12. The Department Convention will be held in Rochester, June 8-12, 2016. Housing forms will be sent to Post Commanders and will be published in future issues of the Gopher Oversea’r.

13. Posts with Club operations, rentals, Bingo or Charitable Gambling are cautioned to review operating

procedures to insure that such operations are conducted according to all local and state laws, especially in the area of Withholding Taxes, Liquor, Bingo, Gambling and Sales Tax. The Financial records of all such functions must be reported to the Post membership each month. The Post Trustees must include the information in the Quarterly Audit after reviewing all such records.

14. Invitations to Department Officers to participate in ‘special’ Post Events must be extended well in

advance. Whenever necessary, Posts should arrange to provide overnight housing plus mileage. 15. All Posts entering Poppy Displays in the Department Display Contest are directed to bring their displays

to Atrium of the Minneapolis Marriott City Center, Saturday, January 23, 2016. Registration will be from 7:00 to 9:00 A.M. Judging will be between 9:45 and 11:30 A.M. Poppy displays must be removed by 3:00 P.M.

17. For the purpose of establishing continuous membership, a member may pay back Department and

National dues for all Delinquent years, provided he was a member in good standing for five (5) consecutive years prior to the time he last became delinquent. The Post maintains continuous Membership, not the Department or National. Therefore, all dues should be paid to the Post, not Department or National.

18. There will be a Post Service Officers School on Saturday, January 23, 2016 at the Minneapolis Marriott

City Center at 8:00 A.M. in St Croix I. 19. According to Section 218, Officers, Chairman Duties and Obligations; the Post Quartermaster is

to receive all monies, securities, vouchers and other personal properties of the Post. The State law/statute states that he cannot be the Post Gambling Chairman but should receive a copy of the monthly Gambling Report that the Gambling Chairman sends to the Gambling Control Board. It should also be noted, that Post Trustees MUST audit the Books of the Post, Club, Gambling and any Subordinate Units to the Post.

20. During the Midwinter Banquet, there will be a “Parade of Checks” for the State Commander’s Project. Make Checks out to ‘Minnesota VFW Charitable Association’ earmarked ‘Commander’s Project’. Please bring your donations to the Banquet for presentation and recognition.

21. With the holiday gift items being returned to stores - check with the store's community relations

representative to find out what items can be donated and redirected to the overseas troops or to their families. DVD players, DVDs for troops, sweaters, sports equipment and other clothing items for military children are just a few examples.

Post in to Department now!  ANNOUNCEMENT: The Anniversary Poppies of Silver, Gold, and Diamond are now in limited stock. Any Post can order up to 1,000 of any color of the Anniversary Poppies. Depending on the amount of orders received, the turn-around time for shipping might be up to two weeks. Please share this information with your office staff that process orders as well as all your Posts. Please order them the same as the Red Poppies and indicated Silver or 25, Gold or 50, or Diamond or 75/100 on the order form.

COMMANDERS PROJECT:

ARS BELLUM

The Commanders Project for 2015-2016 has almost reached the half-way point. The project is supporting the ARS Bellum Art Therapy Program. You may ask what the big deal is about being half way over? Well.....it is time for a parade of checks to be presented to our State Commander at the MidWinter Conference. It would be nice to see a check presented by every district commander to Dewey in January! But why stop there? We know that many posts and even individual members want to step up and contribute. So get those checks ready! Make them out to: Dept of MN VFW Charitable Association "2015-16 Commander's Project".

No amount is too small and no amount is too big. Let's make our Commander proud!

Just a reminder that we are still looking at finding host posts for the ARS Bellum program for the spring. It would be nice to have an outstate post step up. CITIZENSHIP EDUCATION

To all Post & District for Citizenship & Education Chairmen…

There will be a class at the Midwinter Conference on Saturday January 23, 2016 8AM in Elk Lake Room under Americanism. We will answer questions and help any Post needing direction in getting their Citizenship & Education program started. Those attending class will have a chance for a prize drawing. I’m hoping to be able to attend the Midwinter, if my surgery goes well but if not I will have Renee Tessier present the class. I will be gone all February and March but you reach me by email or cell number for any questions on the program. Dates coming up you might present for discussion are January 27, 1973, signing of the Vietnam Peace Accord or National Freedom Day February 1, 2016,.or the Iraq war began in 2003.

TEACHER OF THE YEAR

The deadline for Teacher of the Year submissions is approaching. 

Entries must be to your post by Feb. 15th.    

Submit the application plus the 350 word or less justification.  Remember that there are three separate categories; K‐5 elementary, 6‐8 middle school, and 9‐12 

high school.  Every post is encouraged to recognize one per category.    

Each District should have one per category that they advance to the Department by March 1st.   

 

This program is a great way to connect with your schools and the community.

