attention of the con-cerned authoritiestowards the bad condi-tion of Bishnah BanaChack road. This roadhas been in this condi-tion for the last so manyyears and nobody hastaken pains to repair it.The elected representa-tives though make prom-ise to repair it duringelection time, no sincereeffort has been made inthis direction by them.
The road is damagedon both sides as well asin the middle leaving no
space for motorists to ply vehicles safely. During rains the situa-tion worsens terribly.
It is therefore, requested that the road be repaired at the earli-est to avoid any untowards incident.

Plea to Secretary School EducationIt is good news for entire teaching community that State
Administrative Council has very kindly granted one time exemp-tion for the regularisation of all incharge School EducationOfficers and ZEO’s.
In this connection, it is pertinent to mention that SchoolEducation Department had initiated major exercise last year for theregularisation of Headmasters/ZEOs and lecturers etc. circularswere issued, seniority lists got verified and all the CEOs weredirected to collect individual proforma of RetiredOfficers/APRs/Integrity-cum-Service certificate and Vigilanceclearance certificate alongwith attested affidavit by Magistrate thatno court case or departmental enquiry is pending against these offi-cers. Concerned CEOs submitted entire record in original in theOffice of Director School Education within cut off date.Thereafter no information is available from Civil Sectt. Srinagar.
Now instead of utilising the available records the SchoolEducation Department has again issued order No. Edu/Gaz-III/A/201/2018 Dated 10-12-2018 asking for the same docu-ments and certificates which were collected one year ago and arevery much available in the records. In this connection, it may alsobe noted that most of the retired officers are aged/sick and dead.So who will collect their data again for them? Moreover theAPRs are not regularly written by the Controlling officers inEducation Department and many Controlling officers are alsoretired and dead. The new officers do not write the APRs ofretired officers because they do not know them. Moreover, at thetime of retirement all these certificates and many other NOC’sare obtained for the grant of pension. The officer who is gettingpension in respectable manner after retirement is automaticallydue for his regularisation. It is therefore requested that as perdetailed information collected last year, the regularisation ordersof incharge officers may please be issued as similar exercise tocollect already taken documents will be another wastage of manymore years in a hope to get regularised.

Insanitary conditions in Ward No. 38This is to draw the attention of the JMC authorities towards
the insanitary conditions prevailing in Ward No. 38. The wholeWard is presenting a shabby picture as drains are choked andlanes broken. As the drains are choked, water flows onto the roadsurfaces which in turn accumulates in pot-holes causing greatinconvenience to the residents of the area. At present, the Ward islittered with garbage and reeks stench, thereby making the livesof people quite miserable.
It may be mentioned here that the Street near Durga Mandirin Pritam Nagar, Paloura was repaired last time in 2005, but itscondition has worsened since then. Besides, street lights too arenot working at a number of places.
Therefore, it is requested to Mayor JMC, Jammu to deputeconcerned officials to here on the spot assessment of the situationand take steps accordingly.

Expedite work on SDHDangiwacha
In 2012, the J&K Health Department decided to build theSDH Dangiwacha in Baramulla. Nine Kanals of land wasacquired for the purpose and construction work was started. Sixyears have passed since then, but the work on this project has notbeen completed yet. With the result, the old hospital could not beshifted to this new building. The old hospital too is facing manyproblems. There is shortage of technicians and paramedical staffwithout which patients encounter many difficulties. This hospitalcaters to a large population of the area and is considered animportant health centre in this part of the State.
We request the authorities to expedite work on the new build-ing on priority basis and throw it open for patients. This will cer-tainly give much needed relief to the suffering patients.

Instal street light in cityThis is to state that the city of Jammu is lacking functional
street lights. Not only on the inner lanes but the main roads toodon’t have adequate street lights. In the absence of street lights inmain road, lanes and by lanes public in general faces lot of prob-lems.
Around this time of the year, the visibility on the roads dur-ing the early hours and after dusk gets somewhat affected due tofog/mist. And driving after sunset is a real hardship for the peo-ple of Jammu.
With the authorities not taking a note of this it is thus arequest from a layman to the people in administration to have alook at the issue and address it quickly so that public in generalis in a position to move from one place to another on foot or byvehicle. We don’t want vehicles speeding into each other nor dowe want a common man to be run over by vehicle.

