Approximately 3,000 University of Vic-toria students have signed a petition rejecting the B.C. government’s recent proposal to link defaulted debt to driver’s license renewals.

Under the proposal, ICBC would with-hold driver’s licenses from people who have not paid off their student loans. This law would only apply to those who have not been in good standing for more than a year.

Greg Atkinson, spokesperson for the University of Victoria students’ society, presented the petition to Kathy Corri-gan, official opposition spokesperson for

advanced education on Tuesday, along with about a dozen other students in front of ICBC on Wharf Street.

“We’re proposing an alternative that the government should be support-ing students, not punishing them,” said Atkinson. “We’re demanding a needs-based non-repayable grants system – up-front cash for students to be able to go to school.”

Atkinson added that B.C. is the only province in Canada without such a pro-gram.

“In other provinces, when you apply for student loans, you automatically qualify if you come from a lower or middle income family for grants for your education.”

Corrigan accepted the petition, saying

the government needs to support stu-dents who pursue post-secondary edu-cation.

“I think the government needs to start listening to the thousands of students who are working very, very hard to get a good education so they can have good jobs in this province,” said Corrigan.

“To punish those people that are just trying to do the right thing by going to school, getting jobs and being productive and making our society a better place, I think that’s a vindictive and petty thing to do.”

Corrigan took the petition to the legisla-ture on Wednesday.

Victoria’s economy is expected to grow faster in 2015 than it did in 2014, but more jobs are needed in the region, said Dallas Gislason, economic development officer for the Greater Victoria Development Agency, at an economic development forum this week.

“Victoria is a very stable economy,” said Gis-lason. “I don’t think we’ll ever be a fast-growth economy, but we need to figure out as a com-munity how to move that metre.”

In 2014, Victoria’s GDP growth was 0 per cent.

“If I took that to a few more decimal points, we actually did grow, but the way it’s rounded off it looks like 0.0 per cent,” said Gislason.

This year, Victoria’s GDP is expected to grow by 1.9 per cent. Gislason said one major rea-son for growth this year is the state of the U.S. economy.

“We do have growth occurring in the market-place, we just need to capitalize on it.”

One of the large sectors in Greater Victoria’s economy is the high-tech sector. More than 800 known high-tech companies in the region brought in $3 billion in revenues in 2014 col-lectively.

This translates to $4 billion in economic impact, said Gislason.

“Victoria’s high tech sector is very much alive. The big companies are doing well, which translates to job creation, which actually cre-ates momentum in other sectors because they all have suppliers that they work with.”

An important factor in improving Victoria’s economic development in the next year will be attracting skilled workers and creating jobs for those workers, said Gislason.

Having warm feet is essential for those living on the street, says Rev. Beth Walker, Fairfield United Church min-ister, who is organizing a sock toss for Victoria’s homeless community.

To help, Sir Douglas Elementary School and Margaret Jenkins Elementary School have been collecting socks for April 2’s sock toss assemblies. At Sir James Douglas, the class that brings the most socks will be able to throw the socks at Walker, Rev. Gail Miller and vice-principal Murray Harris. At Margaret Jenkins, students will throw socks at mayor Lisa Helps, Coun. Chris Coleman, Don Evans from Our Place, Walker, Miller and principal Brett Johnson.

“I think people want to help, and they’re looking for ways to help, and socks are accessible,” Walker says. “The most encouraging part of this is raising awareness about the plight of the homeless in our society.”

The socks will be donated to Our Place Society, where 100 pairs of socks are given away every day, says Grant McKenzie, director of communications at Our Place.

“Keeping your feet dry is one of the most important things you can do to stay healthy when living on the streets,” McKenzie says.

“The homeless community doesn’t have access to laun-dry facilities, so they need more socks. It’s one of the big-gest needs that we find.”

Sock toss to bring warmth to needy

Victoria’s Sandra Meigs – known for her expressive, eclectic art primarily in the mediums of acrylic and oil and featuring large-scale works – was named as the winner of a 2015 Governor General’s Award for Visual and Media Arts.

A professor with the University of Victoria’s Department of Visual Arts since 1993, Meigs has led a distinguished 35-year arts career beginning in Halifax, with exhibits in galleries across North America and in Europe. She is one of only eight winners announced by the Canada Council for the Arts.

“It’s such an honour to be recognized in this capacity for my career as an artist,” said Meigs, who believes that work-ing in Victoria is one of the factors that set her work apart. “I like the sense of delight or freedom it gives me. I take what I do here and show it in Toronto and people always say, ‘Oh, that’s so fresh!’”

A member of the Royal Canadian Academy of Artists, Meigs has maintained an active exhibition schedule since 1979, with more than 40 solo and 60 group exhibitions in Canada’s most culturally relevant institutions. Her work has been collected by the National Gallery of Canada, Art Gallery of Ontario, The Banff Centre, the Canada Council Art Bank and the Musée d’art contemporain. The multiple award winner has also represented Canada in the Fifth

Biennale of Sydney, Australia, in 1984.“This award represents our country’s highest honour

in our profession, and publicly recognizes a lifetime of achievement and contribution to this field of research,” said Paul Walde, chair of UVic’s Department of Visual Arts.

“Throughout her career at UVic, Sandra has continued to distinguish herself and the department through her out-standing work as an artist and professor.”