COMMUNITY ACTIVITIES

I am starting to believe that being an English teacher might have been an easier occupation. Remember, we are ALL volunteers, so please complete the forms in entirety and legibly. Not only does it make my job easier but it insures that you and your post get the credit they deserve. The progress of the numbers of reports turned in is great. It seems after I do reminders at a district meeting, I get some posts sending in reports that have not previously reported. I try to read all of them word for word and give credit where due. Remember some things can be reported in multiple categories, only count hours and members once. Use the form on the web site instead of making your own. For those of you that have not missed a month of reporting, keep up the great work.

MEMBERSHIP

Happy New Year all, Now that the Holidays are behind us, we have only a few weeks until the Mid-Winter Conference is here. Please join us for our workshop in January. We continue to slowly move the needle. As I write this, we are about 60 members ahead of where we were last year. Thank you. Remember to focus on community, especially as you begin the push for the last six months of the membership year. We have a great opportunity this year to change the direction our membership has been trending. We are at an exciting and challenging crossroads with this organization. We need to actively search out those comrades whom have served since the Persian Gulf War and beyond. This year is all about Percent Penetration. We must target the generation we want to lead this organization into the future. No, it does not mean exclude our seasoned generation. We are challenged with more and more veterans service organizations popping up, but remember, none of them deliver the services the VFW does. Believe it, sell it. One Voice, Your Voice, together we can/will make a difference in Veteran’s lives. And along the way, we will increase membership. I like the competition I am seeing from a few Districts. The 6th is still leading the way with the 7th and 9th almost deadlocked for second place. Keep up the hard work. It would be great to have a District at 100% by Mid-Winter. If so, then the State Commander can give out a Legacy Life Membership to that District Commander. Overall, the Department is at 91.56%. Winter is here, but we cannot stop trying to recruit. I am very grateful to those who have really stepped up this year; including your emphasis to engage new members and work with their communities to showcase the AWESOME work we do each year.

We can make a difference…thank you!

VFW Action Corps Weekly

December 4, 2015 8. MIA Recovery Update: The Defense POW/MIA Accounting Agency recently announced identifications of remains and burial updates for one Marine and three soldiers who had been missing in action from World War II, Korea and Vietnam. Returned home are: -- Marine Corps Cpl. James D. Otto, 20, of Los Angeles, will be buried with full military honors at Arlington National Cemetery on Dec. 8. He was killed in action on Nov. 20, 1943, while fighting on the Pacific island of Tarawa. He was assigned to Company L, 3rd Battalion, 8th Marines, 2nd Marine Division. Dakin, 22, will be buried with full military honors on Dec. 12 in his hometown of Waltham, Mass. He was assigned to Company L, 3rd Battalion, 31st Infantry Regiment, 7th Infantry Division, when he was lost in North Korea on Dec. 12, 1950. -- Army Sgt. Billy J. Williams, who was assigned to the 2nd Reconnaissance Company, 2nd Infantry Division, was lost in North Korea on Feb. 14, 1951. -- Army Sgt. 1st Class Billy D. Hill, 21, of Fallon, Nev., was assigned to the 282nd Aviation Company, 14th Aviation Battalion, 17th Aviation Group, 1st Aviation Brigade, when he was lost in Vietnam on Jan. 21, 1968.

Scout of the Year Nominations DUE to Posts by March 1, 2016.

That sounds like a long time out but it is just around the corner. How do you begin? Start with these easy steps: 1. Contact local troops and find out who received their Eagle award this past

year. They must have it by the March 1, 2016 deadline. 2. Contact local Girl Scout troops and find out who has received their Girl

Scout Gold award. 3. Give them the location of the application on- line at VFW.org under

“scholarship programs” 4. Make sure they begin right away so they can get a great application in on

time. 5. Send all nominations to the Department 6. Sit back and give yourself a pat on the back for doing another great job

for the VFW and our communities.

VOICE OF

DEMOCRACY/ PATRIOT’S PEN

VOD and Patriot’s Pen CD’s and Essays have been sent to Department. The judging is done and you all need to make your reservations for Mid-Winter Banquet so that we can be there to cheer on and give our support for our youth.

A thank you to the judges that took time out of busy schedules to listen and read essays.

District Chairmen should have your participation reports finished and sent to Department. We need to compile them and send on to National.

District entrants and their sponsoring Post & District will receive letters with their invitation to the Midwinter Banquet. Be sure to help with informing your District winners what is expected of them.

WARNING!!!

Taxes, Payroll Taxes and Other Post Debts Are YOUR Responsibility! Comrades, Recently, one of our Past Post Quartermasters was contacted relative to Unpaid Payroll Taxes. This Quartermaster allowed the Club Manager to handle the Financial transactions of the Club Operation --- and the Payroll Taxes. Over a year and a half, the Club Manager failed to pay the aforementioned Payroll Taxes.

