Section 1: Background1.1 Introduction

National Institute of Solar Energy (NISE) is an Autonomous Institute of Ministry of New and Renewable Energy. Government of India recently created by converting its erstwhile Solar Energy Centre to function as an Apex National Centre for research and technology development and related activities in the areas of Solar Energy Technologies in the Country, located at Gurgaon- Faridabad Road, Gwal Pahari, Gurgaon.

Under the skill development initiatives of the MNRE, NISE is mandated as the nodal agency for implementation of “Suryamitra Skill Development Programme (SSDP)”. NISE is inviting response document to Expression of Interest (EoI) for Training Partner for training of youth on pan-India basis for SSDP.

1.2 About Suryamitra Skill Development Program (SSDP)SSDP aims to develop the skills of youth, considering the opportunities for employment in the growing Solar Energy Power Project’s installation, operation & maintenance in India and abroad. The SSDP is also designed to prepare the candidates to become new entrepreneurs in Solar Energy sector. This is a 600 hours residential skill development program following the Qualification Pack of SCG/Q0101.

Preferable Qualification: Candidates with electrician certificate and experience shall also be preferred. Special emphasis to be given to the persons coming from rural background, unemployed youth, women, SC/ST candidates.

The candidates would be provided boarding and lodging facilities at the training centre by the TP. At the end of the course, proper assessment shall be made and certificates shall be issued by Skill Council of Green Jobs. Any change in assessing body shall be informed by NISE.Persons with higher qualifications like degree in any discipline or higher are strictly not eligible.List of Equipment and Curriculum for SSDP is attached in Annexure 1 1.3 Schedule

Section 2

2.1 Scope of work

NISE invites response document to this Expression of Interest for the selection of Training Partner (TP) to implement Suryamitra Programme on PAN India basis during 2018-19 and 2019-20. The continuity of empanelment in the second year shall be based on the review of performance of TP in 2018-19.

2.2 Eligibility CriteriaThere are two categories of the Training Partners which are as follows-

Category A: Training Partners with presence in multiple states (minimum 5 states) across the country.

Category B: Training Partners with presence in Single state.

(a) The TP will be considered based on the following (Category A)

(i) The TP must be a registered legal entity in India which must be in operations for 2 year or more as on 01st April , 2018.

(ii) The TP must have an average yearly turnover of Rs 2.00 crore in skill development activities for last 2 years or more as on 01st April , 2018.

(iii) Affiliated Training Partner with Skill Council for Green Jobs at least one year or more as on 01st April, 2018.

(iv) TP should have physical presence in more than one States/UTs through their established Training Centres as per Suryamitra norms for conducting skill development trainings.

(v) The TP should have experience in imparting trainings in renewable energy preferably in Solar Energy.

(vi) TP should have MOU/Agreement with Industry to ensure post training placement as per guidelines of NSDC.

(vii) TP must have certified trainer and experienced faculty on each centre.(viii) TP must have well equipped laboratory, classroom facilities and residential

facilities (Photos must be enclosed).

The TP will be considered based on the following (Category B)

(i) The TP must be a registered legal entity in India which must be in operations for 2 year or more as on 01st April, 2018.

(ii) The TP must have an average yearly turnover of Rs 25.00 Lakh in skill development activities for last 2 years or more as on 01st April, 2018.

(iii) Affiliated Training Partner with Skill Council for Green Jobs at least one year or more as on 01st April, 2018.

(iv)The TP should have experience in imparting trainings in renewable energy preferably in Solar Energy.

(v) TP must have certified trainer and experienced faculty on each centre.(vi) TP must have well equipped laboratory, classroom facilities and residential

facilities (Photos must be enclosed).3

(b) The following documentary evidence may be submitted as document to meet the eligibility criteria in the format:

(i) Certificate of Incorporation of the Legal Entity / Copies of Local Tax Registration, TIN, PAN, GST registration etc. /

(ii) Audited Balance Sheet for last 2 financial years.(iii) SCGJ Affiliation Certificates(iv) MoU/Lease Agreement of the training centres where the TP is present.(v) A statement certified by a Chartered Accountant mentioning the number of

participants trained in Solar Energy Sector.(vi) A statement certified by a Chartered Accountant to have placed / employed skill

development programmes of minimum 50% youth in Solar Energy Sector. The Technical Criteria shall be submitted in the format mentioned in the Section 3, Part A of the Submission Template. The scanned copy of above mentioned documents shall be submitted in Pen Drive along with the format.

2.3 Technical Criteria

The Technical response will be assessed on the 100 Points scale. The same is given in Table 1, Section 2.4 below. The Technical Criteria shall be submitted in the format mentioned in the Section 3, Part B of the Submission Template.

2.5 General Conditions

(a) The TP shall deposit two DDs of Rs 5,000/- as processing fee (non-refundable) and as an EMD of Rs 50,000/- for applications under Category-A and Rs 10,000/- for applications under Category-B, in favour of National Institute of Solar Energy payable at Gurgaon. For the TPs who are shortlisted, the EMD shall be considered as Security Deposit. For the TPs who are not shortlisted, the EMD shall be refunded within 30 days of final shortlisting.

(b) Separate applications shall be submitted for applying in more than one state under category-B.

(c) The documents with its supporting evidences should be properly bound. The application with incomplete documents/ information shall not be considered.

(d) Applications of joint venture / consortium in any form shall not be considered.(e) The subletting of training is not allowed and will attract the cancellation of

empanelment of TP.(f) The response document shall be sent/submitted to:

(e) All documents must be received by NISE at the address specified above not later than 5.00 pm of 20.04.2018. The envelope should clearly be mentioned: “Expression ofInterest for Suryamitra Project 2018-19 & 2019-20 under Category (A or B)” without which the application will be rejected.

2.6 Selection Process

(a) A merit list of the TPs will be prepared based on the scores obtained in the Technical Criteria.

(b) NISE reserves the right to decide the number of shortlisted TPs from the merit list.(c) More number of TPs may be shortlisted from the merit list later, based on the

requirement of the Suryamitra project.(d) A Letter of Empanelment to the successful TP shall be issued.

2.7 SSDP Financials and Payment terms:

Each program should have 30 participants. The assessment and certification will be done by Third Party agency. Any revision of fee structure shall be based on MNRE approval, which shall be communicated accordingly. The funds will be released in three instalments as per common norms of Ministry of Skill Development and Entrepreneurship (MSDE). Advances shall be released against bank guarantee. TP has to submit the documents for each program - Utilization Certificate in GFR 12A, Statement of Expenditure, Attendance sheet, group photo, Assessment & Certification receipt, feedback forms, placement information, details of participants in the specified format (Adhaar number of participants is mandatory) and any other information required by NISE.

The targets are from the date of start of the project. So far approx. 18000 had already been trained by 31.03.2018. The targets of Andhra Pradesh also include the targets of Telengana.

2.7 Termination of empanelment:The empanelment of the TP may be terminated at any point of time if any violation of norms is found during the implementation of the Suryamitra programs at its centres.
