Letter from NYS: Well, this has been one heck of a ride! As you can imagine the NYS Team has been working around the clock! We are excited to be able to offer something this summer, even though we are very disappointed not be running things as usual. We have had to do our best to put together a program within the state restrictions and also within our philosophy and expectation of quality.

We have removed 2 sessions/participant limit. We are still prioritizing residents- but taking non-residents from an automatic waitlist. Please read more in the Frequently Asked Questions (FAQ).

Here is the list of major changes to this summer’s offerings:

All plans are preliminary and contingent upon the status of the State’s phased re-opening plan.

All plans are made with the best of intentions but with the understanding that if NYS does not feel we can offer safe, high quality programs with these restrictions, we retain the right to cancel any programs or end the season immediately.

FAQ’s Registration Q: How many programs am I allowed to register for? A: We are limiting registration to 2 programs per participant to give more families a chance to participate. If there are still spaces left a week before the program start date, we will open them up to those residents who have already reached their registration limit. Q: Can non-residents register? A: As a city department, we are prioritizing the limited spaced for residents. However, our system allows us to create an automatic non-resident waitlist. So YES, register and get on the list. If room is available, we will take non-residents. No payment is required for the non-resident waitlist. Q: Will you be adding more sessions of a program or new programs as Phase 3 opens or the summer goes on? A: Yes, we will continue to look for opportunities to increase our offerings. We are looking at a few more currently. There is a chance that we could add some drop-in programs later in the summer as restrictions are lifted, but no plans are in place as of now.

Q: Will Phase 3 openings change programs to a larger size? A: We do not anticipate changing program sizes as Phase 3 begins, due to a reduction in seasonal staff size this summer. Q: Do I need to provide a doctor’s note if my child has a pre-existing condition, such as asthma? A: Any individual with a medical condition needs to seek approval from their physician. Please contact NYS at registration if your child has any medical or support needs that we should be aware of. Q: What is the cancellation policy? A: Our summer 2020 policy will be different. Normally we allow refunds up to two weeks prior to the start of the program, this year we will not. You may cancel prior to a week before the program but will receive credit only. This is due to the upfront cost of purchasing materials and supplies during the pandemic and the short turn around with program registration and confirmation.

Social Distancing Q: How will social distancing be maintained at programs? A: All of our programs have been restructured to create maximum social distancing through smaller program sizes, small staff to participant ratios and larger program spaces. Furthermore, all of our programming will take place outside or under one of our two outdoor classroom shade structures. Q: Are siblings allowed to sit close and touch if they are both in the same program? A: We will be encouraging all participants to maintain social distance during programs to

make it consistent for other participants and staff. Q: Will my participant be sharing supplies and other materials? A: Participants will be asked to bring or be provided their own materials and supplies. The state has allowed in Phase 2, for the use of shared materials such as balls in some youth sports. This will be looked at on a case by case (or program by program) basis.

PPE (Personal Protective Equipment) Q: Are masks required for participants during programs? A: Masks are required in situations where social distancing cannot be maintained. We have restructured all of our programs to allow for social distancing, but each participant is required to have a mask with them when they come to programs for times when distance cannot be maintained. Masks should be washed daily. Q: Will staff be wearing masks and gloves during programs? A: Yes, in situations where the staff cannot maintain a social distance of 6 feet from the participants, they will be wearing masks and gloves.

Q: Are gloves required for participants during programs? A: No, participants are not required to wear gloves. Q: What PPE should my child come to the program with? A: Participants must have a mask or face cover and personal hand sanitizer. We will provide each participant with a personal sized hand sanitizer on the first day of the program. A mask or face cover needs to be easily taken on and off by the participant, and hold well in place on its own. It must cover the mouth and nose. Q: What will happen if my child comes to the program without the required PPE? A: We will have a LIMITED number of masks should a participant forget theirs.

