VILLAGE OF JACKSON “Your Small Town, with a Big Sense of Community”

The Village of Jackson is located thirty miles northwest of Milwaukee at the intersection of US Highway

45 (USH 45) and Wisconsin State Highway 60 (STH 60). Jackson is an ideal place for people to live and

work. It enjoys many of the conveniences of a large city yet has a small-town atmosphere. We are one of

the fastest growing communities in Washington County, with a population of 7,199 estimated by the

Wisconsin Department of Administration as of January 2019.

Jackson was named after President Andrew Jackson. Prior to 1872, Jackson was one of three small,

unincorporated hamlets located in the towns of Jackson and Polk, none of which appeared to be more

important than the other. Once known as Riceville (from the English misspelling of a German name) this

little hamlet developed on 400 acres acquired by a German immigrant named Franz Reis.

When the railroad was built from Milwaukee to Fond du Lac, Reis offered the community a site for a depot.

The railroad remained a vital force in the development of Jackson for years to come. Trains ran frequently

and milk was transported to Milwaukee from the Jackson depot. Some long-time residents of Jackson can

recall commuting by train to high school classes in West Bend.

With the railroad passing through his farm and trains stopping at his front door, Reis saw an opportunity

to profit from his gift. In 1873, he built a large general store, a saloon, and a grain elevator. Later he added

a second elevator and a store. The community was growing, and before long, it had two blacksmith shops,

a carpenter shop, a hardware store, and (according to a county history written in 1881) “a number of neat

stone dwellings.” The railroad remained a vital force in the development of Jackson.

On March 14, 1912, the hamlet called Jackson was incorporated as a Village. By that time, the Village had

added a cheese factory, a post office, and a hotel. In 1918, Gilbert H. Gilbert Company built a blacksmith

shop. The building on Main Street is currently the home of Jackson Truck Body, a manufacturer of truck

bodies.

In 1920, the Village had a resident population of 230 people. Rockfield Canning Company moved into the

Village. Like its predecessors, Rockfield Canning Company chose a location adjacent to the railroad. It

was later sold to Seneca Foods, then Northland Cranberries, and is currently the site of Cranberry Creek

Condominiums, located behind the current Village Hall. Other early businesses included Held’s Feed Mill,

Jackson Lumber Yard, Pete Pauley’s Race Horses, and Green Valley Dairy.

During the three decades following 1920, little development took place in the Village, with the 1930 census

showing a slight decline in resident population. By 1940, the Village’s population began to increase again.

In 1950, the census reported a population of 361. From 1950 to 1970, the population increased slightly.

Two major industries and several small businesses also came to the Village.

In 1955, the cheese factory was purchased by George Bursock Industries, Inc., which manufactured

medical supplies. Later, Will Ross, Inc. purchased this plant and constructed the new Badger Laboratories

Division building in 1960. Kerry Foods Inc., a large manufacturer of instant food products, became the

current owner, in 1986. Other industries and businesses moved into the Village, including Kettle Moraine

Coatings, Inc., a plastic coating plant, Rex Cabinets, Ozaukee Pattern Company, Inc., and Sundance Photo.

In 1981, Quality Stamping built a new factory in Jackson, and in 1987, Rytec Inc. established a factory to

manufacture warehouse doors. Wisconsin Pharmacal was annexed to the Village in 1985. Businesses

expanded and in the Village. A mobile home development of 231 homes, Green Valley Manufactured

Home Community was also established. In May of 1981, construction of a new Wastewater Treatment

Plant was completed. The facilities have been updated for future growth.

Twenty years of industrial and commercial growth established the Village’s strong and diversified

economic base. Recent years have shown an extraordinary growth in residential and industry development,

as well as population. The 1970 census recorded the Village at a population of 561. The 1975 Wisconsin

Department of Administration estimated population was 1,895. In 1994 the population was listed at 3,549

residents.

The industrial and commercial base of the Village contributes approximately one third of the annual local

tax revenues needed to provide the services of the Village, with the residential base providing the remaining

local revenues.

The Village of Jackson has a Village President, chairperson of a seven-person Board of Trustees. Each

Trustee serves as an at-large representative of the Village. There is also a full-time Village Administrator,

Clerk, Treasurer, and Deputy Clerk/Treasurer with offices located in the Village Hall.

The Village Hall addition to the Police Department building was dedicated in 2001. Business hours are

Monday through Friday, from 8:00 a.m. to 4:30 p.m., except holidays.