“Just when you think you have a handle on how Meigs will next explore psychological or physical space, her pas-sion and focus changes shape and direction,” added Dr. Lynne Van Luven, acting dean of UVic’s Faculty of Fine Arts.

Meigs will be presented with a $25,000 cash prize and unique commemorative medallion by Gov. Gen. David Johnston at a ceremony at Rideau Hall in Ottawa on April 8 and will participate in a special exhibit of 2015 winners at the National Gallery of Canada, running April 9 to Aug. 30.

Meigs is only the second UVic scholar to be awarded a Governor General’s Award for Visual Arts, alongside sculp-tor and professor emeritus Mowry Baden in 2006. She has also been a mentor for generations of artists, including UVic alumni Patrick Howlett, Althea Thauberger and Mari-anne Nicholson.

2015 marks the 15th anniversary of the Governor Gen-eral’s Awards in Visual and Media Arts. Created in 1999 by the Canada Council for the Arts and the Governor General of Canada, the awards celebrate Canada’s vibrant arts community and recognize remarkable careers in the visual and media arts.

Getting outside and experiencing nature offers mental healing like no other, according to the staff at Power to Be in Victoria.

The non-profit organization takes kids and adults with mental and physical disabilities and challenges into nature to help them discover their potential.

“We try to reduce those barriers and create those opportunities for them to get out there and experience things that anyone else can enjoy,” said Jason Cole, director of programs at Power to Be. “I think nature and outdoor activities give a sense of challenge and an opportunity to really evoke that in yourself.”

Programs include kayaking, rock climbing, hiking, canoeing and more. Each program is tai-lored to the individuals in the group to help them increase their access to outdoor adventure expe-riences.

Carinna Kenigsberg, program manager at Power to Be, said the most rewarding part for her is see-ing the participants grow internally and externally.

“It’s a massive, lifelong, everlasting change, even from being in a two-hour kayaking program, to being in a long-term program – a sense of self-confidence, a new interest in a sport or activity, a complete connection to something natural in our environment that they otherwise never would have been able to get to or appreciate,” she said.

In 2014, Power to Be worked with more than 75 community agencies, 300-plus individual partners and served more than 1,000 participants.

“We try to provide an opportunity for anyone who feels they have a need,” Corrigan said. “We’ve never had to turn anyone around and say that they can’t fit into our programs. We would just design a way that they could.”

Through his work with Power to Be, Cole recently won a Vancouver Island Top 20 Under 40 Business and Community Achievement Award.

“The fact that I was put forward by my team was what meant the most to me,” Cole said. “To see the community reflect back that they value the work I do was also very humbling and inspir-ing for me to keep doing more.”

Tourism in Victo-ria rose in 2014 and is expected to continue

Tourism industry marked by ‘staggering growth and recovery’

to grow into 2015, said Tourism Victoria CEO Paul Nursey at Chem-istry Consulting’s eco-nomic development breakfast on Wednes-

day.“I think we are in for

a period of sustained growth in the tourism sector for the fore-seeable future,” said

Nursey. “We have seen staggering growth and recovery in the last year.”

In February 2014, average hotel occu-pancy rate in Greater Victoria was 53.35 per cent. In February of this year, average occu-pancy rate was 61.86 per cent. Room rates have also gone up from $103.61 in Febru-ary 2014 to $109.28 in February 2015. Average revenue per available room increased from $55.28 to $67.60.

“2014 was a good year, [with] very solid business growth [and] record summer occu-pancy.”

Nursey called the hotel industry the “lungs of the ecosys-tem,” because tourism starts with people stay-ing in hotels.

“We’re about to go into record occupancy levels . . . and we expect that this will continue through the year, all things being equal.”

Tourism Victoria’s

new campaign for the coming season, titled “Beyond Words,” aims to attract visitors from the Pacific Northwest area.

“We want to make sure that we are lever-aging that fantastic style.”

The spring campaign is “The idea is that peo-ple are speechless...they are so excited that they develop their own language around visit-ing Greater Victoria,” Nursey said.

Habitat Acquisition Trust (HAT) is helping educators meet this need by providing free outdoor learn-ing opportunities to youth. HAT brings hands-on natural sci-ence learning full-circle from outdoor experiences in park settings to outdoor classrooms on school grounds.

“The program provides a sense of community and con-nection to nature – they bring nature back into children’s daily lives and build excitement for the conservation, restoration and appreciation of wild places,” explains HAT executive director Adam Taylor.

HAT also helps students con-nect with nature on their school grounds through native plant gardens or habitat enhance-ment. Representatives travel to

schools in the region to provide teachers, administrators, and students with a Nature Science Education on-site consultation resulting in a custom plan for outdoor student learning.

This week, École Quadra Ele-mentary hosted a planting proj-ect Tuesday and Wednesday where more than 350 students planted a variety of native spe-cies on school grounds and learned about the value of nature in their own neighbourhood.

“Programs such as these at HAT are key to our outdoor edu-cation component at Quadra School as the volunteers and

staff are well trained and very knowledge-able,” says Marilyn Campbell, Principal at École Quadra. “Their on-site program saves us valuable dollars required when we go out of the neighbour-hood on a field trip.”

