and my dear students, it gives me immense pleasure and satisfaction to place before you all the annual

report of our college for the academic year 2019-2020.

The college reopened for the current academic year on 13th August 2019. In addition to the

lectures, the college had in its calendar of events lots of extra curricular activities such as selection of the

college representatives, Sports, Debate, Moot Courts, Special Lectures, Cultural Activities etc.

FORMATION OF COLLEGE STUDENT COUNCIL:

For forming the college students’ council for the academic year 2019-2020 in conformity with

guiding rules of the Karnataka State Law University, a selection committee of all the staff members was

constituted and the committee recommended the names of the deserving students. The principal

nominated the students and the following students constituted the students council for the year 2019-

2020.

WELCOME FUNCTION:

All the students of II and III LL.B. arranged a function to welcome their new junior friends of the

First year LL.B. on 18th October 2019. Well kept up traditions of the college, made the new entrants feel

proud.

ORIENTATION PROGRAMMES:

• One Day Orientation Programme and parents meeting was conducted on 23.08.2019. Shri. N. B.

Kulkarni, District Judge (Rtd.) Hubballi was Chief Guest. Dr. Sharada G. Patil, Principal Presided

over the event. Dr. D. P. Chouri Asst Prof, and Dr. S. M. Hullur Asst. Prof. were the resource

persons and discussed the importance of legal education and career opportunities.

• Sports and Library Orientation programme was conducted. on 27th August 2019 .Dr. Khalid Khan,

Director, Physical Education, KSLU and Shri. B. S. Malwad, Librarian, KLE S`s P.C. Jabin

Science College, Hubballi were the Chief Guests. Dr. Sharada G. Patil, Principal, Shri. Bahubali

B. Kurkuri, Physical Education Director, Shri. Satish Nashipudi, Librarian and all faculty

members were present.

• One Day orientation programme on “Judiciary, Law & Career opportunities” was conducted on

29th February 2020. Shri. S. H. Mittalkod, Rtd. District Judge & Shri.M. M. Naikwadi, Advocate

Dharwad were the resource persons.

• Moot Court orientation programme was conducted on 19th Feb.2020. Miss Nikhita Muchandi,

Alumni was the resource person.

TEACHERS DAY CELEBRATION:

On 5th September 2019 the students had organized a function to honour their beloved teachers which

was a reflection of the age old Guru Shishya Parampare

INAUGURAL FUNCTION:

The inaugural function of our college Union and Gymkhana activities marked the beginning of the

college extracurricular activities. Inauguration of College Union Activities 2019-20 was conducted on

16th September 2019. Shri. Mohan Limbikai, Legal Advisor to Chief Minister, Govt. of Karnataka and

Senior Advocate, Hubballi was the Chief Guest. Shri. S. I. Munavalli, Director, K.L.E. Society, Belagavi

presided.

PROJECT WORK

Project work was undertaken with the financial assistance of National Law School of Indian

University, Bangaluru on Geographical Indications in Dharwad District and empirical study was

conducted by the para legal volunteers of our law college to understand the awareness and the

benefits availed by the various beneficiaries.

WORKSHOP/ SEMINAR/ SYMPOSIUM:

• K.L.E. Society`s G. K. Law College, Hubballi and KLE Institute of Technology, Hubballi jointly

organized Two Days Virtual National Workshop on “Cyber Security and Emerging Data

Protection Regulations in India” on 13th & 14th August 2020 in technological partnership with

Foundation of Data Protection Professionals in India, Bengaluru on Zoom platform.

Shri. R. Dileep, IPS, Commissioner of Police, Hubballi-Dharwad, while inaugurating the

workshop opined that data privacy and police generally do not go hand in hand because police while

digging into the evidence are likely to tamper with the privacy of the public. However after the

emergence of the concept of cyber security and data protection the police are doubly committed to act

with utmost care towards this end. Further, he pointed that though Covid-19 indeed has an overall

adverse impact, yet it has paved way for the world to go more digital. This in turn has led to more

challenges to combat in this digital realm. Though cyber crimes are borderless crimes but still we are

unable to evolve a universal mechanism to investigate the same. Further he observed that Zoom

platform is being used in police department also and even courts are conducting the proceedings on

virtual platform. However some lacuna is being faced while adducing evidence. Hence eminent

lawyers are required to come forward with appropriate suggestions. He hoped this workshop will shed

light over these aspects and ways to combat these emerging challenges in the areas of cyber security.

