    MCRMC Update-Interim Military

    On 3 JUL, the Military Compensation andRetirement Modernization Commission (MCRMC) issued

    a 358-page interim reportahead of the release of its final

    findings expected in February 2015. The MCRMC wasestablished by the Congress in 2013 to study all aspects ofmilitary compensation and tasked to suggest reforms thatwill ensure the long-term viability of the all-volunteerforce, foster recruitment, sustain retention and modernizemilitary compensation. The interim report makes noformal recommendations and instead focuses on providingbackground information on the current militarycompensation system.

    The report attributes military personnel costgrowth in the past 20 years to inflation (particularly

    medical inflation), policy changes counteracting recruitingand retention challenges, and personnel funding to support

    13 years of war. In addition, the establishment of severalnew benefits for servicemembers and veterans (i.e., thePost

    -9/11 GI bill) has contributed to the growth. More

    importantly, the MCRMC found that regardless of thereasons behind this growth, military compensationfunding has consistently represented roughly 30 percentof the DoD budget; however, the report also stipulatedthat this does not necessarily provide evidence of fiscalsustainability. The MCRMC interim report makes it clearthat the commissioners believe that a broader discussionof federal spending levels is necessary to ensure theviability of the all-volunteer force. The commission isundertaking a comprehensive review of existingcompensation programs to provide a full and nuanced

    understanding of what it takes to sustain needed forcelevels during all levels of conflict and economicconditions. This includes pay, retirement, health benefitsand quality of life programs.The interim report does not reveal the leanings of theMCRMC. Its still unclear if the commission will proposedrastic compensation reforms in its final report.     Law grants tuition aid to

    National Guard members

    By Associated PressLANSING Gov. Rick Snyder has signed a law re-establishing a state-based tuition assistance program formembers of theMichigan National Guard.

    It will cover 100 percent of tuition and fees, up to $4,500a year. The state had a similar program for a decade thatended in 2009 because of budget cuts and expanded fed-eral education benefits after the Sept. 11, 2001, terroristattacks.Supporters say Michigan's program will help soldierswhose tuition and fees aren't fully covered by a similarfederal tuition-assistance program. It's expected to costMichigan about $4.7 million in the next fiscal year.Snyder signed the bill Tuesday during an event at theMichigan National Guard Joint Force Headquarters inLansing.

    Veterans have a New

    Weapon in their Arsenal

    of Job-Seeking Tools.Members of all branches of the U.S. Armed

    Forces face a unique set of challenges when separatingfrom service and transitioning into the civilianworkforce. In the best of times, acclimating to a newcivilian environment after years of immersion in apredictable and structured military profession posesdifficulties.

    However, these are most certainly not the best oftimes.Our economy has been weakened by governmentalspending, generating budgetary deficits considered bymany economists to be unprecedented in the recordedhistory of the United States.

    Corporations once thought to be too large tofail are failing in record numbers, and a weak labormarket is generating unemployment numbers whichhavent been this high since the Carter Administration inthe 1970s. To make matters worse, policy decisions by

    the Obama Administration are generating so muchuncertainty that businesses are freezing their plans forexpansion and hiring.

    Military veterans transitioning into the civilian

    workforce are facing a wide range of unique challenges

    in 2014. A depressed economy, constricted labor market

    and employers who struggle to understand how skills

    obtained in the military are transferable to civilian jobs

    are only the tip of the iceberg. Veterans will need to

    possess unique insights and skill sets well beyond those

    currently discussed within mainstream hiring circles.

    Michael I. Kaplan, a veteran of the U.S. Army

    and an entrepreneur with 25-years of experience creating

    Help Veterans, Soldiers and

    Families

    2013: Suits for Soldiers is anew nonprofit in Michigan, butavailable nationwide. We arelooking to help Veterans,Soldiers and their families witha variety of services and as wegrow, increase the services thatwe provide. The initial serviceswe will be offering are: cloth-ing for interviews and jobs,

    mentoring, resume writing and review, interviewassistance, local job connections, education counseling,

    VA education benefits help and connecting Veterans withrealtors and mortgage professionals who are familiar withworking with Veterans. Our goal by the end of the year isto have a place with computer access where those whoneed our services can come and get clothing, improvetheir resumes and apply for jobs, get face to face mentor-ing from local business professionals, take classes and gettraining that will improve skill sets to get them ready forgainful employment.

    There are many programs currently out there thatoffer similar services, but at times are overwhelmed bythe number in need of help. Suits for Soldiers would like

    to be another option for Veterans, Soldiers and theirfamilies. There can never be enough resources for themen and women who have served our country. Withoutthese heroes who have sacrificed their families andthemselves, we would not be able to be as free as we aretoday.

    Suits for Soldiers is asking for the help of thosein the television, print and social media to spread theword of our organization, so that we can grow and notonly help in Michigan, but reach out to more states andthose who are in need of help.     The World War I Memorial

    In March 2008, Frank Buckles, the last survivingAmerican veteran of World War I, visited the District ofColumbia War Memorial, on the National Mall inWashington DC. He observed that this peaceful, secluded

    memorial, dedicated in 1931 as a memorial to the 499residents of the District of Columbia who gave their livesin that war, sits neglected and in extreme disrepair, andthat there is no national memorial to World War I. Mr.Buckles issued a call for the restoration and re-dedicationof the D.C. memorial as a National and District of Co-lumbia World War I Memorial.

    The World War I Memorial Foundation wasformed to make Frank Buckles dream a reality. Themission of the Foundation is to advocate and raise fundsfor the re-dedication of the DC War Memorial as anational World War I memorial, dedicated to all those

    Americans who served in the Great War.In 2014 the world will mark the centennial of

    World War I. Nearly 5 million Americans served duringthe war, and 116,516 Americans died in defense ofdemocracy overseas. Americas support of its allies inWorld War I marked the first time in this nations historythat American soldiers went abroad to defend foreign soilagainst aggression --and it marked the true beginning ofthe American century.

    Yet while the later conflicts of the 20th century -World War II, the Korean War, and the Vietnam War --rightfully have national memorials on the National Mall,

    there is no such memorial to the Great War, eventhough more Americans gave their lives in World War Ithan in Korea or Vietnam. The D.C. memorial, which isalready located adjacent to those other memorials, is themost fitting site for a national World War I memorial.

    Because so many sick and disabled veterans lack transportation to and from VAmedical facilities for needed treatment, the DAV operates a nationwide TransportationNetwork to meet this need.

    Through the Transportation Network, DAV volunteers drive sick and disabled

    veterans to and from VA medical facilities for treatment. The Transportation Network is aclear example of veterans helping veterans. The DAV stepped in to meet a substantialcommunity need when the federal government terminated its program that helped manyveterans pay for transportation to VA medical facilities. The DAV has 189 HospitalService Coordinators around the country who coordinate the transportation needs fordisabled veterans.

    Use the DAV Hospital Service Coordinator Directory to contact your nearest HSC for information orassistance.
