Spring Meeting a Success
The VAPGA spring meeting was held April 6-8 at the Sanderling Resort in Duck, North Carolina. Nearly 75 propane marketers and suppliers participated.
David Tolleris of www.wxrisk.com reviewed the historic winter of 2013-2014 and the reasons why most forecasts predicting a mild winter were inaccurate.
Association committees met to work on legislative issues, safety and training, and other matters vital to our members and the Association.
Over 40 people partcipated in a cornhole tournament, a fundraiser for the Young Gassers. Clayton Pridgen and Scott Turner were the victorious team.

Medical Examinations for Commercial DriversBy Dennis Cruise, VAPGA Outreach Coordinator
May 20, 2014 will be the last day a commercial vehicle driver may be examined for physical fitness to drive by a physician not registered with FMCSA. After that day only physicals conducted by certified examiners listed in the National Registry of Medical Examiners will be considered valid. To locate a certified examiner you may check online at https://nationalregistry.fmcsa.dot.gov. By entering a zip code all certified examiners within a selected radius will be displayed. A medical examination issued by any medical provider not listed in the national registry will not be recognized by the Department of Motor Vehicles.
Drivers will still receive a medical certificate from the medical examiner after passing their examination; however, medical certificates will now include the certified medical examiner’s National Registry Number.
The federal standards for driver physical qualification requirements are not changing. Drivers will be required to meet the same medical standards as in the past.
Drivers subject to DOT medical examiner certification requirements must provide a copy of each new medical examiner certificate often referred to as their "medical card" to the drivers State Driver Licensing Agency (SDLA) prior to the expiration of the drivers current medical certificate.
The Federal Motor Carrier Administration (FMCSA) has extended a requirement by one year that interstate commercial driver’s license holders retain paper copies of their medical examiner’s certificate and continue to make the document available for review upon request at roadside inspection. CDL holders will now continue to be required to possess medical cards until January 30, 2015 (previous deadline was 1/30/14) Carriers also must retain a copy of the each driver's medical card in his/her driver's qualification (DQ) file until January 30, 2015; even if the driver's motor vehicle record reflects medical certification information posted by the state licensing agency.
The January 30, 2014 deadline for CDL holders to submit medical cards to their respective State Drivers Licensing Agencies (SDLA) remains. Drivers are also still required to certify their status (e.g., interstate or intrastate, exempt or non-exempt) with the SDLA before Jan. 30, 2014.
The Virginia Department of Motor Vehicles will accept medical card submissions by fax at 804-367-6692 or by email at As your Outreach Coordinator I am always available to assist members with any of these or other issues that may arise.

