    Juan Antonio Blanco Gil

    Juan Antonio Blanco Gil is Executive Director of the Center for Latin American and Caribbean Initiatives ofMiami Dade College (MDC). He is also a foreign policy analyst, negotiations expert, professor, writer, anddiplomat. Dr. Gil was the global coordinator for the world human rights conference Vienna plus Five, heldin Ottawa in 1998. He was also Executive Director of Human Rights Internet, an international Canadianbased non-governmental organization (NGO) of human rights with consultant status at the Organizationof American States and the United Nations. From 2010 to 2012 he became Visiting Associate Director of theCuban Research Institute at Florida International University where he coordinated and co-authored anacademic white paper entitled Cuban Diaspora in the XXI Century. In 2013 he expanded on the subjectof diasporas and development by publishing a book titled Knowledge Remittances: From Brain Drain to

    Brain Gain, and his comments are frequently requested by the media. Dr. Gil earned a Ph.D. in historyof international relations from the University of Havana. He has lectured and published in Canada, theUnited States, and in Latin America.

    Humberto Caldern Berti

    Humberto Calderon Berti is a former president of OPEC and is widely regarded as one of the founders ofthe modern day oil market. He has also held the position of President of Petroleos de Venezuela (PDVSA),the fifth largest oil company in the world. Mr. Berti was responsible for establishing Venezuelas state energypolicies and had an important role during the nationalization of the oil industry in the 1970s, turning PDVSAinto one of the most profitable national oil companies in the world. Mr Berti served in the Venezuelangovernment in key posts that included Minister of Foreign Affairs (1992) and Minister of Energy and Mines(1979-1983). He also (1989-1993). He currently works as a consultant on a wide range of global energyissues and has served as a member of the board of several European oil companies. He recently foundedVetra Energia, an independently owned and operated oil and gas company in Colombia. Mr. Berti holds

    a masters degree in Petroleum Engineering from the University of Tulsa.

    Russell M. Dallen Jr.

    Russ Dallen is Publisher of the Latin American Herald Tribune and head of international investment bankCaracas Capital Markets. Prior to founding Caracas Capital, Mr. Dallen was head of the Latin Americanoperations of Oppenheimer & Co., Inc. in Venezuela. Mr. Dallen was a Fellow at Columbia University inNew York, Senior Fellow at the United Nations Association of the USA, an American Fellow in the EuropeanCommunity Visitors Program, the Harold W. Rosenthal Fellow for the United States Senate Committee onForeign Relations in Washington D.C., and a Center Fellow at the Center for the Study of the Presidency.President Ronald Reagan named him a Harry S. Truman Scholar to Columbia University and U.K. PrimeMinister Margaret Thatcher named him a Foreign and Commonwealth Office Scholar to Oxford University.A National Commission co-headed by legendary broadcaster Tom Brokaw and Shell Oil head John Bookoutnamed him one of Americas top 10 leaders for its third century. He holds masters and bachelors degrees

    in Law from Oxford University, a Diploma in International Law from Nottingham University, and a B.A.i

    n Economics and Political Science from the University of Mississippi. The Common Market Law Review,Europes leading legal journal, named his masters thesis written at Columbia University, Article of the Year.He has been author and contributing author of 4 books and serves on the International Law Section of theNew York State Bar Association.

    Beatrice Rangel

    Beatrice E. Rangel is an international business executive who develops, negotiates, and implementsshort and long term corporate investment strategies and acquisitions throughout Latin America and theCaribbean. Currently, she serves as the Managing Director of AMLA Consulting, an international tradeconsulting organization. Ms. Rangel also worked as senior advisor to the chair and senior Vice Presidentof Corporate Strategies for the Cisneros Group, a global leader in media and entertainment with over$4 billion in revenues and holdings in Europe and Latin America. Ms. Rangel has extensive experiencein government. In Venezuela, she served as advisor and Chief of Staff for President Carlos Andres Perez,

    Chief of Staff in t he Ministry of Education, Foreign Affairs Director in the National Council for Scientific andTechnological Research, and advisor to the Minister of Science and Technology. Ms. Rangel received aMaster of Public Administration from Harvard University and a Master of Development Economics fromthe Boston University.
