    OBJECTIVES OF THE PROGRAMME :

    Objectives of the Programme and of the immediate unit or field activity(Overview of the programme):

    To strengthen Disaster Risk Reduction Programme for Health Sector Indonesia (DRR-PHS),enabling sustainability in reducing emergency and disaster risks through effective preparedness,response and recovery activities as per the updated Standard Operating Procedures in allprovinces in Indonesia by 2015.

    The proposed Programme is driven by the following strategies:

    1. Enacting policies, regulations through developing guidelines and standard operating

    procedures (SOP);2. Reducing hazards through Risk Mapping, Risk Analysis, developing of Contingency and

    Operational Plans based on benchmarks to monitor the implementation of activities in allhealth facilities in the provinces and districts of Indonesia;

    3. Reducing vulnerability through establishing of operational units at central, regional, provincialand district levels that are linked to the safe community initiative at the village levels;

    4. Building staff capacity and improving their skills through national and international exposure;5.Strengthening coordination and networking among different stakeholders

    Organizational Context

    The incumbent will:1. Be based in EHA WHO Office Jakarta, and work under direct supervision of the Medical

    Officer, Emergency and Humanitarian Action (EHA) as first level supervisor and the WHORepresentative as second level supervisor;

    2. Receive technical guidance from the Regional Adviser, Emergency and Humanitarian Action(EHA), South East Asia Regional Office (SEARO)

    3. Collaborate with Other Technical Units in WHO;4. Collaborate with Health Crisis Centre and other Departments in MOH at all levels for the

    effective implementation of the programme activities;5. Coordinate with partner agencies on relevant areas of work;

    6. Be deployed at short notice to emergencies and disasters sites to facilitate effective fieldoperations activities with MOH and partners;

    7. Observe WHO and MOH agreed policies, guidelines, rules and regulations;8. Exercise positive attitude, share and learn experiences and apply evidence-based decision

    making approaches to achieve the programme objectives in close collaboration within WHOand partner agencies

    MAIN DUTIES TO BE PERFORMED:

    The incumbent will facilitate, support, and assist the Ministry of Health (MOH) counterparts in theHealth Crisis Centre and partner agencies to strengthen the health sectors disaster preparedness,response and recovery needs at all levels:

    1. Assist the Health Crisis Centers to develop, operationalize and implement preparednessactivities including:

    Develop, review and update health policies, regulations, guidelines and StandardOperating Procedures;

    Risk Mapping, Analysis and Reduction for health Facilities and Health Offices;

    Capacity mapping and Operational Plans for health Facilities and Health Offices to improvetheir preparedness capacity, response to disasters and recovery needs;

    Functioning early warning system at all levels for different types of disasters based onRisak mapping and Reduction Plan;

    Work with the counterparts and partners to expand and strengthen the safe communityinitiative.

    2. In response to emergency:

    Able to be deployed, in short notice to any emergency/disaster sites; based on situation;

    Conduct Health Sector Assessments (Rapid, Need, Damage, Recovery), Early Warningand Rapid Response System (EWARS) and Communicable and Non Communicablecontrol programmes;

    Facilitate the establishment of health posts, emergency field operations and fieldinformation/communication according to the agreed standards;

    Co-chair (with the MOH) Health the Cluster/Sector coordination forum;

    Provide special attention to vulnerable groups (Children, Women, Old Age, Disable, andInjured) and Internally Displaced persons (IDP) among the affected population.

    3. Facilitate capacity building activities of the MoH staff through:

    Developing of training plans, adapting guidelines and training materials;

    Act as a resource person for WHO/EHA trainings at country and inter-country levels;

    Facilitating national and international training courses in collaboration with partner

    agencies; Support to operational research activities.

    4. Assist in drafting donors reports and fund-raising proposals;5. Planning and management of the WHO country work-plans including financial/supply tracking,

    monitoring and evaluation;6. Collaborates with MoH, UN Agencies, NGOs and other relevant stakeholders in coordinating

    meetings, trainings and workshops on related issues and joint assessment and/or evaluationmissions as necessary

    7. Strengthen partnerships with health sector partners;

    8. Interpret, translate documents and prepare presentations as needed;9. Prepare regular emergency situation reports;10. Undertake any other related tasks/duties as required

    Education Qualifications: Essential:1. Medical degree from a recognized university.2. Additional course, national or international trainings onDRR, emergency/disaster management or related areas

    Desirable:Master in Public Health will be added value.

    Experience: Essential:1. At least 2 years experience in the field of DRR

    and/or emergency and disaster management atnational level with international or nationalOrganizations;

    2. Ability to convince stakeholders and facilitate policyprocess between UN, NGOs, national healthauthorities and donors

    Desirable:

    Previous experience with WHO or other UNorganizations;

    Familiarity with government/MoH structure andprocedures and partner agencies in Indonesia;

    Familiarity with UN policies, practices andprocedures

    Languages:

    Excellent knowledge of English and Indonesian;

    Ability to speak any other UN languages would beadditional advantage

    Other Skills (e.g. IT): Proficiency in modern computer applications, additionalskills in data management softwares (epi-info) will be an