In addition, HAT has provided free nature education programs since 2003 to more than 30,000 Victoria-area children at Gold-stream Provincial Park, enabling them to expe-rience the salmon run, eagles, and old growth

trees at iconic park.“Thanks to the support our

Last week, B.C. Transportation Minister Todd Stone trumpeted the province’s long-awaited transportation plan as “a roadmap for the next 10 years on how we will expand and improve the quality of life for us all.”

The B.C. On the Move plan is the result of 13,000 responses from British Columbians about their perceived infrastructure priorities.

But the lack of detail in the plan is frustrating, given the hype of its release by the province.

It didn’t take 13,000 responses to inform the government that Vancouver Island’s top traffic problem remains the logjam at McKenzie Avenue/Admirals Road and Highway 1.

It is an intersection many Victoria employees use during their daily commute to and from downtown.

Anyone anticipating a specific timeline and commitment to an interchange at the intersection had to be disappointed with the announcement.

The ministry did commit to revisiting the potential for a future interchange at the busy intersection as a way to ease congestion along the commuter route.

Cost is clearly the major factor for an interchange, which some estimates put in the $80-million to $100-million range.

While the Conservative government dispensed with its infrastructure grants some years back, in an election year, who knows what might happen?

Then again, finding money for an interchange would gain more traction if we had a sitting government MP.

What grows up to five feet wide and 70 feet long when it rains?

That would be the puddle in front of our home. I brought it to the city’s attention when Mayor Lowe was in office.

Result: They sent out a photographer.

Curbs and sidewalks came and took a look – “Not our problem that’s a roads problem.”

Roads showed up a few days later. “Not our problem, that’s a curbs and sidewalk problem.”

The result? It’s still there and getting bigger every year. The crows and raccoons love it for dunking their food.

Kids love it for dunking their boots. It stinks like a sewer in the sun and gives you a fun slide into the drive when it freezes.

I emailed the city this year because it is getting longer.

I am becoming increasingly concerned about the reckless corner-cutting drivers who keep encroaching more and more on the sidewalk domain of pedestrians like me.

It is now almost routine for some motorists to drive their cars onto the edge of the sidewalk when turning the corner at a number of major intersections.

This is an especially bad

problem, for example, with drivers turning left at the northeast corner of Fort and Douglas, turning right at the southwest corner of Oak Street and Saanich Road and turning right at the southwest corner of Harriet and Burnside.

At all three of these intersections I have witnessed several close calls in which pedestrians have almost been struck by sidewalk-intruding vehicles.

Clearly this is an extremely dangerous situation and something should be done to protect pedestrians. One possible solution, for example, might be placing cylindrical metal poles at the edges of the sidewalks at these intersections.

In any case, I hope some type of action is taken to deal with these problems of the corners before they start creating some problems for the coroners.

Recently, staff at the Royal BC Museum meticulously packed up 25 remarkable paintings and sketches by the iconic Canadian artist and writer Emily Carr, in preparation for a loan to the Art Gallery of Ontario.

The artwork was packed into custom-built travelling crates, curious hybrids of a Russian nesting doll and bomb shelter.

The nesting of padded boxes within boxes makes sense, given that the Carrs are of various sizes, weights and configurations.

And the bomb-proof construction, complete with plywood buttresses, insulation and vapour barriers, is a logical safeguard, given the material fragility and cultural and financial preciousness of the artwork – not to mention the distance it must travel.

Happily, the temporary loan of 25 original pieces still leaves the Royal BC Museum with an enormous wealth of Carrs. The museum has the world’s largest collection of works by Carr, born in Victoria in 1871. The

collection comprises more than 1,100 paintings and sketches, plus rugs, pottery and archival and library records created by her peers and scholars.

The AGO show explores Carr’s encounters with the landscape and indigenous art of the Northwest Coast.

Museum CEO Jack Lohman has pointed out that the paintings loaned by the museum

are first-rate ambassadors of our province, showing off stormy coastal and brooding forest scenes of B.C., as well as many First Nations villages that were embedded in nature.

From the Forest to the Sea is a joint production and collaboration with the Dulwich Picture Gallery in London, UK. In the fall of 2014, the Royal BC Museum sent another 25 works to Dulwich, including the famous oil painting Tanoo, Q.C.I., recently featured in the museum’s online collection, 100 Objects of Interest.

Dr. Kathryn Bridge, the Royal BC Museum deputy director and head of knowledge, academic relations and atlas, noted that Tanoo, the largest painting in the RBCM’s collection, which depicts a

village scene on Haida Gwaii, was the centerpiece of the Dulwich exhibition.

Carr is revered in Canada – particularly B.C. – but is not as well known in much of the rest of the world. The Dulwich show, the first dedicated Emily Carr exhibition in the UK, provides British audiences with an opportunity to learn about her idiosyncratic life, her intimate knowledge of First Nations coastal communities and how her painting style and subject matter changed over time.

Just as significantly, the artwork loan positioned the Royal BC Museum as a lender of significance, placing it on the European stage. However, lending (and borrowing) artifacts, specimens and artwork to other institutions is not a new approach for the museum. This past year alone, it has made loans to 23 institutions around the world, from Prague to Quingdao.

As the museum develops its 2015 feature exhibition, Gold Rush! El Dorado in B.C., it has already struck partnerships with museums as far away as Colombia and China to borrow artifacts and send components as a travelling exhibition.

The Victoria Royals head into the Western Hockey league’s play-offs tonight with the first game of an opening round best-of-seven series against the Prince George Cougars.

