be extend-ed through evaluating the perceived qualityof service (PQoS) in presenting a contextspecific questionnaire about the used serv-ice on the terminal display (QUESTION-NAIRE MODE). Alternatively or in addition,voice and data services can be measuredaccording to predefined Key PerformanceIndicators (KPI) during the regular serviceusage, e.g. OPTICOM’s PESQ [ITU-T P.862]voice quality or data rate. Furthermore,autonomous measurements of voice, mes-saging or data services with a highly sophis-ticated campaign scheduling with queue arepossible as well (AUTONOMOUS MODE).
