Dear Editor...I enjoy reading my copy of Serving You and think it an excellent way for people to be kept in touch with the council’s work. I am, however, very disappointed to see in the most recent edition that the word Christmas is hardly mentioned. You use alternative words like “Season’s Greetings” and “Festive Season” instead.

Why are the Council using the official PC method of ‘Season’s Greetings’ instead of ‘Christmas Greetings’ on the front page of the winter edition of ‘Serving You’?

In the whole magazine the word CHRISTMAS appeared no less than 16 times. It is even used on page 15 to say that the roundabout works at Asda will be finished at CHRISTMAS 2015.

Our response:There are many ways in which to wish people a Merry Christmas, and we have tried to include every form within the magazine.

I am a lecturer at South Downs College and currently deliver Skills for Life classes at Leigh Park Learning Centre. Recently a student was given a Fixed Penalty Notice, which led to a most interesting discussion about the council, during which the students expressed many negative views. In an effort to change the perception, I showed them copies of Serving You.

Most of the students could remember receiving a magazine, but very few had even opened it. Once we started to go through the magazine, they were surprised to find how easy it was to understand most of the content, due mainly to the excellent quality of graphics, images and colourful presentation of simple information, which they rated 9/10! The magazine overall they gave 7/10.

Beach Huts

Hayling Island seafront currently has 389 beach huts, most of which are privately owned. Sixty of the huts belong to Havant Borough Council and are largely let out on an annual basis. Some, however, are

available for daily and weekly hiring with a reduced rate

offered to borough residents.

This year’s May Days Arts Trails will be taking place across the borough over two weekends in May.

Visitors will be able to meet local artists and view their work in their homes and studios. Whether you like sculpture, watercolours, glass work or textiles, there is something to delight everyone.

Sounds Alarming Faults can occasionally develop with audible intruder alarms, causing considerable disturbance and distress to local residents.

Under the Environmental Protection Act 1990, the alarm fitted to your house or business premise could be considered a statutory nuisance should it sound for a long time.

If the property owner or any keyholder cannot be traced the Council may obtain legal permission to force entry into the property and

switch off the alarm. We will then recover the cost of this from the owner.

To avoid this please notify us on 023 9244 6019 of at least two keyholders, other than the occupier of the premises, who will be available to attend if called at any time and ensure any alarm is fitted with a cut-out device, to silence it after a maximum period of 20 minutes.

Having a bonfire can cause a number of problems for the environment and for your neighbours, ranging from smelly smoke on fresh washing to aggravating health conditions.

Bonfires can produce the poisonous gas carbon monoxide and other noxious compounds which can have damaging health effects, especially for people who suffer with respiratory problems.

You can take your garden waste to any Household Waste Recycling Centre or allow us to collect it fortnightly from your property. This costs from £40 per year, that’s only £1.60 per collection! See page 16

Both of these options are more environmentally, and neighbour friendly, than burning.

How is your

Council Tax

spent?

Your Council Tax works out at £1,446.30 per year if you live in a Band D house – but what is that money used for?

Most of it is used to pay for services provided by Hampshire County Council, such as schools, social services or our road network. Hampshire Fire and Rescue Service and Hampshire Police Authority also have a percentage.

Havant Borough Council receives less than 14% of your Council Tax bill, which equals to £192.79 per year. That money pays for all borough council services.

Private Landlords – Havant Needs You!

Havant Borough Council’s Housing Team works with the private rented sector to help meet housing needs in the borough. At present around 250 properties are let through our Supported Tenancy Scheme, but demand for accommodation is very high and we would like to hear from you if you are thinking of letting your property.

All sizes of property are needed, but particularly two-bedroom flats and houses. We are also interested in room-based accommodation too, so if you have a room going spare in your home, you could put it to good use by renting it out. It will provide a valuable service and generate some income for you.

The accommodation should be of a good basic standard with certification for gas safety and energy performance. An electric safety certificate is recommended.

For self-contained accommodation, a 12 month fixed term contract is preferred and ideally the property should be available beyond that time to provide peace of mind and security for the resident.

The Housing Team can provide advice and support to both landlords and tenants to try and ensure successful tenancies and placements. We will:

New Homes for Havant...

A new affordable housing development with a distinctly Scandinavian look has welcomed its first residents.

Mary Rose Court in Woolston Road, Havant, offers 25 homes – comprising 18 properties for affordable rent and seven properties for shared ownership.

With the support of Havant Borough Council the new homes have been developed by social housing provider The Guinness Partnership on the site of the former Mary Rose House nursing home, which became surplus to NHS requirements.

The homes include generous amounts of storage space and their distinctive exteriors have been achieved with the use of coloured weatherboard cladding.

Elaine also wanted to share that she has been walking this route for many years and has seen the wildlife more present as each year goes by.