Villagers for action againstillegal sweets shops

KATHUA, Jan 20: Taking seri-ous note of sale of sub standardsweets in Kathua villages a groupof youth from village Budhi todaystopped a van which was supply-ing the sweets to a shop in the vil-lage and checked the sweets beingsupplied in the vehicle. They werefound of sub standard and manu-factured in unhygienic condition.
On inquiry the suppliers saidthat they are from UP and MPstates and were running their unitsat Hatli Morh and supplyingsweets to sweet shops in Kathua
villages and township also oncheap rates and later they sell thesame on exorbitant rates to cus-tomers.
The villagers alleged that FoodCivil Supplies and ConsumerAffairs Department has failed tomaintain check on such sweet sell-ers who play with the lives of thepeople. The suppliers said that theyhave no license of running the unitsform the concerned departments.The people demanded immediateaction against the shopkeepers run-ning their units illegally in the dis-trict so that the people are savedfrom their ill effects.

In a programme on the topic'How to remove illiteracy amongGujjar-Bakerwal community',Dr. Javaid Rahi of theFoundation said as per census
2011, seven out of every tenmembers of Gujjar-Bakerwalcommunity are illiterate.
"Female literacy rate inGujjar-Bakerwal community isworst with 82.2 per cent illitera-cy," Rahi said adding that onlynew and innovative educationalscheme can tackle this problem.
He suggested affordable andinclusive education programmefor tribal groups.

70 kgs poppy straw seized,2 smugglers arrested

UDHAMPUR, Jan 20:Continuing its offensive to con-tain the spread of narcotic drugsand psychotropic substances,Udhampur Police today seizedanother consignment of 70 kgspoppy straw from inter-State nar-cotic smugglers, who were alsoarrested.
Giving details, SSP UdhampurRajiv Pandey said that, based onreliable information in anothernarcotic catch, a party of PSUdhampur, led by SHO SanjeevSingh Chib, under the supervi-sion of Zahid Saif Wani, DySPHQs, laid a naka at Jakheni andintercepted a truck bearing regis-
tration number PB10FV- 5364.During search, 70 kgs poppy
straw was recovered from thevehicle. Police arrested driver ofthe truck and his associate, whowere identified as Pardeep Singh,son of Malkeet Singh of UmedpurLudhiana and Amanpreet Singh,son of Dilbagh Singh of TandaHoshiarpur, Punjab.
The recovered poppy straw aswell as the truck were seized whilea case FIR No. 24/19 U/S 8/15NDPS has been registered in thisregard at PS Udhampur.
With this consignment,Udhampur Police succeeded in therecovery of 385 kgs poppy strawduring the current month.

UDHAMPUR, Jan 20: Udhampur Police today foiled anattempt of bovine smuggling and rescued 16 animals even as thesmuggler managed to flee.
Based on reliable information, Police party of Police StationRehambal and Police Post Tikri, led by SHO Paramjeet Singh,assisted by SI Pawan Dogra, laid naka at Tikri and signaled a truckJK02AD- 2435 to halt. Seeing the Police party, driver of the truckabandoned the vehicle on the roadside and fled away from the spotby taking advantage of darkness.
During the checking, 16 bovine animals were found illegallyloaded in this vehicle. All the bovine animals were rescued on spotand vehicle was seized.
In this connection, a case FIR number 14/2019 U/S 188 RPC3PCA Act has been registered at PS Rehambal.

JAMMU, Jan 20: Khourpolice under ‘OperationKamdhenu’ foiled bovines smug-gling bid by rescuing five cattleand arresting one person.
As per police sources, on spe-cific information, a team fromKhour Police Station led by ASIGhulam Hussain laid a naka nearNai Basti Naryana and intercept-ed a vehicle bearing registrationnumber JK02BL-0231.
During checking, police res-cued five cattle from the vehicleand arrested one person, who hasbeen identified as Talib Hussain,son of Ali Hussain, a resident ofDistrict Samba.
A case under FIR Number2/19 under section 188 RPC and3 PCA Act has been at PoliceStation Khour and investigationstarted.
The arrest was made underthe supervision of SHO Khour

UDHAMPUR, Jan 20: A mid-dle aged man died after he felldown from a tree in area ofBandhole, Latti, here today.
The deceased was identifiedas Shadi Lal (44), son of SantuRam of village Bandhole Latti.He sustained serious head injuriesand was rushed to Primary HealthCentre, Latti, by the family, wheredoctor declared him as broughtdead. His body was later handedover to the family for last rites.
Meanwhile, a boy was injuredwhen an escort vehicle of CRPFDIG hit him at Battal Balian. Theinjured, identified as Paras Verma,son of Gautham Singh of Seona,at present Battal Ballion, wasrushed to District HospitalUdhampur. He has sustained ashoulder fracture and his conditionwas stated to be out of danger.
