VOLVO OCEAN RACE MORNINGTON TURNING MARK

Date: 20th-28th January & 12th February 2006 Details: A 3 metre high yellow buoy will be deployed approximately 500

metres offshore from Mornington Pier at approximately location 38o 12.50’ 145o 01.80’ (WGS 84).

The buoy will form part of the course for the incoming and outgoing Volvo Ocean Race yachts in Port Phillip & will be marked at night with a yellow flashing light.

An Exclusion Zone will be in force on 12th February between 1230 and 1530 extending 500 metres around the turning buoy and will be marked by yellow or orange inflatable buoys. A mobile 200 metre Exclusion Zone is in force around each Volvo Ocean Race vessel within Port Phillip at all times. All spectator craft are to maintain the required clearance and navigate with caution in the vicinity of the yachts.

Mornington Turning Mark – Exclusion Zone On Sunday 12 February 2006 an exclusion zone will be established around a turning buoy (Turning Mark) in the waters north west of Mornington Pier. The buoy will be positioned at approximately 38o 12.5’ S and 145o 1.8’ E (WGS84) with an exclusion zone extending 500m around the Turning Mark.

Date: Exclusion Zones active on various dates & times. Refer to the Table below. Details: The revised Victoria Harbour Exclusion Zone for events associated with the staging of the Volvo Ocean Race Stopover will be established and marked by buoys. The buoys will display flashing white lights, approximate corner locations are as follows and as per the map.

Vessel Operators are reminded that a 5 knot speed restriction applies at all times within Victoria Harbour, boaters are advised to utilise the vessel transit lane and follow directions given by Parks Victoria Officers.

Vessel operators are kindly requested to maintain a courteous manner at all times & and ensure that vessel bow wash is kept to a minimum. Date: Immediate Details: Parks Victoria advise the following rule change for all vessels operating in Port Waters effective 5 January 2006. Zonal speed change – Yarra River (effective 5 January 2006)A 10 knot speed limit will apply for the waters between an imaginary line connecting Piles 23 and 24 and the southern drip line of the Westgate Bridge. The following conditions will apply: • The 5-knot speed limit continues to apply between the southern drip line of Westgate Bridge to Charles Grimes Bridge • The 5-knot speed limit within 50 metres of another vessel will continue to apply

Restricted Activity – Yarra RiverWater-skiing, the use of Personal WaterCraft and Swimming or Bathing is prohibited between Bolte Bridge and piles 23 and 24. Restricted activity (Rowing Shells and Dragon Boats) – Yarra RiverA motorised support vessel must accompany all rowing shells and dragon boats when operating more than 50m downstream of the western drip line of Bolte Bridge to pile 23 and 24, and Shepherd’s Bridge on the Maribyrnong River. This support vessel must carry appropriate flotation devices for the number of people in the rowing shell / dragon boats and must have a VHF Marine Band radio fitted with Channels 12 and 74. All vessels traversing the Port zone should be mindful of wash and maintain safe distances to other vessels in the water. The pontoon is only available to Volvo event vessels and berthing of unauthorised vessels is strictly prohibited. The pontoons will be marked with yellow flashing lights.

Replace with the following wording regarding Restricted Activities;

“Restricted Activity – Yarra RiverSwimming or Bathing is prohibited between Bolte Bridge and piles 23 and 24.”

Personal Water Craft are allowed downstream of Bolte Bridge and are required to operate within the speed restriction applicable to all vessels.

EXCLUSION ZONES AND CHANNEL CLOSURES

Date: 3rd, 4th & 5th February 2006 Former Notice 6(T)/06 and 9(T)/06 refer Details: (1) Mariners are advised that on the 4th February 2006 the River Yarra and

Williamstown Channels will be closed to commercial ship movements between 11.00 - 12.00 hours for the transit of the VOR yachts and the associated spectator flotilla to Hobsons Bay.