Wildlife-friendly plantingThroughout 2015 the council will move away from traditional bedding plants on some of the main roundabouts and move to a new design called ‘Pictorial Meadows’, as these are more wildlife friendly.

We will also be introducing more sustainable planting, including herbaceous perennials, shrubs and bee-friendly lavenders, in other areas throughout the borough.

The frequency of grass cutting in some open spaces may also be reduced in a further effort to encourage more wildlife.

If you have moved house and you have a loved one buried in a cemetery in the borough (or know someone who has) our Cemeteries Service would like to hear from you. Your help is appreciated to keep our records accurate and up to date.

Working together to get results

Two years ago Leigh Park set up its own Community Led Planning group, with the aim of giving individuals in the community an opportunity to make themselves heard in a formal way.

There are 26 public notice boards located throughout the borough for you to advertise community and charity events. Each board is managed by its own keyholder.

Advertising is free, however, no For Sale adverts, business cards, commercial or political notices can be displayed.

There are currently two notice boards that do not have keyholders. If you would like to manage the board in Middle Park Way junction with Swaythling Road or St Albans Road outside the shops, please contact Customer Services on 023 9244 6019 or email [email protected].

The group, made up of local residents and agencies working in the area consult with local residents on issues that affect them, which could be anything from health and wellbeing to transport.

Working together with the Police, Hampshire County Council and local charities, residents have organised different community events with over 140 volunteers coming together for the benefit of the area.

The Guinness World Record breaking Virgin Kitesurfing Armada returns to Hayling Island this autumn - now in its third successful year. The event has developed from a charity ‘downwinder’ from Hayling Island to Pagham into a fantastic free kitesurfing festival open to everyone.

The Kitesurfing Armada festival will run from Friday to Sunday and will feature live music, a big screen showing kitesurfing films, a talk tent, beer tent and exhibition area featuring all the latest kitesurfing gear. There will be taster sessions for beginners, pro rider demonstrations and kitesurfing ‘clinics’ - or if that all sounds too energetic, just go along to watch the spectacle of 500 kites leaving west Hayling Beach and heading off towards Selsey.

Dates for the Kitesurfing Armada always revolve around wind – organisers select three weekends and run the event on the first windy weekend of the three. This year’s dates are 18th-20th September, 2nd-4th October or 16th-18th October. Check www.facebook.com/kitesurfingarmada for updates!

To help encourage more people to get off the couch and keep fit Havant Borough Council, in Partnership with Victory Athletics Club and Innovations Fitness, is continuing to organise a number of Couch to 5K beginner running schemes.

The nine-week course is ideal for those who have done no running previously and helps participants gradually make the transition from walking to running three miles by the end of the programme. With an emphasis on fun, socialising and making steps to being healthy the course is perfect for absolute beginners.

Two courses will be starting in early September, one from Emsworth Park and the other from Hayling Park. Book early to avoid disappointment.

Historic Year for Horizon2014 has been a great year for charity Horizon LC providing health and leisure facilities for the Borough of Havant. Early in the year work started on the new gym which opened on 1st July. The new 11,400 sq ft gym is now one of the best fitness facilities in the area and has seen a huge increase in participation. The new development has coincided with the extended tenant lease for another 28 years until 2042 for both Havant and Waterlooville Leisure Centres, building work starting on the new extension at Waterlooville which will include a new gym with studio, play centre with party rooms and café due to open next summer and Horizone Play Centre at Havant Leisure Centre celebrating its 10 year anniversary with seasonal parties including Easter, Halloween and the Christmas Party on 23rd December.

News from Havant & Waterlooville Leisure Centres

In addition to the new facilities, Horizon have introduced new projects with various community partners. The Exercise Referral Scheme started in September in partnership with Havant Borough Council, NHS and Macmillan Centre. The scheme has been developed to help those who would benefit from regular exercise being part of a dedicated programme to improve their health.2015 will be another exciting year for both Leisure Centres as the charity continue to develop and improve leisure provision for the borough.

Enabling active and healthy communities One of Havant Borough Council’s major partners has recently embarked on a significant investment programme to enhance facilities offered to residents and visitors.

Horizon Leisure Centres (HLC) is a charitable trust which has worked in partnership to operate our local council owned leisure facilities in Havant and Waterlooville since 1997.

To enable these substantial changes and improvements, the lease on both leisure centres has been extended.

This has allowed HLC to transform the former Bowls Hall at the leisure centre in Havant into one of the best fitness facilities in the area with an 11,400 sq ft modern fitness centre and gym.

Building work is currently underway for an extension to the leisure centre in Waterlooville. Funding from Horizon Leisure Trust and development contributions from the first phase of the West of Waterlooville housing development will enable a new gym and studio to be built. A play centre with party rooms and a café will also be completed and open this summer.

