The five Sentinels

GMES Space Segment

Sentinel 1 – SAR imagingAll weather, day/night applications, interferometry

Sentinel 2 – Superspectral imagingFor land applications, e.g. urban, forest, agriculture, etc.

Sentinel 3 – Ocean monitoringWide-swath ocean color, vegetation, sea / land surface

temperature, ocean altimetry

Sentinel 4 – Geostationary atmosphericAtmospheric composition monitoring, trans-boundary

pollution

Sentinel 5 – Low-orbit atmosphericAtmospheric composition monitoring

A Fire IR Sensor is planned for Sentinels 1, 2, 3

Total cost for build-up of ESA GSC pgm is ~2.3 bn Euro (EC Communication on GMES, COM(2005)565; GMES Progr. Proposal (ESA/PB-EO(2005)54, rev.3 )

ESA share – estimates (ref. LTP 1 March 2006)255 M Phase 1 approved in 2005430 M Phase 2 start in 2007

465 M Segment 2 decision in 2008 1150 M Sub-Total

EC share – not yet confirmed650 M proposed, plus possibly 150 M for data accessBudget required is approx. 1.15 bn

GMES Cost estimate / financing (to be confirmed)

Financial Arrangement with EC At 2005 Berlin Ministerial Conference, ESA member states

provided funding for first Phase (255 M)

Release of next funding steps for ESA depends on commitment by EC

Based on positive EC commitment, ESA member state funding is required in 2007 in order to remain on schedule for the development of satellites (launched from 2011 onwards) and the ground segment

In the mid-term, operational funds (i.e. outside FP framework) are required to sustain the operational aspects of GMES

Financing of GMES in cooperation with EC