Sri. Na. Vijayashankar, Chairman, Foundation of Data Protection Professionals in India,

Bengaluru in his keynote address highlighted the importance of virtual meeting in the present era of

pandemic. KLE Law College has widely opted E-educational platform and this workshop is an

indication of its successful momentum and therefore the knowledge empowerment to the society

without profit motive should be strived for. He also stressed that compliance with law should go hand

in hand with implementation of mechanisms affordable to the organization. Dr. Basavaraj S. Anami,

Prinipal, KLE Institute of Technology, Hubballi presided over the function.

Sri. Na. Vijayashankar in the first technical session on Data Protection and Right to Privacy,

opined that India should be self-reliant in respect of data protection and efforts should be made in

imparting knowledge to the public relating to the data protection. This can be positively achieved by

launching certification programmes and secondly by implementation of widely acclaimed

economically favourable mechanisms. He pointed out that Cyber laws and Technology are

intertwined. Therefore the engineering students, forensic persons should co-ordinate with lawyers to

combat the cyber crime issues.

Dr. Pavan kumar C, Asst. Prof. Department of Computer Science & Engg., Indian Institute of

Information Technology, Dharwad, imparted his lecture on the topic “Internet Fundamentals”. He

stated that Asia stands at its peak in digital users. He enlightened in depth on significant aspects like

Internet Registered Structure, Global Policy Co-ordination, Aggregation and Portability, Internet

Protocol, Registration of Domain and Storage etc.

Shri. Nagendra Javagal, IT GRC Manager at Indidge Systems, USA, Bengaluru in the second

technical session on Obligations for Data Processor and rights of Principals starting from the concept

of personal data processing, he emphasized upon the role and obligations of data controller, data

processor and data subjects. He also highlighted the various rights of data subjects ranging from right

to access the personal data, right to erasure, right to data portability, right to restrict etc. Finally the

session was concluded with a remark that accountability in all spheres should be a mandatory criteria

for data processing.

Shri.V. Rajesh Kumar, Group Manager, Privacy and Data Protection Office, Infosys, Bengaluru,

Karnataka, in the second technical session on “Compliance Issues in Data Protection”, discussed

the importance of organizations which process personal data complying with the legal and regulatory

requirements namely law, fairness, transparency and protection. Major issues dealing with

accountability and governance were emphazised upon. The role of Data Protection Officer was

highlighted. Further, he expressed that, Data Protection Bill will answer all the queries pertaining to

these issues. Dr. Sharad G.Joshi, Dean(Academics) and Professor of Civil Engineering, KLEIT,

Hubballi and Dr. Yerriswamy T. Professor & Head, CSE, KLEIT, Hubballi, moderated the

discussions.

In the valedictory programme the Chief Guest, Prof. Dr. C Rajashekhar, Former Dean Faculty of

Law, Karnataka University Dharwad, expressed his views on various issues relating to Cyber Space,

Dr.J.M. Mallikarjunaiah, Principal KLE Society’s Law College, Bangaluru and

Shri.Na.Vijayashankar were the Guests of Honour of the valedictory programme. Dr. Sharada G.Patil

Prinipal KLE Society’s G.K.Law College, Hubballi presided over the function.

More than 1000 Professionals, Government officials, Academicians, Research Scholars, Heads

of institutions (public & private) and students from different parts of the country and few students

from foreign countries have participated and benefitted by this workshop.

During the Covid – 19 period all staff members are regularly conducting online classes, attending

virtual webinars conducted by our sister institutions, other prestigious law firms, associations, colleges,

on variour topics of law such as intellectual property law, ADR, Victim Compensation and Witness

Protection, Cyber Law, Fundamental Rights, Advocacy and Court Craft, International Rivers and

Emerging Legal Challenges, Zoom Security, Copy Right.etc, and maintained academic atmosphere .

