Vice Admiral Poulin's other flag assignments include the Judge Advocate Generaland Chief Counsel of the Coast Guard, where he was responsible for the delivery ofall legal services in support of the Coast Guard's missions, its units and its people.From June 2012 to April 2014, Vice Admiral Poulin served as the Director ofGovernmental and Public Affairs, where he was responsible for external engagementwith Congress, the media and other intergovernmental entities.

From October 2010 to June 2012, Vice Admiral Poulin served as the Chief, Office ofMaritime and International Law. From April 2009 to July 2010, he was theCommander of Coast Guard Sector Mobile, where he directed Coast Guardoperations in Mississippi, Alabama, and the Florida panhandle. He further served asthe Incident Commander for the Deepwater Horizon oil spill response operations inthat same geographic area from April to October 2010. His previous operational toursinclude Deputy Commander, Coast Guard Sector Mobile; Deputy Commander, CoastGuard Group Galveston, TX; and Law Enforcement Officer and Assistant OperationsOfficer at Coast Guard Group Mobile, AL. He was assigned as a Deck Watch Officeron USCG DAUNTLESS (WMEC-624) from 1984 to 1985. Vice Admiral Poulin wasalso a Special Advisor for Border and Transportation Security in the Office of VicePresident Cheney from 2005 to 2007. From 2003 to 2004, he was the Coast Guard'sliaison to the State Department's Office of Ocean Affairs, where he served on U.S.delegations to myriad committees of the International Maritime Organization (IMO).He was the Legal Counsel for the Coast Guard's Port Security Director from 2002-2003, where he helped negotiate, draft, and implement new port and maritimesecurity requirements. From 1999-2001, he served as the Legislative Counsel in theCoast Guard's Office of Congressional Affairs. He also served on the U.S. delegationto the Legal Committee of the IMO, from 1994-1996. From 1992-1994, he wasassigned to the Coast Guard's General Law Division.

He graduated from the U.S. Coast Guard Academy in 1984 with a Bachelor ofScience in Management. He was awarded his Juris Doctor, magna cum laude, fromthe University of Miami School of Law in 1992. Other degrees include: Master of Law(Environmental Law), with highest honors, from the George Washington UniversityLaw School in 2002; Master of Strategic Studies from the U.S. Army War College in2005; and Master of Public Administration from the University of South Alabama in1989. His military decorations include the Defense Superior Service Medal (twoawards), Legion of Merit (five awards), Meritorious Service Medal (four awards),Coast Guard Commendation Medal (three awards), and Coast Guard AchievementMedal.

Prior to receiving orders to USCGC JAMES, Captain Vance served as the Chief of Intelligence for the Commander, Atlantic Area; responsible for intelligence production, oversight and resource management for the Atlantic Area Intelligence Enterprise. Captain Vance previously served as the Executive Assistant to the Assistant Commandant for Intelligence (CG-2) at Coast Guard Headquarters, following his assignment as the Plans and Policy

Division Chief for Technical Intelligence (CG-257). Captain Vance’s other previous shore assignments include the Office of Law Enforcement at District Seven, Miami, FL, the Office of Cutter Forces at Coast Guard Headquarters, the Intelligence Coordination Center, Suitland, MD, and as the Executive Assistant to the Deputy for Operations (DCO-D) at Coast Guard Headquarters. Upon receiving his commission, he served as a Deck Watch Officer and First Lieutenant on USCGC TAMPA (WMEC 902) home ported in Portsmouth, VA. Subsequent afloat assignments include Executive Officer of USCGC FARALLON (WPB 1301) in Miami, FL; Commanding Officer of USCGC MANITOU (WPB 1302); Commanding Officer of USCGC KEY BISCAYNE (WPB 1339) in Key West, FL; and Executive Officer, then Commanding Officer of USCGC LEGARE (WMEC 912) in Portsmouth, VA. Captain Vance is a 1996 graduate of the U.S. Coast Guard Academy where he earned a Bachelor of Science Degree in Management. He also holds a Master of Science in Strategic Intelligence from the National Defense Intelligence College and is currently working on his Master of Business Administration. Captain Vance is a permanent Cutterman and is a licensed Merchant Mariner. Personal awards earned are a tribute to the shipmates he has had the honor to serve with.