The Royals’ ended their regu-lar season with a 39-29-4 record, second-best in the team’s nine-year franchise (Victoria Royals/Chilli-wack Bruins) history. Only the 2013/14 season was better with 48 games won.

The team finished regular sea-son play last weekend with a two-game win/loss split with the Ever-ett Silvertips.

Coach Dave Lowry hopes his players remember how they played in that final regular season win. “We have to bring that emo-tion from Saturday to the playoffs”.

He says his team is in great shape for the series. “Our energy levels are good and we just need some minor tweaking,” he says.

The Cougars will be a strong opponent, he added. “They’ve been playing with a playoff mind-set and feel good about their game right now.”

Third-year goalie Coleman Vollrath agrees with his coach’s assessment of the Cougars. They’ve been playing desperate hockey to make the playoffs,” he says.

As for his own team, “we can’t look too far ahead, we have to focus on this series and we have to match their intensity,” Vollrath says.

“Our practices have been intense and personally I’ve been working on tracking the puck,” he says.

The Royals have home ice advantage starting with two games (tonight and Saturday) at the Save-On-Foods Memorial Centre before heading north to Prince George.

Travel is a minor factor for the team. The Royals will head out to Prince George Monday morn-ing, even though they don’t play until Wednesday, due to the dis-tance. The reality is “travel is the same for both teams,” Lowry says. “That’s just hockey.”

To save time on their return to Victoria, the team will leave imme-diately after their Thursday night game, travel as far as 100 Mile House, stay overnight and then leave early Friday, which should

The regular season is just that when hockey heads into the playoffs. The playoffs are often made on breakout per-formances by athletes.

That said, let’s look at how the Victoria Royals and the Prince George Cougars match up from their regular season play.

Victoria Royals defenceman Joe Hicketts will finish off a highly satisfying year as he leads his team into the WHL playoffs.

Hicketts, who stands in second place for scoring with 64 points, coming from 12 goals and 52 assists, was cho-sen as the team’s most valuable player as he took home the National Bank Financial MVP Award. The product of Kamloops, BC also earned the Wilson’s Transportation Top Defenceman award and The Keg Fans’ Choice award during the team’s awards ceremony last Sunday.

Hicketts also became the first Royal ever to play for Hockey Canada’s National Junior Team, joining Royals’ coach Dave Lowry at the World Junior Championships in Toronto and Montreal for the 2015 championships.

Hicketts isn’t Victoria’s only strength, of course.Goalie Coleman Vollrath is riding a hot streak to enter the

playoffs.The 20-year-old was recently chosen Vaughn CHL Goalten-

der of the Week after posting a 3-0-0-0 record that included two shutout wins.

Vollrath’s team shutout streak ended at 152 minutes and 10 seconds which was good enough to break Patrick Poliv-ka’s record from last year. It left him just 1 minute and 46 seconds short of the all-time shutout record held by Matt Esposito in the 06-07 season, when the team was still the Chilliwack Bruins.

Vollrath isn’t Victoria’s only power in goal. Both Royals goalies made the WHL’s top 20 list. Vollrath sits in the 15th spot while Justin Paulic holds down the 20th slot.

Top scorer for the team this year is Austin Carroll. The team veteran potted 38 goals and added 39 assists for a 77

point total for the regular season.Right behind Carroll and Hicketts on the scoreboard are

Tyler Soy with 28 goals and 35 assists and Brandon Magee at 23 and 38.

Prince George will be coming in with the hot hands of Chase Witala with 38 goals and 31 assists while his team-mate Jansen Harkins, who only scored 20 goals, has more points as he had an amazing 59 assists for the season.

Another player to watch is Zach Pochiro, who only played in 41 games this season, but managed to rack up 42 points with 19 goals and 23 assists in that time.

The Cougars goaltending doesn’t appear as potent as the Royals with Ty Edmonds sitting at 26th in the rankings.

Victoria is ranked fifth in the Western Conference while Prince George sits at seventh. The Cougars ended their season with a 31-36-5 record. This is the first time in four years the Cougars have made the playoffs.

The two teams have an interesting history with the Cougars being originally from Victoria, before the long-time local franchise was moved in 1994.

Last word on the series goes to goaltender Vollrath: “This is an exciting time, these (playoffs) are the times every hockey player lives for.”

The puck drops at 7:05 p.m. for tonight’s opening game.

So, just what’s up for grabs during the 2015 Western Hockey League playoffs?

The Victoria Royals and their fellow WHL teams are vying for the Ed Chynoweth Cup, named for former league president Ed Chyn-oweth.

From Saskatchewan, Chyn-oweth’s career spanned 37 years in both the WHL and the Canadian Hockey League and he was key to the growth of Cana-dian Major Junior Hockey.

Appointed president of the WHL in 1972, he held that position for 23 years before becoming the majority owner of a WHL expan-sion franchise in Edmonton in 1996.

At the national level, he served as president of the CHL for 20 years

from 1975 to 1995, helping found the 1981 partnership between CHL and Hockey Canada to oversee Canada’s National Junior Hockey Team.

Winners of the WHL’s Ed Chyn-oweth Cup continue on to face the best in the country and the oppor-tunity to hoist the Memorial Cup.

This year’s Canadian champion-ships will be held in Quebec City May 21 to 31.

