The Office of the United States Trade Representative (USTR) issues an annual "Special 301 Out-of-Cycle Review of Notorious Markets" report and associated "Priority Watch List" which together spotlight Internet and physical markets that "exemplify key challenges in the global struggle against piracy and counterfeiting." Each year, public comments are invited, generally to nominate venues of alleged illicit trade for the next report, or to respond to such nominations. As part of the comment cycle for the 2012 report, the Russian Facebook equivalent VKontakte, which was one of the venues named in the February 2011 report as a haven for copyright infringement, submitted this letter of objection.