Partners in fitnessBoth Havant Borough Council and Horizon have joined forces with NHS and Macmillan Cancer Support to be able to offer an Exercise Referral Scheme at both the leisure centres. More information about this can be found at www.horizonlc.com

Hambledon Parade The modernisation of Hambledon Parade, London Road, Waterlooville responded to the local requirements for better parking with time-limited and marked bays, making the parade more efficient for shoppers as well as increasing turnaround for businesses.

The access road has been widened and repaved with blocks and slabs in a striking design to improve the look and function of the space and to reduce conflicts between vehicles.

Improved crossing points and cycle links have also been included together with new street furniture. A bespoke recycling enclosure has signage and a flower design reflecting the road names of the new development carved into it.

A contribution of £352,000 from Taylor Wimpey, one of the developers of MDA has funded the design and implementation of this and also includes the planting of 15 new trees.

Making Plans

Dunsbury Hill Farm Work has begun on road access to the site in the north of the borough, between Junction 3 of the A3(M) and Warren Park, which Portsmouth City Council plans to transform into an employment and enterprise park in a bid to create a significant number of jobs. Contractors have begun by rehousing some of the protected wildlife on the site and clearing trees. Work to construct the new access road into the site is scheduled to start this spring and finish in the winter.

Hayling Island Work due to be completed this summer is a new design to improve the pedestrian crossing at Church Road roundabout. This will improve drainage as well as enhancing the visibility for pedestrians in the area, particularly parents and students of Mill Rythe schools.

The work will involve the widening of the footpath on the eastern side and the moving of the pedestrian halfway island in Church Road.

Emsworth New cycle lanes along Southleigh Road,

New Brighton Road and Westbourne Avenue are set to improve the cycling infrastructure in Emsworth.

Improvements to cycle lanes along A259 Havant

Road, this spring will include a new section of ‘off road’ cycle

track between Selangor Avenue and the A27 underpass, as well as

changing the road layout at the Selangor Avenue and Barn Close crossing points. Additional cycle parking will also be added at Emsworth Station.

An investment of almost £400,000 of developer funding in the infrastructure across Emsworth will be a big improvement for cyclists and other vulnerable road users.

Leigh Park Another project expected to be complete this summer is the improvement scheme for Dunsbury Way. The £157,000 project funded by Developers and Transport for South Hampshire will enhance the bus interchange area for passengers. Resurfaced footways and an extension to the shared footway/cycleway route between Park Parade and High Lawn Way will also be included. The central traffic island will be removed and southbound (Community Centre side) bus stops will be moved further north to allow cars to pass when bus stops are in use.

The scheme will also create ‘pocket parks’ with grass, tree and bulb planting in some of the large tarmac spaces in front of the crèche and community centre, making a more green pleasant space. Three short stay parking spaces will be created on Bishopstoke Road to allow better access to the facilities.

Asda Roundabout Work is continuing to improve the roundabout that links Leigh Park with Waterlooville. As the major project moves into phase two this summer, you may experience delays during peak hours. Alternatively, visit one of the weekly surgeries to meet the project team at the site office. They are available to answer any queries you may have every Wednesday at 11am.

Waterlooville The Major Development Area (MDA) at the west of Waterlooville continues to progress. Plans to build an 80-bedroom nursing home, together with 48 care apartments for the elderly on land off Hambledon Road have now been approved.

The new primary school designed for modern teaching and learning opened in September 2014. Berewood Primary School will gradually expand to a two-form entry to meet the needs of families moving into the area.

An Arts Advisory Panel has been established and so far two art consultants have been appointed to deliver a programme of community events and consultations.

More than 350 new jobs have been created at the recently opened Sainsbury’s in Aston Road.

This new service will make it easier for customers, reduce the number of non-collections owing to sacks being over-filled and eliminate the need to secure sacks from blowing away after collection. Larger 240 litre wheeled bins are also available.

We’re watching you!

A new way to tackle the problem of dog fouling in the borough is about to be launched with glow-in-the-dark posters.

Following the success of spraying dog poo pink, this campaign sets its sights on irresponsible dog owners, with recent research showing that dog walkers are more responsible, and pick up after their dogs, when they think that they are being watched.

Studies suggest that dog owners leave their dog’s mess more at night when they feel they can’t be seen.

The ‘We’re watching you’ posters are visible after dark and use innovative, cutting-edge materials, which charges up during the day to glow in the dark at night.

This campaign in a neighbouring area saw an average reduction of 46% in the levels of dog fouling.

Joining forces with Keep Britain Tidy, the social experiment was the first time such a material has been used on a poster.

The vast majority of dog owners are responsible people, who habitually pick up after their dog and dispose of the poo bags correctly, either in the nearest bin or by taking home to dispose of in their own household waste bin.