SPECIAL LECTURES :

1. Special Lecture on Article 370 of the Indian Constitution was conducted on 05th October 2019 and

Shri. Narayan Yaji, Senior Standing Council, Union of India, Dharwad was the resource person.

2. Special Lecture on Intellectual Property Rights was conducted on 04.03.2020. Smt. Zaheda Mulla,

IP Practitioner & Managing Partner, WinLexis, Bengaluru was resource person.

3. Special lecture on Ganser Syndrome organized on 27th Feb.2020 and Shri Vinit, Staff Nurse , Hubli

was the resourse person.

PERSONALITY DEVELOPMENT PROGRAMME

Personality Development Programme was organized on 25th Feb.2020. Smt. Nanda Hampiholi,

Linguistic Corporate Trainer & NLP Practitioner, Dharwad was resource person.

IQAC INITIATIVE

IQAC Initiative “Training Programme on Communicative Skills in English with Special Emphasis on

BOOK REVIEW/ JUDJEMENT REVIEW/ CLIENT INTERVIEWING/ ESSAY WRITING

COMPETITIONS.

1. Online Essay writing competition on Covid-19 and the Law was conducted our students.on 30th

May 2020. Dr. Devaraj Raichur III Yr secured First place, Mr.Muralidhar Sajjanshetter III Yr secured

Second place and Miss. Ms. Aishwarya Neelakari II Year LL.B secured Third place.

2. Judgment Review Competition was conducted on 17th Feb.2020 for law students. Mrs.Anupama

Akkur of III Yr secured first place, Aishwarya Nilikeri of II Yr of second secured second place and

Padmawati .M.D of III Yr and Abhinandan Hiremath of II Yr secured third place..

NATIONAL SERVICE SCHEME ACTIVITIES ;

- REGULARACTIVITIES -

1. NSS Day was celebrated on 24th September 2019 and Dr. L. C. Mullalli, Professor and NSS

Programme Officer, KLES`s College of Education, Hubballi was the Chief Guest.

2. Mahatma Gandhi and Lal Bahaddur Shastri Jayanti was celebrated on 2nd October 2019 and NSS

volunteers conducted Swacha Abhiyan at KIMS, Hubballi.

3. Maharshi Walmiki Jayanti was celebrated on 24th October 2019.

4. Celebrated Kannada Rajyotsava at our college on 1st November 2019 and staff and students

participated in the programme.

5. Students, NSS Volunteers and staff participated in Anti Liquor rally organized in association with

Anti Liquor Initiative Group, Hubballi on 7th November 2019.

6. Kanakadas Jayathi was celebrated on 15th November 2019 and staff and students participated in

the programme.

7. Constitutional day was celebrated on 26th November 2019.

8. 70th Republic Day was celebrated on 26th January 2020.

9. Inauguration of Yoga University of America Study Circle was conducted at our college on 22nd

February 2020.

10. On the eve of International Women`s Day Special Lecture on “Women empowerment” was

organized on 8th March 2020. Smt. Sujata Patil, Associate Professor, KLES J.G. Commerce

College, Hubballi was resource person.

11. Online Covid -19 Awareness Quiz Competition was organized for all the students and NSS

volunteers on 12th May 2020.

12. Online Health Awareness Programme was conducted on 16th May 2020 by NSS Unit and Dr

Devaraj Raichur was the resource person.

13. 74th Independence Day was celebrated on 15th August 2020.

14. Virtual Campus Yuva Programme for Civic Awareness on Essential Citizenship Values and Life

Skills for youth in association with CMCA was organized on 15th august 2020.. Smt.Geeta

Salimath, Facilitator and M/s Anila Elizabath, Co-facilitator, were the resource persons. M/s

Sunitha B.H. Asst.Prof. Coordinated the event.

15. Sadbhavana Diwas was organized on 20th August 2020.

Apart from these cleanliness and legal awareness programmes were conducted every week in

and around the college campus.