Hygiene and Handwashing Q: Are there bathrooms on site at each location? A: Yes, participants will have access to bathroom facilities at each program location.

Q: How will participants and staff wash their hands at outdoor programs? A: Participants will have access to bathroom facilities at each program location. We will also provide each participant with a personal bottle of hand sanitizer on the first day of the program. Staff will lead participants in frequent and effective hygiene behaviors.

Screening, Isolation and Discharge Q: What type of screening will participants go through each day? A: We are asking care givers to do an initial pre-screen at home, the details of which will be emailed prior to the first day of the program. On site, staff will confirm that the pre-screen was clear, do a visual screening for any symptoms and take the participant’s temperature. Staff will actively monitor participants throughout the day for symptoms of any kind.

Q: What will happen if a staff member or participant starts to show signs of sickness while at a program? A: All staff will receive a COVID Safety training. They will learn to look for possible symptoms. If someone appears symptomatic, they will be removed from the program and a parent/guardian will be contacted for pick up. If it is a staff person, an NYS staff will step in until the program ends for the day. Each site will have a designated area for isolation until a participant can be picked up. This location will be at least 12’ from other participants.

Q: What will happen if there is a COVID exposure at a participant’s home? A: All families will be asked and expected to do pre-screening prior to each day. Any family who has had direct contact with a positive or presumed positive case must contact NYS. At this point the Health Department will be notified and will decide all steps from there. These decisions are based on a number of variables including but not limited to program type, size and contact risk.

Cleaning, Disinfecting, and Sanitizing Q: Will there be extra cleaning of surfaces? A: Staff will use CDC recommended cleaning agents to clean and disinfect all materials and surfaces before and after each program and as needed throughout the day.

Q: How often will the bathrooms be cleaned? A: Frequently touched or common surfaces will be wiped down regularly during the day. Some programs may be at locations, such as city parks, with portable bathrooms. These are cleaned on the city’s schedule. For more information you can check with the Parks Department.

Miscellaneous Q: What happens if it rains? A: Programs will be cancelled if all-day rain is expected. An email will go out in the morning if a program is cancelled for that day. Fridays are potential make up days for rain cancellations.

Q: What is the pickup/drop off procedure? A: Specific pickup and drop off instructions for each program site will be emailed prior to the first day of the program.

Club Tennis Club Tennis 1(Grades 1-4) is geared towards getting kids excited about the sport, concentration on tennis fundamentals, and FUN activities. Players will begin each day with a focus on tennis fundamentals, including grips, swing path, footwork, and rules of the game. Using USTA Net Generation curriculum, low-compression tennis balls, smaller racquets, and modified court dimensions, Club 1 will teach younger players how to rally, engage in proper courtesy and sportsmanship, and compete. Players may be differentiated based on ability. Club Tennis 2(Grades 5-8) is geared towards maintaining kids’ excitement about the sport, concentration on tennis fundamentals, and FUN activity. Clipper Boys Basketball Training NHS Boys Basketball and NYS are excited to offer a Summer Boys Basketball Training for the student-athletes of Newburyport! Varsity Coaches Chris Peura, Tim Mahan, and Dave Clay will focus on all players developing the fundamentals of the game through individual skill work. In order to keep all youth safe, youth will receive their own basketball and there will be NO GAMES, no contact and no sharing of basketballs this year. We will be focusing on dribbling, shooting, passing, post moves and more shooting!! It will be a fun learning environment that will challenge your kid’s skills to help him become a more complete basketball player. East Coast Soccer East Coast Soccer has been one of the most trusted youth programs in NBPT over the past 10 years. Please join us this summer for some soccer fun! Each youth will have their own space that will be coned off in a circle. The focus will be on various ball skills, but we will do this with fun competitions, and games each youth can play in their own space. There will also be an agility work component to help kids build muscle tone, coordination, and confidence. This will also be done with appropriate social distancing and participants' safety in mind. Recreational Camps and Programs Health and Safety Checklist for Phase Two Reopening Plan The below outlines requirements set forth in the Massachusetts Child and Youth Serving Programs Reopen Approach: Minimum Requirements for Health and Safety (MRHS) issued on DATE, 2020. Please note that all Recreational Camps and Programs must comply with any MA state or local requirements or orders in response to COVID-19. Recreational Camps licensed under 105 CMR 430 Minimum Standards for Recreational Camps for Children: State Sanitary Code Chapter IV must comply with those regulations as well as any additional more restrictive MA state or local requirements or orders in response to COVID-19. Staffing and Operations

