The section of the code which we fall under states that we are to be exclusively a social club, organized and operated for the pleasure and recreation of our members. The specific purposes of the club are: 1) to unite in the effort of solving local, county and- statewide problems pertaining to the protection and propagation of fish and game and other natural resources in our area; 2) the conservation of our natural resources through the promotion and fostering of good public sentiment for better fish, game and forest management; 3) The encouragement of organized shooting activities among adult and junior members and the general public, so as to provide a better knowledge of safe handling and the proper use and care of firearms; and, 4) to take lawful steps to bring into effect those measures deemed to be in the interest of member sportsmen. The next GENERAL MEETING will be THURSDAY, AUGUST 8, 2019, at 7:00 PM. Meetings are held on the second Thursday of the month and are open to all club members. New members are encouraged to attend the meetings to become more informed and more active in the club activities. Members are invited to bring a guest to introduce to the Visalia Sportsmen’s Association. The club is located just north of downtown Visalia at 536 E. At the JULY 11 general meeting:

Kevin George, winner of the Tulare County 4-H Match held at our range was present at the meeting. Kevin

won the match with a score of 399! The final match had 40 shots for a possible score of 400. Kevin had 39 shots

More from the JULY meeting:

July 1st saw the implementation of the California Ammo registration law. Ammo buyers over 21 years will

need to show their California identification when purchasing or receiving ammo. If you bought a firearm in the

last ten years and your address matches the ID, your ammo purchase should proceed without any delay (instant

check). If you are currently in the “system”, buyers will need to pay a one dollar fee per transaction. That

transaction can be of mixed brands, calibers, and bullet types, with no limits on quantity. Buyers not in the

“system” will need to pay a one-time $19 fee. You do not have to have a special license or permit to purchase

ammo. All ammo purchases need to be processed through a licensed dealer. Each product SKU (model/part

number) will be recorded by the dealer.

From the July 16 board meeting:

Russ is working with the range committee to determine a date to close the range so the concrete target frame

holders can be made. A quote for electrical parts and supplies, $1,654.91, was received for planned upgrades for

the range. RSOs are reminded to get out of the blockhouse and “walk the line” to observe the shooting benches

and tables. Also, the microphone and lights can be used from the outside of the blockhouse window.

Board members are looking into the feasibility of making an offer to purchase property near the club house.

And lastly, the board has contacted an attorney to determine the requirements and responsibilities to establish a

charitable (501(c)(3) foundation.

Board members agreed that a review of the monthly club meeting drawing costs and income for the guns was

needed. Previously, it was decided to have a $500 cap on the cost of the drawing item.

HUNTER SAFETY EDUCATION CLASS: The LAST class of the year will be Saturday, August 3rd.

Registration is on-line only at: https://www.register-ed.com/programs/california/160/page:2. After registering for

the class, pick up your study book at Smokin’ Barrel Firearms. The last class will be fully booked in no time!

FREE: Bench Rest shooting clinic, Thursday, August 29, at the range from 9 am to 12 noon. This FREE class

will introduce new and past participants to the disciplined art of accurate shooting. The class will be small group

instruction. Everyone will get to shoot and class members will observe each other’s shooting and techniques

guided by Joe Stanovich. Please call to hold your place in class. Joe can be reached at 714-478-3473, or call

Rick at 559-740-8026. Each participant will shoot several rounds through a specialized rifle with individual

instruction on Bench Rest skills.

LET’S GO FISHING – Santa Barbara, Saturday, August 10th Only a few spots remain open! We want to get 30 people on the Stardust. Everyone wants to know who will

land the biggest and the most fish! Only $100 per person for this all day exclusive VSA charter. The Stardust is

one of the best boats on the west coast! Rental gear is available, no experience necessary. Need help with your

bait? No problem. You won’t be cleaning your own fish either! Bring your coolers to transport your filets back

home. Get your money in to Marty ASAP so we can fill the boat. We don’t want to leave you at home “wishing

LADIES’ NIGHT AT THE RANGE Ladies’ night will be twice a month on the 1

st and 3

rd Wednesday of each month (AUGUST 7 & 21) from

5:00pm to 8:00 pm. RSOs will be on duty from 5 pm to 8 pm (or until dusk) for women and girls to shoot and

share hints and tips with each other. Some things to remember: there is NO charge to shoot and you do NOT need

to be a member, so please tell your female friends, family and co-workers. Bring your own guns and ammo along

with eye and ear protection (some loaner eye and ear protection may be available). You can bring your own

targets, or buy some at the range.

NRA INSTRUCTOR CCW COURSE: Sunday, August 18, 2019 6:00 AM-10:00 PM, San Luis Obispo, CA.

This is a combo class which incorporates the NRA Basic CCW class (08/17), and the NRA Instructor CCW class

(08/18). All instructor candidates (IC) MUST sign up for both classes. FTI will vet all IC's to ensure they meet the

requirements of these classes. The prerequisites for the instructor class are: (1) Completed and passed Basic

Instructor Training (BIT) within the previous 24 months, (2) Be a current, experienced, and active NRA Basic

Pistol Instructor, (3) Complete and pass the NRA Basic CCW class. Cost for both classes is $550.00, not

including required range fees, ammunition, and personal equipment. Registered Candidates will receive a PayPal

CLUB SPONSORED CCW CLASS: (August 5th

As part of your membership in VSA, the once-a-month CCW classes at the clubhouse are FREE! You do not

have to call first, just have proof of your VSA membership in good standing (yellow receipt or membership card).

Membership applications, renewals, or membership payments will not be accepted at the class.

Wade Roberts will normally hold the CCW class at the clubhouse the first Monday AND Tuesday of each

month, 5PM to 9PM. Non-members incur a fee of $80 for an initial permit class (8 hours) and $40 for a renewal

class (4 hours). Renewal classes can be attended on either Monday or Tuesday, and initial CCW application

classes can be attended across months – Monday one month, and Tuesday the next month, for example.

Everyone attending the class will also have to qualify with their permit pistols by shooting at the range. Non-

members will incur a range use fee of $20, while members have range privileges already. You must qualify with

each pistol on your permit. If you cannot qualify on the designated day, non-members pay a $20 range fee and a

$20 qualification fee, while VSA members pay a $10 qualification fee.

The CCW Instruction and Qualification Certificate are good for six months for initial application or renewal,

so you can plan ahead and have plenty of time. Don’t wait, get your CCW or renew it!

Rules for minors and handgun shooting – *No minors under the age of ten (10) years old will be allowed to fire

a handgun. *Minors between the ages of ten (10) and twelve (12) are only allowed to shoot a rim-fire handgun.

*Minors between the ages of thirteen (13) and eighteen (18) will be allowed to shoot a center-fire handgun.

*ALL minors between the ages of 10 and 18 are required to have an adult within arm’s length while firing a

handgun. *RSOs and members: First time minors with their family/guardian/responsible adult requesting to shoot

a handgun will be required to have direct RSO observation. (Jan 2013)
