Panorama Lions golf tournament boosts player prizes VILLAGE VOICE THE PANORAMA VILLAGE VOICE NEWSLETTER VOLUME 4, ISSUE 3 MARCH 2019 It’s only a few weeks until the 2019 Pan- orama Lions Charity Golf Tournament is upon us, and much of the planning and preparation has been checked off. Now the emphasis shiſts to player recruitment. In order to entice the area’s finest golfers to this March 30 event, the tournament com- mittee has boosted prizes for the winning teams by almost 100% over last year. Instead of golf merchandise this year, PGA Tour Superstore giſt cards will be awarded. e winning First Place team in the men’s and women’s divisions will receive $300 each per player ($1,200 per foursome). e Second Place teams will receive $250 per player ($1,000 per four- some) in both divisions. A ird Place team will be recognized in the men’s division with giſt cards worth $150 each ($600 per foursome). Jim Modeland is serving as liaison with the Panorama Golf Club, and will help get your player team signed up and scheduled. It’s only a few weeks until the 2019 Pan-orama Lions Charity Golf Tournament is upon us, and much of the planning and preparation has been checked off. Now the emphasis shifts to player recruitment. While out on the golf course the other day I wondered what was happening around Hole #23. The area near the bridge is covered with sand on both sides of the water and the area up near the green has a water area that appears to need repair.

I contacted Mayor Scott to ask what was going on with those areas. He said that the city has been negotiating with FEMA since the fall of 2016 and we are in the final stages concerning damages to the golf course during the Tax Day Disaster and Hurricane Harvey. The issues include the areas mentioned and the lake that had been dredged six months prior to the two disasters. During the flood and Harvey, twenty years’ worth of silt filtered into the lake from North Montgomery County via Stewart Creek. That occurred in just a few months.

Mayor Scott proposed a retention pond be built to keep the silt from continuing to fill the lake in the future. FEMA referred the Mayor to a remit-igation group to see if we qualified. The group met with the Mayor and our engineers, examined the situation and decided we did qualify, as the problem was substantial and a retention pond across the fairway would catch the silt and debris before it gets into the lake.

To qualify it had to be shown that this procedure would be significantly

less expensive than re-dredging the lake periodically. FEMA agreed to mit-igation as a good idea, in fact a neces-sity. We are waiting for a Hydraulic & Hydrostatic (H & H) Study to proceed. FEMA will pay for the study.

It is important to note that FEMA enabled us to put this under the Har-vey disaster. As a result we will only pay 10%, not the 25% usually required. The total of this will be approximately $280,000 and we will pay $28,000, not $70,000. We will be able to do this in the 2020 budget year and include in the 2020 budget. Plus, the sand and silt will have value and can be mined and sold. This work will widen Stewart Creek to 50 – 60 feet across, 5 feet deep and possibly 110 feet across the fairway and will be a picturesque water feature.

The other water area nearer the green will be kept and cosmetically improved. Historically, Stewart Creek has caused problems across the 23rd fairway from deluges, such as those in 2016. A great deal of manpower has been expended to remedy the damage and that took money and time. With the retention pond completed it will retain 248,000 gallons; nearly a quarter of a million gallons!

I thank Mayor Scott for taking time to give me this information and working with FEMA to receive the best contract possible for this work.