Propane Mowers Help Virginia Landscaping Company Go GreenIn step with U.S. Lawns’ encouragement to use greener fuels, a Hampton Roads, Va.-based U.S. Lawns franchise recently converted its mower fleet to propane under the supervision of East Coast Equipment, a John Deere dealer, and PAPCO, a Virginia Beach, Va.-based propane marketer.
“We kicked off our mower fleet conversion with a field day for our employees, which included safety training by PAPCO,” said Steve Ferguson, the franchise owner. “We are happy to be working with them to support our complete conversion of gasoline-powered commercial lawnmowers over to new John Deere propane-powered models.”
As part of the conversion, Peter Ryan, PAPCO general manager, conducted four 30-minute sessions of Propane 101 Training for U.S. Lawns’ employees. PAPCO will lease 72 propane lawn mower cylinders and cabinets for U.S. Lawns’ 16 new propane-powered John Deere mowers, in addition to providing ongoing propane supply.
“We are very excited about our partnership with U.S. Lawns to fulfill their goal of converting to safe, clean-burning propane,” said Richard Reddington, PAPCO sales consultant. “We look forward to helping them keep the grass greener in Hampton Roads.”
Ken Hutcheson, president of U.S. Lawns, said the company is pushing franchisees to convert equipment to greener fuels as the Hampton Roads franchise has.
“We have strived to be a green company, before ‘green’ was a buzzword,” Hutcheson said. “We seek to create a more sustainable planet because quality of life makes all of our lives better.”
Peter Ryan reflected, “In addition to a successful business partnership between PAPCO and U.S. Lawns here in Virginia, this is also about the efforts of many visionary people, associations and companies working to
create a new and exciting partnership between the propane industry and the commercial mower sector.” This particular chapter of the story has at least five key players: 1. U.S. Lawns of Hampton Roads: demonstrating vision and leadership within the lawn care industry by embracing propane as a clean fuel alternative. 2. East Coast Equipment (local John Deere Dealer): serving as an integral partner between the Customer U.S. Lawns, the Mower manufacturer John Deere, and the LP Gas Conversion Equipment Manufacturer Enviro-Guard. 3. PAPCO, Inc.: providing solutions for success to U.S. Lawns by supplying the propane, cylinders and cabinets to our customer, then helping them file for state and national P.E.R.C. propane mower rebates in exchange for valuable operating and maintenance data to strengthen the broader case for propane as a viable alternative to gasoline and diesel in that commercial mower space. 4. VAPGA and VAPREF: for having the vision to channel State-level P.E.R.C. rebate dollars towards Virginia marketers and their customers in support of the whole propane fuel for mower initiative. 5. National-level P.E.R.C.: for also offering a Rebate and for promoting this relatively new application for propane fuel to the Propane Industry at large, in order to develop nation-wide acceptance of this safe, clean and economically competitive fuel by the whole commercial mowing/landscaping industry.” Commercial propane mower incentives of $1,000 per mower are available from both the national PERC and the Virginia PREF. VAPGA Board Sets Outreach Coordinator Training PolicyThe Virginia Propane Gas Association hosts a wide array of training courses throughout the year. PERC funds are used to help reduce the cost of these classes. Dennis Cruise, VAPGA Outreach Coordinator, instructs these classes.
Dennis is sometimes asked to provide company-specific training outside of our scheduled classes. To ensure that such requests are handled fairly and uniformly, the VAPGA Board of Directors adopted a policy at their recent meeting. Customized training of a mandated nature will charged to VAPGA members at the rate of $800.00 per day. This rate is discounted for VAPGA to below the national average rate of $1,000 - $1100. Expenses including testing fees, student materials, travel, lodging and meals are in addition to the daily fee. Companies interested in arranging for such training should contact the VAPGA office.
Propane companies are strongly encouraged to use the regularly-scheduled classes to meet their training needs. Check the Association’s website propaneva.com to register for available classes.

VAPGA to Examine Membership Dues StructureIn an effort to ensure that membership dues are as equitable as possible, the VAPGA Board of Directors will be discussing changing the basis for dues collection. The discussion will take place throughout 2014, culminating with a decision at the Fall 2014 membership meeting. The goal is to make membership dues fair for large and small members alike, with no net dues increase. Attend the membership and Board meetings, and participate in the discussion.
To that end, a location survey is being mailed to each VAPGA member intrastate marketer headquarters to verify retail location and bulk plant information. Assistance in completing and returning the survey by May 1 is greatly appreciated.
API Report Deadline is April 21Have you filled out and turned in your survey form for the 2013 Sales of Propane Report from API? It's due April 21. Get in touch with API's Pamela Gibson at [email protected] or 202-682-8492 to request an electronic copy of the survey.
Results of the confidentail report detemine how much funding comes back to Virginia to pay for training, safe appliance installation rebates, mower rebates, on-road vehicle rebates, and much more.
VAPGA Rebate Programs
The VAPGA offers a number of rebate programs. Here are the details:
Commercial Mower Data CollectionThis project provides a $1,000 incentive for data collected on a new propane-ˇpowered commercial mower of at least 25 horsepower, as well as a data collection incentive of $1,000 for a conventional fuel mower converted to run on propane using an EPA-ˇapproved conversion kit. Rebates are limited to five per propane company until September 30.
33 rebates are available as of the date of this newsletter.
Propane On-Road Vehicle Purchase/PlacementThis project provides $1,000 incentive payments to qualified purchasers who agree to collect and report data on new technology purchase/placement for on-road vehicles. Rebates are limited to five per company until April 30. Twelve rebates are available as of the date of this newsletter.
Coming Soon: Safe Appliance Installation RebatesA new safe appliance installation rebate program will kick-off in the late May.
The program will provide a $200 rebate for water heaters and vented/direct vented whole house heating systems (must be at least 40,000 BTU and 90+% efficient; gas logs are excluded) used in new or existing construction Installations in travel trailers, mobile or manufactured homes not in permanent residential or commercial use are ineligible.
Eligible water heaters must be propane-fueled, either a storage-type rated at not less than 30 gallons water capacity or a continuous (tankless) type rated at not less than 50,000 Btu/hour input.
125 rebates will be available through this program.
All of these rebate programs will require pre-authorization of individual rebates.