The Village of Jackson has a website: villageofjackson.com with many current events and information

listed on the home page, links to our Police and Fire Departments, Public Works, building permits and

requirements, recreation programs, and a wealth of other interesting information about the Village.

A weekly update “the Wupdate” is compiled each Friday afternoon and emailed to the Village Board, all

committee members, and other interested parties. It is also uploaded to the Village’s website under

“Publications”.

A Village quarterly newsletter “the Jackson Quarterly” and a four-month calendar of events are mailed

along with the quarterly utility bills. Printed copies are also available at the Department of Public Works

building, Community Center, and Village Hall. An expanded version of the Quarterly is also available on

the Village’s website under “Publications”.

MEETING INFORMATION

Meetings are held at the Jackson Village Hall, N168 W20733 Main Street, unless otherwise specified on

the agenda, and are open to the public, except those portions advertised as a “Closed Session”.

Agendas/Minutes are available on the Village website, and agendas are posted at the Village Hall, Post

Office, and at the Jackson Area Community Center.

Budget & Finance Committee meetings are generally held on the second Tuesday of the month preceding

the regular Village Board Meeting.

Village Board meetings are held the second Tuesday of each month.

Special Village Board meetings are held when considered necessary by the Village Board.

Budget Workshops are held in late September to November to create the budget for the following year.

Police & Fire Commission meetings are held when considered necessary.

Board of Public Works meetings are held on the last Tuesday of the month.

Personnel Committee meetings are held when considered necessary.

Plan Commission meetings are held on the last Thursday of the month.

Joint Parks & Recreation meetings are generally held on the third Wednesday of the month at the Jackson

Area Community Center.

VOTING

The Village has one polling place located at the Village Hall, N168 W20733 Main Street. Election hours

are from 7:00 a.m. – 8:00 p.m. (Parking is at the rear of the building.) You may vote if you are a United

States citizen, are eighteen years old or older, have lived in the Village of Jackson for at least twenty-eight

days before the election, are a registered voter in the Village or are registering to vote the day of the election.

It is recommended that you register to vote before Election Day.

To register to vote online, please visit myvote.wi.gov If you are registering in person or mailing a voter

registration form, you must provide acceptable proof of residency. Photo ID is required when voting in

person on Election Day or voting by absentee prior to the election. In-person Absentee voting takes place

at Village Hall two weeks prior to every election. Per State Statute, there is no voting conducted the Monday

before an election. To have an absentee ballot sent to you, an application for Absentee Ballot must be

completed along with a copy of your Photo ID. You may also request an absentee ballot at myvote.wi.gov.

The Jackson Police Department was established in 1912, the same year as the Village’s

incorporation. The Village is served by 24-hour police protection. For non-emergency

business or to see an officer, call 262-677-4949 during regular business hours, or after

regular business hours call 262-335-4411. IN AN EMERGENCY DIAL 911.

SAFELY DISPOSE OF YOUR UNWANTED OR UNUSED MEDICATIONS

A drug drop box is located in the front lobby of the Police Department at N168 W20733 Main Street.

Visit our website jacksonpolice.org for more information about what you may and may not deposit into the

drop box.

PARKING RESTRICTIONS

“No person shall park any vehicle on any Village street between 2:00 and 6:00 a.m. from December 1 to

April 1.” See the Village Code: https://library.municode.com/wi/jackson/codes/code for additional parking

regulations.

WEAPONS ORDINANCE

The carrying of uncased weapons in the Village is prohibited. Weapons include, but are not limited to,

firearms, BB guns, pellet guns, bows and arrows, sling shots, throwing stars, numb chucks, knives, etc.

This ordinance effectively prohibits practicing or hunting with any weapons within the Village limits.

DOGS & CATS

All dogs and cats over the age of five months must be licensed annually. Spayed/neutered dogs are $10.00

per dog and spayed/neutered cats are $7.00 per cat. Unaltered dogs are $15.00 per dog and unaltered cats

$10.00 per cat. An additional $10.00 late fee will be added to the regular license fees for pets not licensed

by April 1st. Licenses are for the duration of one year (from January – December), and may be purchased

at the Village Hall, by mail or by placing the rabies certificate and payment in the drop box located at the

rear of the Village Hall Building at N168 W20733 Main Street. Proof of rabies vaccine showing the name

of the veterinarian, vaccination manufacturer, serial number and expiration date is required before a license

The Jackson Fire Department was formed in 1892. The original building was built in

1931. In 1976 the Fire Department relocated to the former Seneca Foods maintenance

building at W204 N16722 Jackson Drive. The department has a complete inventory of

firefighting equipment including two ambulances/rescue squads.