o Campers and staff must be residents of Massachusetts for Phase 2 camps. o Visitors (including parents) and volunteers are not permitted. o Staff members age 65 or older or with serious underlying health conditions should assess their risk to

determine if they should stay home or follow additional precautions. o Plan for handling camp/program closings and staff absences. Consider flexible sick leave policies and

promote the importance of staff not coming to work if they are sick. o Provide parents with information on the camp’s policies for preventing and responding to COVID-19. o Designate a senior staff person responsible for responding to COVID-19 concerns. Employees should know

who this person is and how to contact them. o Make enrollment capacity decisions based on:

o Physical building capacity and the number of campers/staff anticipated to be in any one area at a time during the day and possible inclement weather.

o Ability to implement consistent physical distancing between campers/staff. o The number of individuals that may need to be housed in an emergency (minimum 30 sq. ft per

individual) o Increase staffing to ensure supervision of campers and to accommodate cleaning requirements. [Note

that Recreational Camps must have a minimum of two Health Care Supervisors present at all times.] o Close communal use spaces, such as game rooms and recreation halls, to reduce congregating. If this is

not possible, stagger use and disinfect in between uses. When communal spaces are used in inclement weather, the number of people in the space must allow for social distancing of 6 ft between individuals.

o Review medical information submitted by parents and reach out to parents of high-risk children to encourage them to discuss with their healthcare provider about whether the program is a safe option for the child, if additional protections are necessary, and what supports can be offered to best help their child understand and adhere as close as possible to the health and safety requirements.

Social Distancing and Group Size

o Group size limited to ≤12 staff and campers and social distancing must be maintained within each group. o May have multiple groups of 12 but must maintain social distancing between and within groups. o Cohorts must not be combined at any time and staff must not float between groups during the day or

from day-to-day, unless needed to provide supervision of specialized activities. o Limit activities to those that can maintain social distancing; activities should be outside when possible. o Establish pickup/drop off procedures to maintain 6 feet between individuals.

Hygiene and Handwashing

o Implement proper hand hygiene practice and frequency for both staff and children in accordance with Section 6 of MRHS.

o Have adequate and readily accessible supplies for frequent and effective hygiene behaviors by children and staff in accordance with Section 6.A. of MRHS, including hand washing facilities with soap and water, hand hygiene stations at the entrances of premises, handwashing instructions near sinks.

o Hand sanitizer with at least 60% alcohol may be used at times when handwashing is not available if: o appropriate to the ages of children and children are instructed on proper use o campers have written parent/guardian permission to use; o products stored securely; and o used under the supervision of staff.

o Place sign-in stations outside the program space and have contactless sign-in where possible. If pens are used, clean pens/pencils between users.

Personal Protective Equipment (PPE) and Face Masks/Coverings

o Staff must wear face coverings whenever 6 feet of physical distancing is not possible. Even if physical distancing is maintained, staff are encouraged to wear a cloth face covering.

o Wearing of masks or cloth face coverings shall be done in accordance with section 7. A. of MRHS. o Masks and cloth face coverings should be routinely washed (daily and any time the mask is used or

becomes soiled), depending on the frequency of use. o Staff must wear appropriate gloves during food preparation and screening activities.