VAPGA Member Profile: Kevin LloydKevin Lloyd is the manager of Augusta Petroleum Coopera9ve in Staunton Va. Augusta Petroleum is a locally owned managed coopera9ve of Southern States Coopera9ve. Kevin has been with the company for 25 years. Augusta Petroleum provides propane, hea9ng oil, gas, diesel, and other petroleum products to about 8000 customers in the Augusta Co area.
Kevin is a graduate of Shepherd University with a double major in business and economics. While at Shepherd, Kevin played baseball for four years and was ac9ve in many ac9vi9es and intramural sports. In his spare 9me, Kevin is an avid golfer, and enjoys watching and playing all sports.
In 2011, Kevin was named “ Coop manager of the year” for all Southern States Coopera9ves.
Kevin currently resides in Waynesboro Va. with his wife Teal and two children Brennan and Taylor. Brennan is a freshman at Shenandoah University and is a member of the golf team. Taylor is a junior at Waynesboro High School where she plays tennis.
Kevin is a big advocate of the Virginia Propane Gas Associa9on and enjoys the rela9onships and knowledge that the Associa9on provides to its members.

Peter Ryan Nominated as Virginia NPGA State DirectorThe VAPGA Board of Directors has nominated Peter Ryan of PAPCO to represent Virginia on the NPGA Board of Directors.
Chris Earhart of Dixis Gas & Oil served as State Director until recently, when he was selected to serve as an NPGA District Director.
Peter is General Manager - Fleet & Facilities - for PAPCO Oil Company, a position he has held since 2008. Prior to that, he worked for Tri-Gas and Oil, AmeriGas Propane, Columbia Propane, and Commonwealth Propane in Virginia. He started his propane career in 1985 as a bobtail driver for Public Gas Company in Key West, Florida.
As a U.S. Merchant Mariner, Peter served as aboard U.S. - Flag merchant ships/liquid natural gas tankers in Gulf of Mexico, U.S. Great Lakes, Atlantic & Pacific Oceans, S. China Sea, Panama Canal, Bering Sea,
Singapore, Japan, Sumatra, Borneo, Venezuela, Peru, Ecuador.
Peter has a rich history of volunteer leadership service, including:

Changes to CETP Certifications Coming SoonNPGA will soon phase out the offering of CETP Certifications for Book 2.3, Operating a Transport to Deliver Propane Delivery and Book 2.5, Operating a Truck, Tank, Trailer or Tractor/Trailer to deliver or Relocate ASME Tanks for several reasons. First, there has been a significant decrease in the purchase of these exams over the last 5 years with steady decreases occurring each year during this time. Second, the training material previously contained in these books is now contained in the new training material developed by the Propane Education and Research Council (PERC) referenced below. Both of these new training programs are outside of the CETP Certification umbrella, and accordingly, NPGA will no longer offer a CETP Certification for them. Therefore, please note that following May 1, 2014, NPGA will no longer accept: • 2012 exams for Operating a Transport to Deliver Propane (Book 2.3), which are based on the training material for the 2004 version of CETP Book 2.3 (which will be superseded by the new PERC training material below); and • 2012 exams for Operating a Truck, Tank, Trailer or Tractor/Trailer to Deliver or Relocate ASME Tanks (Book 2.5), which are based on the training material for the 2004
version of CETP Book 2.5 (which has been superseded by the new PERC training material below): Also, to account for the 12-month period that candidates are allowed to submit their skills assessment following their taking of the exam, NPGA will no longer offer a CETP Certification for these areas after May 1, 2015. Finally, regarding the new material, PERC has released updated training materials for Mobile Crane Operations and will soon release updated training materials for the Transport Operator Training Program, both of which are described below:
• Mobile Crane Safety in the Propane Industry CD and DVD Program: The program includes a video on DVD and a CD containing a training manual, a quiz, an instructor guide, a series of Crane Safety Talk handouts, and a PowerPoint presentation of the program for classroom instruction.
• Transport Operator Training Program: The updated training program includes a DVD, Student Handbook, Instructor Handbook, PowerPoint presentation,a certification of completion and a skills assessment.

