ãProject Completion Reportã Title of Business :Program for disseminating safe and efficient mechanical electric power
distribution work including Hot Line Method in Vietnam This business can be divided into following 3 parts. ãïŒã Current situation survey and job site inspection about the mechanical electric power distribution
work in each region in Vietnam ãïŒã Formulating of a proposal to EVN and a business promotion strategy for Japanese companies
based on aboveãïŒã. ãïŒã Inviting representatives of EVN and strengthening relations through invitational activities in
Japan in order to realize aboveãïŒã. Chapter 1 Survey of Current situation and job site inspection on mechanical electric distribution work in each Vietnam region â First of all, we visited EVN and explained about the overview of the project. In the mean time, we
checked whether or not they were interested in participating in the project or were appropriate to invite to Japan through the meeting.
We finally confirmed all the companies had intention to participate in the project.
â¡ We executed further job site inspection in order to select the candidates who could enjoy the most efficiency through the project. We hold hearing regarding the problem of each company firstly and then executed our job site inspection based on each problem to be solved. We mutually exchanged the opinions between Vietnam and Japan based on the job site inspection. Thus we identified the problems in future.

Job Site in Da Nang We could see that there was still room for improvement although distribution work was more mechanized compared with north area such as Hanoi or Haiphong. We executed job site inspection as well as meeting for exchanging information with following subsidiary companies of EVN from north to south of Vietnam. Generally speaking equipments and job methods are affected by Russia in the north while that of south affected by USA. Though knowledge and capabilities of each subsidiary company is not the same level, they are all tackling the same problem to decrease outrage time as priority. Cargo cranes were widely used for electric work before, but more and more aerial platforms as specialized vehicles are used from the end of last year due to its safety problem. Therefore we can promote mechanical work with both high spec aerial work platforms for Hot Line as well as normal aerial work platforms for Off Line.

Chapter 2 Work out on proposal to Electricity of Vietnam We studied following issues through our inspection activities in Vietnam. (1) Selecting subsidiary electric companies as candidates for inviting Japan (2) Selecting Japanese products to introduce (From the viewpoint of hard portion) (3) How to introduce electric work method and training systems for electric workers
when the delegation of EVN comes to Japan (From the viewpoint of soft portion) In regard to the Japanese products, we studied special electric tools and materials which can be introduced to EVN as well as aerial work platforms of Aichi Corporation who was the joint proposer of the project. We selected those products which we felt worth introducing through our job site inspection in Vietnam. Special safety protective equipments used now are heavy US products which were developed for American workers, but we decided to introduce light weight and quality high Japanese products which fit people in Asia. We decided to introduce safe and high quality Japanese genuine products for special tools for distribution work, because some subsidiary electric companies had used imitation products by the manufacturer in Taiwan. We visited Japanese manufacturers for these products and explained the project scheme and checked if they were interested in taking part of the project. Japanese manufacturer started studying how they promote their own products. Japanese products which were introduced through the project were as follows; 1) Aichi Corporation: Aerial work platform for both Hot and Off Line work. We promoted
mechanical electric work on both types. 2) Nagaki Seiki Co., ltd.:Equipments for distribution work such as wire grip, puller, tension
meter and ratchet

Inspection of uniform for distribution workers at Kinden Technical Training Center (Hereinafter Kinden Gakuen) Besides above products, we came to know that routine work flow, training system and qualification scheme etc of electric work companies in Japan were worth introducing. In this regard we decided to involve job site tour at Kinden Kobe Branch Awaji office and inspection of Kinden Gakuen.

Chapter 3 Invitational activities in Japan As details were mentioned in the Report of Invitational Activities which was submitted in the past, the invitational activity consists of mainly three following activities. (1) Factory tour in Aichi Corporation, as well as instruction and demonstration of aerial work platform
and equipments for distribution work (2) Introduction of distribution workflow and Hot Line job site inspection at Awaji office of Kindenâs
Kobe branch (3) Introduction of training system and qualification scheme of electric workers at Kinden Gakuen (Please refer to the attached summary scheme on this project including photos of invitational activities in Japan)

Especially, representatives of EVN were deeply impressed by the serious working attitude through early morning assembly and checking workflow before starting work in Awaji service office of Kindenâs Kobe branch.

We promote to improve practical understanding of representatives of EVN through the inspection tour at boarding school of Kinden Gakuen. They saw actual training system, both indoor-outdoor activities and how they are training young electric workers.

Explanation of Kinden Gakuenâs outdoor facility After invitational activities, we heard from participants of EVN that they of course understood safety and efficient mechanical distribution work in Japan. In addition to it, we came to know that they were impressed by Japanese serious attitudes against work, safety operation, punctuality and importance on preparation before work. It seems that they were influenced through smooth progress on the itinerary of invitational activities including punctual travelling in Japan, while the schedule was tight, or well disciplined manner arised from punctual training system at Kinden Gakuen. Japanese special products for distribution work developed under such background and culture left deep impression among participants of EVN and thus there was indirect but big effect for the promotion of Japanese products.

Chapter 4 Result of the project and its future prospect. â We have contracted 37 aerial work platform manufactured by Aichi Corporation since April in 2015.
The result came from increased credibly against Japanese equipments through this project and the sales promotion of adopting utmost and detailed requirements from customers before and after the project.
â¡ Some subsidiary companies requested us to study mounting aerial work platform in Vietnam or establishing after sales service organization in Vietnam in order to promote Aichi Corporationâs aerial work platform. This issue remains in future.
⢠There were inquiries about equipments of Nagaki, Yotsugi, Fuji Denko and Sumisho Montblanc, and we started to supply product samples of those. To make those businesses successful, we need to work out the requirements from EVN as we did on aerial work platforms and we have to deal with documentation work for tenders timely.
⣠As for automated distribution system by THE Power Grid Solution, which we introduced through the project, it was adopted as JICAâs project of strengthening partnerships with private corporation and private business and supporting improvements of the business environment in developing countries. The project for technology transfer started with Hanoi Power Company.
†Some participants of EVN reported that the project was worth participating, and some of them created safety management provisions. (Attached files are report and safety management provisions by Haiphong Power Corporation.) It verified that what they studied in invitational activities were really beneficial and useful for EVN.
⥠In addition to above , we received some requests such as planning training program specialized on electric work or dispatching lecturer in future, but it should be considered with business potentiality and the accepting entities.
⊠Some subsidiary companies really understood the high quality of Japanese equipments and asked us to compose tied base ODA program with Japanese equipments in order to avoid local tender procurement.
⧠Future prospects and direction of the project are as follows. ïŒEVN subsidiary companies well understood mechanical distribution method in Japan now, so we
would like to increase the market share of the Japanese machines, tools and materials compared with competing products of other countries by building impressive track records of Japanese equipments.
ïŒWe also would like to respond to new requirements from subsidiary companies of EVN as much possible if any.
ïŒWe try to gain more experience and track records in Vietnam, and see if there will be a chance to promote similar projects in neighboring countries such as Myanmar.

ãMain activities of the Programãâ Aichi and Sumitomo performed reasearch activities at each company of EVN. Basically understood the present situation through job site research and discussion.â¡ Based on the research Japanese companies drew up the plan when inviting EVN delegations. â¢We invited around 18 persons of EVN to Japan and we hope that there were valuable informations for EVN to decrease blackout time.