Lowry to coach Canada at World Juniors

Victoria Royals Head Coach Dave Lowry has been named bench boss for Team

Canada at the 2016 IIHF World Junior Hockey Championships taking place Dec. 26 to Jan. 5 in Helsinki, Finland. Lowry was assistant coach of this year’s gold medal-winning junior team

and was head coach for Team WHL in the 2014 SUBWAY

Super Series. Since joining the Royals for the 2012-13 season, Lowry has posted a

• The Victoria Royals finished the 72-game regular season in second

place in the BC Division with a record of 39-29-3-1 – the second highest win

total in franchise history.

• Left-winger No. 21, Austin Car-roll, is tops on the points tally for the

Royals with 77 points in 69 games played, with 38 goals and 39 assists.

Plus/minus is +23.

• Veteran goalie Coleman Vollrath, No. 35, will lead the Royals into post-

season play with 28 wins, 15 losses in 53 games played. He has a goals against average of 2.99 and a save

percentage of 0.905.

• The Victoria Royals’ power play is sixth over all in WHL, with a power

play percentage of 22.

• The Royals ranked 11th overall on penalty kill, with an 80 per cent

PK percentage.

• The Royals bring home ice advantage to the first round of play-

offs with Game 1 and 2 of the best-of-seven series in Victoria.

• The Prince George Cougars concluded their regular season with an overall record of 31-36-2-3, a four-win and five-point improvement over the previous season.

• Prince George Cougar centre Jansen Harkins, No. 12, is the point leader for the north with 79 points in 70 games, includ-ing 20 goals and 59 assists. He is +7 on the season.

• Also No. 35, Prince George goalie Ty Edmonds has carried the bulk of the goal-tending for the Cougars, recording 28 wins and 24 losses in 60 games played. Edmonds has a goals against average of 3.64 and a save percentage of 0.892.

• The Prince George Cougars’ regular sea-son power play was 19th overall, with a power play percentage of 15.9.

• The Prince George Cougars’ penalty kill ranked last in the WHL with a 71.9 PK percentage.

• While the Royals were 21-12 at home this season, the Cougars were 15-19 on the road, potentially making home ice advan-tage a key component to this match-up.

Clean energy cars now more affordableThe long awaited rebate incen-tives designed to encourage British Columbians to buy clean energy cars were announced this week at the Vancouver Interna-tional Auto Show.Minister of Energy and Mines Bill Bennett announced a scheme to offer incentives of up to $5,000 for the purchase or lease of a new battery electric or plug-in hybrid electric vehicle, and up to $6,000 for a hydrogen fuel cell vehicle, When combined with new SCRAP-IT program incentives revealed here last week, the total savings could be up to $8,250 for an electric vehicle. The incentives are expected to reduce greenhouse gas emissions by the equivalent of taking 1,400 cars off the road and are part of Phase 2 of the Clean Energy Vehicle (CEV) program. The program will distribute $10.6 million from the Province’s Innovative Clean Energy Fund over the next three years for the following purposes:

◼ $7.5 million for point-of-sale incentives for electric and hydrogen fuel cell vehicles.◼ $1.59 million for investments in charging infrastructure and hydrogen fuelling infrastructure.◼ $1 million for incentives for commercial

fleet purchases of clean energy vehicles.◼ $500,000 for research, training, and public outreach on clean energy transportation technology.

Today, electric vehicles typically cost about 25 per cent more than non-electric vehicles, but the incentives will narrow that price gap. Electric vehicle owners typically save about 75 per cent on their fuel costs, which adds up to $1,600 per year. An analysis will be conducted to identify gaps in the location of

charging infrastructure and determine the most effective way to deploy infrastructure funding. This will include looking at what locations (multi-unit residential buildings, downtown parking areas, shopping centres etc.) would best support increased adoption of electric vehicles.The first phase of the CEV program ran from 2011 to 2014 and helped support the purchase of 950 electric vehicles and the development of over 1,000 charging stations, and resulted in 57,000 tonnes of direct emissions reductions – equivalent to taking approximately 1,000 vehicles off the road.

The Ministry of Energy and Mines will administer and implement the CEV program through partnerships with the New Car Dealers Association of British Columbia, the Fraser Basin Council, and the Canadian Hydrogen and Fuel Cell Association. Quote: Blair Qualey, president and CEO of the

Austin, TX – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles.

LooksOne could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking fa-miliar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine.InsideThis Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats

split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall.

DriveWhat can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base en-gine, that is so much more advanced and responsive, compared to the old, less efficient 5-cylinder in the previ-ous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional die-sel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed

manual or a 6-speed automatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for all wheel drive (AWD), the 2017 model will arrive with AWD in the Sportwag-on and that technology should spread to the rest of the Golf line.

VerdictVolkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather but we were treated to pouring rain. With the wip-ers plugging away and the radio on, this latest Golf feels all grown up, al-most “Audi Light”. The smooth power, along with the good feedback to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. The Sportwagon takes all the goodness of the hatchback and shares it in a slightly longer and more useful package. If you are in the market for a small sport utility, give this truly sporty utility a try.

Victoria athlete Deion Green is having a busy week in Ottawa.

The national team member is play-ing in the 2015 Americas Wheelchair Basketball Challenge, where Team Canada will be facing down rivals from Argentina, Brazil and the USA.