(2) On that same day the River Yarra, Williamstown, Port Melbourne, and the East and West By-pass channels will be closed to commercial ship movements to facilitate the conduct of the In Port race between 1300-1700 hours. The Inner Anchorage will be closed to commercial shipping 3rd and 4th February 2006.

(3) Movements of commercial shipping will be adjusted so as to minimise the impact on the VOR yachts and the associated spectator flotilla’s safe return to Victoria Harbour.

(4) On or about 3rd February 2006, 16 (No. 1 – 16 on plan) 3 metre high yellow buoys will be deployed marking the approximate extent of the 4 Exclusion Zones (cross hatched on plan) established to facilitate the In Port Race. The deployment of these buoys will be such as to be clear of the Port Melbourne, and the East and West By-pass channels and their fairways. (5) One metre high intermediate yellow and orange buoys will be deployed between the 3 metre high buoys on the morning of the race at approximately 75 metre spacing to delineate the boundary of the race course connecting the 4 Exclusions Zones.

All race buoys will be removed at the completion of the event.

(6) If, due to unfavourable weather conditions, the In Port race is re-scheduled for Sunday 5th February, points (1), (2) and (3) above will be rescinded and a single port closure between 13.00 – 17.00 hours will apply. Updated information about port closures and shipping movements will be available from Harbour Control on the day.

(7) All vessel operators are reminded of the mobile 200 metre Exclusion Zone that is in force around each competing Volvo Ocean Race yacht within Port Phillip at all times. A 50 metre mobile Exclusion Zone is in force around each vessel within the Yarra River.

(8) All spectator craft are required to remain outside the marked Exclusion Zones at all times.

Date: 17th & 18th March 2006 Details: The Melbourne 2006 Commonwealth Games Triathlon event swim leg is to be held within St Kilda Harbour on 17th & 18th March 2006. The Exclusion Zone will be identified by yellow “No Boating” buoys in a line from the navigation aid at the end of the breakwater to an imaginary line at Langridge St, West St Kilda. The approximate position of the navigation aid 37851.638’ S 144857.646’ E and on shore 37851.399’ S 144857.830’ E (WGS84). The zone will prohibit all vessels not associated with the event from entering the Exclusion Zone and will be patrolled by Parks Victoria vessels on the following dates and times. Familiarisation Day 9am-2pm Thursday 16 March 2006 Event Day 6am-3pm Saturday 18 March 2006 The zone will be deactivated by Parks Victoria and the buoys will revert to yellow ‘5 knots’. Buoys will be lit with white flashing lights from sunset to sunrise.

All vessel operators are advised that the inner low level landing will not be available for berthing between 8th- 24th March (approximately) to facilitate the Triathlon infrastructure.

The buoy marks the centre of the scientific research area, which has a

purpose of fireworks fallout) in the in the vicinity of Evans Inlet, Tooradin at approximate position 38° 12.808’S, 145°22.736’E (WGS84).

The Exclusion Zone extends approximately 100 metres from the fireworks barge in an arc of 360°. All vessels are prohibited within the Zone, other than unmanned moored vessels, from 2015 until 2230 on 15 December 2006.

Details: As the designated Port Manager for the Port of Port Phillip (conferred under the Marine Act 1988), Parks Victoria wishes to advise of the following Vessel Exclusion Zone placement and activities at St Kilda Beach. Exclusion Zone - St Kilda Beach At St Kilda Beach an Exclusion Zone for the Swimming Australia Open Water Swimming Championships will be established and marked by yellow special mark buoys. The buoys will be located at positions mapped & tabled hereafter: ,

All yellow special mark buoys, pillar in shape, will remain in the water over the course of the event and will be lit with white flashing lights. The boundary of the Exclusion Zone, while in operation, will be identified by yellow ‘No Boats’ buoys. Within the Exclusion Zone, a start and finishing line tower will be present, as well as small yellow, spherical in shape turning buoys to mark the course of the events. Vessel operators are kindly requested to maintain a courteous manner at all times & ensure that vessel bow in the vicinity of the Exclusion Zone is kept to a minimum.