CANADIAN DEFENSE ATTACHÉ TO THE UNITED STATES OF AMERICA Major-General Ormsby is an Air Combat Systems Officer with extensive operational and flight test experience. His command assignments include the Deputy Chief of Staff for Assistant Deputy Minister (Material) where he also served as Officer Commanding the Command. From 2016-2017 he was Deputy Commander for the Continental United States NORAD Region. In 2011, he led Canada’s Task Force Naples during Op UNIFIED PROTECTOR, enforcing UN Security Council Resolutions regarding Libya. From 2009-2011, he commanded the Aerospace Engineering Test Establishment, Cold Lake, from 2004-2006, the Demons of 407 Maritime Patrol Squadron in Comox, BC and from 2000-2002, the Maritime Proving and Evaluation Unit in Greenwood, NS.

Major-General Ormsby has held several notable staff assignments. From 2014-2016 he was Director General Maritime Helicopter Project, bringing the new CH148 Cyclone into service. From 2012-2014, he served in the Pentagon as the Chief of Defence Staff’s Liaison Officer to the US Chairman of the Joint Chiefs of Staff. At Canada Command, he was Deputy Chief of Staff Plans & Strategy overseeing the development of plans for the defence of North America. As Commanding Officer of the Aerospace Engineering Test Establishment he simultaneously served as the Flight Test Authority for the Canadian Armed Forces. From 2007-2009, he was assigned to US Central Command J5 as a Deputy Director in the Combined Planning Group and led the Horn of Africa Operational Planning Team. From 2002-2004, he served as A3 Maritime (Air) Readiness, 1 Canadian Air Division HQ in Winnipeg.

He is a graduate of the Canadian Forces College completing both the Advanced Military Studies Course and National Security Programme. He is a graduate of the UK Joint Services Command and Staff College where he completed the Joint Command and Staff Course. He has a Bachelor of Science degree in Computer Science from the University of Toronto and a Master of Defence Studies, from Kings College in London, UK.

COMMANDER WILLIAM SANSON COMMANDING OFFICER HER MAJESTY’S CANADIAN SHIP (HMCS) SHAWINIGAN Commander Sanson was raised on the shores of the Bras D’Or Lakes in Whycocomagh, Cape Breton (Nova Scotia) and joined the Canadian Armed Forces in 2001.Having initially served briefly as an Infantry Officer, he transferred to the Royal Canadian Navy as a Naval Warfare Officer in 2003. Upon completion of his initial naval training, he was assigned to the Atlantic Fleet in Halifax, Nova Scotia where he conducted operational tours in HMC Ships Charlottetown, Preserver and Toronto until 2009.

He was then sent ashore as the Underwater Warfare Training Officer at the Canadian Forces Naval Operational School. In 2012, Commander Sanson returned to Preserver as the ship’s Combat Officer where he obtained his surface warfare command qualification. He then briefly served with the staff of Commander Canadian Fleet Atlantic as the Plans Officer before going ashore as the Operations Room Course Officer in 2014.

The experience he gained with the new Combat Management System would prove invaluable as he soon returned to the Fleet as the Sea Training Atlantic Combat Officer, where he conducted readiness training for units returning from mid-life refit until 2017. Commander Sanson attended the Canadian Forces Joint Command and Staff Programme 44 in Toronto, where he graduated in 2018. He then served as the Staff Officer to the Vice Chief of the Defence Staff from 2018-2020, learning a tremendous amount about the strategic environment in Ottawa.

Commander Sanson holds a Bachelor of Arts Degree and a Masters in Defence Studies from the Royal Military College of Canada. He has an incredible wife and together they have two outstanding boys of whom he could not be more proud. Commander Sanson also enjoys time at the cottage, all sports, fishing and coaching his son’s sports teams.

General Croft has served on the Joint Staff and in multiple joint assignments wherehis duties have included Deputy Commanding General of combined Air Forces duringOperation Inherent Resolve; Deputy Director of the Joint Air Component coordinationElement during Operation Inherent Resolve; Vice Director of Operations at NorthAmerican Aerospace Defense Command; and Strategic Planner in the Joint StaffDirectorate for Strategic Plans and Policy.

General Croft is a command pilot with more than 3,100 flight hours, including morethan 300 combat hours, primarily on the F-15 airframe. He has flight time in the A-10,MQ-1B, T-6A, F-15C, T-37B, and T-38A aircrafts and instructed on the F-15C. He has