Green has been a resident of Victo-ria since 2006, when he and his fam-ily moved here from Winnipeg. His mom was actually born and raised in Victoria so he has deep roots in the city.

Green attended St. Andrew’s Regional High School from Grade 10 to graduation.

Green says he got involved in wheelchair basketball by word of mouth.

“All my friends were getting taller so it was becoming difficult to con-tinue playing stand-up basketball

with them,” he recalls.“So my mom was looking for a way

for me to stay involved with the sport I loved so much. When she found out there was a wheelchair basket-ball league based out of Richmond, she took me to check it out,” he says.

“Ever since that first day I discov-ered wheelchair basketball I’ve been in love with the sport and have now devoted my life to it.”

As a member of the national team Green has a grueling schedule. He trains Monday through Friday every week. He has on-court prac-tice from 8 to 10 a.m. and another on-court practice in the afternoon.

Tuesdays and Thursday bring what he calls “prehab” between practices – exercises his trainer has put together that focus on shoulder repair and health. This kind of training is an impor-tant part of his regime because wheelchair basketball is quite rough on the shoulders.

Asked about the high point of his career so far, Green says, “making Team Canada two years in a row now.

“The largest competition I will play in so far as a member of the National Team will be the PanAm Games this coming sum-

mer.”He says his teammates inspire

him. “I see the love and dedication

they have for the sport even after years and years of playing. Some of my teammates have been on the National Team for 10-plus years and haven’t lost the passion even a little bit,” Green says.

“Many of my teammates have gold medals from previous Para-lympics and every time I’ve seen one all I can think to myself is, ‘I got to get me one,’ and I know I can only do that through hard work.”

Green is looking ahead to this summer when Toronto hosts

the PanAm games, which will be the team’s biggest challenge this year.

“Team Canada needs to place first or second in the games in order to qualify for the Paralym-pics in 2016. We have been train-ing extremely hard towards that goal and feel quit confident we can achieve it,” Green says.

“We are more of a rookie team than we have been in the past, so team bonding and trust is still developing.

“But with our hard work and dedication I have no doubt we will make it to the level we need to be at to come out on top as the first place team at the PanAm Games.”

Celebrate Palm Sun-day with a Heritage Hymn Festival featur-ing the Arion Male Voice Choir.

On Sunday, March 29, the First Metropoli-tan United Church’s Music Team is present-ing a Heritage Hymn Festival featuring the Arion Choir.

The choir has sung continually since its founding in 1892, dur-ing the reign of Queen Victoria. It predates the British Columbia Parliament Build-ings (1897) and the Empress Hotel (1908). In fact, it’s the oldest continually perform-ing male voice choir in Canada.

This concert and hymn sing-along will be conducted by Peter Dent and will feature Fran Pollet on the organ. With admission by donation, everyone is invited to join their voices in this rousing musical celebration of beloved hymns, from 2:30 to 4:30 p.m. in the First Met Church sanc-tuary, 932 Balmoral Rd.

grated Major Crime Unit are investigating

the third suspicious death in Victoria in less

than a month.

On Friday, police were called to a home

in the 800-block of Queens Avenue at 5 p.m.

and discovered the body of a 46-year-old

Victoria woman.

“At this time there is no reason to believe

that the public may be at risk,” said Victoria

police spokesperson Const. Mike Russell in

a statement.

No further details were available at press

time.Also on Friday, police released the identity

of man whose body was found in the Inner

Harbour on March 5.

Scott Owen Smith, 26, was from Victoria.

Police are classifying the death as “suspi-

cious.” It has not yet been determined how

the Smith died.

Investigators are hoping to speak with

anyone who was with Smith on the night

of Wednesday, March 4 or the morning of

Thursday, March 5.

Police are also investigating the death of

Peter Hunter Thompson, 49, who was found

dead in the 400-block of Michigan Street on

Feb. 18.VicPD investigators have ruled Thomp-

It took eight years to gather the land at 3316 Quadra St., including that of the pioneer Holt family, and the payoff is finally here in the form of The Shire, a three-building condo development.

“It was a lot of work and a long wait to assemble all eight properties,” said real estate agent Chuck Meagher, in charge of The Shire’s mar-keting.

“It started with identify-ing the land, which is hard to find in Saanich in the first place.”

The builders are Jim Mclaren and Dave Vidalin, who’re also launching The Landmark development in Langford, atop Captain Langford’s original Colwood Farm (it includes the original stone Colwood dairy house).

The target demographic for The Shire is wide open, Meagher said.

“This particular develop-

ment uses a process that is somewhat unique. What the developers have tried to do is build a balanced community. Instead of specifically target-ing second-time buyers, or empty nesters, or first-time buyers, they’re instead try-

ing to design a building with a lasting design for all ends of the demographic.

“It won’t be as trendy as some current developments and will have more of a clas-sic feel that we believe will weather the style trends and

still be relevant in five years.”Ground is set to break this

week (or next) on the first two of the three buildings. Building A will have 25 units and building B is slightly larger at 35.

There are eight different

floor plans, another unique element to the building. And they’re selling at an even pace.

Building A is already sold out and B had sold 10 of 35 units as of earlier this week.

Building C will have 31 units and is expected to go ahead in 2016.

The buildings are built to Green CHBA standards and has minimal additional facili-ties.

While a common balcony sits over the entry of each building the amenities have been limited to keep strata fees down, Meagher said.