The Fire Department is a combination department with five full-time (including a fire

chief, training captain, and three firefighter/paramedics), four part-time, and approximately fifty paid-on-

call employees. The ambulances flex from an advanced level to a paramedic level 88% of the time. The

Jackson Fire Department also protects the towns of Jackson and Polk. For more information, call the non-

OPEN BURNING

Open burning within the Village limits is prohibited except as provided in Chapter 18 of the Village Code.

The Public Works building is located at W194 N16660 Eagle Drive. The building

houses the Street Department and Jackson Water Utility, and the offices of the Director

of Public Works/Village Engineer, Building Inspector, and Water and Sewer Billing

Departments. The building is open for business from 7:30 a.m. until 4:00 p.m. and may

be reached at 262-677-0707. There is a drop box located at the south entrance of the

building for your convenience.

WATER & SEWER UTILITY

The Jackson Water Utility was constructed in 1969, eliminating the need of individual wells for each home.

Some area residents still have wells remaining, for irrigation purposes only, and regular testing is required.

If you have a well, contact the Village Engineer for further testing requirements. The Village owns six

municipal wells and two water towers. Water and sewer main service is expanded when new parcels are

connected to the Village as developments occur.

WATER & SEWER BILLING

Invoices for the Water and Sewer Utilities are issued on a quarterly basis. The billing schedule is as follows:

January, February, and March is billed April 15th and due by May 5th.

April, May, and June is billed July 15th and due August 5th.

July, August, and September is billed October 15th and due November 5th.

October, November, and December is billed January 15th and due February 5th.

The Village offers ACH (direct transfer payments from your bank account). You may also pay by credit

card (additional fees are charged for credit card payments). Follow the link on the homepage of our website.

WEED CONTROL

Property owners are responsible for the mowing of their property and the eradication of noxious weeds.

Please refer to the Village of Jackson Municipal Code, Chapter 46 – Vegetation Ordinances, which can be

found the on the website at: villageofjackson.com.

SIDEWALK SHOVELING

Ordinance requires that public sidewalks be free of snow and ice within 24 hours of a snow or ice storm.

BRUSH PICKUP

Brush will be picked up on scheduled Mondays. Review the monthly calendars that are sent with the water

utility bill. Calendars may also be found on the Village website at: villageofjackson.com. Branches may be

of reasonable length, but no larger than six inches in diameter. Other yard waste (except fresh grass

clippings) must be placed in brown paper biodegradable bags. The Village also has a yard waste site which

allows Village residents to drop off yard waste (except fresh grass clippings). Please contact the Public

Works Building at 262-677-0707 for information on how to obtain your yard waste site access card.

SPRING CLEAN-UP

The Village hosts an annual Spring Clean-up day on the last Saturday of April. This allows residents to

drop off most unwanted household items. Information will be posted in the Jackson Quarterly Newsletter

as well as on the Village website at: villageofjackson.com. Call 262-677-0707 for more information.

GARBAGE & RECYCLING

Residential garbage and recycling are collected by Advanced Disposal on Tuesday if you live north of, and

including Main Street (STH 60), and on Wednesday for those living south of Main Street. The services are

paid for by your tax dollars. The 96-gallon container provided must be used for your garbage. Recycling is

mandatory. Place your recyclable materials into the special 96-gallon recycling container provided.

Recycling is picked up every other week on the same day as your garbage pickup-up. For any questions

call the Public Works Office at 262-677-0707.

GARBAGE AND RECYCLING CONTAINERS SHOULD NOT BE PLACED AT THE STREET

BEFORE DUSK OF THE DAY PRECEDING YORU COLLECTION DAY.

The Jackson Parks and Recreation Department offers activities for Tots, Youths,

Teens, Adults, and Senior Citizens. A Park & Recreation Activity Guide comes out

Semi-Annually (in spring and fall). The department website contains information

containing the newest Activity Guide, fitness center memberships, program updates,

special event information as well as online registration.

The Jackson Parks & Recreation Department holds many community special events like: Monte Carlo

Night, Family Movie Nights, Kids Fish Derby, Community Easter Egg Hunt, Action in Jackson (in

cooperation with Jackson Festivals, Inc.), Jackson Beer Garden, Family 5k Glo Run and After-Glo Party,

JACKSON AREA COMMUNITY CENTER

The Jackson Area Community Center (JACC) located at N165 W20330 Hickory Lane, is a 26,000 square

foot multi-purpose building operated by the Jackson Parks & Recreation Department. In addition to the

many program and activities for all ages and abilities, the JACC also has a fitness center with memberships

available to the public. The building also contains a gymnasium, dance studio, art studio, games

room/lounge, gathering hall, meeting rooms, and an early childhood area. Several rooms are available to

rent for small gatherings up to 500. JACC rentals are reserved on a rolling calendar basis by contacting the

Jackson Parks & Recreation Department. Several partner groups also utilize the Community Center

including: The Boys & Girls Club, Kettlebrook Church, Washington County Aging & Disability Resource

Center (ADRC), and the West Bend School District (WBSD).

