Main Usage : Community Development Background Abu Dhabi Future Energy Company (ADFEC), also known as Masdar, plans to build an energy, science and technology

green community in Abu Dhabi, between Khalifa City and Abu Dhabi International Airport. The community, covering 6 million sq.m., will house Masdar Institute of Science and Technology (6% of the development), research labs (24%), residential village (30%), commercial offices and light manufacturing facilities (13%), service and transportation(19%), and shopping, leisure and cultural facilities (8%) in a "green" science park with a targeted "net-zero" carbon target.

The project's infrastructure will include an underground rapid transport system (as it will be inaccessible to cars), rail and public transport routes, and other renewable energy infrastructure projects that lead to carbon emission reductions by focusing on CO2 Capture and Storage (CCS).

WSP company was commissioned by Foster & Partners, the master planner, to develop the infrastructure strategies for waste management, drainage and treatment of water and sewage, energy and power distribution network, systems for IT and telecommunications including all the necessary infrastructures systems (security, fire sprinkler, cooling and wireless networks).

The development will use photovoltaic technologies for energy generation and solar power for the cooling system and water desalination plant. It will be car free, powered by renewable energy with services digitally managed and providing real time information.

The city will be surrounded by wind, photovoltaic farms (500 MW), research fields and plantations; these will be built after the construction of the photovoltaic power plant is completed. The research-based university (which will start receiving students in 2009), photovoltaic power plant and the headquarters of Masdar's global operations will be spread over 2 sq. km of the total area, and will be the first to be constructed.

Execution of the project will take place in 7 phases, starting with the development of energy generation facility and infrastructure works. The remaining 6 phases will include the construction of facilities. Phase 1 consists of MIST University and Masdar's headquarters, phase 2 consists of offices and residential units, phase 3 consists of ADFEC headquarters and public buildings, phase 4 consists of the community center, phase 5 consists of the Science Centre Complex, and phase 6 consists of the residential and technology park.

Upon completion, the community will be home for 1,500 businesses and 50,000 residents.

Foster and Partners is the master planner, Atkins is the infrastructure concept design consultant, Mott Macdonald is the infrastructure consultant, and Parsons Brinckerhoff and CH2M HILL are the project management consultants.

Current Status

In October 2012, the bids for the main construction contract of Masdar Headquarters were under evaluation and construction of phase 1B of MIST was ongoing.

In December 2012, the MIST is expected to be completed (delayed from September 2012).

In Q3 2013, the Swiss village is expected to be completed (delayed from Q1 2012).

In 2015, phase 1 is expected to be completed (delayed from 2013).

In 2025, the project is expected to be completed (delayed for the second time from 2016).

In July 2012, the bids for the main construction contract of Masdar Headquarters were under evaluation and construction of phase 1B of MIST was ongoing.

3 million passengers per year Background The Saudi Railways Organization (SRO) plans to develop the Haramain High-Speed Rail (HHR), which was previously

known as the Makkah-Madinah Rail Link (MMRL) project, in Mecca, Saudi Arabia. The purpose of the project is to ease the inflow of pilgrims arriving in Jeddah and traveling on to the holy cities and to create a high-speed passenger rail link between the holy cities (Makkah and Madinah) and Jeddah.

The Haramain Railway will run from Makkah's Third Ring Road in the Al-Russaifa district, follow the Makkah to Jeddah highway through Bahrah, move on to the district of Guwaizah east of the Jeddah to Madina highway, and continue from there to Abraq Al-Raghamah.

The project will be executed in 2 phases. Part 1 of phase 1 includes the civil works of a 450 km railway extending from Makkah to Madinah, passing through King Abdulaziz International Airport in Jeddah. The first line will run from Jeddah to Mekkah and the second will run from Jeddah to Madinah. Part 2 of phase 1 includes the construction of 4 train stations (located in Makkah Central, Jeddah Central, Medinah, King Abdullah Econamic City). Phase 2 comprises the railway tracks, signaling and communication systems, and operations and maintenance.

MMRL is part of the Saudi railway expansion program that involves the construction of a new 950 Km long track network between Riyadh and Jeddah and a 115 Km long tracks network between Dammam and Jubail.

The JV of Dar Al Handasah Shair and Partners and Getinsa is the supervision consultant.

Foster and Partners is the design consultant for the stations.

Scott Wilson is the PMC. Saudi Consolidated Engineering Company (Khatib and Alami) is the design consultant.

Current Status

In October 2012, the construction works for phase 1 and mobilization works for phase 2 were ongoing and King Abdullah approved the formation of a new Public Transport Authority that will be responsible for funding and supervising transport services including the Haramain high speed rail.

In January 2014, phase 1 is expected to be completed.

In Q1 2017, the project is expected to be completed. Previous Actions

On 14 January 2012, the EPC contract was officially signed with Al Shoula Group led-consortium for phase 2. In July 2011, the construction works for part 1 of phase 1 and the mobilization works for part 2 of phase 1 were ongoing. The EPC contract of phase 2 was awarded to Al Shoula Group led-consortium.

In February 2011, the DB contract for the second part of phase 1 was awarded to the consortium of Saudi Binladin Group and Yapi Merkezi Construction (Mekkah and Medinah stations) and Saudi Oger (Jeddah and King Abdullah Economic City stations).

In September 2010, the contract to supply electricity for the project was awarded to Saudi Electricity Company.

In Q1 2010, the ITB for the DB contract for the second part of phase 1 was issued.

In January 2010, the PMC contract was awarded to Scott Wilson. In October 2009, the final route of the railway was determined and the RFP for the technical bids of the DB contract for the second part of phase 1 was issued.

In June 2009, the contract to provide reinforced steel was awarded to Al Rajhi Steel Industries.

In April 2009, the design consultancy contract for the stations was awarded to Foster and Partners.

In February 2009, the USD 1.87 billion DB civil contract for part 1 of phase 1 was awarded to the consortium of Al Rajhi, Alstom and China Railway Engineering; which appointed a consortium led by Al Arrab Contracting Company (ACC) to conduct the construction. The consortium includes Mohammed Ali Al Swailem Company (MASCO)and China Railway 18.

In September 2008, the ITB for the DB civil contract of part 1 of phase 1 was issued.

On 27 August 2007, SRO announced that it has issued the Request for Technical Proposals (RFTP) to six short-listed companies.

On 28 February 2007, developers submitted the prequalification documents.

In October 2006, the prequalification was launched. Scope of Work

Construction of a 450 Km railway including: Part 1 of Phase I involves civil works, roadway excavation, the body of the track and building bridges and culverts including: - 93 bridges (10,000 m total) - 4 tunnels - 142 flood water drainage channels

Part 2 of Phase I involves the design and construction of passenger stations including: - arrival and departure concourses - shops, restaurants and cafes - mosques accommodating approximately 600 people - short and long term car parking - a helipad - VIP lounges

Phase 2:

- tracks - signalling and telecommunications - operational control center - procurement and maintenance of the trains - 25 rail bridges - 157 crossings including wadi bridges and culverts - 70 crossings for cars and camels

Linklaters and the law office of Abdulaziz H. Fahad are the legal advisers. In February 2010, SRO selected the Public Investment Fund (PIF) to provide interest - free loans for the project.

Davis Langdon and Seah International is the PMC, Spowers and Pentago is the architect, and Scott Wilson is the Infrastructure consultant (Phase 2 part 1).

In September 2012, the construction of the project was ongoing. In 2013, the project is expected to be completed.