Screening and Monitoring

o Develop and implement a plan for screening children and staff that includes daily screening checks, temperature screenings, location of screening activities, and staff responsible for screening in accordance with Section 4 of MRHS. [Note: For Recreational Camps, staff conducting screenings must be trained by camp’s Health Care Consultant.]

o Establish a single point of entry to ensure that no individual is allowed to enter the building until they successfully pass the screening, to be held in an area allows for privacy, confidentiality, and social distancing or a physical barrier.

o Health check responses and temperature check results must be recorded and maintained on file. o Staff must actively monitor children throughout the day for symptoms of any kind. o Keep track of individuals that staff and children come into contact with during the course of the day in the

potential case of exposure.

Isolation and Discharge

o Have a plan for identifying, isolating, and discharging symptomatic children and staff in accordance with Section 5 of MRH. Immediately notify the local board of health of a suspected or confirmed case of COVID-19.

o Designate a separate space to isolate children or staff who may become sick during the day. o Have masks or cloth face coverings available for use by children and staff who become

symptomatic, until they have left the premises.

Cleaning, Disinfecting and Sanitizing

o Schedule daily cleaning and identify what must be cleaned, sanitized, or disinfected and with what frequency in accordance with Section 8 of MRHS, paying extra attention to frequently touched objects and surfaces, such as doorknobs, bathrooms and sinks, play equipment, and railings

o Minimize equipment sharing, and clean and disinfect shared equipment at the end of each activity by products recommended by the CDC. Personal equipment, such as helmets and pads, shall not be shared.

o Campers must use their own dedicated personal floatation devices (PFD) which camps may provide. PFDs provided by the facility should be cleaned in accordance with the Life Jacket Association/USCG guidance.

o Clean surfaces first and use child safe EPA-registered disinfectants and sanitizers for use against COVID-19, as appropriate. Follow directions on the manufacturer’s label for use, contact, and dry-times.

o All sanitizing and disinfecting solutions must be labeled properly to identify the contents, stored in a locked closet or compartment, and stored separately from food items.

o In case of a suspected potential exposure, wait 24 hours or as long as practical to begin cleaning and disinfecting area(s).

Transportation and Travel

o Develop a transportation plan for limited camp transportation, if needed, provided that transportation conforms with the guidance in Section 10 of MRHS.

o Field trips or for other offsite travel are not permitted. Communal parks and playgrounds must not be utilized in Phase 2.

o Use of community pools or beaches is not permitted In Phase 2. Recreational Camps and Programs can use their own swimming pools and beach front in accordance with guidance.

Food Service and Safety

o Develop a plan for food service in accordance with Section 11 of MRHS. o Snacks and meals should be brought from home, be pre-packaged, or be ready to serve in individual

portions. Where this is not feasible, staff must prepare and serve meals. No family style or self-service. o Programs must adequately social distance during meals and add extra meal shifts if necessary. o Tables, chairs, and trays used for meals need to be cleaned and sanitized before and after use. o Food contact surfaces, equipment, and utensils used for the preparation, packaging, or handling of food

NYS Screening and Monitoring of Children and Staff A. Daily Screening: Programs must screen all staff and children before they are permitted to enter the child care

space following the requirements below. (1) Establish a single point of entry to the program to ensure that no individual is allowed to enter the

building until they successfully pass the screening. (2) Designate specific program staff to conduct all screening activities and thermometer checks, and

establish a designated screening area (e.g., a side room or enclosed area close to the point of entry) that will allow for more privacy in order to ask questions confidentially or conduct a temperature check. Unless a physical barrier, such as a plexiglass screen, is used, the space used for screening must allow for social distancing of childcare staff from child/family while screening is being conducted (i.e. at least 6 feet of separation).

(3) Health check responses and individual temperature check results must be recorded and maintained on file.

(4) Verbally screen children and parents asking the following questions. If any of the below are yes, the child must not be allowed to enter the building. The child must return home with their parent or caregiver.

(a) Today or in the past 24 hours, have you or any household members had any of the following symptoms?