“If you put in a games room or a sauna, a small number of people use it and everyone pays. The second question all buyers ask is, ‘What are the strata fees?’ It’s a big con-cern.”

Drivers must vacate the left lane when a vehicle comes up behind them, unless they are passing another vehicle, avoid-ing debris on the road, allowing traffic to merge from the right, preparing to turn left or pass-ing an official vehicle stopped on the highway.

That will be the rule any time when the speed limit is 80 km/h or higher and traffic is moving at more than 50 km/h, under changes coming to the Motor Vehicle Act.

Hogging the left lane and holding up traffic is already a ticket offence, but one that police found difficult to enforce due to the wording of the leg-islation, said Transportation Minister Todd Stone.

The fine continues to be $109 for unnecessary use of the left lane.

Stone said slow drivers in the left lane are a big frustration, prompting drivers to pass on the right, which is also illegal.

The changes are not intended to encourage people to exceed the speed limit in the left lane, he said.

Amendments tabled in the B.C. legislature Mon-day also aim to clarify the province’s roadside driving prohibition law, after court challenges.

That law gives police powers to impound vehi-cles and suspend driv-ing privileges for up to 90 days after a driver blows a “warn” or “fail” level of blood alcohol on a roadside screening device.

The “immediate roadside prohibition” program took effect in 2010, effectively replacing most impaired driving charges with admin-istrative penalties, includ-ing a three-day driving ban and a $200 administrative fee for those who register between 0.05 and 0.08, if the police officer has rea-son to believe the driver is

impaired.

Clean energy cars now more affordableThe long awaited rebate incen-tives designed to encourage British Columbians to buy clean energy cars were announced this week at the Vancouver Interna-tional Auto Show.Minister of Energy and Mines Bill Bennett announced a scheme to offer incentives of up to $5,000 for the purchase or lease of a new battery electric or plug-in hybrid electric vehicle, and up to $6,000 for a hydrogen fuel cell vehicle, When combined with new SCRAP-IT program incentives revealed here last week, the total savings could be up to $8,250 for an electric vehicle. The incentives are expected to reduce greenhouse gas emissions by the equivalent of taking 1,400 cars off the road and are part of Phase 2 of the Clean Energy Vehicle (CEV) program. The program will distribute $10.6 million from the Province’s Innovative Clean Energy Fund over the next three years for the following purposes:

◼ $7.5 million for point-of-sale incentives for electric and hydrogen fuel cell vehicles.◼ $1.59 million for investments in charging infrastructure and hydrogen fuelling infrastructure.◼ $1 million for incentives for commercial

fleet purchases of clean energy vehicles.◼ $500,000 for research, training, and public outreach on clean energy transportation technology.

Today, electric vehicles typically cost about 25 per cent more than non-electric vehicles, but the incentives will narrow that price gap. Electric vehicle owners typically save about 75 per cent on their fuel costs, which adds up to $1,600 per year. An analysis will be conducted to identify gaps in the location of

charging infrastructure and determine the most effective way to deploy infrastructure funding. This will include looking at what locations (multi-unit residential buildings, downtown parking areas, shopping centres etc.) would best support increased adoption of electric vehicles.The first phase of the CEV program ran from 2011 to 2014 and helped support the purchase of 950 electric vehicles and the development of over 1,000 charging stations, and resulted in 57,000 tonnes of direct emissions reductions – equivalent to taking approximately 1,000 vehicles off the road.

The Ministry of Energy and Mines will administer and implement the CEV program through partnerships with the New Car Dealers Association of British Columbia, the Fraser Basin Council, and the Canadian Hydrogen and Fuel Cell Association. Quote: Blair Qualey, president and CEO of the

Golf Sportwagon scores a hole in oneBy Zack Spencer

Austin, TX – The latest seventh generation Volk-swagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles. The effort and billions of dollars, VW invested in its small car platform, called MQB, is at the core of this success. This lighter, yet stronger platform is so flexi-ble the Volkswagen Group has plans to use it for dozens of vehicles throughout the many brands it builds. The benefit to the consumer is a vehicle that is lighter, can use a smaller, more efficient engine and, with huge economies of scale, VW can lower the price. The Golf hatchback along with the sportier GTI is available in the market now and very soon the Sportwagon (station wagon), built on the same successful platform, will arrive.

LooksOne could be forgiven for not noticing the major changes in this 2015 model but that is the way VW likes to do things-- keep the exterior looking famil-

iar, yet radically update the things that are less obvious. The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last

model. In addition, the base model gets standard 15-inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline, with a $1,400 premium

for an automatic transmission and $2,300 more for a TDI diesel engine.InsideThis Sportwagon is a true sport utility vehicle. It has

the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles

as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall.

DriveWhat can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base engine, that is so much more advanced and respon-sive, compared to the old, less efficient 5-cylinder in the previous model. This engine has superb mid-range torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on the highway. Consid-ering this engine is $2,300 more expensive, the new turbo gasoline engine will cer-tainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed manual or a 6-speed au-tomatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for all wheel drive (AWD), the

2017 model will arrive with AWD in the Sportwagon and that technology should spread to the rest of the Golf line.

VerdictVolkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather but we were treated to pouring rain. With the wipers plugging away and the radio on, this latest Golf feels all grown up, almost “Audi Light”. The smooth power, along with the good feed-back to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. The Sportwagon takes all the goodness of the hatchback and shares it in

a slightly longer and more useful package. If you are in the market for a small sport utility, give this truly sporty utility a try.