Long story – short, the Internal Revenue Service (IRS) recognizes the (in the VFW) Post Quartermaster as the Chief Financial/Fiduciary Officer of the Post. They therefore started repayment/retribution proceedings against that Post Quartermaster and his personal assets.

It the past, the IRS, other agencies and Vendors have gone after the assets of the

Corporation or the Post. Times have changed, especially when Governmental Agencies are concerned! Additionally, they WILL prosecute that Officer in accordance of the Law. This includes jail or prison time and additional fines above the repayment of the debt.

The Department of Minnesota, Veterans of Foreign Wars recommends that ALL

Commanders, Quartermasters and Trustees stay on top of ALL Financial obligations of the Post, Club, Gambling or any other Financial commitments of subordinate Units. Additionally, we suggest that you contact your Accountant or a local Accountant to get a better understanding of the IRS and other Governmental Statutes as they apply to your various operations.

To ALL Quartermasters --- YOU MUST BE IN CONTROL OF ALL YOUR ASSETS AND

FINANCIAL OBLIGATIONS --- as YOU are the Chief Financial Officer of the Post and the FIRST TARGET of agencies like the Internal Revenue Service.!!!

DEPARTMENT OF MINNESOTA VETERANS OF FOREIGN WARS

OF THE UNITED STATES For more information on the 2015-2016 Post and District Publications Contest: contact, Department Publications and Public Relations Chair.

The 2015-2016 Veterans of Foreign Wars Post and District Publications Contest recognizes excellence in Post and District publications. Entries will be judged on content, design, pictures and graphics (where relevant), and overall quality. Awards will be presented to the winners at the Department Convention and will include a Sweepstakes Award to the best overall publication.

Any Minnesota VFW Post or District that regularly publishes a newspaper or newsletter for its members may enter. Awards will be presented for first, second, and honorable mention, if judged applicable, to the winners. Entries will be judged by Membership Category - 99 and less; 100-179; and 180 or more. If your Post has a web site, it must be recognized by the Department of Minnesota and listed as such in the Department's list of Posts. The web site should be easy to access, please keep it up to date as well as informative for your members. We will be searching through the web sites from time to time throughout the year.

1. The first page of the Community Service Recordbook must show Post name, Post number and location of Post or Auxiliary. This form will be sent to all Posts/Auxiliaries by the State Community Service Chairman via the General Orders.

2. Your Community Service Recordbook (Category 2 - Safety) will be

judged on the number of Safety Projects completed as well as the quality of the project. Document your projects with newspaper articles, pictures and other verifications.

3. The six basic Safety Programs are: Pedestrian Safety; Drug

Awareness; Recreational Safety; Highway Safety; Home/Fire Safety; Recognition/Other. You do not have to complete all six (6) programs to qualify for this award.

4. Is your Recordbook presented in chronological order or in a manner

easily understandable? It is to your advantage to write up each project as completely as possible.

5. How did the Community benefit from the Safety projects sponsored

or offered by your Post or Auxiliary? Was this apparent in your Recordbook?

B. Entries must be in the Department Office by April 19, 2016 so that the

entries may be judged and the Trophy engraved by Convention time.

VFW COMMUNITY ACTIVITIES RECORD BOOK CONTEST

Post will compete with other Posts of similar size. Divisions for competition are as follows: DIVISION I - Posts with less than 100 members DIVISION II - Posts with 101 to 500 members DIVISION III - Posts with 501 or more members Division will be determined by the total members reported by National Headquarters from the prior year on June 30, 2015. Community Activities record books are permanent records of one year’s community service work. After the contests they may be put to practical use in promoting membership, proof of charity expenditures, and display to the community.  

CONTEST GUIDELINES

1. Record books should contain community service projects that are completed during the period April 1 through the following March 31.

2. BOOK SIZE: Should be no larger 12 by 16 inches nor more than three inches thick. Make two or more volumes if thicker

than three inches. Number each volume, e.g., Volume I; Volume II, etc. 3. FASTENER and COVER: If books have metal posts, steel is preferable to brass or aluminum. If covers have

decal’s, place self-adhesive clear plastic over the decal’s so they will not be damaged during shipping and handling. Please use superior quality page dividers and index tabbing; the extensive handling that the record books experience must be con-sidered.

4. CLIPPINGS AND PHOTOGRAPHS: Show dates and captions. Include supporting information. 5. ACCOUNTING OF EXPENSES: In a brief statement show how money was spent for each category (one to two pag-

es at the most for each category), 6. ARRANGEMENT OF BOOK: Enter each project by category. (Chronological or month by month listing makes your

entry more difficult for the judges to evaluate.) 7. ENTRY FORM: Complete and fasten inside front cover of volume one. 8. MAIL OR SHIP RECORD BOOK ENTRY FOR THE DEPARTMENT CONTEST to Department Headquarters.  