NSS SPECIAL CAMP- 2019-20 - BHANDIWAD VILLAGE,

3rd March 2020 to 9th March 2020

NSS Special Camp Inauguration was held at Bhandiwad Village, Taluka Hubballi.on 3rd March 2020.

Smt. Basavva Bassapur, President, Gram Panchayat Bhandiwad Inaugurated the function. Dr. Rajendra

Hittanagi, Programme Co-ordinator, KSLU, was the Chief Guest and PDO, Secretary & all members of

Bhandiwad village were the Guests.

Environment Protection and Ground water increase programme was conducted at NSS camp, on 4th

March 2020. Shri. B. V. Nadagouda, Rtd. Professor of Geology, Karnataka University, Dharwad was

Chief Guest.

Legal awareness and survey programme relating to registration of birth, death, motor vehicle license,

Marriage registration was conducted on 5th March 2020 and Smt Sunitha B.H. Asst.Prof, and Shri Kiran

Radder, Vice President, Gram Panchayat, Bandiwad Village, were the guests on the occasion.

Free Health Check up camp was organized at NSS camp, on 6th March 2020 by Dr. Akash Kembhavi

and Dr. Anita Kadagad (Kembhavi), Ayurvedic Doctors, Hubballi.

Legal Awareness programme was conducted at NSS camp on 7th March 2020 and . Shri. C. R. Patil,

Shri. Lakshman Alagawadi, Senior Advocates, Hubballi were the Chief Guests.

Women Empowerment programme was conducted at NSS camp on 8th March 2020. Smt. Roopa C.

Dhavalgi, Advocate Hubballi was Chief Guest.

NSS Special Camp closing Ceremony function was conducted on 9th March 2020. Prof. K. S.

Koujalagi, Rtd. Professor, K.L.E. Society`s S. K. Arts College, Hubballi was the Chief Guest. Dr. S. M.

Hullur, Asst. Prof. presided over the function.

LEGAL AID AND LEGAL LITERACY PROGRAMMES:

1. Legal Awareness Programme was conducted on 20th September 2019 for students of Sacred Heart

English Medium School, Hubballi.

2. Legal Awareness Programme on the topic “Cyber Crime and Cyber law in India” to the students

of Vishwabharati Girls High School, Hubballi.was conducted on 24th September 2019.

3. Legal Awareness Programme on the topic “Cyber Crime and Cyber law in India” to the students

of V.C.B. Girls High School, Hubballi.was organized on 24th September 2019.

4. Constitution Day was celebrated in our college & Legal awareness programmes conducted by our

students at various schools and colleges. i.e,, Rotary School, HF Kattimani School, Jeeveshwar

School, Lion School, City High School Hubli. on 26th November 2019.

5. Dr. Sharada G. Patil, Principal, Smt. Swapna Somayaji, Asst. Prof. and Mr. Jeevan Mulloli,

Advocate & Founder, Jeevanshala and our alumni participated as resource persons in Legal

Awareness Programme conducted at KLE Society`s S.K. Arts College, Hubballi by following

staff & students. on 18th February 2020.

6. Legal Awareness Programme was conducted at KLE College of Commerce, BVB Campus,

Vidyanagar, Hubballi. Shri. C. R. Patil, Senior Advocate was the Chief guest on 26th February

2020.

EXPERIENTIAL LEARNING

1. 40 Students along with Staff Shri. Bahubali B. Kurkuri and Prof . Vinutha Kulkarni visited

High Court of Karnataka, Dharwad on 16th and 17th of October 2019.

2. 45 Students along with Shri Bahubali B. Kurkuri and Prof. Swapna Somayagi visited

Hindalga Jail, Belagavi on 23rd October 2019.

ONLINE YOGA TRAINING PROGRAMME

Online Yoga Training Programme for all staff and students of the college was organized from

2nd May 2020 to 2nd June 2020 on every Sunday under the guidance of Mr B.B.Kurkure Physical

Education Director, and Smt Swapna Somayaji, Lecturer and Yoga Trainer.

Alumni meet was conducted on 26th January 2020

Alumni meet & get-together was conducted. on 22nd February 2020. In this meet the distinct alumni
