• Vietnam’s telecoms industry is growing rapidly. • 21.9m mobile phone subscribers, representing a penetration

rate of 26 per 100 population and a near doubling in one year. • Leading provider is Viettel, with 7.3m subscribers; it signed up

5m customers in 2006. • Other two main providers are

– MobiFone (7.1m subscribers) – VinaPhone (5.3m subscribers)

• Both owned by the state-owned Vietnam Post and Telecommunications Corporation (VPTC).

• Despite the rapid pace of expansion, the number of mobile-phone subscribers is low compared with other countries in the region, such as Thailand (at around 61 subscribers per 100 in 2006).

• The mobile phone market established in 1992 in Hanoi and HCMCity has remained under the tight control of the state-owned VNPT as VNPT began operating two national GSM 900 networks − Vinaphone and Mobifone.

• The MPT had issued six licences by early 2005, the licensed operators being

– Vinaphone, – Mobifone, – Viettel, – S-Fone, – EVN Telecom and– Hanoi Telecom.

• The first three operators have deployed Global System for Mobiles (GSM) systems, whilst the remainder are licensed to use CDMA. S-Fone and Hanoi Telecom are newly licensed joint venture companies with foreign investors, while the other four are state-owned.

• The mobile market in Vietnam saw operators cutting charges in early 2006 in a race to hold onto customers and sign up new ones, as two new players - EVN Telecom and Hanoi Telecom - were preparing to enter the market with their Code Division Multiple Access (CDMA) networks. Existing providers were camouflaging their price reductions as ‘special promotions’ while they waited on approval from the regulator.

• The two new providers announced they would introduce a very competitive tariff rate when they launched.
