I am directed to refer the sanction of the President to release an amount of Rs27000000- (Rupees Two Crorc Seventy Lakhs Only) as the 1st installment to be incurred to the State Governments of Mcghalaya as Preparatory Grants under Rashtriya Uchchatar Shiksha Abhiyan (RUSA) for the year 2015-16 Under the initiative under 1cfcn11~c the c~utnd Ouvcm111~11t shall JJruvitl~ assblumc tu lht Stall Ouv1rmmmls fur prcpnrntory activities like Capacity Building Planning etc as per the guidelines under RUSA The subsequent releases will be dependent on the submission of Utilisation Certificate for the earlier grants released

2 Under RUSA the Central Govemment shall provide assistance to the extent of 90 (in NER JampK Uttarakhand and Himachal Pradesh) and 65 of the outlay The ratio of Centre to Stite share in the grants for Mcghnhlya is 9010

3 Subject to approval of the competent authority and fulfillment of all conditions as per RUSA norms MHRD shall release Rs27000000- (Rupees Two Crorc Seventy Lakhs Only) of the allocation as the first instalment Further instalments of the allocation shall be released by the Ministry only after the State Governments concerned releases of its committed share towards non-recurring expenditure and recurring grants besides submission of the Utilisation Certificate by the State in respect of the first installment of the grant releasedmiddot