2014 PERC Incentive ProgramsThe Propane Education & Research Council (PERC) has three incentive programs running through 2014 — the Farm Incentive Program, the Mower Incentive Program, and the Heat and Power Incentive Program. Farm Incentive ProgramThis program focuses mainly on placing irrigation engines in this space but also offer incentives for grain dryers, heaters, flame weed control, and power generation. All equipment must be EPA certified. Applicants can receive up to two incentives. Visit www.agpropane.com/incentive for more information. Mower Incentive ProgramThe mower incentive program focuses on and incentivizes new propane-dedicated OEM commercial mowers with a deck size of 48-72 inches and converted gasoline to propane commercial mowers with deck sizes of 36-72 inches. The converted mowers must use EPA certified
conversion kits and have run 250 hours or less. Available conversion kits are produced by Enviroguard and MetroLawn. Each applicant can receive 25 incentives max whether all OEM, converted, or a mixture of both. Visit www.poweredbypropane.org for more information.
Heat and Power Incentive ProgramThe Propane Heat and Power Incentive program is designed to encourage construction professionals, homeowners, and businesses to adopt new propane-fueled products for residential and commercial use. The program provides a financial incentive to qualifying and select participants who purchase and use eligible propane-fueled products such as premium generator sets, combined heat and power systems, pest control systems, hybrid light towers, and mobile generators. Legislative Wrap-upThis was a busy session for VAPGA lobbyist Mike O’Connor.
Flashing LightsUnder legislation patroned by Delegate Ed Scott of Madison, petroleum and propane delivery vehicles will be able to use rear flashing amber warning lights when parked making a delivery of petroleum or propane. Presently these lights may only be used when operating in reverse. This bill was signed by Governor McAuliffe on March 4 and is effective July 1, 2014.
The legislation states:
Be it enacted by the General Assembly of Virginia:1. That § 46.2-1025 of the Code of Virginia is amended and reenacted as follows:
§ 46.2-1025. Flashing amber, purple, or green warning lights.
A. The following vehicles may be equipped with flashing, blinking, or alternating amber warning lights of types approved by the Superintendent:…
…11. Vehicles used to transport petroleum or propane
products, provided the amber light is mounted on the rear of the vehicle and is lit when parked while making a delivery of petroleum or propane products, or when the vehicle's back-up lights are lit and its device producing an audible signal when the vehicle is operated in reverse gear, as provided for in § 46.2-1175.1, is in operation.
Natural GasVirginia Natural Gas requested two bills during the 2014 session: Senate 519 and House 949. The stated purpose of this effort is to allow the gas utility to access cheaper natural gas outside of Virginia and transport it by a pipeline which may be outside its certificated operating area. As originally drafted, the bill would have exempted these projects from the oversight of the State Corporation Commission and investments in these new projects would have been basically uncapped. The VAPGA worked with the gas company to provide assurance that these new pipelines could not be accessed to provide natural gas service outside of traditional service areas; that the oversight of the State Corporation Commission would continue; and finally to limit the scope of these new projects. The bill was amended to include changes requested by the Virginia Propane Gas Association.
Alternative FuelThe Senate considered a comprehensive bill to provide

state financial support for conversion or new construction of natural gas fueling locations, as well as subsidies for conversions and purchases of new natural gas cars and trucks. The original bill did not include propane under the definition of an alternative fuel. The VAPGA worked with the bill's sponsor, Senator Frank Wagner of Virginia Beach, to include it. The redrafted bill had the definition of alternative fuel amended to include propane in most instances. The bill did not pass but the VAPGA made good progress educating legislators on the benefit of propane as a transportation fuel.

NPGA Seeks Finger Lakes StorageThe National Propane Gas Association and the New York Propane Gas Association have teamed up to promote a grassroots advocacy initiative to promote the approval of the Finger Lakes Storage Facility project in New York.
The goal is to get New York Governor Cuomo to authorize the construction of this facility so that our industry can add much needed storage. Given that this winter has publically highlighted the need of more storage infrastructure, the NPGA hopes to take advantage of this narrative and turn it into results. The NPGA is especially pushing this effort in the Northeast, Mid-Atlantic, and Central regions to start with as those regions stand to benefit the most from Finger Lake Storage.