Purchasing a new or used truck is exciting but personalizing it is even more fun!Believe me when I tell you, buying the truck is the cheap part. I have seen people over the years spend upwards of $25,000 or more on customization. If you’re going to tackle this yourself, here are a few things you should know. Installation: Many manufacturers offer manuals for installing lift kits but some installations are quite intricate, requiring some welding or cutting in order to add some necessary components. Additional Modifications: Upgrading to taller tires also means that a number of components may require part upgrades or some tuning to compensate. For instance, a truck's engine is tuned at specific gear ratios to propel the vehicle. When adding taller tires, the gear ratios must be changed accordingly, since the engine has to spin much larger, heavier tires. You will also be required to purchase a speedometer recalibration tool, so you have an accurate reading. Again, consult with more experi-enced individuals for further insight. Highway Driving: Larger, wider tires can sometimes result in instability on roads or a noisy, uncomfortable ride, particularly at high speeds. Also, more aggressive off road tires tend to wear faster on the highway and traction might not be as great as you would expect on wet roads. Weight: larger tires are heavier, which can put a lot of strain on your suspension, par-ticularly if it is a stock suspension. Trusted, durable suspension components and lighter aluminum wheels can sometimes help to

reduce the strain. Handling: Adding a truck suspension lift kit will undoubtedly raise the vehicle's cen-tre of gravity, resulting in less stable turns. This is a common problem when installing lift kits, but is mostly just a matter of becoming accustomed to a vehicle's change in performance. Legality: Some lift kits create such a seri-ous change in your suspension system that it may not be legal. Check the suspension regulations within your province to be sure.A Few Useful Accessories: Before installing a lift kit, it's a good idea to first examine if any components will be affected by your vehicle's new height. Here are a few useful accessories that may need to be upgraded: Brake Upgrades: Stock brakes do not always accommodate larger tires, or will wear easily due to the added strain. Drivetrain and Differential: Axles, gears, differential covers, lockers and more ensure that your drivetrain is up to par with your suspension. Shocks: For those taller lifts, longer shocks will ensure the smoothest performance both on and off road. Other Parts: Steering linkage, slip yoke, drive shaft length, u-joint angle, and brake lines are all worthy of consideration before installing suspension lift kits.Search the internet. Dalton, New Hampshire – “Every day’s a school day,” is a popular saying a friend of mine often references.Just because we’re not in a formal establishment, with books in hand, or loose leaf paper in front of us, it doesn’t mean we’re not learning. Some lessons are tougher than others are and we can’t wait for them to be over. Then again, there are some school days we just don’t want to end.One of those days was with the Team O’Neil Rally School located in the mid-dle of nowhere, New Hamp-shire. The school is housed on close to 600 acres of land meaning, there’s room to stretch out for those new to the art. I call it an art because it really is.Rally driving is about the fine balance of finesse with throttle, brake and steering input. Like brushstrokes on a canvas! Make a few mistakes and, well, it’s not a pretty picture. In the journey to master car control skills, there’s also about 10 kilometres of rally-ready trails – which can be driven in a clockwise or counterclockwise direc-tion to mix things up – so there’s not much room for boredom.While I’d been to the school previously, the conditions were completely different.

The dry, dirt-covered earth from summertime was now replaced with snow, ice and all the slipperiness your heart desires, thanks to Old Man Winter.Equipped with newfound knowledge, or knowledge that was sitting on the shelf and just needed a little dusting off, the short opening classroom session was not only educational, but fantastically enter-taining and funny. With that completed, the group of Canadian journalists headed out to our chariots. They just happened to be Ford Fiestas. If Ford’s subcompact wasn’t fun enough to drive in a “normal” setting, it sure was here.The Fiestas have mainly stock components, aside from rollover bars, four-point seat belts, Bilstein heavy-duty suspension components and perfor-mance brake pads. Perhaps that’s what was so appeal-ing. Here were these 120 horsepowered cars, slipping and sliding (sometimes) with grace and poise, and the amount of mirth to be had was limitless.The objective of the day was to factor in left-foot braking techniques on an oval, in a slalom and via what rallying calls the Scan-dinavian flick. It’s frustrat-ing and rewarding at the same time knowing that

the difference between do-ing it correctly or screwing it up is really only within the gentle feathering of the brakes or the addition of a little more throttle. Once you find the sweet spot, you want to ride it out for as long as you can. Or until you get too confident and end up in a snow bank! Oops. You still have to be mindful of the surface conditions underneath. But that’s what the school is for. Should your vehicle start dancing when you don’t want it too, you’ll be ready to mitigate damage, or avoid it all together. It gives you a feel for the

ever-changing environment and how to be proactive rather than reactive.And while it was all fun and games behind the wheel, it was equally a treat to have a fellow Canuck, a pro nonetheless, take us for a couple of hot laps and show us how it’s really done.Andrew Comrie-Picard (ACP for short) was on hand and put my day’s efforts to shame when he combined all the techniques we had learned, blended them seamlessly together, and then did it a hundred times faster.This day, I learned that

speed and finesse go hand-in-hand. That no matter how many times we drove around the same course, it

was always different.That school is a lot of fun and that car control is an art. And that I want to be a

rally driver in my next life.
