Eligibility: • The applicant must be a victim of an eligible Criminal Code offence, either as the direct victim or an immediate family member of the direct victim; • The victim must reside in Ontario; • The crime must have occurred in Ontario; • In homicide, attempt murder and serious assault cases, the crime must have been reported to a police service in Ontario and the police service must have completed an Incident Report; • In domestic violence, sexual assault, hate crime and human trafficking cases only, the crime may alternatively be reported to a domestic violence shelter, sexual assault centre, hospital or other community agency providing services to victims of domestic violence, sexual assault, hate crime and/or human trafficking crimes in Ontario; • There is an immediate need for emergency expenses, counselling and/ or funeral expense funding that is directly attributable to the impact of the crime; • All criteria relating to the definition of Last Resort have been met (see above). • The victim has completed and signed the declaration and consent in the Referral Form. • The victim has not previously received funding from the Program for the same service arising out of the same criminal occurrence; • The Program funds are spent in Ontario; • The victim has not been charged in the reported occurrence (or the charges have since been withdrawn) or, in the case of a homicide, the deceased victim was not committing a Criminal Code offence at the time of death; • Program applications relating to emergency expenses and funeral expenses must be submitted no later than 45 calendar days after the date of the crime. Program applications relating to counselling services and related transportation costs must be submitted no later than 90 calendar days after the date of the crime. How does it work?
EligiblevictimsmaycontacttheVQRPCoordinatordirectlyorbereferredbyapoliceserviceafteracrimehasbeenreported.Inthecaseofdomesticviolenceorsexualassault,acommunityagencyprovidingservicetoavictimmayalsomakeareferral.Onceavictimisreferred,theVQRPCoordinatorwillmeetwiththevictimtoensureeligibilityandtocompletethereferralform.Uponapproval,theVQRPCoordinatormakesinitialcontactwiththeserviceproviderandconfirmsfinancialarrangements.Inallcases,thepaymentis
provideddirectlytotheserviceprovider.
Who may apply?
• Adirectvictimorimmediatefamilymembermayapplypersonally.
• Theparentorcustodialguardianofavictimwhoisunder16yearsofage;or
• Apersonauthorizedtoactonbehalfofavictim.
Objectives of the VQRP are to:
• Provideshort-termassistancetovictimsintheimmediateaftermathofviolentcrime;
• Lessentheimpactofviolentcrimethroughimmediatesupportservicestovictimsofviolentcrime;andto
• Increasetheimmediatesafetyofvictimsofviolentcrimeandhelptopreventre-victimization.
The VQRP contributes to the costs of:
• Immediateemergencyexpensesincertaindefinedcategories;Emergencyhomesafetyexpenses o Emergencytransportationcosts o Emergencychildcareanddependent careforelderlyorspecialneeds dependents o Emergencyaccommodation,mealsand personalcareitems o Emergencyvisioncare o Crimescenecleanup
• Short-termcounsellingservicesandrelatedtransportationcostsimmediatelyafteraviolentcrimehasoccurred,and;
• Funeralexpensesforhomicidevictims.
• Accesstocounsellingserviceso Transportationexpensesforvictims livinginrural/remoteareaso Expensesforvictimswithdisabilities
VQRP funding is intended as a last resort implying that:
• Theapplicantlacksthepersonalresourcestopayfortheservice;
• Therearenootherprivateorpublicsourcesoffinancialassistance(e.g.,privateinsuranceplan,publiclyfundedcounsellingservices,EmploymentInsurance,OntarioDisabilitySupportProgram,WorkplaceSafetyandInsuranceBoard,OntarioWorks,CriminalInjuriesCompensationBoard,etc.)thatthevictimcouldaccessinlieuofapplyingforexpensestobecoveredundertheVQRP;or
• Publiclyfundedcounsellingserviceshaveawaitinglistforcounsellingthatisgreaterthan20daysandtheclienthasanurgentneedforcounselling.
Eligible VQRP Criminal Code Offences:
• TheProgramcontributesfinancialassistancetovictimswhohavesufferedphysicaloremotionalharmasaresultoftheviolentcrimeslistedbelow,aswellaspropertyoffencesthatcompromisevictimsafetyincasesofdomesticviolence,sexualassaultandhatecrime:o Homicide;o Attemptmurder;o Seriousassault(withaweapon, causingbodilyharm,aggravated assault,kidnapping/abduction,forcible confinement);o Domesticviolence;o Sexualassault;o Humantrafficking;o Hatecrimes.