PREPARING A RECORD BOOK Posts and Auxiliaries carry on many projects which are of public service. The best way to tell the story of your Post and Auxilia-ry’s work in the community is through a Community Activity record book that contains evidence of the many projects and pro-grams your Post and Auxiliary perform. From the respective sections of the Community Service Record book, the following pro-grams will be judged: Americanism, Youth Activities and Safety. There will NO LONGER be separate Record book Con-tests for Americanism, Youth Activities and Safety. The contents of your record book should be so arranged and in such detail that it tells the story of each project, clearly and completely, to those who may read and judge it. Posts and Auxiliaries should combine their community activity programs into one book or one set of books. The Post and its Auxiliary are judged as a unit. Creditable community service projects will usually fit into one or more of the categories that are listed in the Community Activi-ties guide booklet. Select and list each project in only ONE category. DO NOT duplicate. Remember, compile your book so the judges can easily read and evaluate the facts. Do not assume the judges are familiar with your Post or area. In other words, make your record book as complete as possible for it must “tell the story” of your com-munity service. Attach all entries in the book securely, Make bindings strong and yet flexible so the books may be opened easily and fully. In-dex or summarize the activities and projects that are included in the book. The index or summary should be placed in front of the record book or at the front of each category or section. The entry form provides vital information to the Department judges concerning the number of members in your Post; the number of projects you have completed; the number of people who have benefited; the amount of money and time that has been spent (both Post and Auxiliary) and the size of your community. Top winners in Department judging are those Posts and Auxiliaries who have performed, recorded, and entered evidence of their community activities.

COMMUNITY ACTIVITY RECORD BOOKS ARE DUE IN DEPARTMENT HEADQUARTERS

BY APRIL 19, 2016

WHO, WHAT, WHEN, WHERE, HOW and WHY are very important words in telling any story. By answering these questions you will help yourself in preparing an award winning record book. Consistent winners start early in gathering data to place in the record book. They maintain a file of newspaper clippings, pic-tures, photo copies, etc. If you live in an area where it is difficult to obtain newspaper articles of your Post or Auxiliary’s community activities, keep a camera handy. ONE PICTURE CAN REPLACE A LOT OF WORDS. Record books are judged solely on the contents of the community service projects that are reported. It is not necessary to prepare an expensive or costly book. Record books are judged by their contents and not by their cover.

EVALUATING A RECORD BOOK Listed on the check sheets are the principal categories which are found in the Community Activity Guide booklet. Each cate-gory is further subdivided into additional subheadings. Each record book is evaluated thoroughly. A detailed study is made of the entries therein. Each creditable activity or project is recorded and scored. Points are given for each acceptable project that is reported. Several factors determine the point value that is awarded each project. They include (1) the extent to which the project is developed; (2) the effort, time and funds that have been expended; (3) the completeness or detail in which the project has been described and (4) the number of non-affiliated persons who have benefited by the project. When all of the projects have been evaluated and recorded on the check sheet, the points are then totaled to establish the final rating of the record book. Sometimes entries are re-examined several times to make certain they have been properly evaluated.

CATEGORIES FOR RECORDING PROJECTS The Community Activities Program is divided into SIX general categories: (1) AMERICANISM & COOPERATION WITH OTHER ORGANIZATIONS; (2) SAFETY; (3) AID TO OTHERS; (4) SCHOOL AND CHURCH ASSISTANCE; (5) YOUTH AND VOICE OF DEMOCRACY; 6) HOSPITAL/BLOOD. Your Community Service Record book SHOULD be put together in this order. When making up a record book it is advisable to group your projects and programs into one of the above categories. If a project qualifies for more than one category, select and list it under one category. It will be given credit, regardless of wheth-er it is listed under the proper category. For example: Lite-a-Bike could be listed under categories one (Safety) or five (Youth and Voice of Democracy). Do not duplicate your efforts by placing them in each of the categories. Remember, when compiling your community service record book you are telling a story of your work to judges who generally are not familiar with your efforts or community. The easier it is for the judges to read the facts, the easier it is for them to evaluate your work. Remember, also if you enter your record book in other competitions, the judges will be less likely to know about the VFW Community Activities Program. Just like composing a good letter, let your record book present the story so there will be no misunderstanding. There will be two Posts in our Department that will be selected as one of the National Outstanding Community Ser-vice Posts. The award includes a plaque inscribed with the name of the VFW Post and it’s Ladies Auxiliary (if appli-cable), a $600 stipend to cover part of the 2014-2015 Post Commander’s expenses to the National Convention and publication of the Post’s name in the Convention program booklet.