• Fever (temperature of 100.0°F or above), felt feverish, or had chills? • Cough? • Sore throat? • Difficulty breathing? • Gastrointestinal symptoms (diarrhea, nausea, vomiting)? • Abdominal pain? • Unexplained Rash? • Fatigue? • Headache? • New loss of smell/taste? • New muscle aches? • Any other signs of illness?

(b) In the past 14 days, have you had close contact with a person known to be infected with the novel coronavirus (COVID-19)? 1

(5) Staff must make a visual inspection of each child for signs of illness, which could include flushed cheeks, rapid breathing or difficulty breathing (without recent physical activity), fatigue, or extreme fussiness. Confirm that the child is not experiencing coughing or shortness of breath. In the event a child is experiencing shortness of breath or extreme difficulty breathing, call emergency medical services immediately.

(6) Programs must include non-contact temperature checks (using a scanning or temporal thermometer), conducted by designated staff, as part of their screening protocols. To ensure that staff conducting temperature checks are able to do so safely, the following protocol must be followed:

(a) Perform hand hygiene. (b) If social distancing or barrier/partition controls cannot be implemented during

screening, personal protective equipment (PPE) including eye protection (goggles or disposable face shield) that fully covers the front and sides of the face, in addition to

mask and gloves, should be used when within 6 feet of a child. However, reliance on PPE alone is a less effective control than maintaining social distancing during screening.

(c) Check individual’s temperature using a non-contact or temporal thermometer. If performing a temperature check on multiple individuals, ensure that a clean pair of gloves is used for each individual and that the thermometer has been thoroughly cleaned in between each check, in accordance with CDC recommendations for infection control.

(d) Remove and discard gloves and other PPE, in accordance with CDC guidance. To reduce the risks of contamination when using PPE, staff must be adequately trained on appropriate donning and doffing of required PPE. Programs must have adequate space to safely don/doff PPE, designated space for clean PPE supply that is separate from dirty/contaminated/disposed PPE, and consideration should be given for ongoing shortages and unreliable supply of PPE nationally.

(7) All staff, parents, children, and any individuals seeking entry into the program space must be directed to self-screen at home, prior to coming to the program for the day. If the program is a family child care program, all household members must self-screen before coming into the child care space.

(a) Self-screening shall include checking temperature (temperature of 100.0°F or above is considered a fever), and checking for symptoms included fever, cough, shortness of breath, gastrointestinal symptoms, abdominal pain, unexplained rash, new loss of taste/smell, muscle aches, or any other symptoms that feel like a cold. Anyone with a fever of 100.0°F or above or any other signs of illness must not be permitted to enter the program.

(b) Parents and staff must sign written attestations daily regarding any household contacts with COVID-19, symptoms (e.g., fever, sore throat, cough, shortness of breath, loss of smell or taste, or diarrhea), or if they have given children medicine to lower a fever.

(c) Individuals who decline to complete the screening questionnaire or have temperature checked will not be permitted to enter the program space.

B. Regular Monitoring: Staff must actively monitor children throughout the day for symptoms of any kind, including fever, cough, shortness of breath, diarrhea, nausea, and vomiting, abdominal pain, and unexplained rash. Children who appear ill or are exhibiting signs of illness must be separated from the larger group and isolated until able to leave the facility. Programs must have a non-contact or temporal thermometer on site to check temperatures if a child is suspected of having a fever (temperature above 100°F). Special care must be taken to disinfect the thermometer after each use.

(1) If any child or staff appears to have severe symptoms, call emergency services immediately. Before transferring to a medical facility, notify the transfer team and medical facility if the individual is suspected to have COVID-19. Severe symptoms include the following: extreme difficulty breathing (i.e. not being able to speak without gasping for air), bluish lips or face, persistent pain or pressure in the chest, severe persistent dizziness or lightheadedness, new confusion or inability to rouse someone, or new seizure or seizures that won’t stop.
