    ISSUE #18

    APRIL 24, 2015

    Principals Message

    Classroom Placement

During the spring of each year, a process is begun to place children intoclasses for the following school year. The goal of the process is to developbalanced classes of children. That balance includes: total number andgender in each room; consideration of each childs learning style and level ofachievement; particular emotional, social, and physical learning needs; andinterpersonal dynamics among children.

To facilitate this process, a committee comprised of current grade levelteachers, the principal, special education and special area teachers willmeet to give input regarding each childs placement for the following year. The purpose of this collaborative effort is to choose a good placement forevery one of our students. Preliminary class lists are developed with noteacher assignment. Information regarding classroom assignments will bemailed to families in August to accommodate summer enrollment andwithdrawals.

Another dimension of the process is consideration of parent input. If there isanything about your childs needs that you would like us to consider in theplacement process, please let us know by returning the form included laterin this newsletter. Please do not request a specific teacher. The placementcommittee will consider parental input carefully before making decisions. Allparent input is reviewed by those participating in the placement process.

That is why it is best to provide as much specific information as possible onthe parent input form. If you would like your ideas included in the process, please complete the attached form and return it to the school office by May8, 2015. Completion of the form is optional; it is simply a communicationtool for those who wish to use it.

If you have any questions regarding the placement process, please feel freeto contact me or your childs teacher.

The Plan A Copay Gold medical planis currently covered by the districts contribution tobenefits for full-time eligible employees. For the 2015-2016 school year there will be an 11% increase to thisplans premium rate. The district contributionnecessary per full-time qualified employee will increasefrom $4,200 to $4,644. The administrativerecommendation was to continue to pay for the full cost

of the employee only Plan A Copay Gold plan.

Dental plan rates for Employer Dental Services willincrease by 3%, and Delta Dental rates will remain thesame.

The rates for SightCare services will remainunchanged.

Other benefits under the CFSD cafeteria plan that willcontinue to be offered at the same premium rate as thisyears are Basic and Voluntary Employee andDependent Life Insurance, Voluntary Short-Term

    Administrative Fiscal Year 2015-2016 Maintenance

    and Operations (M&O) Budget Proposal

Superintendent Kamerzell presented the administrativebudget proposal for the FY16 Maintenance andOperations Budget. She reviewed revenue andexpenditure planning assumptions and presented anat-a-glance budget summary of revenues andexpenditures that highlighted anticipated changes tolarge budget categories.

Dr. Kamerzell reported that five (5) state fundingadjustments will occur for 2015-2016 that will net adecrease in revenue for CFSD.

The proposed budget sustains program offerings forstudents and maintains the current staffing formula thatdefines student-to-teacher ratio. The proposalreallocates funds from multiple areas of the budget inorder to fund a modest increase to employeecompensation, support contractual cost increases foroutsourced services (e.g., student transportation, foodservice, groundskeeping, custodial), and pay for aNovember bond/capital election. There are also amyriad of other adjustments to expenses bothpositive and negative that are required each year.

Dr. Kamerzell cautioned that this budget proposalspends down reserves and that without an increase inrevenue next year, we will face difficult decisions aboutnecessary expenditure cuts in 2016-2017 that may

negatively affect student programs and services.
