Digital Revolution:transition from "paper, direct" education to "digital, distant" education

• Contribution of the Internet economy in Russia's GDP in 2015 will increase more than twice: from 1,6% percent of GDP in 2009 to 3,7% of GDP in 2015 (Boston Consulting Group).

• The number of Internet users in Russia in 2011reached 70 mln. people, growth during the year 5,4% (Ministry of Communications of the Russian Federation)

• In 2009 the world market for distance education was $27,1 billion. Forecast for 2014 - $49,6 billion in growth rate - 12% per year (Ambient Insight).

• In 2007 77% of European universities were ready for of electronic learning, for 65% of high schools development of e-learning is a key priority (European Commission for Education and Culture)

REPERCUSSION:

Russian law - implementation of the Federal Law from May 8, 2010, N 83-FL

The introduction “normative per capita” financing - implementation of elements of market selection in the budget process

Funding for universities will be carried out in accordance with the state task to fulfill the basic types of work and rendering educational services.Calculated base capitation - the minimum value of the budget of educational services to the reference numbers of students taking the next academic year.Deteriorating situation of the leading

universities that receive funding per student is twice more than an average in Russia

The complexity of budget planning. The state does not know how many students come to the leading and technical colleges, and, respectively, can not accurately plan for the education budget

Weak regional universities would not be able to attract a stable government funding

Significantly reduced range of fee-paying students at  natural science  and engineering areas