PARKS

The Village of Jackson has five recreational parks.

Hickory Lane Park (N165 W20290 Hickory Lane) is a fourteen-acre community park which is home to

our award winning “Splash Park” and “Inclusive Playground Structure.” The park also has a pavilion and

shelter with restrooms that may be rented by contacting the Community Center at 262-677-9665. Other

activities at this park include basketball, volleyball, soccer, and baseball/softball fields. A paved .6-mile

walking/bike path surrounds the park.

Jackson Park (W204 N16901 Jackson Drive) is a twenty-three-acre park with two softball diamonds,

playground equipment, four volleyball courts, tennis courts, soccer fields, bandstand stage and dance

shelter, kitchen facilities and three picnic shelters. Jackson Park also contains a “Wheel /Skate Park” for

those on skateboards, bikes, etc. and a “Nine-Hole Disc Golf Course.” Rentals are available by contacting

the Community Center at 262-677-9665.

Meadowview Park (N166 W20900 Parkway Drive) is a two-acre neighborhood park which contains

playground equipment, a play area, and green space.

Reis Memorial Park (N169 W19989 Georgetown Drive) is a one-acre neighborhood park with facilities

including a playground and a playfield.

Cedar Run Park (N165 W19550 Hickory Lane) is a twenty-four-acre open nature park located along

Cedar Creek with hiking trails. The entrance to the park is just north of the Cedar Creek Bridge on Hickory

Lane.

*All parks are closed to the general public from 10:00 p.m. to 6:00 a.m., except for participants or

spectators in an organized event or as part of a park facility rental. All parks shall be closed to said

participant’s one-half hour after the completion of the organized event or rental. Park shelters may

be rented beginning the first business day after January 1st through the Jackson Parks & Recreation

Department at: 262-677-9665.

FRIENDS OF JACKSON JOINT PARKS & RECREATION

The Friends of Jackson Joint Parks & Recreation is a non-profit 501(c)(3) organization with a mission to

ensure that Jackson community parks and recreation are growing and maintained for generations to come.

The “Friends” are always looking for volunteers and those that want to get involved in the community. If

you are interested in becoming a friend, call the Jackson Parks & Recreation Department at 262-677-9665.

GREATER JACKSON BUSINESS ALLIANCE (GJBA)

The Greater Jackson Business Alliance is a non-profit 501(c)(3) organization dedicated to creating a

beneficial network of community business leaders that take pride and get involved in the Jackson

FOOD PANTRY

Non-perishable food items are collected at the Jackson Area Community Center for local food pantries.

LAKES

Hasmer Lake is a natural spring-fed lake located at the corner of CTH 60 and CTH P. The Department of

Natural Resources owns the public access north of CTH 60 on CTH P. The park area contains two floating

docks for fishing, kayaking, and canoeing. Parking is available. Please note most of the area around the

perimeter of the lake is privately owned and there is no trespassing on the private property.

VILLAGE-WIDE RUMMAGE SALE

The Village of Jackson holds a Village-Wide Rummage Sale on the Saturday after Mother’s Day each year.

It is a well-received event, with shoppers coming from all over the region to take advantage of the sales.

HALLOWEEN/TRICK OR TREAT HOURS

Trick or Treat always takes place on the Sunday before the 31st of October, from 5:30 until 7:30 p.m.,

(unless Halloween falls on a Saturday or a Sunday.) Prior to Trick or Treating, there is a “Ghoul Gala”

from 2:30 until 5:30 p.m. held at the Community Center. Call 262-677-9665 for details.

JACKSON HISTORICAL SOCIETY

The Jackson Historical Society was organized in 1975. To subscribe to their newsletter, “the Church

Mouse,” call 262-677-3888. The newsletter may also be found on the Village’s website. You are invited

to attend their meetings at the Mill Road Museum on the second Monday of each month at 6:30 p.m.

NUTRITION PROGRAM

The Washington County Aging and Disability Resource Center (ADRC) offers a congregate lunch program

Monday through Friday for persons over sixty. You must call one day in advance – 262-483-6184.
